I would also like to recognize South Africa\u2019s leadership in the multilateral system and in capacity-building in the human rights and environmental areas. South Africa hosts the Regional Centre for English-speaking countries of the Basel and Stockholm Conventions. The country also supported a proposal to amend the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, to overcome the breakdown of the Convention&#8217;s science-policy interface mechanism. While South Africa has yet to become party to the <\/span><a href=\"https:\/\/www.unep.org\/explore-topics\/environmental-rights-and-governance\/what-we-do\/meeting-international-environmental\"><span data-contrast=\"none\">Bamako Convention<\/span><\/a><span data-contrast=\"auto\">, which aims to ban the import of all hazardous substances into Africa, it has ratified the Basel Ban Amendment that prohibits the import of hazardous wastes from <\/span><span data-contrast=\"auto\">OECD (Organization for Economic Co-operation and Development) countries.\u201d<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Although South Africa has ratified many key multilateral environmental agreements that are meant to <\/span><span data-contrast=\"none\">prevent hazardous waste imports<\/span><span data-contrast=\"none\">, enforcement has been deficient.\u202f<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.cropscience.bayer.africa\/za\/en-za\/products.html\"><span data-contrast=\"none\">Bayer\u2019s updated website<\/span><\/a><span data-contrast=\"none\"> lists products like Antracol 70 WP (Propineb), Biscaya 240 OD (thiacloprid), Confidor (<\/span><span data-contrast=\"auto\">imidacloprid), and Gaucho (imidacloprid)\u2014all of which are prohibited in the EU\u2014as available for purchase in South Africa. These products, alongside many others containing terbufos and paraquat,\u202fare widespread in the country. A <\/span><a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2020\/09\/where-do-pesticides-banned-in-europe-go-mostly-to-poorer-countries-while-two-thirds-of-those-sent-to-richer-counties-head-for-the-u-s\/#:~:text=(Beyond%20Pesticides%2C%20September%2025%2C,own%20jurisdictions%20%E2%80%94%20to%20poorer%20countries.\"><span data-contrast=\"none\">previous Beyond Pesticides article<\/span><\/a><span data-contrast=\"auto\"> identified the Netherlands, France, Spain, Switzerland, and Belgium as culprits, exporting prohibited chemicals to countries like Brazil, Mexico, Indonesia, and Ukraine. Yet, the most transformative and enduring solutions will be championed by these very farmers and workers. The voices from South Africa and similarly affected regions signal a grave sense of urgency against harmful practices. The founders, who established Beyond Pesticides (originally as National Coalition Against the Misuse of Pesticides) as a nonprofit membership organization in 1981, felt that without the existence of such an organized, national network, local, state and national pesticide policy would become, under chemical industry pressure, increasingly unresponsive to public health and environmental concerns. Beyond Pesticides believes that people must have a voice in decisions that affect them directly. We believe decisions should not be made for us by chemical companies or by decision-makers who either do not have all of the facts or refuse to consider them. Beyond Pesticides seeks to protect healthy air, water, land, and food for ourselves and future generations. By forging ties with governments, nonprofits, and people who rely on these natural resources, we reduce the need for unnecessary pesticide use and protect public health and the environment. Beyond Pesticides provides hands-on services to the public and supports local action by: identifying and interpreting hazards; and, designing safe pest management programs. With the information provided by Beyond Pesticides, people may not only be able to make informed choices and adopt practices that protect themselves and their families from unnecessary exposure to pesticides, but they will be able to effect changes on community-wide pest management decisions and policies that govern pesticide use, such as pesticide uses in parks, schools, for community insect control and along roadsides.
