The order tasks state agencies with a range of pollinator protective activities, and follows the completion of a <a href=\"http:\/\/www.mda.state.mn.us\/chemicals\/pesticides\/regs\/scopingneonics\/~\/media\/Files\/chemicals\/reviews\/neonicreviewsummary.pdf\">Special Registration Review of Neonicotinoid Pesticides<\/a> conducted by the Minnesota Department of Agriculture. It also will create a new task force to study the issues impacting pollinators and recommend long-term solutions.\u201d<\/p>\n<p>The executive order directs the Department of Agriculture to immediately initiate steps requiring neonics only be applied when there is \u201can imminent threat of significant crop loss.\u201d This move applies \u00a0to sprays, drenches, or granular applications of neonics, however, and not seed coatings, which will require separate legislative action to restrict. Under a loophole in federal pesticide law, pesticide-coated seeds are considered \u201ctreated articles\u201d and not regulated as pesticides. Beekeepers, farmers, and environmental advocacy organizations, \u00a0led by \u00a0the Center for Food Safety, \u00a0<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/01\/epa-must-assess-the-indiscriminate-pollinator-poisoning-caused-by-neonicotinoids-imparted-to-plants-from-seeds-lawsuit-charges\/\">filed a lawsuit in early 2016<\/a> \u00a0challenging this gap in protection. And there is precedent for state legislatures to pass a law establishing authority to regulate coated seeds. Earlier this year the state of Vermont \u00a0<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/03\/vermont-house-takes-on-treated-article-exemption-gives-ag-secretary-ability-to-regulate\/\">granted its Secretary of Agriculture<\/a> \u00a0the ability to write rules addressing neonic coated seeds.<\/p>\n<p>The Governor\u2019s order also requires the Department of Agriculture to review neonic product labels and implement appropriate state-level restrictions on their use, increase enforcement of label requirements for pesticides that are acutely toxic to bees, and develop best management practices aimed at enhancing the health of pollinators in the state. \u201cPollinators are vital to agriculture and agriculture is a vital to the state of Minnesota,\u201d said Agriculture Commissioner Dave Frederickson. \u201cThe Governor\u2019s action today underscores how important it is for the state to be a leader in the response to protect our pollinator population.\u201d<\/p>\n<p>While legislation in \u00a0<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/04\/maryland-legislature-bans-retail-sales-of-bee-toxic-neonicotinoid-pesticides\/\">Maryland<\/a> \u00a0and \u00a0<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/05\/connecticut-legislature-votes-unanimously-to-adopt-pollinator-protections\/\">Connecticut<\/a> \u00a0earlier this year was successful in restricting residential use of neonics, Minnesota\u2019s actions are the first in the U.S. to substantively address the use of neonicotinoids in agriculture. \u00a0<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/wp-admin\/beyondpesticides.org\/programs\/bee-protective-pollinators-and-pesticides\/what-the-science-shows\">Studies find<\/a> \u00a0that agricultural landscapes pose distinct threats to bees and wild pollinators. The propensity for neonics to move off site either through drift or runoff leads to \u00a0<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/06\/study-finds-honey-bees-frequently-collect-contaminated-pollen-from-non-crop-plants\/\">contamination of wildflowers and other areas<\/a> \u00a0where bees forage. The state\u2019s new requirement, if adequately enforced, will help decrease the aggregate amount of neonics used in the state. However, given that these chemicals are long lived in the environment, persisting for months \u00a0<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2013\/06\/new-study-exposes-widespread-harm-from-neonicotinoid-pesticides\/\">to several years<\/a>, in order to truly protect pollinators, beekeepers, Beyond Pesticides, and its allies are calling for a full suspension on the use of neonics.