(Beyond Pesticides, December 15, 2015)<\/em> Last week Montreal, the largest city in Canada\u2019s Quebec province, announced plans for an all-out ban on the use of bee-toxic neonicotinoid pesticides. The new regulations represent the strongest move against this neurotoxic class of insecticides by any government entity to date. Environmental and health advocates are praising the ban as a sign that more and more localities in North America are finding these chemicals unnecessary to manage pest problems, and not worth the risk to pollinators<\/a> and other wildlife<\/a>.<\/p>\n

Montreal\u2019s regulations provide for a complete ban, \u201cwithout exception,\u201d on the use of neonicotinoids outside of buildings on City land. Prior to the new rules, private citizens and businesses could obtain a temporary permit for \"Montreal\"the use of neonicotinoids in the \u00a0case \u00a0of an infestation, however, the permit will no longer be available and citizens will be encouraged to employ alternative practices or products. The ban will also apply to golf courses and properties in the City used for agricultural and horticultural purposes.<\/p>\n

\u201cBy adopting a regulation that prohibits the use of such pesticides in Montreal, our Administration places the health of its citizens, the quality of life of its neighborhoods and the preservation of biodiversity, natural environments and green spaces in the center of its concerns,\u201d said R\u00e9al M\u00e9nard, head of sustainable development, environment, large parks and green spaces for Montreal. \u201cThis tighter control of pesticides will, among other to better protect bees and other pollinators.\u201d<\/p>\n

Montreal\u2019s move follows a major overhaul of pesticide laws<\/a> announced in late November 2015 by Quebec province. Quebec acted to restrict the use of \u201chigh risk\u201d pesticides such as neonicotinoids, atrazine, and organophosphates in both agriculture and urban and residential environments.<\/p>\n

As the science linking neonicotinoids<\/a> to the decline of honey bees and other wild pollinators continues to strengthen, more and more governments are taking action to reduce or eliminate their use in pest management. In the U.S., local governments in Minneapolis, MN, <\/a>Lafayette<\/a> and Boulder, CO<\/a>, Portland, OR<\/a>, Montgomery County, MD<\/a>, and numerous other locations<\/a> have restricted or eliminated the use of neonicotinoids on public and\/or private property. Like Montreal, these localities are not simply aiming to replace neonicotinoids with another toxic pesticide, but alter their pest management approach by putting an emphasis on prevention, monitoring, and cultural, mechanical and biological controls if pest problems do get out of hand.<\/p>\n

Montreal\u2019s new regulations reveal that neonicotinoids are simply not necessary in settings long considered a third rail for pesticide regulation in the U.S.: golf courses and agriculture. In 2014, EPA \u00a0released a memorandum<\/a> \u00a0concluding that soybean \u00a0seeds treated with neonicotinoid insecticides provide little or no overall benefits in controlling insects or improving yield or quality in chemical-intensive soybean production. \u00a0The memo states, \u201cIn studies that included a comparison to foliar insecticides, there were no instances where neonicotinoid seed treatments out-performed any foliar insecticide in yield protection from any pest.\u201d Furthermore, preliminary reports out of the UK find that the country is poised to \u00a0harvest higher than expected yields of canola<\/a> \u00a0in its first neonicotinoid-free growing season since a \u00a0European moratorium on neonicotinoids<\/a> \u00a0went into place in 2013. In golf, grubs are often the target of neonicotinoids, but a growing number of alternative products and practices<\/a> continue to be developed.<\/p>\n

The founders, who established Beyond Pesticides (originally as National Coalition Against the Misuse of Pesticides) as a nonprofit membership organization in 1981, felt that without the existence of such an organized, national network, local, state and national pesticide policy would become, under chemical industry pressure, increasingly unresponsive to public health and environmental concerns. Beyond Pesticides believes that people must have a voice in decisions that affect them directly. We believe decisions should not be made for us by chemical companies or by decision-makers who either do not have all of the facts or refuse to consider them. Beyond Pesticides provides hands-on services to the public and supports local action by: identifying and interpreting hazards; and, designing safe pest management programs. With the information provided by Beyond Pesticides, people may not only be able to make informed choices and adopt practices that protect themselves and their families from unnecessary exposure to pesticides, but they will be able to effect changes on community-wide pest management decisions and policies that govern pesticide use, such as pesticide uses in parks, schools, for community insect control and along roadsides.
