The ordinance, championed by Nina Sherwood of the Stamford Board of Representatives with strong support from Stamford Mayor David Martin, is an outgrowth of years of research and coordination within city government. Advocates note that strong support from both national, state, and local groups like Pollinator Pathway Stamford helped make the case at public hearings. \u201cBy garnering support for the public hearing, many Stamford Pollinator Pathway members, Stamford residents and organizations from around the country let their voices be heard,\u201d said Melanie Hollas, co-chair of Pollinator Pathway Stamford and a Stamford Parks and Recreation Commissioner. \u201cToday, I am proud to be a Stamford resident and want to thank everyone, including Beyond Pesticides, for all their hard work to make this goal achievable.\u201d<\/p>\n<p>Ms. Hollas describes the ordinance as, \u201ca comprehensive easy to use system to help employees shift from long-term usage patterns of chemicals to products, and more importantly practices, that create a healthy ecosystem along with beautiful landscaping and usable sports fields.\u201d The ordinance recognizes the dangers of non-organic pesticides registered by the U.S. Environmental Protection Agency (EPA) with <a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2021\/07\/epa-agenda-undermined-by-its-embrace-of-industry-influence-article-documents\/\">glaring data gaps, little oversight, and an increasing lack of public accountability<\/a>. In the face of EPA inaction to protect local communities from toxic pesticides, Stamford\u2019s ordinance allows only the use of materials permitted within the U.S. Department of Agriculture\u2019s National Organic Program to be used on publicly owned property. These products represent the least-toxic, yet still effective pesticides on the market. In further recognition of EPA\u2019s lax approach to pesticide regulation, Stamford established a list of \u201cpermanently banned products\u201d that include the highly toxic substances <a href=\"https:\/\/www.beyondpesticides.org\/resources\/pesticide-gateway?pesticideid=37\">glyphosate<\/a>, <a href=\"https:\/\/www.beyondpesticides.org\/resources\/pesticide-gateway?pesticideid=1\">2,4-D<\/a>, <a href=\"https:\/\/www.beyondpesticides.org\/resources\/pesticide-gateway?pesticideid=355\">1,3-D<\/a>, the <a href=\"https:\/\/www.beyondpesticides.org\/programs\/bee-protective-pollinators-and-pesticides\/what-the-science-shows\">neonicotinoids<\/a>, and <a href=\"https:\/\/www.beyondpesticides.org\/resources\/pesticide-gateway?chemfind=chlorpyrifos\">chlorpyrifos<\/a>, none of which are allowed under federal organic law.<\/p>\n<p>The ordinance provides for few exemptions. City employees may apply to the Director of Operations to apply a prohibited pesticide but must show that: i) attempts to address the pest problem have already utilized organic products, ii) the attempt was unsuccessful, and that iii) a prohibited product will be effective. If approved to use a prohibited product, the applicant must also have a plan to prevent recurrence of the pest problem utilizing an organic approach. Otherwise, prohibited products can only be used in the case of an imminent threat to public health or the environment, as determined by the city\u2019s Director of Health. Products listed as \u201cpermanently banned\u201d are only permitted to be used at the city\u2019s municipal golf course, by the fire department when engaging in public safety activities, and to manage invasive species under state law.<\/p>\n<p>City agencies are tasked with providing the Mayor and Stamford Board of Representatives a written report on the use of pesticide products in the city each year.