Richardson-Lowry took <\/span><a href=\"https:\/\/www.chicago.gov\/content\/dam\/city\/depts\/mayor\/Press%20Room\/Press%20Releases\/2023\/September\/File%20Stamped%20Complaint%20City%20of%20Chicago%20v.%20Monsanto%202023L009542.pdf\"><span data-contrast=\"none\">legal action against agrochemical giant, Monsanto,<\/span><\/a><span data-contrast=\"auto\"> filing a lawsuit that alleges the corporation&#8217;s role in polluting Chicago with Polychlorinated biphenyls (PCBs) decades ago, despite knowing the chemicals&#8217; detrimental effects. <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">PCBs are identified as &#8220;forever chemicals&#8221; due to their environmental persistence. <\/span><a href=\"https:\/\/www.epa.gov\/pcbs\"><span data-contrast=\"none\">According to the Environmental Protection Agency (EPA)<\/span><\/a><span data-contrast=\"auto\">, these chemicals \u201cdo not readily break down once in the environment.\u201d They cycle through air, soil, and water and can travel long distances, with PCBs found worldwide.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">They pose <\/span><a href=\"https:\/\/www.atsdr.cdc.gov\/csem\/polychlorinated-biphenyls\/biologic_fate.html\"><span data-contrast=\"none\">serious health risks<\/span><\/a><span data-contrast=\"auto\"> as they can accumulate in the environment and within organisms including plants, food crops, sea life, and humans. Those who consume fish from contaminated waterways are exposed to PCBs as the chemical bioaccumulates in the fish population.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">PCBs are man-made organic chemicals composed of carbon, hydrogen, and chlorine atoms. They were first manufactured and sold in 1929 by the <\/span><a href=\"https:\/\/www.triumvirate.com\/blog\/ehs-history-the-origin-of-pcbs-and-their-impact-today#:~:text=The%20Swann%20Chemical%20Corporation%2C%20which,made%20chemical%20quickly%20became%20popularized.\"><span data-contrast=\"none\">Swann Chemical Corporation<\/span><\/a><span data-contrast=\"auto\"> and subsequently came under the ownership of Monsanto Chemical Company in 1935. Due to their non-flammability, stability, and electrical insulating properties, PCBs quickly found widespread use. Their applications included use in electrical equipment, paints, plastics, and carbonless copy paper.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">PCBs were also instrumental in the pesticide industry. According to <\/span><a href=\"https:\/\/oto-env.com\/blog\/tag\/pcbs-in-pesticides\/\"><span data-contrast=\"none\">O\u2019Reilly, Talbot &amp; Okun<\/span><\/a><span data-contrast=\"auto\"> Associates, researchers at the United States Department of Agriculture (USDA) \u201c<\/span><span data-contrast=\"auto\">discovered that the addition of certain oils and\/or chemicals to a pesticide formulation prior to its application could inhibit the volatilization and solubilization.\u201d These additives\u00a0increased the amount of time an application of pesticides would remain effective. PCBs were among the most effective chemical additives, making it a common addition to pesticide formulas. <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Despite the extensive risk posed by PCBs, it was not until 1979 that the Toxic Substances Control Act <\/span><a href=\"https:\/\/www.atsdr.cdc.gov\/csem\/polychlorinated-biphenyls\/standards.html\"><span data-contrast=\"none\">prohibited PCB<\/span><\/a><span data-contrast=\"auto\"> production and officially acknowledged their risks to human health and the environment.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">However, the ban came too late. By 1979, PCBs, often sold under the name of Aroclor, had long been popular in the Rust Belt, and companies like General Electric had been <\/span><a href=\"https:\/\/www.riverkeeper.org\/campaigns\/stop-polluters\/pcbs\/#:~:text=General%20Electric%20dumped%20an%20estimated,50%20miles%20north%20of%20Albany.\"><span data-contrast=\"none\">illegally disposing<\/span><\/a><span data-contrast=\"auto\"> the chemical into waterways by the millions of pounds.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">It was not until 2013 tha<\/span><a href=\"https:\/\/publications.iarc.fr\/_publications\/media\/download\/3811\/85614b356f2417516fce1994c9d875b9259b1b81.pdf\"><span data-contrast=\"none\">t the International Agency for Research on Cancer<\/span><\/a><span data-contrast=\"auto\"> classified PCBs as likely carcinogens, a significant recognition arriving 84 years after their inception and 34 years after the ban.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The C<\/span><span data-contrast=\"auto\">ity <\/span><span data-contrast=\"auto\">of Chicago claims Monsanto&#8217;s role extends beyond PCB production, as the corporation is accused of being aware of the hazards posed by PCBs as early as the 1960s but continued manufacturing until 1977. The Chicago River and surrounding communities remain compromised, prompting advisories against swimming and fish consumption.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">And as Indigenous Peoples Day approaches, it is essential to recognize the injustices experienced by numerous Indigenous communities because of the actions of pesticide corporations such as Monsanto.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The St. Regis Mohawk tribe in Akwesasne, situated in Franklin County, New York, <\/span><a href=\"https:\/\/www.jstor.org\/stable\/10.5749\/j.ctt1pwt6mk\"><span data-contrast=\"none\">shares a story<\/span><\/a><span data-contrast=\"auto\"> that mirrors the experiences of many who have been adversely affected by PCBs over decades. In this case, the tribe\u2019s connection to the St. Lawrence River as a vital lifeline for sustenance, including food and irrigation for livestock and crops, was compromised due to its proximity to an illegal PCB dumping site operated by General Electric.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">During the peak usage of PCBs in the manufacturing industry, General Electric was illicitly disposing millions of pounds of PCBs into local waterways. Downstream, the Mohawk tribe remained unaware that their essential water source had been contaminated. As early as the 1960s, Mohawk farmers began noticing health issues in their livestock, such as lameness and swelling. The lifespan of their animals also drastically declined once manufacturing began at the plant. And when concerns were raised about potential poisoning, the New York State Department of Health dismissed all concerns.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">As a result, women were forced to stop breastfeeding their children for fear of passing chemicals through breastmilk, and the community could not consume fish, a staple in their diet.
