Study Confirms Serious Flaws in EPA’s Ecological Risk Assessments, Threatening Bees and Other Pollinators

(Beyond Pesticides, June 13, 2024) A study published in Conservation Letters, a journal of the Society for Conservation Biology, exposes critical shortcomings in the U.S. Environmental Protection Agency’s (EPA) ecological risk assessment (ERA) process for modeling the risks that pesticides pose to bees and other pollinators. For the study, “Risk assessments underestimate threat of pesticides to wild bees,” researchers conducted a meta-analysis of toxicity data in EPA’s ECOTOX knowledgebase (ECOTOX), an EPA-hosted, publicly available resource with information on adverse effects of single chemical stressors to certain aquatic and terrestrial species. The meta-analysis found that the agency’s approach, which relies heavily on honey bee data from controlled laboratory studies, drastically underestimates the real-world threats from neonicotinoid insecticides (and likely other pesticides) to native bees and other pollinators. The study “challenges the reliability of surrogate species as predictors when extrapolating pesticide toxicity data to wild pollinators and recommends solutions to address the (a)biotic interactions occurring in nature that make such extrapolations unreliable in the ERA process.” Beyond Pesticides executive director Jay Feldman remarked, “EPA’s ecological risk assessment process is fundamentally flawed and puts thousands of bee species at risk of pesticide-caused population declines and extinctions.” Mr. Feldman continued, “This underscores the urgent […]

House Farm Bill Moves Out of Agriculture Committee Undermining Health, Ecosystems, and Democracy, Advocates Say

(Beyond Pesticides, May 30, 2024) The House Agriculture Committee voted 33-21 on May 23 to move the Farm, Food, and National Security Act out of committee after a contentious markup and onslaught of amendments that undermine water health, soil health, and local democratic authority to protect people and the environment from toxic pesticide exposure. One of nearly sixty amendments introduced in the markup last week included the continuation of a decade-long attack on National Pollutant Discharge Elimination System (NPDES) permit via Clean Water Act (CWA) for pesticide discharge. What was most illuminating however was not the passage of the bill itself, but Big Agriculture’s raucous approval. Advocates see pesticide industry and its allies’ support for what it is—the reliance on petrochemical-based pesticides leading to economic instability, ecosystem collapse, and the degradation of democratic institutions. With support for entrenched dependency on petrochemical pesticides and fertilizers, the committee’s bill requires taxpayers to pay through the government’s crop insurance program for escalating losses caused by chemical-intensive farming practices, contributing to yield losses that the U.S. Department of Agriculture (USDA) says are “natural causes such as drought, excessive moisture [e.g., floods], hail, wind, frost, insects, and disease. . .” However, the frequency of these […]

EPA Draft Herbicide Strategy Update Further Weakens Plan to Protect Endangered Species

(Beyond Pesticides, April 24, 2024) On April 16, 2024, the U.S. Environmental Protection Agency (EPA) posted an “update” to the Draft Herbicide Strategy Framework (Draft Herbicide Strategy Framework to Reduce Exposure of Federally Listed Endangered and Threatened Species and Designated Critical Habitats from the Use of Conventional Agricultural Herbicides) that was released last summer, weakening aspects of the agency’s efforts to “protect” endangered species from herbicide use. The update outlines three types of modifications to the Draft Strategy, including “simplifying” its approach, increasing growers’ “flexibility” when applying mitigation measures, and reducing the mitigation measures required in certain situations. By reducing the stringency of the Strategy, advocates are again questioning EPA’s commitment to fulfilling legal requirements under the Endangered Species Act (ESA) or protecting endangered species and their habitats in the midst of an unprecedented rate of global extinction. Attack on Vulnerable Species Pilot Project: Opportunities to Engage with EPA on Endangered Species

(Beyond Pesticides, February 28, 2024) The U.S. Environmental Protection Agency (EPA) is putting on hold its Vulnerable Species Project (VSP) after vociferous comments from the petrochemical pesticide industry to instead, “create a narrow, tailored policy rather than a sweeping, burdensome one,” according to a recent op-ed in the Wall Street Journal. Upon heavy pushback from the petrochemical pesticide industry and agribusiness, EPA is hosting a variety of workshops and openings for the public to provide feedback not just on VSP, but the Endangered Species Act (ESA) Workplan the Biden Administration originally introduced in 2021 in its entirety. Advocates are calling for the strengthening of pesticide regulation given the impending decisions that may shape the fate of ESA-FIFRA (Federal Insecticide, Fungicide, and Rodenticide Act) compliance for years to come. As EPA continues through its pesticide registration program to advance continued dependency on pesticides through its interpretation of FIFRA, despite the availability of nontoxic alternatives, endangered species extinction and biodiversity collapse has never been a high priority. Confronting Dramatic Biodiversity Loss on 50th Anniversary of Endangered Species Act