<\/p>\n<p>Stamford is the latest community along the Eastern Seaboard to pass a strong pesticide reform ordinance and be added to <a href=\"https:\/\/www.google.com\/maps\/d\/viewer?mid=1VLpVWvifO2JOrgxf1-d1DLyDruE&amp;ll=39.03573413957716%2C-94.19459570507814&amp;z=5\">Beyond Pesticides\u2019 Map of U.S. Pesticide Reform<\/a>. Its passage follows recent policies enacted in <a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2021\/08\/maui-prohibits-toxic-pesticides-and-fertilizers-on-county-land-allows-only-organic-compatible-materials\/\">Maui County, HI<\/a>, <a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2021\/04\/new-york-city-council-passes-landmark-law-eliminating-the-use-of-toxic-pesticides-in-city-parks-and-playgrounds-stipulates-list-of-allowed-materials\/\">New York City, NY<\/a>, <a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2020\/12\/philadelphia-pa-passes-herbicide-ban-bill-that-encourages-transition-to-organic\/\">Philadelphia, PA,<\/a> <a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2020\/10\/baltimore-becomes-latest-maryland-locality-to-restrict-toxic-pesticides-on-public-and-private-property\/\">Baltimore, MD<\/a>, and <a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2018\/01\/portland-becomes-organic-city-banning-toxic-pesticides-public-private-property\/\">Portland, ME<\/a>. Stamford\u2019s policy is also an approach quite similar to restrictions enacted at the state level to protect Connecticut schoolchildren from toxic pesticides. Connecticut has one of the <a href=\"https:\/\/www.beyondpesticides.org\/programs\/children-and-schools\/state-and-local-policies\/overview\">strongest school pesticide bills<\/a> in the nation. The state already <a href=\"https:\/\/urldefense.proofpoint.com\/v2\/url?u=http-3A__beyondpesticides.org_dailynewsblog_2015_07_connecticut-2Dbans-2Dtoxic-2Dlawn-2Dpesticides-2Din-2Dmunicipal-2Dplaygrounds-2Dstatewide_&amp;d=DwMFAg&amp;c=lDF7oMaPKXpkYvev9V-fVahWL0QWnGCCAfCDz1Bns_w&amp;r=JidjfI2AaMMIKGEiOaucBc3c66d3o-3K07niDKuNAYs&amp;m=5kMpuY-Fd6KZz28eK3szl8bnSopQd4cYa-ou04OPh4I&amp;s=KHAd-TOlHh7TZuzzRpR9I_eGCOPUZx8v_UL5wr5GogQ&amp;e=\">bans toxic pesticide use on all municipal playgrounds<\/a>, and allows only minimum risk pesticides to be applied on school grounds.<\/p>\n<p>Unfortunately, cities in Connecticut cannot ban pesticides on private property due to the <a href=\"https:\/\/www.beyondpesticides.org\/assets\/media\/documents\/lawn\/activist\/documents\/StatePreemption.pdf\">state\u2019s regressive preemption statute<\/a>. Recognizing this, <a href=\"https:\/\/www.cga.ct.gov\/2019\/envdata\/tmy\/2019SB-00076-R000318-Beyond%20Pesticides-TMY.PDF\">efforts are ongoing within the state<\/a> to overturn this provision. \u00a0<\/p>\n<p>In addition to toxic pesticide use, Stamford\u2019s policy recognizes the dangers posed by fossil-fuel based synthetic fertilizers both to the climate, and local waterways, due to nutrient runoff. Like the <a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2021\/08\/maui-prohibits-toxic-pesticides-and-fertilizers-on-county-land-allows-only-organic-compatible-materials\/\">ordinance recently passed by the Maui County Council<\/a>, and the <a href=\"https:\/\/www.pressherald.com\/2020\/11\/25\/south-portland-bans-synthetic-fertilizers\/\">ordinance update enacted last year in South Portland, ME<\/a>, local communities are increasingly recognizing that natural land care policies must address both toxic pesticides and toxic fertilizers in order to achieve sustainability and ensure the natural cycling of nutrients critical to resilient organic practices.<\/p>\n<p>As Stamford advocate Melanie Hollas notes, \u201cOne person really can make a difference.\u201d Help turn your community into the next Stamford, Maui, Portland, or New York City by <a href=\"https:\/\/www.beyondpesticides.org\/assets\/media\/documents\/documents\/MovementFactsheet.pdf\">starting your own local movement<\/a>.