<\/p>\n<p>Measures to reduce neonic use in areas outside agriculture were also included in the executive order. The state\u2019s Environmental Quality Board will create an Interagency Pollinator Protection Team to develop statewide pollinator goals; the Department of Natural Resources will develop strategies to minimize pesticide and improve pollinator habitat on land managed by the agency; the Board of Soil and Water Resources will incorporate pollinator protection into its projects and programs; and the Department of Transportation will enhance pollinator habitat on state-owned rights of way. The Governor also established what will become a 15&#8211;member Committee on Pollinator Protection \u201cto ensure that Minnesota citizens have a seat at the table in shaping the solutions that will ensure a healthy pollinator population and continued strength of our agricultural economy.\u201d<\/p>\n<p>Minnesota\u2019s state-level actions are in large part due to a groundswell of local advocacy that has succeeded in protecting pollinators. Sixteen localities in Minnesota, including its \u00a0<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2015\/08\/minneapolis-mn-passes-organic-pollinator-friendly-resolution\/\">largest city Minneapolis<\/a> \u00a0and its \u00a0<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/02\/city-of-st-paul-mn-acts-to-protect-pollinators\/\">capital St. Paul<\/a>, have passed resolutions restricting the use of neonics by its local government. While the state\u2019s efforts are laudable, it is critical these actions be institutionalized through legislation. It will take continued pressure from local governments and community groups to ensure that state lawmakers protect pollinators regardless of who sits in the Governor\u2019s office.<\/p>\n<p>Advocates would like to \u00a0Gov. Dayton\u2019s executive order \u00a0as \u00a0just the latest in a string of victories aimed at reducing honey bee and other pollinator\u2019s exposure to toxic pesticides. With one in three bites of food dependent on honey bees, it is critical that other states, particularly those with intensive agriculture, take steps to limit the use of neonicotinoid insecticides. Although the White House established a National Pollinator Health Strategy in 2015, groups including Beyond Pesticides underscore that it <a href=\"https:\/\/www.beyondpesticides.org\/assets\/media\/documents\/WhiteHousePollinatorPlan.pdf\">does not do enough to protect pollinators from pesticides<\/a>. In January of this year, <a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/01\/epa-data-confirms-honey-bee-exposure-to-hazardous-pesticides\/\">EPA confirmed that neonicotinoids are highly toxic to bees<\/a>, but its actions to date have also done little to reverse <a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/05\/a-decade-into-the-pollinator-crisis-unsustainable-bee-losses-continue\/\">unsustainable declines<\/a>.<\/p>\n<p>Individuals concerned about the decline of pollinators in their state and community can start work now to protect them. Become a backyard beekeeper, and advocate for <a href=\"https:\/\/www.beyondpesticides.org\/assets\/media\/documents\/pollinators\/documents\/BeekeepingPolicyBiFold.pdf\">wholesale policy changes<\/a> in the ways and reasons pesticides are used. Use Beyond Pesticides\u2019 <a href=\"https:\/\/www.beyondpesticides.org\/assets\/media\/documents\/lawn\/documents\/ModelPublicPolicy.pdf\">model community pesticide ordinance<\/a> or <a href=\"https:\/\/www.beyondpesticides.org\/assets\/media\/documents\/pollinators\/documents\/Pollinator_Resolution2013.pdf\">pollinator resolution<\/a> as a guide. If in an agricultural area, engage with your farming neighbors, and encourage them to plant pollinator habitat strips and eliminate their use of <a href=\"https:\/\/www.beyondpesticides.org\/assets\/media\/documents\/SystemicsCited.pdf\">systemic pesticides.<\/a> There\u2019s so much to be done to protect pollinators from toxic pesticides, but none of it will happen without strong public engagement at every level of government. The order tasks state agencies with a range of pollinator protective activities, and follows the completion of a Special Registration Review of Neonicotinoid Pesticides conducted by the Minnesota Department of Agriculture. Given that a change in administration could lead to a rescinding of an executive order, it is critical that advocates continue to pressure for concrete legislative changes that institutionalize bee protective practices. \u201cBees and other pollinators play a critical role in supporting both our environment, and our economy,\u201d said Governor Dayton. \u201cThis order directs state government to take immediate action to alleviate the known \u00a0risks that pollinators face.
