Idaho was the first state where pesticide immunity bills were initially introduced in February 2024. 

According to campaign finance data provided by Idaho Department of State*, Bayer PAC directly contributed approximately $13,750 to state campaign races in 2024. Bayer PAC contributed approximately $50,000 to Idaho Rising PAC and $10,000 to Idaho Prosperity Fund PAC, which in turn went on to directly support various state campaigns in 2024.

Bayer registered three lobbyists in the state of Idaho last year based on public records spending approximately $8,374.73. Syngenta registered two lobbyists in the state of Idaho last year based on public records.

Pesticide manufacturer-related PACs have contributed to various federal officeholders representing Idaho according to campaign finance data provided by the Federal Election Commission. U.S. Representative Mike Simpson (R-ID) cumulatively received $29,500 in campaign contributions from CropLife America PAC, BASF PAC, Syngenta PAC, and Bayer PAC in the 2024 election cycle. Representative Mike Fulcher (R-ID) cumulatively received $7,500 in campaign contributions from Bayer PAC and Syngenta PAC in the 2024 election cycle. U.S. Senator Mike Crapo (R-ID) received $3,500 from Bayer PAC earmarked for the 2028 Republican primary. Senator James E. Risch (R-ID) cumulatively received $3,500 from Syngenta PAC and Bayer PAC earmarked for the 2026 Republican Primary.

Montana

History of Failure-to-Warn in this State

A bill is likely to be introduced in the Montana state legislature to eliminate failure-to-warn liability claims for Montana residents who are exposed to toxic pesticides and are seeking justice. 

On August 7, 2024, the Attorney General of Montana jointly filed a petition to EPA with 10 other states requesting the agency promulgate rulemaking to prevent states like California to from adding additional warning labels to pesticide and chemical products that go beyond the pesticide registration warning label requirement pursuant to federal pesticide law. Advocates, including regenerative organic farmers, farmworkers, public health professionals, and community leaders, view this move as an attack on the rights of pesticide exposure victims amidst a failed regulatory system that unnecessarily permits the use of toxic petrochemical-based pesticides.

According to state campaign finance data provided by the Montana Commissioner of Political Practices (Search Bayer US LLC PAC), Bayer is in the process of registering its PAC in the state. Additionally, there are currently no public records indicating pesticide manufacturer lobbyists are registered for 2023-2024 period or 2025-2026 period according to Montana's Principal and Lobbyist Online Reporting System

According to federal campaign finance data provided by the Federal Election Commission, former U.S. Senator Jon Tester (D-MT) cumulatively received $14,500 in campaign contributions from Bayer PAC, CropLife America PAC, Syngenta PAC, and BASF PAC in the 2024 election cycle. U.S. Representative Ryan Zinke (R-MT) received $5,000 in campaign contributions from Syngenta PAC in the 2024 election cycle.

Wyoming

A bill is likely to be introduced in the Wyoming state legislature to eliminate failure-to-warn liability claims for Wyoming residents who are exposed to toxic pesticides and are seeking justice. 

According to campaign finance data provided by the Wyoming Department of State, Bayer PAC or other pesticide manufacturer-related PACs did not contribute to state-level campaign races in the 2024 election cycle nor have they registered a PAC in the state going into 2025.

There are two lobbyists (here and here) registered with Bayer who registered as lobbyists in November 2024, according to public disclosures filed with the Wyoming Department of State

According to campaign finance data provided by the Federal Election Commission, Senator John Barrasso (R-WY) received $10,000 in campaign contributions from BASF PAC in the 2024 election cycle.
