However, EPA\u2019s proposed a classification that is contrary, not only to WHO\u2019s, but also a position \u00a0it had previously held. The issue paper was released in preparation for the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) Scientific Advisory Panel (SAP) meeting, October 18-21, which convenes to review EPA\u2019s evaluation of the carcinogenic potential of <a href=\"https:\/\/www.beyondpesticides.org\/resources\/pesticide-gateway?pesticideid=37\">glyphosate<\/a>.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-19069\" src=\"http:\/\/beyondpesticides.org\/dailynewsblog\/wp-content\/uploads\/2016\/09\/sdaf-300x199.jpg\" alt=\"sdaf\" width=\"300\" height=\"199\" align=\"right\" srcset=\"https:\/\/beyondpesticides.org\/dailynewsblog\/wp-content\/uploads\/2016\/09\/sdaf-300x199.jpg 300w, https:\/\/beyondpesticides.org\/dailynewsblog\/wp-content\/uploads\/2016\/09\/sdaf-768x510.jpg 768w, https:\/\/beyondpesticides.org\/dailynewsblog\/wp-content\/uploads\/2016\/09\/sdaf.jpg 1024w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>Glyphosate, produced by Monsanto, is one of the most popular weedkillers in the U.S., and the active ingredient in Roundup. Glyphosate is often promoted by industry as a \u201clow toxicity\u201d chemical and \u201csafer\u201d than other chemicals, yet has been shown to have<a href=\"https:\/\/www.beyondpesticides.org\/gateway\/index.php?pesticideid=37\"> \u00a0detrimental impacts<\/a> \u00a0on humans and the environment. Given its widespread use on residential and agricultural sites, its toxicity is of increasing concern.<\/p>\n<p>The carcinogenic potential of glyphosate has been reviewed and disagreed on many times. EPA, in 1985, originally classified glyphosate as a chemical \u201d\u02dcpossibly carcinogenic to humans,\u2019 based on tumors in laboratory animals, \u00a0but changed its classification to evidence of non-carcinogenicity in humans years later, allowing the chemical to grow to \u00a0the most widely used pesticide in the U.S.  \u00a0But now, according to EPA&#8217;s document, in September 2015, the agency reviewed relevant glyphosate data, including studies submitted by the registrant and studies published in the open literature. This evaluation resulted in a classification of glyphosate as \u201cNot Likely to be Carcinogenic to Humans.\u201d \u00a0However, many of these industry studies are not publicly available, and their findings may not have been peer-reviewed.<\/p>\n<p>To clarify, EPA\u2019s hierarchical \u00a0<a href=\"https:\/\/www.epa.gov\/fera\/risk-assessment-carcinogens\">categories of carcinogens<\/a>, \u00a0recognized by the 2005 \u00a0<a href=\"https:\/\/www.epa.gov\/risk\/guidelines-carcinogen-risk-assessment\">Guidelines for Carcinogen Risk Assessment<\/a> \u00a0are:<\/p>\n<ul>\n<li>Carcinogenic to Humans<\/li>\n<li>Likely to be Carcinogenic to Humans<\/li>\n<li>Suggestive Evidence of Carcinogenic Potential<\/li>\n<li>Inadequate Information to Assess Carcinogenic Potential<\/li>\n<li>Not Likely to be Carcinogenic to Humans<\/li>\n<\/ul>\n<p>Debate has been raging in Europe about the continued use of glyphosate in light of the 2015 classification by the World Health Organization\u2019s (WHO) International Agency for Research on Cancer (IARC) of<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2015\/03\/glyphosate-classified-carcinogenic-by-international-cancer-agency-group-calls-on-u-s-to-end-herbicides-use-and-advance-alternatives\/\"> \u00a0glyphosate as a \u201cprobable human carcinogen.<\/a>\u201d However, confusion peaked when a few short months later the European Food Safety Authority (EFSA)<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2015\/11\/new-finding-says-glyphosate-roundup-not-carcinogenic-not-so-fast\/\"> \u00a0published its report<\/a> \u00a0finding that glyphosate is \u201cunlikely to pose a carcinogenic hazard to humans.