(Beyond Pesticides, June 10, 2011) A report released jointly by the U.S. Department of Agriculture’s (USDA) Agricultural Research Service (ARS) and the Apiary Inspectors of America (AIA) shows that losses of honeybee populations over the 2010/2011 winter remained abnormally high, reflecting continuing damages attributed to colony collapse disorder (CCD). CCD, linked to a range of factors and agricultural chemicals, including systemic pesticides, has devastated bees and beekeepers around the country in recent years. According to the survey, 30% of managed honeybee colonies across the country were lost over the winter. Over the past five years, since the discovery of CCD, annual winter colony losses have hovered near the 30% mark. Similar loss percentages for the previous four years reflect this trend: 34% for the 2009/2010 winter, 29% for 2008/2009, 36% for 2007/2008, and 32% for 2006/2007. (Beyond Pesticides, June 9, 2011) Earlier this week, the U.S. Environmental Protection Agency (EPA) announced that it is moving to ban the sale of most toxic rat and mouse poisons, as well as most loose bait and pellet products, to residential consumers decades after these products were first introduced to the public. Though these rules will better protect children, pets and wildlife, the changes do not go far enough for vulnerable populations, because they will still be allowed by pesticide applicators and in agricultural settings. Children are particularly at risk for exposure to rat and mouse poisons because the products are typically placed on floors, and because young children sometimes place bait pellets in their mouths. The American Association of Poison Control Centers annually receives between 12,000 and 15,000 reports of children under the age of six being exposed to these types of products. Beyond Pesticides urges consumers not to use poisons for rodent control indoors, but rather advocates the use of traps and nonchemical exclusion techniques that eliminate food and water sources and entryways. (Beyond Pesticides, June 3, 2011) According to the 2010 Agricultural Chemical Use Report released last week by the U.S. Department of Agriculture’s (USDA) National Agricultural Statistics Service (NASS), use of the herbicide glyphosate, associated with genetically engineered (GE) crops, has dramatically increased over the last several years, while the use of other even more toxic chemicals such as atrazine has not declined. Contrary to common claims from chemical manufacturers and proponents of GE technology that the proliferation of herbicide tolerant GE crops would result in lower pesticide use rates, the data show that overall use of pesticides has remained relatively steady, while glyphosate use has skyrocketed to more than double the amount used just five years ago. The 2010 Agricultural Chemical Use Report shows that, in the states surveyed, 57 million pounds of glyphosate were applied last year on corn fields. Ten years prior, in 2000, this number was only 4.4 million pounds, and in 2005, it was still less than half of current numbers at 23 million pounds. (Beyond Pesticides, June 1, 2011) Municipalities in Canada can continue to restrict cosmetic uses of pesticides on their lawns in spite of the settlement of a closely watched trade case, according to Canadian Trade Minister Ed Fast. The province of Quebec and Dow AgroSciences settled a $2-million (U.S.) lawsuit stemming from Quebec’s 2006 ban of the pesticide 2,4-D. Environmentalists say the settlement reinforces the right of municipalities and provinces to ban pesticides. Quebec began banning pesticides in 2003 and prohibits the use and sale of 20 ingredients in lawn pesticides that had been used in the province. It also restricts pesticide use outside daycares and schools. Environmentalists suspect Dow brought the suit to dissuade other provinces from following Quebec’s lead and banning the cosmetic use of pesticides like 2,4-D. Dow dropped the claim without compensation or changes to Quebec’s ban in the settlement which was reached May 25, 2011. The company had been seeking $2 million. (Beyond Pesticides, May 31, 2011) A study has found that people whose workplaces were close to fields sprayed with chemicals — not just those who live nearby — are at higher risk of developing Parkinson’s disease (PD). The pesticide chemicals in question include two fungicides -maneb (in the ethylene bisdithiocarbamate (EDBC) family and ziram (in the dimethylthiocarbamate family)- and the herbicide paraquat that appear to raise the risk of developing the movement disorder. In a study published in the European Journal of Epidemiology, entitled, “Parkinson’s disease risk from ambient exposure to pesticides,” a team of researchers led by UCLA neurologist Beate Ritz, PhD found that exposures to the trio of pesticides are actually higher in workplaces located near sprayed fields than they were in residences. And the combination of exposure to all three pesticides, which act in different ways to harm brain cells involved in Parkinson’s disease, appears to be cumulative, the team led by Dr. Ritz concludes. (Beyond Pesticides, May 24, 2011) Last Friday, the U.S. Court of Appeals for the Ninth Circuit issued a summary order upholding a landmark legal decision requiring the U.S. Department of Agriculture (USDA) to conduct an Environmental Impact Statement (EIS) before approving the planting of genetically engineered (GE) crops. The decision upholds previous court rulings in favor of farmers and conservation