A spokesman for Bayer CropScience said the neonic-selling giant has reviewed the assessment and found it to be \u201cquite good and scientifically sound,&#8221; according to a news report. \u00a0<em><a href=\"http:\/\/www.theguardian.com\/environment\/2016\/jan\/12\/bayer-revises-position-extra-protections-for-bees-from-pesticides?CMP=share_btn_tw\">The Guardian<\/a> \u00a0<\/em>is reporting that Bayer will be proposing new protections for pollinators, however the company has not yet announced what the new protections will be. This is a stark turnaround from \u00a0<a href=\"https:\/\/www.cropscience.bayer.us\/news\/press-releases\/2016\/01062016-statement-from-bayer-on-epa-imidacloprid-risk-assessment-preliminary-report\">Bayer&#8217;s statement last week<\/a>, which said EPA\u2019s assessment \u201cappears to overestimate the potential for harmful exposures in certain crops, such as citrus and cotton, while ignoring the important benefits these products provide and management practices to protect bees.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-17226 size-full\" src=\"http:\/\/beyondpesticides.org\/dailynewsblog\/wp-content\/uploads\/2015\/12\/Gary-Tate-Riverside-CA-Honey-Bee-taking-flight-Riverside-Ca-300x260-300x260.jpg\" alt=\"\" width=\"300\" height=\"260\" align=\"right\" \/>Last week, EPA <a href=\"http:\/\/yosemite.epa.gov\/opa\/admpress.nsf\/eeffe922a687433c85257359003f5340\/63e7fb0e47b1aa3685257f320050a7e3!OpenDocument\">released<\/a> its <a href=\"http:\/\/www.regulations.gov\/#!documentDetail;D=EPA-HQ-OPP-2008-0844-0140\">preliminary honey bee risk assessment<\/a> for one of the most widely used neonicotinoids, <a href=\"http:\/\/beyondpesticides.org\/resources\/pesticide-gateway?pesticideid=39\">imidacloprid<\/a>, which is \u00a0linked to severely declining honey bee populations. The assessment found \u00a0harmful residues of the insecticide \u00a0in crops where the pollinators forage \u00a0and confirmed bees\u2019 widespread and sustained exposure to the highly toxic and persistent chemical through poisoned pollen and nectar. Imidacloprid, like the other chemicals in its class, is not only highly toxic to bees, but a growing number of studies find that even at low levels neonicotinoids impair foraging ability, navigation, learning behavior, and suppress the immune system, making bees more susceptible to pathogens and disease. \u00a0Three other neonicotinoid risk assessments are expected this year, including <a href=\"http:\/\/beyondpesticides.org\/resources\/pesticide-gateway?pesticideid=121\">clothianidin<\/a>, <a href=\"http:\/\/beyondpesticides.org\/resources\/pesticide-gateway?chemfind=thiamethoxam\">thiamethoxam<\/a>, and <a href=\"http:\/\/beyondpesticides.org\/resources\/pesticide-gateway?chemfind=dinotefuran\">dinotefuran<\/a>.<\/p>\n<p>EPA\u2019s assessment ignores certain risks posed to wild bees and other routes of widespread exposure, such as hedgerows, soil, and water. EPA found that in agriculture crop fields and adjacent fields where imidacloprid is sprayed pose a risk to both bumblebees and honey bees, especially on citrus and cotton. The report also identified a residue level of 25 parts per billion (ppb) for imidacloprid, \u201cwhich sets a threshold above which effects on pollinator hives are likely to be seen, \u00a0and at that level and below which effects are unlikely.\u201d \u00a0This threshold has been grossly overestimated according to <a href=\"https:\/\/www.beyondpesticides.org\/programs\/bee-protective-pollinators-and-pesticides\/what-the-science-shows\">numerous reports<\/a> that point to much lower exposure rates. In 2014, <a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2014\/02\/near-infinitesimal-exposure-to-neonicotinoids-reduces-bees-ability-to-gather-food\/\">a study published in <em>Ecotoxicology<\/em><\/a> found near-infinitesimal exposure to neonics reduces bees\u2019 ability to gather food.