(Beyond Pesticides, October 2, 2023) On the 50th anniversary of the Endangered Species Act (ESA), statements out of the U.S. Environmental Protection Agency (EPA) raise concerns about the agency’s ability to meet the challenge of evaluating pesticides for their adverse impact on threatened and endangered species. While EPA has initiated efforts to address a significant backlog of pesticide evaluations, the agency faces a task so extensive that it may require several additional decades to fully catch up. EPA officials stated, “Even if EPA completed this work for all of the pesticides that are currently subject to court decisions and/or ongoing litigation, that work would take until the 2040s, and even then, would represent only 5 percent of EPA’s ESA obligations.”   As part of a “whole of government” approach, EPA must redirect its pesticide program to protecting all species and their habitats.   The speed and depth of biodiversity loss has reached crisis proportions. A Reminder for Pollinator Week: Protect Pollinator and Habitat and Well-Being Against Dramatic Declines

(Beyond Pesticides, June 21, 2023) Pollinators––bees, butterflies, birds, bats, and other organisms––make a critical contribution to plant health, crop productivity, and the preservation of natural resources. However, pesticides consistently act as a key contributor to dramatic pollinator declines. Much research attributes the decline of insect pollinators over the last several decades to the interaction of multiple environmental stressors, from climate change to pesticide use, disease, habitat destruction, and other factors. Roughly a quarter of the global insect population has disappeared since 1990, according to research published in the journal Science. Monarchs are near extinction, and beekeepers continue to experience declines that are putting them out of business. We continue to lose mayflies, the foundation of many food chains, and fireflies, the foundation of many childhood summer memories. The declines in many bird species likely have close links to insect declines. Recent research finds that three billion birds, or 29% of bird abundance, have been lost since the 1970s. Western Bumblebee Declines a Result of Pesticides and Climate Change, No End in Sight

(Beyond Pesticides, January 25, 2023) Populations of the western bumblebee are in free fall, with 57% declines across the species’ historical range, finds new research led by scientists at the U.S. Geological Survey. These data are in line with trends for other once common bumblebees in the United States, like the rusty patched and American, of which the former is now listed as endangered and the latter is under consideration. Most critically, the study authors did not simply generalize the most likely and common reasons, but instead establish the contribution that pesticide use, climate change, and land use changes have on western bumblebee declines. As the study shows, both the drivers and solutions to pollinators declines are in human hands, necessitating a broad rethinking of the nation’s approach to energy use and food production. The western bumblebee has been under considerable stress for decades. In the 1990s, there were attempts to commercialize the species as a greenhouse pollinator. Multiple Pesticides Detected in All Store-Bought Milkweed, Threatening Further Monarch Declines

(Beyond Pesticides, September 13, 2022) Every store-bought milkweed sample tested in a recent study contains multiple toxic pesticides, placing monarchs reliant on these plants in harm’s way at a time the species can ill afford any further loss to its population. Pollinator declines have influenced many residents throughout the U.S. to take action into their own hands and transform their home yards or businesses into an oasis for bees, birds, and butterflies. Yet the recent study published in Biological Conservation finds that many retailers are dousing their â€wildlife-friendly’ plants with pesticides that put this vulnerable species in further danger. “That was the most shocking part,” said lead author Christopher Halsch, a doctoral study at University of Nevada, Reno. “The fact that plants labeled as potentially beneficial or at least friendly to wildlife are not better and in some cases might be worse than other plants available for purchase. Monarchs Listed as Endangered by International Safety Group, while U.S. Fails to Take Meaningful Action

(Beyond Pesticides, July 26, 2022) As monarch butterfly numbers continue to drop throughout the United States, an international conservation group is listing the migratory monarch butterfly as endangered. The move by the International Union for the Conservation of Nature (IUCN) places pressure on the U.S. Fish and Wildlife Service (FWS) to prioritize protections for this rapidly dwindling iconic species. “Today’s Red List update highlights the fragility of nature’s wonders, such as the unique spectacle of monarch butterflies migrating across thousands of kilometres,” said Bruno Oberle, PhD, IUCN Director General. “To preserve the rich diversity of nature we need effective, fairly governed protected and conserved areas, alongside decisive action to tackle climate change and restore ecosystems. American Bumblebee Considered for Endangered Status, But Will “Critical Habitat” Be Defined?