advocates in a case on the future commercial uses of GE sugar beets, engineered to be resistant to Monsanto’s Roundup herbicide. “Today’s order cements a critical legal benchmark in the battle for meaningful oversight of biotech crops and food,” said Center for Food Safety (CFS) attorney George Kimbrell. “Because of this case, there will be public disclosure and debate on the harmful impacts of these pesticide-promoting crops, as well as legal protections for farmers threatened by contamination.” CFS, Organic Seed Alliance, High Mowing Organic Seeds, and the Sierra Club, represented by CFS and Earthjustice, challenged the USDA approval in 2008. (Beyond Pesticides, May 23, 2011) A California farm growing chile peppers has become the first in the state of California to use the highly toxic and controversial soil fumigant methyl iodide. Despite the concerns of farmworker advocates, medical experts, and environmentalists, as well as a pending lawsuit, the farm in Sanger, California applied the fumigant on May 17 after a permit for use was approved by Fresno County Agricultural Commissioner Carol Hafner. Methyl iodide is a highly potent carcinogen which was recently approved for use in California as a replacement for the ozone depleting chemical methyl bromide. The phase out of methyl bromide was mandated by the Clean Air Act and international treaty. Like methyl bromide before it, the use of methyl iodide has been expected to be most common on strawberry fields, though it has been approved for other crops such as the chile peppers, where it will be used to sterilize the soil to eliminate potential pathogens –but also will completely eradicate beneficial soil life such as microbes and earthworms. (Beyond Pesticides, May 19, 2011) Scientists at the University of Sherbrooke in Quebec, Canada found that pesticides associated with genetically engineered (GE) foods are present in maternal, fetal and nonpregnant women’s blood, emphasizing the need for further research into the effects that GE food has on human health. The study, “Maternal and fetal exposure to pesticides associated to genetically modified foods in Eastern Townships of Quebec, Canada” is published in Reproductive Toxicology. Scientists Aziz Aris and Samuel Leblanc analyzed blood samples for 39 nonpregnant women and 30 pregnant woman and their fetuses in Sherbrooke, an urban area of Eastern Townships of Quebec, Canada. It’s important to note that none of the women in the study had ever worked or lived with a spouse that worked in contact with pesticides. The diet of the women involved in the study is described as “typical of a middle class population of Western industrialized countries.” The Cry1Ab toxin, which is an insecticidal protein produced by the soil bacterium Baccillus thuringiensis (Bt) was detected in 93% of maternal blood samples, 80% of fetal blood samples and 69% of the nonpregnant women’s blood. (Beyond Pesticides, May 16, 2011) The U.S. Fish and Wildlife Service (FWS) is looking into “carpet-bombing” with pesticides (or a large aerial bombing) the Farallon Islands, off the coast of San Francisco, in an effort to eradicate the invasive house mouse that is encroaching on the survival of an endangered seabird. The problem is that this approach will also kill many other species in and around the Islands, including birds, reptiles and crustaceans. FWS announced April 26, 2011 that the agency is preparing a draft environmental impact statement (EIS) for the islands located off the coast of San Francisco, California. The aim of the project is to “protect and restore the ecosystem.” The agency is accepting public comments, suggestions and other input on or before May 27, 2011. “These are man-made problems,” Maggie Sergio, director of advocacy for the nonprofit organization WildCare, told the San Francisco Gate. “Is the aerial dumping of tons of poison over a pristine wilderness area really the answer? (Beyond Pesticides, May 4, 2011) According to a U.S. Environmental Protection Agency (EPA) internal review of pesticide registrations under special circumstances, also known as “conditional registration,” the agency may reduce its use of this “imprecise” category, whilch allows widespread use of toxic chemicals not fully tested. Conditional registration of pesticides allows market entry for a product in the absence of certain data. Recent reports have found that certain conditionally registered pesticides known to be hazardous to pollinators were allowed to used by EPA without a full data set. In an April 25, 2011 post on its website, EPA provides details on its recently completed internal review on the use of conditional registration for pesticide products. The agency has come under scrutiny recently since it was revealed that the conditionally registered pesticide, clothianidin, did not at the time it allowed the pesticide to be widely used have pertinent field data required on honeybees, even though the pesticide is known to pose risks to these vulnerable pollinators. (Beyond Pesticides, May 2, 2011) Nations gathering in Geneva last week finally agreed to add endosulfan, an antiquated persistent insecticide, to the Stockholm Convention’s list of banned substances. The decision follows recommendations from the December 2009 Stockholm Convention Persistent Organic Pollutants Review Committee (POPRC), which call for urgent “global action” to address health and environmental impacts of the toxic pesticide. Scientific experts at the POPRC concluded that endosulfan