While EPA has<\/span><\/span><span class=\"TextRun Highlight SCXW247610972 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"> <span class=\"NormalTextRun SCXW247610972 BCX0\">initiated<\/span><span class=\"NormalTextRun SCXW247610972 BCX0\"> efforts to address a significant backlog of <\/span><span class=\"NormalTextRun SCXW247610972 BCX0\">pesticide <\/span><span class=\"NormalTextRun SCXW247610972 BCX0\">evaluations, <\/span><span class=\"NormalTextRun SCXW247610972 BCX0\">the agency faces <\/span><span class=\"NormalTextRun SCXW247610972 BCX0\">a task so extensive that it\u202f<\/span><\/span><a class=\"Hyperlink SCXW247610972 BCX0\" href=\"https:\/\/civileats.com\/2023\/08\/22\/the-epa-has-ignored-the-endangered-species-act-for-50-years-its-changing-but-time-is-running-out\/\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"TextRun Highlight Underlined SCXW247610972 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW247610972 BCX0\" data-ccp-charstyle=\"Hyperlink\">may require several additional decades to fully catch up<\/span><\/span><\/a><span class=\"TextRun Highlight SCXW247610972 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW247610972 BCX0\">. EPA officials <\/span><span class=\"NormalTextRun SCXW247610972 BCX0\">stated<\/span><span class=\"NormalTextRun SCXW247610972 BCX0\">, \u201cEven if EPA completed this work for all of the pesticides that are currently subject to court decisions and\/or ongoing litigation, that work would take until the 2040s, and even then, would represent only 5 percent of EPA\u2019s ESA obligations.\u201d\u00a0<\/span><\/span><span class=\"EOP SCXW247610972 BCX0\" data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/secure.everyaction.com\/8KINNcCIT0STDqOmnw3WYw2\"><b><span data-contrast=\"auto\">As part of a \u201cwhole of government\u201d approach, EPA must redirect its pesticide program to protecting all species and their habitats. <\/span><\/b><\/a><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The speed and depth of biodiversity loss has reached crisis proportions. A<\/span><span data-contrast=\"auto\"> 1,500-page report in 2019 by Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES )\u2014<a href=\"https:\/\/www.ipbes.net\/global-assessment\">Global Assessment Summary for Policymakers<\/a>,<\/span><span data-contrast=\"auto\"> the most comprehensive look to date at the biodiversity crisis and its implications for human civilization, makes the following finding: \u201cSince 1970, trends in agricultural production, fish harvest, bioenergy production and harvest of materials have increased, but 14 of the 18 categories of contributions of nature that were assessed, mostly regulating and non-material contributions, have declined.\u201d Among the contributions that have declined are soil organic carbon and pollinator diversity.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The United Nations said last year, \u201c<\/span><span data-contrast=\"none\">Despite ongoing efforts, biodiversity is deteriorating worldwide, and this decline is projected to worsen with business-as-usual. The loss of biodiversity comes at a great cost for human well-being and the global economy.\u201d<\/span><span data-contrast=\"auto\"> And, despite ESA being one of the most effective conservation laws globally, protecting 1,662 species in the U.S. and 638 species elsewhere on Earth. Over the past five decades, ESA has played a pivotal role in preventing these extinctions by safeguarding the most critically endangered species within biological communities. ESA establishes a framework to categorize species as &#8220;endangered&#8221; or &#8220;threatened,&#8221; granting them specific protections, but the goal of the ESA is to address the<\/span><a href=\"https:\/\/www.beyondpesticides.org\/programs\/biodiversity\/biodiversity-in-danger\"> <span data-contrast=\"none\">broader issue of biodiversity loss<\/span><\/a><span data-contrast=\"auto\"> by protecting habitats of species most at risk, or, as stated in ESA, to \u201cProvide a means whereby the ecosystems upon which endangered species and threatened species depend may be conserved, to provide a program for the conservation of such endangered species and threatened species, and to take such steps as may be appropriate to achieve the purposes of the treaties and conventions set forth in subsection (a) of this section.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Yes, the data paints a clear picture of the inadequacy of the efforts related to dramatic biodiversity loss if the U.S.is going to meet the challenges. <\/span><a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/category\/biodiversity\/\"><span data-contrast=\"none\">Beyond Pesticides has documented many aspects of this decline in biodiversity<\/span><\/a><span data-contrast=\"none\">, and the implications for ecosystem, human, and planetary health. <\/span><span data-contrast=\"none\">The data points to the importance of broad adoption of\u202f<\/span><a href=\"https:\/\/www.beyondpesticides.org\/assets\/media\/documents\/Organic%20Systems%20The%20Path%20Forward%2039.2.pdf\"><span data-contrast=\"none\">organic regenerative<\/span><\/a><span data-contrast=\"none\">\u202f\/\u202f<\/span><a href=\"https:\/\/www.fao.org\/agroecology\/overview\/en\/\"><span data-contrast=\"none\">agroecological systems<\/span><\/a><span data-contrast=\"none\">, which can very significantly address the interactive health, biodiversity, and climate crises<\/span><span data-contrast=\"none\">.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">A coalition of environmental organizations including Beyond Pesticides is calling for bold and comprehensive action to preserve our planet&#8217;s natural heritage for future generations in an <\/span><a href=\"https:\/\/www.biologicaldiversity.org\/campaigns\/esa\/pdfs\/ESA-at-50-Coalition-Letter-to-President-Biden.pdf\"><span data-contrast=\"none\">urgent letter<\/span><\/a><span data-contrast=\"auto\"> to President Joe Biden.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\"><a href=\"https:\/\/secure.everyaction.com\/8KINNcCIT0STDqOmnw3WYw2\">As part of a \u201cwhole of government\u201d approach, EPA must redirect its pesticide program to protecting all species and their habitats.<\/a>\u00a0<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Under ESA, the U.S. Environmental Protection Agency (EPA) is required to consult with relevant agencies when registering chemicals to assess their impact on endangered species. Unfortunately, EPA has consistently fallen short in fulfilling this statutory obligation, as highlighted over years of <\/span><a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/index.php?s=%22endangered+species+act%22\"><span data-contrast=\"none\">reporting by Beyond Pesticides<\/span><\/a><span data-contrast=\"none\">. <\/span><span data-contrast=\"auto\">EPA <\/span><a href=\"https:\/\/www.epa.gov\/system\/files\/documents\/2022-04\/balancing-wildlife-protection-and-responsible-pesticide-use_final.pdf\"><span data-contrast=\"none\">admits<\/span><\/a><span data-contrast=\"auto\"> that its Pesticide Program \u201chas been unable to keep pace with its ESA workload, resulting not only in inadequate protections for listed species but also litigation against the Agency.\u201d\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Pesticide use is a major cause of declining biodiversity, which is manifested in extinctions, endangered species, and species vulnerable to environmental disturbances\u2014including climate change, habitat fragmentation, and toxic chemicals. While EPA has initiated efforts to address a significant backlog of pesticide evaluations, the agency faces a task so extensive that it\u202fmay require several additional decades to fully catch up.
