In 2014, newly passed state legislation required DPR to study the impacts of neonicotinoids (imidacloprid, thiamethoxam, clothianidin, and dinotefuran) and adopt control measures to protect sensitive pollinator health within two years.<\/p>\n<p>In <a href=\"https:\/\/www.cdpr.ca.gov\/docs\/registration\/reevaluation\/chemicals\/neonicotinoid_risk_determination.pdf\">its report<\/a>, released last month, DPR finds the highest risk to bees is posed by use of two neonicotinoids, thiamethoxam and clothianidin, on cereal grains like corn, wheat, rice, and barley.\u00a0The seeds of these crops are typically coated with neonicotinoids before planting, where residues persist in the pollen and nectar. Although these findings are not surprising and have been documented in the scientific literature, California\u2019s analysis indicates neonicotinoids can cause much broader harm, including to pollinators commonly found on many types of vegetables, cereal grains, tree nuts, fruits and tobacco.<\/p>\n<p>Shortly after a decision\u00a0in the Pacific Region, <a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2014\/08\/national-refuges-to-ban-ge-crops-and-bee-killing-pesticides\/\">FWS announced that\u00a0all National Wildlife Refuges would join in\u00a0the phase-out of neonics<\/a> (while also phasing out genetically engineered crops) by January 2016. \u201cWe have determined that\u00a0prophylactic use, such as a seed treatment,\u00a0of the neonicotinoid pesticides that can distribute systemically in a plant and\u00a0can potentially affect a broad spectrum of\u00a0non-target species is not consistent with\u00a0Service policy. We make this decision based on a precautionary approach to our wildlife\u00a0management practices and not on agricultural\u00a0practices.\u201d Given the widespread use\u00a0of risk-benefit analyses from other government\u00a0agencies, FWS\u2019 appeal to a precautionary\u00a0approach sets a positive, refreshing\u00a0tone for U.S. federal agencies. The news\u00a0from FWS came partially in response to\u00a0the President Obama\u2019s executive order to evaluate what federal agencies are doing to protect pollinators, and after\u00a0Beyond Pesticides, along with Center for Food Safety and Public Employees for Environmental\u00a0Responsibility, conducted a\u00a0nearly decade-long legal campaign urging\u00a0FWS to prohibit genetically engineered crops, and, more recently, neonics in National\u00a0Wildlife Refuges. This move was not\u00a0only intended to protect honey bees that have suffered\u00a0average losses above 30% since 2006, but also the federally threatened and endangered\u00a0pollinators that live in National\u00a0Wildlife Refuges.<\/p>\n<p>According to DPR, pesticide use data from across the state between 2007 and 2016 show that the use of neonicotinoids (imidacloprid, thiamethoxam, clothianidin, and dinotefuran) increased by 69.6%, while organophosphate and carbamate use decreased by 41.5% and 20.9%, respectively. \u00a0In response to growing public concern over pollinator decline, DPR placed pesticide products containing imidacloprid, thiamethoxam, clothianidin, and dinotefuran, into reevaluation on February 2009 to assess the magnitude of their residues in the pollen and nectar of agricultural crops and the corresponding levels of risk to honey bee colonies. The reevaluation covered 50 manufacturers and 282 pesticide products with formulations or applications likely to move into plants that bloom or serve as a foraging source for honey bees and other pollinators. But progress on this review stalled. Then in 2014, the legislature adopted AB 1789 (Chapter 578, Statutes of 2014), requiring DPR to issue a determination with respect to its reevaluation of neonicotinoids by July 1, 2018, and adopt control measures necessary to protect pollinator health within two years after making the determination.<\/p>\n<p>According to the report, crops considered to present a risk at maximum application levels include fruiting vegetables (e.g., cucumbers, tomatoes), berries, citrus, and tree nuts. These results are similar to results published by the U.S. Environmental Protection Agency (EPA) in its assessment. Now DPR will have to consider ways to minimize risks to bees. DPR notes that mitigation measures could include modifying application rates or the times at which applications may occur. Earlier this year, California\u00a0<a href=\"https:\/\/www.biologicaldiversity.org\/news\/press_releases\/2018\/pesticides-01-04-2018.php\">announced<\/a>\u00a0that it would no longer consider any applications by pesticide companies that would expand the use of bee-killing neonicotinoid pesticides in the state.<\/p>\n<p>California leads the nation in its agricultural production which includes more than 400 commodities representing over a third of the country\u2019s vegetables and two-thirds of the country\u2019s fruits and nuts. Many of these agricultural commodities rely on pollination by bees for optimal production. Action is therefore needed in the state to ban neonicotinoid uses.