is likely to cause significant adverse human health and environmental effects as a result of the chemical’s medium- and long-range transport on a global scale and subsequent accumulation in nearly all environmental media. Environmental health and justice organizations from around the world who have been working toward a ban welcomed the decision. Endosulfan is an organochlorine insecticide that was first registered for use in the U.S. in the 1950s. It is an endocrine disruptor and exposure in male children may delay sexual maturity and interfere with sex hormone synthesis. (Beyond Pesticides, April 22, 2011) Three independent investigations published in the journal Environmental Health Perspectives (EHP) have reached similar conclusions, associating prenatal exposure to organophosphate (OP) pesticides with IQ deficits in school-age children. The fact that three research groups reached such similar conclusions independently adds considerable support to the validity of the findings. The three studies were conducted at the School of Public Health at the University of California, Berkeley, the Mailman School of Public Health at Columbia University, and Mount Sinai School of Medicine. All three involved cohorts of women enrolled during pregnancy. The Berkeley and Mount Sinai investigators measured OP pesticide breakdown products in the pregnant women’s urine, while the Columbia investigators measured the OP pesticide chlorpyrifos in umbilical cord blood. Intelligence tests were administered to children of these mothers between ages 6 and 9 years at Mount Sinai and at age 7 years at Berkeley and Columbia. Lautenberg (D-NJ) introduced legislation to update and modernize the Toxic Substances Control Act of 1976 (TSCA) which has allowed tens of thousands of toxic substances onto the marketplace with little or no testing. The new ”˜Safe Chemicals Act of 2011,’ utilizing risk assessment methology, would, in theory, require chemical companies to prove their products are “safe” for human health and the environment when allowed in commerce. While creating priority reviews for the higher tisk categories of chemicals, many analysts are concerned that continued exclusive reliance on risk assessment with its serious uncertainties and lack of attention to least toxic alternatives allows unnecessary toxic chemical use and undermines a precautionary approach. Sen. Lautenberg, who chairs the Senate Subcommittee on Superfund, Toxics and Environmental Health, seeks to require that chemical manufacturers demonstrate the safety of industrial chemicals used in everyday household products. “The Safe Chemicals Act of 2011” would require safety testing of all industrial chemicals, and puts the burden on industry to prove that chemicals are safe in order to get on or stay on the market. (Beyond Pesticides, April 19, 2011) On Saturday, April 16, the Ohio House of Representatives unanimously (97-0) approved a resolution sponsored by State Representative Dale Mallory (D-Cincinnati) regarding bedbugs and propoxur, asking Congress to help convince the U.S. Environmental Protection Agency (EPA) to approve the emergency use of the toxic pesticide. Propoxur, a neurotoxin and probable human carcinogen, has been canceled for indoor residential uses due to the unacceptable risks posed to children’s health and should not be used for indoor treatment. Resolution HR 31, however, urges the use of an emergency exemption under federal law to control bedbugs, a follow-up to an earlier request in 2010. (Beyond Pesticides, April 14, 2011) Researchers at the University of South Florida have discovered that the most widely used fungicide in the U.S., chlorothalonil, is lethal to frogs even at low doses. Chemical pollution, according to the researchers, is considered the second greatest threat to aquatic and amphibious species in the U.S. Because many vital systems of amphibians are similar to those in humans, researchers believe that amphibians may be an underused model for studying the impacts of chemicals in the environment on human health and set out to quantify amphibian responses to chlorothalonil. The study, lead by Teagan McMahon, PhD, was published in Environmental Health Perspectives and opens the door for researchers to quantify the effects of the chemical on other species as well as other toxic pesticides on amphibian populations and human health. (Beyond Pesticides, April 13, 2010) In response to a petition submitted to the U.S. Environmental Protection Agency (EPA) calling for a ban on the non-medical uses of triclosan, Beyond Pesticides is again urging the agency to halt the use of the antibacterial triclosan in consumer products. Citing recent scientific evidence detailing hormone disruption, impaired fetal development, water and crop contamination, the petitioners state that given the emerging science and the violation of numerous environmental statues by triclosan’s use constitutes placing a ban on the chemical. In comments submitted in support of the petition, Beyond Pesticides state that such a dangerous chemical has no place on the consumer marketplace. “The nonmedical uses of triclosan are frivolous and dangerous, creating serious long-term health problems and environmental hazards associated with its continued use. (Beyond Pesticides, April 1, 2011) A British government scientist on Wednesday announced that he has ordered a review of a class of pesticides known as neonicotinoids, to determine what effects they may have on bee and pollinator health. Neonicotinoids, such