The decision comes amid heated controversy over the <a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2017\/02\/class-action-cases-monsanto-move-ahead-charging-cancer-effects-roundup\/\">carcinogenicity of glyphosate<\/a>, which was cleared by a California judge for <a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2017\/01\/judge-rules-monsanto-allows-california-list-glyphosate-products-cancer-causing\/\">listing under California\u2019s Prop 65<\/a> earlier this year. The federal government\u2019s pesticide monitoring program, which is run jointly by USDA, the Food and Drug Administration (FDA), and the Environmental Protection Agency (EPA), was <a href=\"https:\/\/www.gao.gov\/products\/GAO-15-38\">criticized by the Government Accountability Office (GAO) in 2014<\/a> for its failure to test for the widely used herbicide.<\/p>\n<p>In early 2016, <a href=\"https:\/\/www.usrtk.org\/wp-content\/uploads\/2016\/09\/Discussion-with-Beyond-PesticidesRecords-Referred-by-FDA-1.pdf\">Beyond Pesticides met with EPA regulators<\/a> to discuss testing for glyphosate residues in the U.S. food supply. At the time, officials said\u00a0that FDA was testing honey, and USDA would be conducting more extensive food testing beginning in 2017. USDA had tested soybeans for glyphosate residue in 2011, finding that 90% of samples contained residues between .26 ppm and 18.5 ppm, barely under the allowed food tolerance level of 20ppm. A <a href=\"https:\/\/www.omicsonline.org\/open-access\/survey-of-glyphosate-residues-in-honey-corn-and-soy-products-2161-0525.1000249.pdf\">2014 Boston University study<\/a> had indicated that both organic and conventional honey contained glyphosate concentrations despite there being no food tolerance levels set for their presence in the product. As a result of a <a href=\"https:\/\/www.usrtk.org\/wp-content\/uploads\/2016\/09\/FDAblankhoney.pdf\">Freedom of Information Act Request<\/a>, Ms. Gilliam reported in The Huffington Post that, during FDA\u2019s investigations into tainted honey, the agency found it \u201cdifficult to find blank honey that does not contain residue.\u201d In November 2016, FDA suspended its glyphosate testing program, citing the need to \u201censure that methods are validated\u201d before resuming, <a href=\"http:\/\/www.huffingtonpost.com\/carey-gillam\/fda-suspends-glyphosate-r_b_12913458.html\">according to Ms. Gillam<\/a>.<\/p>\n<p>Shortly before FDA announced it was suspending its testing program, Beyond Pesticides and the Organic Consumers Association <a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2016\/11\/nonprofits-file-lawsuit-sioux-honey-100-pure-natural-labels-products-contaminated-glyphosate\/\">filed a lawsuit against the Sioux Honey Association<\/a> for deceptive and misleading labeling of its honey products. The lawsuit specifically cites products that the company labels \u201cPure,\u201d \u201c100% Pure,\u201d and \u201cNatural\u201d despite FDA testing showing the presence of glyphosate residues.<\/p>\n<p><a href=\"http:\/\/www.huffingtonpost.com\/entry\/usda-drops-plan-to-test-for-monsanto-weed-killer-in_us_58d2db4ee4b062043ad4af84\">The Huffington Post<\/a> indicates that USDA had planned to begin testing glyphosate and its major, toxicologically relevant metabolite AMPA (aminomethylphosphonic acid) in corn syrup on April 1. In its response to Ms. Gilliam about changes in its testing program, a USDA spokesman indicated, \u201cThe final decision for this year\u2019s program plan, as a more efficient use of resources, is to sample and test honey which covers over 100 different pesticides.\u201d Glyphosate, it was indicated, would not be one of those 100s of pesticides. \u00a0The agency\u2019s response is eerily similar to what was written in a blog published in 2015 by Monsanto\u2019s Senior Toxicologist Kimberly Hodge-Bell, where she wrote, \u201c[E]xpending resources to measure levels that are not of concern and will not trigger regulatory action is a misuse\u00a0of valuable resources.\u201d<\/p>\n<p>The change is concerning, given evidence from unsealed court documents earlier this month, which <a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2017\/03\/monsanto-epa-collude-fight-cancer-classification-roundup-glyphosate-according-court-released-documents\/\">raise questions of collusion between Monsanto and government officials<\/a> at the EPA. The files were part of the <a href=\"https:\/\/drive.google.com\/file\/d\/0B-pJR4cGo9ckUU1OQjJjcVQ4aUU\/view\">discovery process<\/a> in a <a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2017\/02\/class-action-cases-monsanto-move-ahead-charging-cancer-effects-roundup\/\">lawsuit against Monsanto<\/a> by plaintiffs who link their\u00a0non-Hodgkin&#8217;s lymphoma diagnoses to glyphosate exposure. According to\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/03\/14\/business\/monsanto-roundup-safety-lawsuit.html?_r=1\">The New York Times<\/a>, the court documents \u201cinclude Monsanto\u2019s internal emails and email traffic between the company and federal regulators [and] suggested that Monsanto had ghostwritten research that was later attributed to academics.\u201d<\/p>\n<p>In response to the controversy, <a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2017\/03\/monsanto-epa-collude-fight-cancer-classification-roundup-glyphosate-according-court-released-documents\/\">U.S. Congressman Ted Lieu (D-CA) issued a statement<\/a> calling for the Department of Justice to investigate potential misconduct by EPA employees. Monsanto and the chemical industry have been active in attempts to suppress evidence that its flagship product causes cancer. Much of the industry\u2019s ire is directed at the World Health Organization\u2019s International Agency for Research on Cancer, which, since its formation in 1965, has evaluated the carcinogenic potential of a range of materials and consumer products. In 2015, it <a href=\"http:\/\/www.iarc.fr\/en\/media-centre\/iarcnews\/pdf\/MonographVolume112.pdf\">determined that glyphosate<\/a>\u00a0is a probable human carcinogen, with sufficient evidence of carcinogenicity based on laboratory studies. Earlier this year, the American Chemistry Council, an umbrella group that represents Bayer, Dow, DuPont, and Monsanto, <a href=\"http:\/\/beyondpesticides.org\/dailynewsblog\/2017\/01\/american-chemistry-council-aims-reel-international-agency-research-cancer\/\">called on WHO<\/a> to rein in IARC, asserting the agency conducts \u201cdubious and misleading work\u201d when classifying potential carcinogens. However, IARC\u2019s rigorous approach has been lauded by independent researchers throughout the world. Beyond Pesticides\u2019 reviewed the agencies process for evaluating carcinogens in its <a href=\"https:\/\/www.beyondpesticides.org\/assets\/media\/documents\/GlyphosateCausesCancer.pdf\">summer 2015 issue of Pesticides and You<\/a>. The decision comes amid heated controversy over the carcinogenicity of glyphosate, which was cleared by a California judge for listing under California\u2019s Prop 65 earlier this year. The federal government\u2019s pesticide monitoring program, which is run jointly by USDA, the Food and Drug Administration (FDA), and the Environmental Protection Agency (EPA), was criticized by the Government Accountability Office (GAO) in 2014 for its failure to test for the widely used herbicide. In early 2016, Beyond Pesticides met with EPA regulators to discuss testing for glyphosate residues in the U.S. food supply. At the time, officials said\u00a0that FDA was testing honey, and USDA would be conducting more extensive food testing beginning in 2017.
