The new policy, announced June 16, cites the growing number of studies linking neonicotinoid use to adverse effects on pollinator species.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-18380\" src=\"http:\/\/beyondpesticides.org\/dailynewsblog\/wp-content\/uploads\/2016\/06\/howard_county_seal.gif\" alt=\"howard_county_seal\" width=\"281\" height=\"281\" align=\"right\" \/>The Department of Recreation and \u00a0Parks (DRP) manages approximately 10,000 acres of parkland within Howard County. The state legislature passed the \u00a0<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/04\/maryland-legislature-bans-retail-sales-of-bee-toxic-neonicotinoid-pesticides\/\"><strong>Maryland Pollinator Protection Act<\/strong><\/a> \u00a0(<a href=\"http:\/\/mgaleg.maryland.gov\/webmga\/frmMain.aspx?id=sb0198&amp;stab=01&amp;pid=billpage&amp;tab=subject3&amp;ys=2016RS\"><strong>Senate Bill 198<\/strong><\/a>\/<a href=\"http:\/\/mgaleg.maryland.gov\/webmga\/frmMain.aspx?pid=billpage&amp;tab=subject3&amp;id=hb0211&amp;stab=01&amp;ys=2016RS\"><strong>House Bill 211<\/strong><\/a>), under which consumers will not be permitted to buy pesticides that contain neonicotinoids starting in 2018. Certified pesticide applicators, farmers and veterinarians will still be allowed to use neonicotinoids. <a href=\"http:\/\/beyondpesticides.org\/programs\/bee-protective-pollinators-and-pesticides\/what-the-science-shows\"><strong>Numerous studies<\/strong><\/a> \u00a0confirm that neonics contribute to bee mortality and colony health deterioration, as well as to declines in native pollinators, including birds and butterflies. At the national level, <a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/05\/a-decade-into-the-pollinator-crisis-unsustainable-bee-losses-continue\/\">beekeepers lost an average of 44% of their colonies<\/a> over the past year. \u00a0Last year, Maryland lost more than 60 percent of its beehives as commercial beekeepers &#8211; of which there are more than 1,800 statewide. These are losses are higher than the average reported national losses.<\/p>\n<p>In an official statement, Howard County Executive Allan H. Kittleman said, \u201cMany of us have heard about the decreasing numbers of both honey bees and monarch butterflies. While the EPA continues to look at the potential negative impacts of neonicotinoids, the Department of Recreation and Parks has crafted a policy that is practical and sets forth guidelines for those instances when there is no other option but to use neonicotinoids. We hope that this new policy will encourage the entire community to use alternative means to control pests.\u201d<\/p>\n<p>The policy incorporates feedback from the Recreation and Parks Board, the Howard County Bird Club, the Sierra Club and others. DRP began developing the policy after discussions between Mr. Kittleman and environmental advocates during fall 2015.<\/p>\n<p>Other states like \u00a0<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/05\/connecticut-legislature-votes-unanimously-to-adopt-pollinator-protections\/\"><strong>Connecticut<\/strong><\/a> are also taking action to restrict the use of these harmful pesticides. Numerous \u00a0<a href=\"https:\/\/www.beyondpesticides.org\/assets\/media\/documents\/infoservices\/pesticidesandyou\/documents\/BeeProtectiveUpdateFall2014.pdf\"><strong>local communities<\/strong><\/a>, \u00a0<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/05\/macalester-college-signs-resolution-to-bee-protective\/\"><strong>universities<\/strong><\/a>, and \u00a0<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/04\/scotts-miracle-gros-to-eliminate-neonics-in-ortho-brand\/\"><strong>retailers<\/strong><\/a> \u00a0have also taken steps to remove neonicotinoid pesticides from use. At the federal level, Congress has an opportunity to suspend the use of \u00a0neonics \u00a0until they have been proven not to result in unreasonable adverse effects on pollinators through the \u00a0<a href=\"https:\/\/www.congress.gov\/bill\/114th-congress\/house-bill\/1284\"><strong>Saving America\u2019s Pollinators Act.<\/strong><\/a> Last week, the White House released its \u00a0<a href=\"https:\/\/www.whitehouse.gov\/blog\/2016\/06\/22\/bees-butterflies-and-you\"><strong>Pollinator Partnership Action Plan (PPAP),<\/strong><\/a> \u00a0a follow-up to its 2015 \u00a0<a href=\"https:\/\/www.whitehouse.gov\/sites\/default\/files\/microsites\/ostp\/Pollinator%20Health%20Strategy%202015.pdf\"><strong>National Pollinator Health Strategy<\/strong><\/a>, which outlines action that can and are being taken to provide pollinators with more forage and habitat. However, the plan continued to fall short of meaningful action for pollinators, calling for very little protections from pesticides.<\/p>\n<p>Beyond Pesticides and its allies have called for suspensions on neonicotinoid pesticides, particularly the most widely used and toxic: imidacloprid, clothianidin and thiamethoxam. These pesticides are used in a variety of home and garden products, and most commonly in corn and soybean seed coatings, where they remain in plant tissues, including pollen and nectar, for long periods of time.