as clothianidin and imidacloprid, have come under intense scrutiny recently due to concerns regarding their toxicity to honeybees, which are essential for a secure food supply in their role as crop pollinators. This has led some to suggest that chemicals such as these could be contributors to honeybee Colony Collapse Disorder (CCD). According to the London Daily Mail, the chief scientist at the UK Department of Environment, Food and Rural Affairs (DEFRA), Professor Robert Watson, has directed DEFRA scientists to reexamine findings on neonicotinoids and their effects on bees. (Beyond Pesticides, March 29, 2011) According to a French study published March 2, 2011 in the online edition of Environmental Health Perspectives, prenatal exposure to the herbicide atrazine is linked to small head circumference and fetal growth restriction. The authors say the study “raises particular concerns for countries where atrazine is still in use.” Atrazine is a widespread contaminant in drinking water and is linked to various birth defects, endocrine disruption and cancer, even at concentrations below EPA standards. Although it has been excluded from re-registration in the European Union because it is found above allowable thresholds in groundwater, it is still one of the most widely used herbicides in the U.S. and around world. The study, “Urinary Biomarkers of Prenatal Atrazine Exposure and Adverse Birth Outcomes in the PELAGIE Birth Cohort,” used a case-cohort design nested in a prospective birth cohort conducted in the Brittany region from 2002 through 2006. (Beyond Pesticides, March 15, 2011) Following the U.S. Environmental Protection Agency’s (EPA) January 10th announcement that it plans to cancel all allowable pesticide residue levels (tolerances) of the toxic fumigant sulfuryl fluoride–effectively banning its use, the chemical’s manufacturer, Dow AgroSciences, is petitioning EPA to launch a formal registration cancellation hearing under the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA). EPA decided to cancel the tolerances under the Federal Food, Drug, and Cosmetic Act (FFDCA) after determining that when residues on food products are combined with fluoridated drinking water and toothpaste, public exposure levels are too high. The agency took the action in response to a June 2006 petition submitted by Fluoride Action Network, Beyond Pesticides, and Environmental Working Group. Food Quality Protection Act of 1996 (FQPA) amendments to FFDCA require that a pesticide registered for use by EPA cannot exceed acceptable risk thresholds when its dietary and nondietary uses are evaluated in the aggregate. Environmentalists believe that the January 2011 sulfuryl fluoride decision was the first time EPA action has resulted in a comprehensive pesticide cancellation of agricultural uses (as distinct from a voluntary cancellation by the manufacturer) because of unacceptable aggregate exposure. (Beyond Pesticides, March 10, 2011) The American Public Health Association (APHA) recently adopted 17 new policies at its 138th Annual Meeting in Denver, addressing a broad range of public health concerns, including a new policy calling for greater government action to protect the public from endocrine-disrupting chemicals (EDCs). The policy statement follows official positions released earlier in 2010 by both the American Medical Association (AMA) and the Endocrine Society in that more needs to be done to protect the public from endocrine-disrupting chemicals, or those that interfere with hormone action. Specifically, APHA urges: Ӣ Support for the Endocrine Society and the American Medical Association in proclaiming that more needs to be done to protect the public from potential health risks of exposure to EDCs. Ӣ That given the magnitude and urgency of the public health threat and the recognition that collectively EDCs likely will have common or overlapping effects on the endocrine system, steps should therefore be taken by federal agencies with regulatory oversight for various individual EDCs to coordinate and find synergies among themselves to coordinate and find synergy among federal agencies with regulatory oversight over various individual EDCs. (Beyond Pesticides, March 9, 2011) A recent study reports that the underlying cause of a fatal outbreak of P. aeruginosa in a hospital came from the contamination of triclosan soap dispensers, which acted as a continuous source of the bacterium. The contaminated triclosan soap infected the hands of health care workers and then patients, since triclosan is shown to have no effect on P. aeruginosa -a bacterium frequently associated with hospital-acquired infections. Authors of the study recommend alcohol-based sanitizers where appropriate, instead of triclosan soaps. The study, “Molecular Epidemiology of a Pseudomonas aeruginosa Hospital Outbreak Driven by a contaminated Disinfectant-Soap Dispenser,” published online in PLoS One, investigates a fatal epidemic of P. aeruginosa that occurred in a hematology unit in Italy. The researchers found that patients became indirectly infected (e.g., during central venous catheter handling through contaminated items) and the triclosan soap dispenser acted as a common continuous source of P. aeruginosa infection. Since P. aeruginosa is intrinsically not susceptible to triclosan, the use of triclosan-based disinfectant formulations should be avoided in those health care settings hosting patients at high risk of P. aeruginosa infection, the authors conclude.