(Beyond Pesticides, October 5, 2021) The U.S. Fish and Wildlife Service (USFWS) will consider listing the American bumblebee (Bombus pensylvanicus) under the Endangered Species Act, according to a notice published in the Federal Register late last month. Earlier this year, the Bombus Pollinator Association of Law Students at Albany Law School and the Center for Biological Diversity petitioned the agency to list the species. USFWS review of the petition indicates that it found “substantial scientific or commercial information indicating that the petitioned actions may be warranted,” and will determine over the next year whether final listing and further protective actions are warranted.  With the American bumblebee experiencing an 89% decline in its population over the last 20 years, scientists and advocates  believe it is critical for USFWS to take steps to protect what remains of this iconic species. Help Get Congress to Support National Biodiversity Strategy Legislation

(Beyond Pesticides, February 22, 2021) Congressional Rep. Joe Neguse, Rep. Alan Lowenthal and Chair of the Natural Resources Subcommittee on Water, Oceans and Wildlife Rep. Jared Huffman have reintroduced their resolution (H.Res. 69: Expressing the need for the Federal Government to establish a national biodiversity strategy for protecting biodiversity for current and future) to create a national biodiversity strategy. Everywhere we turn, we see signs of ecological collapse—wildfires, the insect apocalypse, crashing populations of marine organisms, more and more species at risk, rising global temperatures, unusual weather patterns, horrific storms, and pandemics. Monarch Butterfly Near Extinction—Calls for Urgent Federal Action

(Beyond Pesticides, January 27, 2021) Lowest ever recorded! That’s the result of a yearly winter monarch count along the California coast, overseen each year by the conservation group Xerces Society. In 2020, citizen scientists counted only 2,000 butterflies. The findings indicate that many on the planet today are likely to experience, within their lifetimes, a world where western monarchs are extinct—unless the federal government acts now. Western monarchs migrate from the Pacific Northwest to overwintering grounds along the California coast, where they remain in relatively stationary clusters that are easy to count.  In the 1980s, roughly 10 million monarchs overwintered along the coast. By the 1990s, that number fell into the low single digits, roughly 1.2 million. Five years ago counts were at roughly 300,000. By 2019, numbers crashed below 30,000. This year’s count saw no monarchs at iconic overwintering sites like Pacific Grove. Milkweed in Western Monarch Habitat Found to be Completely Contaminated with Pesticides

(Beyond Pesticides, June 12, 2020) New research finds that western monarch milkweed habitat contains a “ubiquity of pesticides” that are likely contributing to the decline of the iconic species. The research, published in Frontiers in Ecology and Evolution, provides a grim snapshot of a world awash in pesticides, and raises new questions about the U.S. regulatory process that continues to allow these toxic chemicals on to the market without adequate review and oversight. “We expected to find some pesticides in these plants, but we were rather surprised by the depth and extent of the contamination,” said Matt Forister, PhD, a butterfly expert, biology professor at the University of Nevada, Reno and co-author of the paper in a press release. “From roadsides, from yards, from wildlife refuges, even from plants bought at stores—doesn’t matter from where—it’s all loaded with chemicals. Monarch Butterfly Larvae Adversely Affected by Pesticide Drift from Contiguous Soybean and Maize Crop Fields

(Beyond Pesticides, April 23, 2020) Pesticide spray drift from adjacent farmlands expose butterfly larvae to lethal pesticide concentrations, according to research published in Environmental Toxicology and Chemistry by Iowa State University (ISU). Lack of previous experimental pesticide toxicity data makes it unclear as to what degree insecticides impact monarch butterfly (Danaus plexippus) productivity in milkweed (Asclepias spp.) habitats near pesticide-treated pasture. This study adds weight to the idea that pesticides are playing a role in the ongoing decline of this iconic butterfly, as researchers find insecticide drift from adjacent fields to be strongly associated with larval mortality. Future monarch butterfly conservation efforts should consider risks stemming from pesticide exposure when developing butterfly rehabilitation efforts, according to advocates. Study Reveals Pollinator Conservation Necessitates Social Justice Perspective

