In this anticipated rulemaking, EPA is seeking ideas for greater disclosure of inert ingredient identities. Inert ingredients, which can be highly toxic, are part of the end use product formulation, but not defined as active against the target organism. Revealing inert ingredients will help consumers make informed decisions and may lead to better protection of public health and the environment.<\/span><\/p>\n<p>\u201cConsumers deserve to know the identities of ingredients in pesticide formulations, including inert ingredients,\u201d said Steve Owens, assistant administrator for EPA\u2019s Office of Prevention, Pesticides and Toxic Substances. \u201cDisclosing inert ingredients in pesticide products, especially those considered to be hazardous, will empower consumers and pesticide users to make more informed choices.\u201d<\/p>\n<p>Public disclosure is one way to discourage the use of hazardous inert ingredients in pesticide formulations. The agency is inviting comment on various regulatory and voluntary steps to achieve this broader disclosure. Pesticide manufacturers usually disclose their inert ingredients only to EPA. Currently, EPA evaluates the safety of all ingredients in a product\u2019s formulation when determining whether the pesticide should be registered.<\/p>\n<p>On <a href=\"https:\/\/www.beyondpesticides.org\/dailynewsblog\/?p=2511\">October 1, 2009<\/a>, EPA responded to two petitions; <a href=\"http:\/\/www.epa.gov\/opprd001\/inerts\/petition_ncap.pdf\">one by Northwest Coalition for Alternatives to Pesticides<\/a>, and a <a href=\"http:\/\/www.epa.gov\/opprd001\/inerts\/petition_states.pdf\">second by several state attorneys general<\/a>, that designated more than 350 inert pesticide ingredients as hazardous. The petitioners asked EPA to require that these ingredients be identified on the labels of products that include them in their formulations. In its response to petitioners, the agency said, \u201cEPA agrees with the petitioners that the public should have a means to learn the identities of hazardous inert ingredients in pesticide product formulations. The agency believes that increased transparency could lead to better informed decision making and better informed pesticide use.\u201d It continues, \u201cEPA will also be discussing ideas to increase disclosure of all inert ingredients identities to an even greater degree than requested by the petitions.\u201d<\/p>\n<p>Despite their name, \u201cinert\u201d ingredients are neither chemically, biologically or toxicologically inert. In general, inert ingredients are minimally tested, however, many are known to state, federal and international agencies to be hazardous to human health. A <a href=\"https:\/\/www.beyondpesticides.org\/dailynewsblog\/?p=1997\">2009 study<\/a> finds that an inert ingredient in the popular herbicide RoundUp, polyethoxylated tallowamine or POEA, is more deadly to human embryonic, placental and umbilical cord cells than the herbicide itself \u2014 a finding the researchers call \u201castonishing.\u201d POEA is a surfactant, or detergent, derived from animal fat. Beyond Pesticides believes that people must have a voice in decisions that affect them directly. We believe decisions should not be made for us by chemical companies or by decision-makers who either do not have all of the facts or refuse to consider them. Beyond Pesticides provides hands-on services to the public and supports local action by: identifying and interpreting hazards; and, designing safe pest management programs. With the information provided by Beyond Pesticides, people may not only be able to make informed choices and adopt practices that protect themselves and their families from unnecessary exposure to pesticides, but they will be able to effect changes on community-wide pest management decisions and policies that govern pesticide use, such as pesticide uses in parks, schools, for community insect control and along roadsides.
