However, the signal words do not warn about long-effects like cancer, neurological diseases, reproductive harm, as well as other adverse effects associated with pesticide exposure. (See<\/span><a href=\"https:\/\/www.beyondpesticides.org\/resources\/pesticide-induced-diseases-database\/overview\"> <span style=\"font-weight: 400;\"><span style=\"color: #0000ff;\">Pesticide-Induced Diseases Database<\/span><\/span><\/a><span style=\"font-weight: 400;\"><span style=\"color: #0000ff;\">.)<\/span>\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The study tests two prototype labels to evaluate the effectiveness of visual elements in communicating toxicity information, citing<\/span><a href=\"https:\/\/doi.org\/10.1037\/0278-7393.2.5.523\"> <span style=\"font-weight: 400; color: #0000ff;\">research<\/span><\/a><span style=\"font-weight: 400;\"> in cognitive psychology that<\/span><a href=\"https:\/\/psycnet.apa.org\/doiLanding?doi=10.1037%2F0278-7393.2.5.523\"> <span style=\"font-weight: 400; color: #0000ff;\">indicates<\/span><\/a><a href=\"https:\/\/journals.sagepub.com\/doi\/10.1177\/074391569701600201\"> <span style=\"font-weight: 400; color: #0000ff;\">visual<\/span><\/a><span style=\"font-weight: 400;\"> elements, like images and graphics, are more effective for conveying information than text alone. This is particularly crucial for pesticide labels, where complex toxicity details need to be communicated quickly and clearly. The authors note that consumers are highly responsive to visual cues like colors and symbols, which capture their attention and influence purchasing decisions, especially regarding environmental and health concerns.\u00a0<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Methodology and Results.<\/span><\/i><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To examine the efficacy of EPA\u2019s label in conveying toxicity information to potential consumers, the researchers conduct an incentivized field experiment with eye tracking to evaluate the effectiveness of pesticide labels using signal words as compared to two alternative visual designs: traffic light colors and skull intensity symbols. <\/span><span style=\"font-weight: 400;\">Using a \u201cbetween-subjects\u201d design primarily examining the format of the label display, the study recruited 180 participants from the Southwest region of the United States through local newspaper ads and recruitment emails.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Participants in the study are presented with three tasks, each involving a series of 12 choices between two pesticides that differed only in their toxicity levels (HIGH, MEDIUM, LOW), but were otherwise identical. The price of the more toxic pesticide was fixed, while the price of the less toxic options decreased incrementally across the choices. This setup allowed the authors to estimate how much more participants were willing to pay to avoid higher toxicity.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The authors<\/span><a href=\"https:\/\/www.nature.com\/articles\/s41598-024-68288-9#citeas:~:text=Evidence%20from%20previous%20research,purchase%20pollinator%2Dfriendly%20plants\"> <span style=\"font-weight: 400; color: #0000ff;\">cite<\/span><\/a><a href=\"https:\/\/doi.org\/10.1093\/erae\/jbt011\"> <span style=\"font-weight: 400; color: #0000ff;\">previous<\/span><\/a><span style=\"font-weight: 400;\"> research that indicates that consumers&#8217; awareness and understanding of pesticide risks significantly influences their behavior. In addition, the results support the notion that consumers are willing to pay a premium for less toxic alternatives when they understand the choice. For example, under the current \u201cthree-word system,\u201d only 21% of participants indicate a willingness to pay an extra dollar for a \u201cless toxic pesticide,\u201d while under the traffic light system, 60% of consumers will choose to pay more. When the price of two pesticides is the same, 60% opt for the less toxic pesticide under the three-word system, as compared to 80% under the traffic signal system. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">These results demonstrate that even a simple modification to EPA\u2019s labeling requirements would lead to a significant change in consumer behavior. The authors<\/span><a href=\"https:\/\/www.nature.com\/articles\/s41598-024-68288-9#ref-CR29:~:text=Our%20finding%20suggests,ingredients%20more%20readily\"> <span style=\"font-weight: 400; color: #0000ff;\">conclude<\/span><\/a><span style=\"font-weight: 400;\"> that incorporating graphic representations of toxicity in labeling can significantly assist in empowering consumers to make \u201cmore discerning decisions and minimize exposure to potentially hazardous chemicals in pesticides.