The proposal is up for public comment until April 10, 2020.<\/p>\n<p>In 2014, public pressure and lawsuits by environmental groups led to the Obama administration\u2019s decision to <a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2014\/08\/national-refuges-to-ban-ge-crops-and-bee-killing-pesticides\/\">phase out GE crops and ban neonicotinoid insecticide use<\/a> on national wildlife refuges. On August 2, 2018, the Trump administration\u2019s USFWS <a href=\"https:\/\/www.biologicaldiversity.org\/campaigns\/pesticides_reduction\/pdfs\/2018-8-2-FWS-memo-GMO-Neonics-on-wildlife-refuges.pdf\">issued a memorandum<\/a> that <a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2018\/08\/trump-administration-reverses-ban-bee-toxic-pesticides-national-wildlife-refuges-california-confirms-neonicotinoid-pesticides-harm-bees\/\">reversed the prohibition<\/a>. The reversal allows the refuge system to make decisions on the use of GECs and neonics on a case-by-case basis in compliance with the National Environmental Policy Act (NEPA), which <a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2020\/02\/take-action-save-the-national-environmental-policy-act-nepa\/\">is also under attack<\/a> by the Trump administration. The Center for Biological Diversity, Center for Food Safety, and others quickly challenged the 2018 reversal memorandum with <a href=\"https:\/\/biologicaldiversity.org\/w\/news\/press-releases\/lawsuit-challenges-trump-administrations-approval-of-bee-killing-pesticide-ge-crop-uses-on-national-wildlife-refuges-2019-09-26\/email_view\/\">an ongoing lawsuit<\/a>.<\/p>\n<p>USFWS\u2019 <u><a href=\"https:\/\/www.beyondpesticides.org\/assets\/media\/documents\/genetically-modified-crops-draft-programmatic-environmental-assessment.pdf\">Draft Programmatic Environmental Assessment<\/a> <\/u>(PEA) recommends opening up southeast national wildlife refuges to the use of GECs as a support to wildlife. \u201cMost refuges that use agriculture as a management tool do so in cooperation with local farmers in order to meet our habitat and wildlife management objectives,\u201d states the proposal, \u201cIn exchange for use of the land, growers leave a percentage of the crops in the field as forage for wildlife.\u201d The <a href=\"https:\/\/biologicaldiversity.org\/w\/news\/press-releases\/trump-administration-proposes-allowing-ge-crops-thousands-acres-national-wildlife-refuges-2020-03-20\/\">Center for Biological Diversity reports<\/a> that about 44,000 acres of refuge land in the Southeastern Region are used for agriculture, and the most common crops are corn, soybeans, and rice.<\/p>\n<p>Agrichemical companies engineer seeds to tolerate toxic <a href=\"https:\/\/www.beyondpesticides.org\/programs\/genetic-engineering\/herbicide-tolerance\">herbicide<\/a> and <a href=\"https:\/\/www.beyondpesticides.org\/programs\/genetic-engineering\/plant-incorporated-protectants\">insecticide<\/a> applications. \u201cRoundup ready\u201d seeds, for example, pair with Bayer\/Monsanto\u2019s Roundup weed killer product. The active ingredient, <a href=\"https:\/\/beyondpesticides.org\/resources\/pesticide-gateway?pesticideid=37\">glyphosate<\/a>, is the most commonly used pesticide in the world and a probable human carcinogen, according to the World Health Organization.<\/p>\n<p>The draft proposal cites the U.S. Environmental Protection Agency\u2019s standards for regulation as appropriate for environmental protection, but advocates argue that the current regulatory system is insufficient, industry-influenced, full of loopholes, and does not meet NEPA standards. The \u201c<a href=\"https:\/\/secure.everyaction.com\/Ep2AqlejsUm2-nxaFVSIDw2\">treated articles exemption<\/a>\u201d allows systemic insecticides, like neonicotinoid treated seeds, to be used without regulating or labeling them as required under the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA).