Rosa DeLauro (D-CT), Chellie Pingree (D-ME) and Don Beyer (D-VA), is a result of a two-year conversation, \u201cSing Your Own Farm Bill,\u201d in which the U.S. Representative engaged a diverse group of farmers, ranchers, fiscal hawks, food and agriculture policy experts, environmentalists, animal welfare advocates, and others to brainstorm ideas for shaping future farm and food policy.<\/p>\n<p>According to <a href=\"http:\/\/org2.salsalabs.com\/dia\/track.jsp?v=2&amp;c=xOzMjc%2FRfARo818x2qH%2FK8rzkGchp9TQ\">Farm Forward<\/a>, factory farms receive approximately $4 billion in annual benefits under the current Farm Bill \u2013which result in many negative impacts, such as:<br \/>\n\u2022\u00a0\u00a0\u00a0 <strong>Diet-Related Disease<\/strong> \u2013 A diet high in food commodities subsidized by the Farm Bill is <a href=\"http:\/\/org2.salsalabs.com\/dia\/track.jsp?v=2&amp;c=q2IShFBFrN3%2F%2B41Biu%2FemcrzkGchp9TQ\">linked<\/a> to a greater probability of diabetes, heart disease and stroke.<br \/>\n\u2022\u00a0\u00a0\u00a0 <strong>Climate Change<\/strong> \u2013The top five factory-farm mega-corporations combined <a href=\"http:\/\/org2.salsalabs.com\/dia\/track.jsp?v=2&amp;c=OPRuxYK0uZT9XmwHGyqypsrzkGchp9TQ\">emit more greenhouse gases<\/a> (GHGs) than Exxon, or Shell, or BP (formerly British Petroleum).<br \/>\n\u2022\u00a0\u00a0\u00a0 <strong>Water Pollution<\/strong> \u2013 Farm Bill subsidy programs contribute to the <a href=\"http:\/\/org2.salsalabs.com\/dia\/track.jsp?v=2&amp;c=tN%2BRooG81iQLDN6FO7OEd8rzkGchp9TQ\">pollution<\/a> of drinking water, imposing billions of dollars in healthcare and water cleanup costs on downstream communities.<\/p>\n<h4><a href=\"http:\/\/org2.salsalabs.com\/dia\/track.jsp?v=2&amp;c=5Ay6wNetBlSIPzuN4KeNqsrzkGchp9TQ\">Highlights<\/a> of Rep. Blumenauer\u2019s Food and Farm Act include:<\/h4>\n<p><u>Title I: Commodities and Crop Insurance<\/u><br \/>\nTitle I cuts, caps, and clarifies the farm subsidy programs available in the commodity, conservation, and crop insurance titles of the Farm Bill. It expands coverage for non-commodity farms and ensures that farmers who receive subsidies reduce their environmental impact.<\/p>\n<p><u>Title II: Conservation<\/u><br \/>\nTitle II reforms existing conservation programs to focus on performance by distributing resources based on how effectively a project achieves conservation goals and minimizing the environmental impact of agriculture practices.<\/p>\n<p><u>Title III: Food Assistance<\/u><br \/>\nAllows more flexibility in determining what food aid works best for each situation, providing USAID\u2019s implementing partners the ability to use either U.S. commodities or local and regional procurement as they see fit, while eliminating the process by which 15% of non-emergency donated food is sold in local food markets, disrupting local food prices.<\/p>\n<p><u>Title IV: Nutrition<\/u><br \/>\nTitle IV expands access to healthy food in schools and underserved areas and at farmers markets through the Supplemental Nutrition Assistance Program (SNAP) and other initiatives.<\/p>\n<p><u>Title V: Future of American Farmers<\/u><br \/>\nTitle V provides support for beginning farmers and ranchers to enter and stay in the agriculture sector.