\u201d However, EFSA\u2019s report is limited in that it reviewed glyphosate alone, unlike IARC, which reviewed glyphosate and its formulated products (Roundup) which are more relevant for evaluating risks to human health. The European Commission has since issued a<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/07\/glyphosate-extended-18-months-europe-restrictions\/\"> \u00a0limited license extension for glyphosate<\/a>, after member states were unable to come to a formal decision. The extension also comes with some restrictions, including obligations for member states to minimize use on playgrounds, and a ban on formulations with the ingredient POEA,<a href=\"https:\/\/www.beyondpesticides.org\/dailynewsblog\/?p=1997\"> \u00a0which can kill human cells, particularly embryonic, placental and umbilical cord cells<\/a>.<\/p>\n<p>In addition to IARC\u2019s findings,<a href=\"https:\/\/d3n8a8pro7vhmx.cloudfront.net\/ncap\/pages\/26\/attachments\/original\/1428423381\/glyphosate.pdf?1428423381\"> \u00a0previous studies<\/a> \u00a0have linked the toxicant to non-Hodgkin\u2019s lymphoma and multiple myeloma. It is also an endocrine disruptor, causes reproductive effects, kidney and liver damage, and is toxic to aquatic organisms, according to studies. In September 2015, a study published in Environmental Health News found that<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2015\/09\/kidney-liver-damage-linked-to-chronic-low-dose-glyphosate-exposure\/\"> \u00a0chronic, low-dose exposure to glyphosate<\/a> \u00a0led to adverse effects on liver and kidney health. Roundup formulations can also induce a dose-dependent formation of DNA adducts (altered forms of DNA linked to chemical exposure, playing a key role in chemical carcinogenesis) in the kidneys and liver of mice. Human cell endocrine disruption on the androgen receptor, inhibition of transcriptional activities on estrogen receptors on HepG2, DNA damage and cytotoxic effects occurring at concentrations well below \u201cacceptable\u201d residues have all been observed. Similarly, a study released this year finds that glyphosate<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/07\/glyphosate-causes-changes-dna-resulting-chronic-disease\/\"> \u00a0can cause changes to DNA function resulting in the onset of chronic disease<\/a>, including diabetes, obesity, and Alzheimer\u2019s disease.<\/p>\n<p>The<a href=\"https:\/\/www.epa.gov\/sap\/fifra-scientific-advisory-panel-sap-basic-information\"> \u00a0FIFRA SAP<\/a> \u00a0is made up of biologists, toxicologists, and other scientific experts who consult the EPA on \u201ca wide-range of health and safety issues related to pesticides.\u201d <strong>EPA\u2019s <a href=\"http:\/\/www.gao.gov\/new.items\/d01536.pdf\">selection of advisory board members<\/a> and <a href=\"https:\/\/www.nrdc.org\/sites\/default\/files\/hea_08050101a.pdf\">past FIFRA SAP nominees<\/a> have been <a href=\"https:\/\/books.google.com\/books?id=fFitH3KSQwgC&amp;pg=PA31&amp;source=gbs_toc_r&amp;cad=3#v=onepage&amp;q&amp;f=false\">criticized because of conflicts of interest<\/a>, but it is not known how this particular panel will react to EPA\u2019s proposal.<\/strong> After their meeting, the FIFRA SAP will have 90 days to submit a written report to the EPA for their review. All of this action is a part of EPA\u2019s most current effort to publish glyphosate\u2019s human health and ecological risk assessments, scheduled for release in spring 2017.<\/p>\n<p>We encourage you to submit written comments for the FIFRA SAP to review and consider during their meeting. However, EPA\u2019s proposed a classification that is contrary, not only to WHO\u2019s, but also a position \u00a0it had previously held. The issue paper was released in preparation for the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) Scientific Advisory Panel (SAP) meeting, October 18-21, which convenes to review EPA\u2019s evaluation of the carcinogenic potential of glyphosate.