<\/p>\n<p>Commodity crop GE seeds such as corn and soybeans are often coated with neonicotinoid insecticides which <a href=\"https:\/\/www.beyondpesticides.org\/programs\/bee-protective-pollinators-and-pesticides\/seedsthatpoison\">become endemic to the plant<\/a>. Neonics are neurotoxic, water-soluble, and linked to deleterious impacts on public health and biodiversity. Neonic-treated seeds are poisonous to migratory birds; a <a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2019\/09\/study-finds-neonics-result-in-the-silent-demise-of-songbirds\/\">2019 study in <em>Science<\/em><\/a> found their consumption to be related to reduced weight, delayed travel, and lowered chances of survival. Soon after that study was published, scientists revealed that <a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2019\/09\/study-finds-three-billion-birds-lost-since-1970-early-mornings-are-strangely-silent-where-once-they-were-filled-with-the-beauty-of-bird-song\/\">three billion birds have been lost since 1970<\/a> due to compounding factors, such as pesticide use and climate change. EPA does not currently assess adverse effects wrought by widespread use of treated seeds, resulting in pervasive contamination.<\/p>\n<p>\u201cWe are in the midst of a biodiversity crisis,\u201d says Ben Prater, southeast program director at Defenders of Wildlife. \u201cIndustrial agriculture with pesticide-intensive genetically engineered crops has no place on national wildlife refuges dedicated to conservation of our most vulnerable species, including pollinators like hummingbirds, bumble bees and monarch butterflies.\u201d<\/p>\n<p>USFWS\u2019 PEA notes the adverse impact of \u201ccommercial pesticides\u201d (and their citations read \u201cneonics\u201d). Remarkably, the authors argue that genetically engineered crops, as opposed to \u201cnon-GEC,\u201d use fewer commercial pesticides. \u201cNon-GEC\u201d evidently does not consider research regarding organic agriculture, a $50-billion industry.<\/p>\n<p>\u201cProposing that allowing GECs would benefit birds on a national wildlife refuge is misleading,\u201d says Barbara Dale, Beyond Pesticides\u2019 Marketing and Public Education Manager. \u201cThe use of pesticide-resistant and pesticide-treated seeds will only serve to further poison an already beleaguered environment in a time of cascading crises.\u201d<\/p>\n<p>USFW\u2019s draft proposal names climate change as both an unavoidable threat and a reason to ramp up toxic pesticide use. \u201cChanges in climate are expected to continue to cause a general increase in the expansion of weeds and pests. Adaptive responses will be required to mitigate the potentially adverse impacts of these increases on crop yields and production costs (Backlund et al. 2008, IPCC 2014).\u201d<\/p>\n<p>Advocates argue that adaptive responses to climate change should promote organic agriculture. Not only do organic, no-till practices reduce pollution and wildlife poisoning, they\u00a0 <a href=\"https:\/\/www.researchgate.net\/publication\/319869517_National_Comparison_of_the_Total_and_Sequestered_Organic_Matter_Contents_of_Conventional_and_Organic_Farm_Soils\">store carbon more readily<\/a> than chemical-intensive agriculture. Insecticides, herbicides, fungicides, and synthetic <a href=\"https:\/\/foe.org\/resources\/pesticides-soil-health\/\">fertilizers disrupt healthy soil microbial communities<\/a> and hinder carbon-capturing, symbiotic mycorrhizal fungi. What more, <a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2020\/02\/in-a-landscape-context-organic-cropland-provides-refuge-to-biodiversity-and-is-more-profitable-than-chemical-intensive-sites\/\">organic agriculture provides refuge for biodiversity<\/a> in an increasingly toxic, chemical-intensive landscape, while turning a higher profit for farmers.<\/p>\n<p>U.S. Fish and Wildlife Service (USFWS) <a href=\"https:\/\/www.fws.gov\/southeast\/news\/2020\/03\/public-input-requested-on-environmental-assessment-for-genetically-engineered-crops-on-national-wildlife-refuges-in-the-southeastern-united-states\/\">announced a public comment period<\/a> for its proposal to plant genetically engineered (GE) crops on national wildlife refuges. They will accept input through April 10, 2020. SAPA would place another layer of review on EPA\u2019s assessments by an independent panel of experts not subject to the influence of the pesticide industry. The draft environmental assessment allows wildlife to consume pesticide-laden produce, considers chemical-intensive genetically engineered crops no less damaging to the environment than \u201cnon-use of GECs,\u201d and permits and escalation of climate change with toxic pesticide use increases. USFW\u2019s proposal fails to mention the success of organic agriculture and consider it as one of the alternative management strategies. The proposal is up for public comment until April 10, 2020. In 2014, public pressure and lawsuits by environmental groups led to the Obama administration\u2019s decision to phase out GE crops and ban neonicotinoid insecticide use on national wildlife refuges.