(Beyond Pesticides, January 24, 2019) A UK Study has concluded that the expansion of community gardens, identified as “pollinator hotspots” with “high pollinator diversity,” offer an important opportunity for assisting ailing pollinator species and improving community quality of life, particularly in low income neighborhoods. Consequently, researchers suggest towns and cities can be planned and managed more effectively to steward existing urban biodiversity to create essential havens for pollinators and people under stress. The study finds that, “A high level of community robustness to species loss is increasingly recognized as an important goal in restoration ecology, since robust communities are better able to withstand perturbations.” As previous research has shown that organic agriculture boosts local economies, researchers account for and compare a key socioeconomic factor; household income. Affluent neighborhoods have larger, more numerous, and more consistently maintained gardens and green spaces. Take Action: Stop Antibiotic Use in Citrus Production, Leading to Life-Threatening Illness

(Beyond Pesticides, January 10, 2019) The Trump administration is opening the floodgates to allow widespread use of antibiotics in citrus (grapefruits, oranges and tangerines) production, expanding on an emergency use decision it made in 2017. The public has an opportunity to comment on the widespread use of streptomycin by January 19, 2019. You can comment on the federal government’s public comment page (regulations.gov) by leaving a comment opposing any additional use of antibiotics in food production during a national and international crisis of deadly disease resistance to antibiotics. Strikingly, the decision allows for up to 480,000 acres of citrus trees in Florida to be treated with more than 650,000 pounds of streptomycin per year, and 23,000 citrus acres in California will likely be treated annually. The two approved antibacterial chemicals to be used as a pesticide in citrus production are streptomycin and oxytetracycline. Monarch Population Loss Tallied at 80% since 2005

(Beyond Pesticides, November 14, 2018) Monarch butterflies are in the midst of a staggering decades-long population decline that has rapidly accelerated since 2005, research published by an international team of scientists and the University of Florida last month indicates. According to data meticulously collected by researchers, monarchs making their way to central Florida after emerging from their breeding grounds in Mexico have declined by 80% over the last decade and a half. This is roughly the same time frame at which beekeepers began to see precipitous declines in managed honey bee colonies. Researchers point to industrial development and increasing pesticide use as factors that have accelerated the decline of this iconic species. “A broad pattern is that 95 percent of corn and soybean products grown in the U.S. are Roundup Ready crops that resist glyphosate,” said study coauthor Earnest Williams, PhD, of New York’s Hamilton College in a press release. “That has a national impact. Bumblebees Shown to Suffer Reproductive Failure after Pesticide Exposure

(Beyond Pesticides, November 1, 2018) A new study offers fresh evidence that wild bumblebee pollinators are particularly vulnerable to the impacts of neonicotinoid (neonic) insecticides, finding that exposure to these compounds interferes with mating success and population stability. Researchers from Worcester Polytechnic Institute in Massachusetts, measuring real-world harms of neonicotinoids, indicate that the impacts they found to bumblebee “reproducers,” namely queen and drone (male) bees, does not bode well for the array of plant species that relies on them. Though advocates warn that destabilizing managed pollinators could threaten U.S. food production and exports, with food prices increasing as cost of bringing pollinators to farms increases, the study’s authors and advocates insist that the impacts of such widespread poisoning of wild bees could be felt well beyond agriculture. Researchers in the lab compare behavioral and psychological responses of virgin queens, workers, and male Bombus impatiens from multiple colonies to field-realistic doses of the neonicotinoid clothianidin. Bees’ Medicine Chest Should Include Sunflower Pollen, Study Finds

(Beyond Pesticides, October 25, 2018) A study published last month in Scientific Reports finds that eating sunflower pollen significantly reduces protozoan infection in bumblebees. Studying ecosystem services and what she calls “floral rewards,” evolutionary ecologist Lynn Adler, Ph.D. at the University of Massachusetts Amherst says sunflowers may provide a long sought after solution for improving bees’ immune system response to both disease and parasites. The researchers studied the protozoan Crithidia bombi, a common parasitic infection of bumble bees, known to impair learning and foraging, shorten lifespan and destabilize colony hierarchies by impacting queen bee behavior. From the outset of the study, Dr. Adler says, “the more sunflowers were grown at the farm, the lower the Crithidia load for the bees at that farm.” Knowing pollinators eat pollen as a source of protein and healthy fats, Dr. Adler hypothesized that both pollen and nectar might have medicinal effects against disease and parasites. However, her experiment did not show consistent results with nectar. Amsterdam Leads Bee Recovery Efforts by Banning Bee-Toxic Pesticides, Improving Habitat