<\/p>\n<p>EPA is currently reviewing public comments on its\u00a0<a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2018\/01\/epas-assessments-seeds-coated-neonicotinoid-insecticides-confirm-dangers-birds-aquatic-organisms\/\"><strong>preliminary ecological and human health risk assessments<\/strong><\/a>\u00a0for the neonicotinoids clothianidin, thiamethoxam and dinotefuran, and a preliminary ecological risk assessment for the neonicotinoid imidacloprid. In addition to high risks to bees, EPA\u2019s assessments find deadly impacts to birds from neonicotinoid-treated seeds, poisoned insect prey, and contaminated grasses. Researchers have found that tiny amounts of neonicotinoids are enough to cause migrating songbirds to lose their sense of direction. A study by U.S. Geological Survey (USGS) researchers found neonicotinoids\u00a0<a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2018\/01\/new-study-finds-neonics-pervasive-great-lakes\/\"><strong>widespread in the Great Lakes<\/strong><\/a>\u00a0at levels that harm aquatic insects, and potentially the aquatic food web\u2014the foundation of healthy aquatic ecosystems. Previous studies have indeed found neonicotinoids to be associated with\u00a0<a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2017\/05\/bumblebee-exposure-neonicotinoid-pesticide-reduces-egg-development\/\"><strong>altered feeding behaviors<\/strong><\/a>\u00a0and\u00a0<a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2017\/08\/neonicotinoid-insecticides-stop-queen-bumblebees-laying-eggs-raising-extinction-concerns\/\"><strong>reduced egg development<\/strong><\/a>\u00a0in bumblebee queens, as well as the\u00a0<a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2017\/01\/evidence-neonics-inhibit-social-behavior-pollination-skills-bumblebees\/\"><strong>inhibition of pollination skills among bumblebee workers<\/strong><\/a>, the loss of\u00a0<a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2017\/11\/study-finds-pesticides-take-buzz-bumblebees\/\"><strong>bumblebees\u2019 characteristic \u201cbuzz\u201d pollination technique<\/strong><\/a>, and\u00a0<a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2016\/10\/neonicotinoid-insecticide-exposure-reduces-bumblebee-colony-size\/\"><strong>reductions in overall colony size<\/strong><\/a>. This, in spite of recent action taken in the European Union (EU), which instituted\u00a0<a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2013\/04\/victory-in-europe-eu-votes-to-ban-bee-killing-pesticides\/\"><strong>an EU-wide moratorium<\/strong><\/a>\u00a0in 2013 on the use of thiamethoxam, clothianidin, and imidacloprid on bee-attractive flowering crops, such as oilseed rape. The EU earlier this year\u00a0<a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2018\/05\/european-nations-back-near-complete-ban-neonicotinoids\/\">expanded the ban\u00a0to include all field crops in 2019<\/a>. According to the European Commission, protection of bees is an important issue, since it concerns biodiversity, food production, and the environment.<\/p>\n<p>And even though agricultural restrictions on neonicotinoids can go a long way to reduce acute exposures to pollinators, a recent UK study finds <a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2018\/08\/suburban-bees-still-vulnerable-neonicotinoids-despite-eu-ban\/\">bees living in suburban habitats<\/a> are being exposed to high levels of neonicotinoid pesticides, highlighting the need for urban and suburban gardeners to forgo the use of these pesticides in favor of more holistic, pesticide-free approaches.<\/p>\n<p>Take Action:\u00a0<a href=\"https:\/\/action.beyondpesticides.org\/p\/dia\/action3\/common\/public\/?action_KEY=25027\"><strong>Urge your U.S. Representative to support the Saving America\u2019s Pollinators Act<\/strong><\/a>. In 2014, newly passed state legislation required DPR to study the impacts of neonicotinoids (imidacloprid, thiamethoxam, clothianidin, and dinotefuran) and adopt control measures to protect sensitive pollinator health within two years. In its report, released last month, DPR finds the highest risk to bees is posed by use of two neonicotinoids, thiamethoxam and clothianidin, on cereal grains like corn, wheat, rice, and barley.\u00a0The seeds of these crops are typically coated with neonicotinoids before planting, where residues persist in the pollen and nectar. Although these findings are not surprising and have been documented in the scientific literature, California\u2019s analysis indicates neonicotinoids can cause much broader harm, including to pollinators commonly found on many types of vegetables, cereal grains, tree nuts, fruits and tobacco.
