According to the survey, beekeepers lost 28.1% of their colonies over this past winter, and a total of 44% of their colonies over the last year. This marks the second year in a row that summer declines (28.1%) were on par with declines experienced during winter.<\/p>\n<p><em>WBAL<\/em> reports that the governor is likely to veto the bill because of the Maryland Department of Agriculture\u2019s <a href=\"http:\/\/mda.maryland.gov\/about_mda\/Documents\/2016-HB211-Neonics.pdf\">testimony submitted in opposition<\/a> to the <em>Pollinator Protection Act<\/em>, which cites a lack of scientific evidence linking neonicotinoids to pollinator decline. However, there is an <a href=\"https:\/\/www.beyondpesticides.org\/programs\/bee-protective-pollinators-and-pesticides\/what-the-science-shows\">overwhelming amount of research<\/a> demonstrating that neonicotinoids, such as imidacloprid, thiamethoxam and clothianidin working individually or synergistically, <a href=\"https:\/\/www.beyondpesticides.org\/pollinators\/nolongeraBIGmystery.pdf\">play a critical role<\/a> in the ongoing decline of bees and other pollinators. Neonicotinoids affect the central nervous system of insects, resulting in paralysis and eventual death. These pesticides have<a href=\"https:\/\/www.beyondpesticides.org\/pollinators\/research.php\"> consistently been implicated<\/a> as a key contributor \u00a0in pollinator declines, not only through immediate bee deaths, but also through sublethal exposure that causes \u00a0changes in bee reproduction, navigation, and foraging. Pesticide exposure can impair both detoxification mechanisms and immune responses, rendering bees more susceptible to viruses, parasites, and other diseases, and leading to devastating bee losses.<\/p>\n<p>The bill represents an important step by the Maryland legislature, since consumers in the state would be prohibited from using products containing neonicotinoid pesticides starting in 2018. However, the legislation\u2019s \u00a0reach does not extend to farmers, veterinarians, and certified pesticide applicators, who will still be permitted to apply \u00a0the chemicals. Consumers can also buy treated plants and seedlings from stores without any labeling. Cumulatively, these present major sources of exposure for bees and other pollinators.<\/p>\n<p>Shortly after Maryland\u2019s <em>Pollinator Protection Act<\/em> was passed through the legislature, the Connecticut legislature <a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/05\/connecticut-legislature-votes-unanimously-to-adopt-pollinator-protections\/\">unanimously passed<\/a> a wide-ranging bill, Bill No. 231, <em><a href=\"https:\/\/www.cga.ct.gov\/2016\/TOB\/s\/2016SB-00231-R02-SB.htm\">An Act Concerning Pollinator Health<\/a><\/em> to protect declining pollinator populations from neonics, which was <a href=\"https:\/\/www.cga.ct.gov\/asp\/cgabillstatus\/cgabillstatus.asp?selBillType=Bill&amp;bill_num=SB00231&amp;which_year=2016\">signed into law<\/a> by Governor Dannel P. Malloy earlier this month.<\/p>\n<p>Numerous <a href=\"https:\/\/www.beyondpesticides.org\/assets\/media\/documents\/infoservices\/pesticidesandyou\/documents\/BeeProtectiveUpdateFall2014.pdf\">local communities<\/a>, <a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/05\/macalester-college-signs-resolution-to-bee-protective\/\">universities<\/a>, and <a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/04\/scotts-miracle-gros-to-eliminate-neonics-in-ortho-brand\/\">retailers<\/a> have also taken steps to remove neonicotinoid pesticides from use. At the federal level, Congress has an opportunity to suspend the use of \u00a0neonics \u00a0until they have been proven not to result in unreasonable adverse effects on pollinators through the <a href=\"https:\/\/www.congress.gov\/bill\/114th-congress\/house-bill\/1284\">Saving America\u2019s Pollinators Act. <\/a> \u00a0While the White House has established a <a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2015\/05\/white-house-plan-does-little-to-take-the-sting-out-of-pollinator-declines\/\">National Pollinator Health Strategy<\/a>, it is evident that more will need to be done to address pesticide use in order to achieve President Obama\u2019s goal of no more than 15% annual winter losses within the next decade. In a recent report, the <a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/03\/gao-report-finds-usda-epa-not-doing-enough-to-protect-pollinators\/\">Government Accountability Office concurred<\/a> that the U.S. Environmental Protection Agency and Department of Agriculture are not doing enough to protect pollinators.<\/p>\n<p>Proactive state and local steps to address the issue of pollinator decline is critical in the absence of federal action. Beyond Pesticides has long advocated a regulatory approach that prohibits toxic pesticide \u00a0use and requires alternative assessments. We suggest an approach that rejects uses and exposures deemed acceptable under risk assessment calculations, and instead focuses on safer alternatives that are proven effective, such as organic agriculture, which prohibits the use of neonicotinoids.