(Beyond Pesticides, September 12, 2018) The city of Amsterdam, Netherlands is leading global bee recovery efforts by increasing its diversity of wild pollinator species, according to reporting and an analysis by NBC News. A new map published by the city identified 21 bee species not found in an earlier 1998 survey recorded by Amsterdam officials. The increase has been attributed to a range of pollinator-protective measures, including a ban on bee-toxic pesticides and the planting of native flowers, prioritized by the city government since the turn of the century. Local communities throughout the world can look to Amsterdam for policies and practices that will safeguard their own unique pollinator populations. The NBC News report notes several initiatives undertaken by the Amsterdam government. Suburban Bees Still Vulnerable to Neonicotinoids Despite EU Ban

(Beyond Pesticides, August 1, 2018) According to new research from the University of Sussex, bees living in suburban habitats are still being exposed to high levels of neonicotinoid pesticides. Even though there is a European Union (EU) ban on these chemicals, the ban focuses on agricultural and not residential applications. The study’s authors are urging gardeners to forgo the use of these pesticides in favor of more holistic, pesticide-free approaches. The authors of the study say it is the first of its kind to highlight the risk to bees in urban areas posed by garden use of pesticides. Entitled Monitoring neonicotinoid exposure for bees in rural and peri-urban areas of the UK during the transition from pre- to post-moratorium, the study sampled pollen and nectar from bumblebee colonies in rural and peri-urban habitats in three UK regions–Stirlingshire, Hertfordshire, and Sussex over three years. Sampling began prior to the ban (2013), during the initial implementation when some seed-treated winter-sown oilseed rape was still grown (2014), and following the ban (2015). Honey bee colonies in rural habitats were also sampled to compare species-level differences between bumblebees and honey bees. Take Action: Tell the Natural Resources Conservation Service (NRCS) to Support Monarch Habitat

(Beyond Pesticides, December 11, 2017) Tell the Natural Resources Conservation Service (NRCS) to substantially increase the amount of funding spent on the conservation of monarch butterflies and the restoration of their habitat, and to ensure that restored habitat is not poisoned with hazardous pesticides. Although the agency has taken some steps to protect monarchs –including the implementation of the Monarch Butterfly Habitat Development Project and support for the Monarch Butterfly Conservation Fund— last year’s NRCS expenditure of $4 million was insufficient to prevent the monarchs’ decline, and could not even begin stemming the loss of milkweed habitat. Restoring the monarch butterfly and its habitat will require a substantial contribution from the agricultural sector and strong leadership from the NRCS. Agricultural lands encompass 77% of all prospective monarch habitat, and thus are indispensable to reaching these goals. Monarch populations have fallen more than 80 percent over the last 20 years, and it is estimated that there is a 60 percent chance the multigenerational migration of these butterflies would completely collapse in the next 20 years. Monarch Butterflies at Risk of Extinction; Pesticides, Habitat Loss to Blame

(Beyond Pesticides, September 13, 2017) According to a study published in the journal Biological Conservation, Monarch butterfly populations from western North America have declined far more dramatically than was previously known and face a greater risk of extinction – 86 percent in the next 50 years. The researchers do not know the exact cause but identify habitat loss and widespread pesticide use as likely culprits. Migratory monarchs in the west could disappear in the next few decades if steps are not taken to recover the population, the study’s lead author, Cheryl Schultz, PhD, an associate professor at Washington State University Vancouver states. “Western monarchs are faring worse than their eastern counterparts. In the 1980s, 10 million monarchs spent the winter in coastal California. Today there are barely 300,000,” she said. Western monarchs (Danaus plexippus) have a spectacular migration. They overwinter in forested groves along coastal California, then lay their eggs on milkweed and drink nectar from flowers in the spring in Arizona, California, Nevada, Oregon, Washington, Idaho and Utah.
