Consideration of the essentiality of synthetic substance use in agriculture is addressed in the<em>\u00a0<a href=\"https:\/\/www.ams.usda.gov\/sites\/default\/files\/media\/Organic%20Foods%20Production%20Act%20of%201990%20(OFPA).pdf\">Organic Foods Production Act<\/a><\/em>\u00a0(OFPA), along with stringent restrictions on\u00a0their\u00a0approval in\u00a0certified\u00a0organic production. The success of organic\u00a0<a href=\"https:\/\/ers.usda.gov\/sites\/default\/files\/_laserfiche\/publications\/106016\/ERR-315.pdf?v=96170\">food production<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.beyondpesticides.org\/resources\/power-organic-parks-program\">land management practices<\/a>\u00a0demonstrates how pointless this dispersal of toxic chemicals is.<\/p>\r\n<p>It was uncovered\u00a0in lawsuit documents that the authors of the\u00a0retracted\u00a0study, which\u00a0concludes\u00a0that the\u202fweed killer glyphosate\u202fdid not cause cancer,\u00a0did not\u202fdisclose\u202ftheir relationship with Monsanto\/Bayer.\u202fThe (co) editor-in-chief of\u202f<em><a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0273230099913715\">Regulatory Toxicology and Pharmacology<\/a><\/em>, Martin van den Berg, PhD, which published the article 25 years ago,\u202fwrote\u202fin the journal, \u201cConcerns were raised regarding the authorship of this paper, validity of the research findings in the context of misrepresentation of the contributions by the authors and the study sponsor and potential conflicts of interest of the authors.\u201d\u202f\u00a0<\/p>\r\n<p>The study, titled \u201cSafety Evaluation and Risk Assessment of the Herbicide Roundup and Its Active Ingredient, <a href=\"https:\/\/www.beyondpesticides.org\/resources\/pesticide-gateway?pesticideid=37\">Glyphosate<\/a>, for Humans\u201d and coauthored by three researchers in New York, the Netherlands, and Canada, has been called a \u201cLandmark\u202fglyphosate\u202fsafety study,\u201d according to\u202fa recent article by\u202f<a href=\"https:\/\/usrtk.org\/pesticides\/landmark-glyphosate-safety-study-retracted-for-monsanto-ghostwriting\/\">U.S. Right to Know<\/a>.\u202f\u202f\u00a0<\/p>\r\n<p>While this retraction reveals Monsanto&#8217;s influence through ghostwriting,\u202fit\u202falso sheds light on the regulatory deficiencies\u202fin the law governing pesticides\u2014FIFRA. The\u202frevelation\u202fis a reminder\u202fof <a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2022\/05\/corruption-problems-persist-at-epa\/\">related\u00a0incidents<\/a> in which Monsanto (Bayer) and other companies have\u202fwielded excessive influence\u202fat EPA, undermining the integrity of the\u202fscience needed to inform\u202fthe\u202fregulatory decisions that\u202fsafeguard health and the environment.\u00a0<\/p>\r\n<p>The current issue of the industry-ghostwritten study\u202fis symptomatic of the deficiencies in the pesticide regulatory process.\u202fEPA\u202frelies on chemical manufacturers to generate the\u202f<a href=\"https:\/\/usrtk.org\/wp-content\/uploads\/2019\/04\/REVISED_GLYPHOSATE_ISSUE_PAPER_EVALUATION_OF_CARCINOGENIC_POTENTIAL-1.pdf\">underlying laboratory animal data<\/a>\u202fthat is used for pesticide registration and has been\u00a0<a href=\"https:\/\/ajph.aphapublications.org\/doi\/10.2105\/AJPH.2023.307247\">historically criticized<\/a>\u00a0for an inadequate audit process to ensure compliance with standard laboratory practices.\u202f\u00a0<\/p>\r\n<p><a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/COMPS-10326\/pdf\/COMPS-10326.pdf\">FIFRA<\/a>\u00a0contains\u00a0a statement\u2014known as the essentiality clause\u2014stating, \u201cThe Administrator shall not make any lack of essentiality a criterion for denying registration of any pesticide. Where two pesticides meet the requirements of this paragraph, one should not be registered in\u00a0preference to the other.\u201d Although the second sentence makes it clear that \u201clack of essentiality\u201d applies to the existence of a competing product, EPA has interpreted the essentiality clause as meaning that the agency cannot use the determination that a pesticide is not needed to deny registration.\u00a0<\/p>\r\n<p>Beyond Pesticides and\u00a0others\u2014including organic farmers and advocates\u2014have\u00a0<a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2024\/12\/epas-registration-of-herbicide-under-new-framework-puts-endangered-species-at-elevated-risk-advocates-say\/\">long argued<\/a>\u00a0that the failure of EPA to consider the viability, productivity, and profitability of\u202f<a href=\"https:\/\/www.beyondpesticides.org\/programs\/organic-agriculture\/overview\">organic practices<\/a>\u202fand product alternatives to conventional pesticides means the agency&#8217;s registration and registration review of toxic pesticides\u202fhave not been subject to a complete assessment. In this context and given the availability of \u202fless \u202fand nontoxic \u202falternatives, EPA has failed in its responsibility to ensure that pesticides registered for use under\u202fFIFRA\u202fwill not cause unreasonable adverse effects.\u202f<\/p>\r\n<p>The inadequacies in the regulation of petrochemical pesticides and synthetic fertilizers support the urgent need for the widespread adoption of safer alternatives. The\u202fholistic approach\u202fof organic agriculture and land management protects all organisms, including humans, and the environment through the elimination of harmful toxicants and the focus on building soil health. This also mitigates the\u202f<a href=\"https:\/\/beyondpesticides.org\/dailynewsblog\/2025\/06\/as-temperatures-rise-organic-ag-solution\/\">current crises<\/a>\u202fof biodiversity, public health, and climate change, among other\u202f<a href=\"https:\/\/www.beyondpesticides.org\/programs\/organic-agriculture\/why-organic\/health-benefits\">benefits<\/a>.\u202fIn focusing on building soil health, which\u00a0in turn creates a healthy system, with only allowable materials through the\u202f<a href=\"https:\/\/www.beyondpesticides.org\/programs\/organic-agriculture\/keeping-organic-strong\">National Organic Standards Board<\/a> (NOSB), the pesticide treadmill can be\u202fbroken, and all workers, consumers, and wildlife can truly be protected.\u202f\u00a0<\/p>\r\n<p>Rather than ignoring OFPA as a way of marketing specialty products,\u00a0Beyond Pesticides maintains that Congress must use it\u00a0as a model for\u00a0eliminating\u00a0the use of toxic pesticides and fertilizers.\u00a0\u00a0<\/p>\r\n<p><strong>Letter to Congress<br \/>\r\n<\/strong>In recognition of the recent retraction of an article central to support for the use of the weed killer glyphosate (Roundup\u2122), it is important to understand that regulators\u2019 dependence on pesticide companies for health and safety data is the rule rather than the exception. Congress must hold oversight hearings to ensure that toxic pesticides do not pose unnecessary\u2014and therefore unreasonable\u2014adverse effects, as required by law.<\/p>\r\n<p>Critically, the <em>Federal Insecticide, Fungicide, and Rodenticide Act<\/em> (FIFRA) and EPA\u2019s pesticide program allow toxic chemicals to be dispersed, resulting in widespread negative impacts, without regard for need.