<\/p>\n<p>The risk assessment also fails to analyze neonic-treated seeds, which <a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2014\/03\/neonicotinoid-pesticides-lack-benefits-studies-find\/\">yield no greater efficiency or benefits to agriculture<\/a> compared to untreated seeds. This is an area of neonic use that must be addressed given their presence in conventional agriculture. <a href=\"http:\/\/www.ncbi.nlm.nih.gov\/pubmed\/19133461\">For instance<\/a>, more than 90% of canola in North America is planted with neonic-treated seeds. Seed treatment raises concerns \u00a0due to the systemic qualities of neonicotinoids and their persistence in the environment. This requires the analysis of soil, water, and other wildlife, such as birds and aquatic invertebrates, to truly assess the toxic effect of neonics on bees in their totality. <a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/01\/epa-must-assess-the-indiscriminate-pollinator-poisoning-caused-by-neonicotinoids-imparted-to-plants-from-seeds-lawsuit-charges\/\">In response<\/a> to loose regulation, Center for Food Safety, representing \u00a0several beekeepers, farmers and sustainable agriculture and conservation groups, filed a \u00a0<a href=\"http:\/\/www.centerforfoodsafety.org\/files\/2016-1-6-dkt-1--pls--complaint_11142.pdf\">lawsuit<\/a> \u00a0in federal court last week \u00a0charging EPA with a \u00a0failure to adequately regulate neonicotinoid insecticide seed coatings used on dozens of crops throughout the U.S.<\/p>\n<p>Bayer\u2019s unnamed spokesperson also notes that EPA\u2019s risk assessment \u201cdidn\u2019t say [neonicotinoids] are a risk to honeybee colonies.\u201d Not only is Bayer denouncing the possibility that Colony Collapse Disorder (CCD) is caused by neonics, but it also hints that any report making such claims would be unsound. This statement reflects not the strength of the science, but the weakness of EPA\u2019s assessment, highlighting their reluctance to adequately study neonic effects at the colony level. According to EPA\u2019s report, colony study \u201cwas not considered appropriate\u201d even though it \u201crepresents a limitation in the risk assessment\u201d claiming that \u201cthe uncertainty is not likely to substantially alter the risk conclusions\u201d\u00a6except when exposure via pollen is extraordinarily high due to nectar.\u201d Considering that exposure levels acceptable to EPA are well above those supported by the scientific community, \u201cextraordinarily high\u201d levels, above 25 ppb, may be unrealistic.<\/p>\n<p>Given the deficiencies in EPA\u2019s report, Bayer\u2019s recent change of heart appears weak. And history has shown their shaky commitment to pollinators. <a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2015\/09\/federal-court-overturns-epa-approval-of-new-bee-killing-insecticide-sulfoxaflor\/\">One year ago<\/a>, EPA registered flupyradifurone, a new pesticide marketed by Bayer as an alternative to neonics that is \u201csafer for bees.\u201d Last year, <a href=\"http:\/\/www.turlockjournal.com\/archives\/28671\/\">Bayer donated $100,000 to Project Apis m.<\/a>, a non-profit organization that dedicates itself to enhancing the health of honey bees. Although the donation is directed towards providing additional forage to bees, Bayer continues to fund much larger projects and <a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2015\/03\/bayer-attempt-to-silence-critics-of-its-bee-poisonous-pesticides-rejected-by-judge\/\">lawsuits<\/a> aimed at silencing scientific evidence that blames neonics for colony collapse.<\/p>\n<p>Beyond Pesticides has long advocated a regulatory approach \u00a0that prohibits high hazard chemical use and requires alternative assessments. Farm, beekeeper, and environmental groups, including Beyond Pesticides, have urged EPA to follow in the European Union\u2019s footsteps and suspend the huge numbers of other bee-harming pesticides already on the market. \u00a0We suggest an approach that rejects uses and exposures deemed acceptable under risk assessment calculations, and instead focuses on \u00a0safer alternatives that are proven effective, such as \u00a0<a href=\"https:\/\/www.beyondpesticides.org\/organicfood\/index.php\">organic agriculture<\/a>, which prohibits the use of neonicotinoids. A spokesman for Bayer CropScience said the neonic-selling giant has reviewed the assessment and found it to be \u201cquite good and scientifically sound,&#8221; according to a news report. \u00a0The Guardian \u00a0is reporting that Bayer will be proposing new protections for pollinators, however the company has not yet announced what the new protections will be. This is a stark turnaround from \u00a0Bayer&#8217;s statement last week, which said EPA\u2019s assessment \u201cappears to overestimate the potential for harmful exposures in certain crops, such as citrus and cotton, while ignoring the important benefits these products provide and management practices to protect bees.\u201d Last week, EPA released its preliminary honey bee risk assessment for one of the most widely used neonicotinoids, imidacloprid, which is \u00a0linked to severely declining honey bee populations.
