This approval late last week comes at a time when widespread chemical use is threatening public health and the environment and weed resistance continues to grow, threatening farmers&#8217; productivity and profitability.<\/p>\n<p>Over 600 public comments were submitted to EPA on this issue, with many comments vehemently opposing the current uses and the proposed expansion of uses. In <a href=\"https:\/\/www.epa.gov\/pesticides\/epa-amends-registration-enlist-duo-herbicide-add-ge-cotton-and-additional-states\">its decision<\/a>, EPA stated that Enlist Duo \u201cmeets the safety standard for the public, agricultural workers, and non-target plants and animal species.\u201d However, as Beyond Pesticides stated in <a href=\"2,4-D%20and%20Enlist%20Duo%20should%20not%20be%20a%20solution%20for\">comments to the agency<\/a>, EPA has not fully considered all the environmental costs, including the cost of tackling increased 2,4-D resistant weeds, crop and non-target damages from uncontrolled drift, as well as unanswered questions regarding synergistic chemical effects in non-plant species. Advocates predict weed resistance to Enlist Duo and have urged EPA to reject its continued use and incentive\u00a0sustainable organic practices.<img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-15227\" src=\"http:\/\/beyondpesticides.org\/dailynewsblog\/wp-content\/uploads\/2015\/03\/images-1.jpg\" alt=\"\" width=\"259\" height=\"194\"align=\"right\" \/><\/p>\n<p>Additionally, EPA made a \u201c&#8217;No effects\u2019 determination for species listed as threatened or endangered under the Endangered Species Act [ESA].\u201d While a new process for handling ESA consultations was outlined in 2013, EPA continues to bring pesticides to market without adequate data on a chemical\u2019s adverse effects. EPA routinely disregards this requirement, and has been <a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2015\/02\/epa-sued-for-violating-endangered-species-act-with-allowance-of-new-24-droundup-pesticide\/\">sued numerous times<\/a> for failing to ensure adequate protections for endangered species.<\/p>\n<p>EPA withdrew its registration approval for Enlist Duo\u2019s use in genetically engineered (GE) crops in November 2015, following an EPA review triggered by manufacturer claims that Enlist Duo ingredients have synergistic effects, which EPA had not initially evaluated. According to EPA, its latest review of the data found no synergistic effects. However, it does not appear that assessments of\u00a0exposure to both glyphosate and 2,4-D choline have been conducted to properly assess whether synergistic effects can occur in non-plant organisms.<\/p>\n<p>Developed by Dow AgroSciences (Dow), Enlist Duo is an herbicide that incorporates a mix of\u00a0glyphosate\u00a0and a new\u00a0formulation of\u00a02,4-D, intended for use on GE Enlist-Duo-tolerant corn and soybean crops. This herbicide has been marketed as a \u201csolution\u201d for the control of glyphosate-resistant weeds brought on by the\u00a0<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2012\/10\/increased-pesticide-use-and-resistant-weeds-the-troubling-legacy-of-ge-crops\/\">widespread use of the chemical<\/a>\u00a0on Roundup Ready crops over the last decade that has led to superweeds. The proposed expansion of Enlist Duo presents unreasonable adverse risks to humans and the environment.<\/p>\n<p>Enlist Duo was\u00a0<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2014\/10\/epa-approves-enlist-duo-opens-gate-to-new-wave-of-ge-woes\/\">officially registered in October 2014<\/a>, and shortly after a\u00a0<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2014\/10\/farmers-and-environmental-groups-to-challenge-epa-over-herbicide-approval\/\">lawsuit was filed<\/a>\u00a0by Beyond Pesticides and other environmental groups, challenging the approval under the<em>\u00a0Federal Insecticide, Fungicide, and Rodenticide Act<\/em>. The groups argue that in its approval of Enlist Duo EPA disregarded negative impacts on sensitive species, including nearly two hundred species protected under ESA, from the increased use of the toxic cocktail on crops genetically engineered to withstand its application. In addition to environmental damage, these chemicals have been linked to a myriad of human health problems. 2,4-D has been linked to\u00a0<a href=\"http:\/\/www.ncbi.nlm.nih.gov\/pubmed\/7548348\">soft tissue sarcoma<\/a>,\u00a0<a href=\"http:\/\/www.ncbi.nlm.nih.gov\/pubmed\/2078610\">non-Hodgkin\u2019s lymphoma<\/a>\u00a0(NHL), neurotoxicity, kidney\/liver damage, and harm to the reproductive system. Additionally, glyphosate has been\u00a0<a href=\"https:\/\/www.beyondpesticides.org\/dailynewsblog\/2015\/03\/glyphosate-classified-carcinogenic-by-international-cancer-agency-group-calls-on-u-s-to-end-herbicides-use-and-advance-alternatives\/\">classified as a human carcinogen<\/a>\u00a0based on laboratory studies by the World Health Organization (WHO) in March 2015.<\/p>\n<p>In November 2015,\u00a0<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2015\/11\/epa-revokes-registration-of-pesticide-central-to-genetically-engineered-agriculture\/\">EPA revoked the registration of Dow\u2019s Enlist Duo<\/a>\u00a0based on new information on the toxic effects associated with the synergistic interactions of the chemical cocktail, including \u00a02,4-D, glyphosate, and other undisclosed ingredients, to plants outside the treated area. In January 2016, the 9<sup>th<\/sup>\u00a0U.S. Circuit Court of Appeals\u00a0<a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/01\/court-rejects-epas-bid-to-revoke-use-of-dows-24-dglypphosate-enlist-duo-pesticide-in-ge-crops\/\">rejected the revocation\u00a0<\/a>in a three-sentence order that gave no reasoning.<\/p>\n<p>A large shift\u00a0in agricultural practices is necessary to ensure protection of human health and the environment over the long-term. Beyond Pesticides has long supported organic land management as a systems approach that values healthy, biologically active soils to support plant life and provide critical environmental benefits. It is through this soil based systems approach that we will eliminate toxic chemicals in land management, which have been identified as a driver in soil contamination and loss of microbial and faunal diversity.<\/p>\n<p>Ecological pest management strategies, organic practices, and solutions that are not chemical-intensive are the most appropriate and long-term solution to managing unwanted plants and insects. Beyond Pesticides is working to <a href=\"https:\/\/www.beyondpesticides.org\/programs\/organic-agriculture\/keeping-organic-strong\">strengthen organic farming<\/a>\u00a0\u00a0systems by encouraging biodiversity and holistic management practices, and\u00a0<a href=\"https:\/\/www.beyondpesticides.org\/programs\/organic-agriculture\/save-our-organic\">upholding the spirit and values<\/a>\u00a0on which the organic law was founded. This approval late last week comes at a time when widespread chemical use is threatening public health and the environment and weed resistance continues to grow, threatening farmers&#8217; productivity and profitability. Over 600 public comments were submitted to EPA on this issue, with many comments vehemently opposing the current uses and the proposed expansion of uses.
