These include accommodations for students and staff at high risk; measures and building retrofits to protect against all forms of transmission; procedures for detecting disease, quarantining, and notification; involvement of families and educators in decisions; monitoring; and enforcement.<\/li>\n<li>Plans are in place that ensure continuous learning equitably for all students, with training for educators, families, and students in the process of virtual instruction, and access to devices and high-speed internet for every student and teacher.<\/li>\n<\/ul>\n<p>The risks of reopening schools come from both COVID-19, caused by the SARS-CoV-2 virus, and the measures that schools may take to protect students, family members, teachers, and staff. The health risks from the virus to young children (elementary school age) appear to be smaller than the risks to adults, although <a href=\"https:\/\/nam10.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fjamanetwork.com%2Fjournals%2Fjamapediatrics%2Ffullarticle%2F2768952%3Femci%3D48fc71b2-f3d8-ea11-8b03-00155d0394bb%26emdi%3Dea000000-0000-0000-0000-000000000001%26ceid%3D&amp;data=01%7C01%7Clclaydon%40beyondpesticides.org%7C4109073705c04085bdce08d83b1a8683%7Cc752d38fe68a46fc83ee8e12479e74ad%7C0&amp;sdata=skx46hs%2BzczpmeFjAEmhLEFjbHmaRj6Xa1L6bcHh7KA%3D&amp;reserved=0\">transmission or spread of the virus to adults<\/a> is of concern.<\/p>\n<p><strong>Avoid Dangerous Disinfectant Use<\/strong><br \/>As schools closed earlier in the year, attention was focused on virus-contaminated surfaces. While EPA has certified a large number of disinfectants as effective against SARS-CoV-2 (<a href=\"https:\/\/nam10.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.epa.gov%2Fpesticide-registration%2Flist-n-disinfectants-use-against-sars-cov-2-covid-19%3Femci%3D48fc71b2-f3d8-ea11-8b03-00155d0394bb%26emdi%3Dea000000-0000-0000-0000-000000000001%26ceid%3D&amp;data=01%7C01%7Clclaydon%40beyondpesticides.org%7C4109073705c04085bdce08d83b1a8683%7Cc752d38fe68a46fc83ee8e12479e74ad%7C0&amp;sdata=iFt7Mmd3JVZ4N2o%2BRpf5tYl9FAC8TfjbKzK1r6c9Cos%3D&amp;reserved=0\">List N<\/a>), many of these chemicals are hazardous and actually weaken the respiratory, immune, and nervous systems. At the same time, there are <a href=\"https:\/\/nam10.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fbeyondpesticides.org%2Fprograms%2Fantibacterials%2Fdisinfectants-and-sanitizers%3Femci%3D48fc71b2-f3d8-ea11-8b03-00155d0394bb%26emdi%3Dea000000-0000-0000-0000-000000000001%26ceid%3D&amp;data=01%7C01%7Clclaydon%40beyondpesticides.org%7C4109073705c04085bdce08d83b1a8683%7Cc752d38fe68a46fc83ee8e12479e74ad%7C0&amp;sdata=JgtPPbFcyY4bhMTFefpd2DBtQcdvT%2FGv7n2FDyfGFRU%3D&amp;reserved=0\">many safer disinfectants<\/a> on EPA&#8217;s list that are effective against the virus.<\/p>\n<p>In terms of disinfecting surfaces, where half-lives (an indicator of the time of potential exposure) of the virus <a href=\"https:\/\/nam10.safelinks.protection.outlook.com\/?url=https%3A%2F%2Feuropepmc.org%2Fbackend%2Fptpmcrender.fcgi%3Faccid%3DPMC7121658%26blobtype%3Dpdf%26emci%3D48fc71b2-f3d8-ea11-8b03-00155d0394bb%26emdi%3Dea000000-0000-0000-0000-000000000001%26ceid%3D&amp;data=01%7C01%7Clclaydon%40beyondpesticides.org%7C4109073705c04085bdce08d83b1a8683%7Cc752d38fe68a46fc83ee8e12479e74ad%7C0&amp;sdata=3xFesNOCizXWOsFo%2B52zco6XzxslE7yB3ghD4VccFx4%3D&amp;reserved=0\">range up to 6.8 hours<\/a>, school districts have been concerned with the costs involved in repeated disinfectant applications. In the interest of disinfecting many classrooms quickly, schools have been investigating, and sometimes investing in, devices that apply disinfectants as a fog or fine mist into the indoor ambient air. Such devices pose special risks, as a result of inhalation or absorption from resulting surface residues.<\/p>\n<p><strong>Fogging does not save labor time.<\/strong> There are several caveats to the use of electrostatic sprayers. Second, since CDC recommends cleaning first to ensure greater efficacy of disinfecting, it is not clear that spraying disinfectant saves very much time if it is necessary to first clean the surfaces. In the future, it is possible that electrostatic sprayers may improve, and be subject to independent efficacy review by EPA. The issues of the need to pre-clean, remove papers, and provide PPE will remain. The virus can remain infective as aerosol for <a href=\"https:\/\/nam10.safelinks.protection.outlook.com\/?url=https%3A%2F%2Feuropepmc.org%2Fbackend%2Fptpmcrender.fcgi%3Faccid%3DPMC7121658%26blobtype%3Dpdf%26emci%3D48fc71b2-f3d8-ea11-8b03-00155d0394bb%26emdi%3Dea000000-0000-0000-0000-000000000001%26ceid%3D&amp;data=01%7C01%7Clclaydon%40beyondpesticides.org%7C4109073705c04085bdce08d83b1a8683%7Cc752d38fe68a46fc83ee8e12479e74ad%7C0&amp;sdata=3xFesNOCizXWOsFo%2B52zco6XzxslE7yB3ghD4VccFx4%3D&amp;reserved=0\">at least three hours<\/a>. None of the disinfectants\u2014even those applied as fog\u2014<a href=\"https:\/\/nam10.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.epa.gov%2Fpesticide-registration%2Fefficacy-data-and-labeling-requirements-air-sanitizers%3Femci%3D48fc71b2-f3d8-ea11-8b03-00155d0394bb%26emdi%3Dea000000-0000-0000-0000-000000000001%26ceid%3D&amp;data=01%7C01%7Clclaydon%40beyondpesticides.org%7C4109073705c04085bdce08d83b1a8683%7Cc752d38fe68a46fc83ee8e12479e74ad%7C0&amp;sdata=24lv3tENWM9SgkjOXhgZc01PxlllKAO545D4Hv2YVj4%3D&amp;reserved=0\">control airborne virus<\/a>.<\/p>\n<p>The safest way to minimize the chance of contracting COVID-19 through the air is to minimize time spent indoors and practice social distancing with masks both indoors and outdoors. Schools that do decide to reopen indoor classrooms for in-person instruction will need to take precautions to remove viruses from the air. Schools must have adequate resources to ensure safety.