\u201d\u00a0 Advocates argue that the most effective way to protect themselves, their families, and the environment from the hazards posed by toxic pesticides is to eliminate their use, especially petrochemical pesticides, and fertilizers, in favor of organic methods.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, perhaps of greater concern than the ineffectiveness of the label on safety is the highly criticized underlying statutory and regulatory standards that allow pesticides on the market. As Beyond Pesticides has<\/span><a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2018\/05\/pesticide-safety-data-transparency-blind-spot-epa-policy\/\"> <span style=\"font-weight: 400; color: #0000ff;\">noted<\/span><\/a><span style=\"font-weight: 400;\"><span style=\"color: #0000ff;\">,<\/span> pesticides are registered and labeled based on data submitted by the manufacturer\u2014not studies conducted or commissioned by EPA or discussed in the independent peer-reviewed scientific literature. The data submitted by the manufacturer, and not released to the public before initial product registration, is used by the agency to assess adverse effects of the pesticide, including impacts such as those on farmers and farmworkers, and to set allowable human dietary and non-dietary exposures. <\/span><i><span style=\"font-weight: 400;\">\u00a0<\/span><\/i><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Pesticide manufacturers are not required to provide toxicity data for all pesticide formulation ingredients. Additionally, EPA does not require manufacturers to disclose so-called \u201cinert\u201d (those not claimed to attack the target pest) or \u201cother\u201d ingredients, which are classified as \u201cproprietary information&#8221; under the <\/span><span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.epa.gov\/enforcement\/federal-insecticide-fungicide-and-rodenticide-act-fifra-and-federal-facilities\"><i><span style=\"font-weight: 400;\">Federal Insecticide, Fungicide, and Rodenticide Act<\/span><\/i><\/a><\/span><span style=\"font-weight: 400;\"> (FIFRA). FIFRA requires all pesticides distributed or sold in the U.S. to be registered by the EPA.\u00a0 Section 10(d)(1) [7 USC 126h], Protection of Trade Secrets and Other Information, of FIFRA states that it \u201cdoes not authorize the disclosure of any information that\u2014(C) discloses the identity or percentage quantity of any deliberately added inert ingredient of a pesticide, unless the Administrator has first determined that disclosure is necessary to protect against an unreasonable risk of injury to health or the environment.\u201d Many of these \u201c<\/span><a href=\"https:\/\/www.epa.gov\/pesticide-registration\/inert-ingredients-regulation\"><span style=\"font-weight: 400;\">inert<\/span><\/a><span style=\"font-weight: 400;\">\u201d ingredients that have been classified as hazardous under various laws, including the <\/span><span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.epa.gov\/laws-regulations\/summary-clean-air-act\"><i><span style=\"font-weight: 400;\">Clean Air Act<\/span><\/i><\/a><\/span><span style=\"font-weight: 400;\">, the <\/span><span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.epa.gov\/laws-regulations\/summary-clean-water-act\"><i><span style=\"font-weight: 400;\">Clean Water Act<\/span><\/i><\/a><\/span><span style=\"font-weight: 400;\">, and the <\/span><span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.epa.gov\/epcra\"><i><span style=\"font-weight: 400;\">Emergency Planning and Community Right to Know Act<\/span><\/i><\/a><\/span> <span style=\"font-weight: 400;\">(EPCRA under <\/span><span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.epa.gov\/superfund\/superfund-amendments-and-reauthorization-act-sara\"><i><span style=\"font-weight: 400;\">Superfund Act<\/span><\/i><\/a><\/span><span style=\"font-weight: 400;\">) and the<\/span> <span style=\"font-weight: 400;\">agency does not require testing data on the full formulation of a pesticide product, including inert ingredients (see <\/span><span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2023\/10\/epa-rejects-petition-seeking-review-of-complete-ingredients-in-pesticide-products\/\"><span style=\"font-weight: 400;\">here<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a style=\"color: #0000ff;\" href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2018\/05\/secrecy-pesticide-safety-data-ingredients-not-protect-public-health-environment\/\"><span style=\"font-weight: 400;\">here<\/span><\/a><span style=\"font-weight: 400; color: #000000;\"> and <\/span><a style=\"color: #0000ff;\" href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/category\/chemicals\/inerts\/\"><span style=\"font-weight: 400;\">here<\/span><\/a><\/span><span style=\"font-weight: 400;\">). Thus, data on the human health and environmental effects of the actual product on the market is entirely lacking\u2014and not included on labels.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Beyond Pesticides <\/span><a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2016\/12\/72-toxic-inert-ingredients-no-longer-used-pesticide-products-cancelled-300-others-still-not-listed-labels\/\"><span style=\"font-weight: 400;\"><span style=\"color: #0000ff;\">previously<\/span> <span style=\"color: #0000ff;\">reported<\/span><\/span><\/a><span style=\"font-weight: 400;\"> on a 2000 report,<\/span><span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"http:\/\/news.caloosahatchee.org\/docs\/Report_Secret_Ingredients_Pesticides_160620.pdf\"> <i><span style=\"font-weight: 400;\">The Secret Ingredients in Pesticides: Reducing the Risk<\/span><\/i><\/a><\/span><span style=\"font-weight: 400;\">, produced by the New York State Attorney General,\u202fthat found 72 percent of pesticide products available to consumers contain over 95 percent inert ingredients and fewer than 10 percent of pesticide products list any inert ingredients on their labels. The report also found that more than 200 chemicals used as inert ingredients are hazardous pollutants in federal environmental statutes governing air and water quality, and, from a 1995 list of inert ingredients, 394 chemicals were listed as active ingredients in other pesticide products. For example, naphthalene is an inert ingredient in some products and listed as an active ingredient in others. See<\/span><span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.beyondpesticides.org\/assets\/media\/documents\/petition_ncap.pdf\"> <span style=\"font-weight: 400;\">2006 petition<\/span><\/a><\/span><span style=\"font-weight: 400;\"> seeking disclosure of \u201cinert\u201d ingredients on pesticide product labels.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In evaluating allowed exposure and labeling of pesticides, EPA\u2019s decisions rely on risk assessments that often adopt questionable exposure assumptions and overlook vulnerable groups, such as children and individuals with preexisting health conditions, including cancer, disruption of the endocrine system, and neurological disorders, which can be exacerbated by pesticide exposure. Amendments to FIFRA adopted in the 1996 <\/span><span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.epa.gov\/laws-regulations\/summary-food-quality-protection-act\"><i><span style=\"font-weight: 400;\">Food Quality Protection Act<\/span><\/i><\/a><\/span><span style=\"font-weight: 400;\">, while creating requirements for evaluating cumulative dietary and nondietary exposure in determining label restrictions, have done little to curb overall reliance on toxic chemicals in agriculture and land management. It should be noted that the law does not include occupational exposure when determining acceptable cumulative exposure. Despite the <\/span><span style=\"font-weight: 400;\">rise of the <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/ota.com\/news\/press-releases\/23183\">$70 billion<\/a><\/span> organic industry<\/span><span style=\"font-weight: 400;\"> with third-party organic certification that proves food crops are successfully grown without reliance on synthetic pesticides and fertilizers, EPA still does not consider organic practices as a viable alternative when assessing the \u201creasonableness\u201d or \u201cacceptability\u201d of pesticide risks, instead focusing on the acceptability of chemical risks in relation to other chemical alternatives.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The study authors\u2019 recommendation that policymakers could impact consumer safety through \u201da comprehensive shift\u201d in labeling policies while addressing an important issue of EPA requirements for effective communication with consumers, does not address the inherent adverse impacts of toxic pesticides and the availability of nontoxic alternatives. A continued reliance on petrochemical pesticides perpetuates the trifecta of existential crises of human health threats, biodiversity collapse, and the climate emergency. In contrast is a precautionary approach\u2014embodied in organic and regenerative organic land management practices. The existence, availability, and economic feasibility of alternative materials and practices, as demonstrated in organic management, is challenging the continued reliance on synthetic chemical pesticides. With the information provided by Beyond Pesticides, people may not only be able to make informed choices and adopt practices that protect themselves and their families from unnecessary exposure to pesticides, but they will be able to effect changes on community-wide pest management decisions and policies that govern pesticide use, such as pesticide uses in parks, schools, for community insect control and along roadsides.
