(Beyond Pesticides, December 16, 2024) The fact that three-quarters of all U.S. fruits and nuts and one-third of all U.S. vegetables are grown in California means that all U.S. food eaters have a stake in how food is grown there. California is proposing the continued use of the fumigant 1,3-dichloropropene (1,3-D, also known as Telone), which can cause deadly effects to farmworkers and endocrine disrupting effects to communities of people exposed through nontarget chemical drift from farmland. So, it is with deep concern that Beyond Pesticides is urging the state of California, where the chemical is undergoing review, to ban the toxicant. Endocrine disruption, an adverse effect for which the U.S. Environmental Protection Agency (EPA) has never completed a pesticide testing protocol, adversely affects the functioning of glands and hormones and is linked to major life-threatening diseases in most organ systems in the body—contributing to attention deficit hyperactivity disorder (ADHD), Parkinson’s, Alzheimer’s, diabetes, cardiovascular disease, obesity, early puberty, infertility and other reproductive disorders, and childhood and adult cancers. (Beyond Pesticides, May 22, 2023) Since most of the domestically produced fresh produce we eat comes from California, what happens in the state is of concern to most consumers. The California Department of Pesticide Regulation (DPR) has made minor adjustments to its proposal to remove existing limits on the use of 1,3-dichloropropene (1,3-D or Telone), allowing Californians to breathe much more 1,3-D than state toxicologists at the California Office of Environmental Health Hazard Assessment—charged with establishing safe limits of exposure and enforcing Prop 65—say is safe, highlights the dangers to which farmworkers are routinely exposed. It is outrageous that the U.S. Environmental Protection Agency (EPA) would allow farmworkers—whose labor was judged “essential” during the pandemic—to be routinely exposed to highly toxic pesticides, which could be replaced by organic practices. You may have commented on this early in the year, and now we need to follow up with a strong message to protect those who harvest the nation’s food. Tell EPA, Congress, and CDPR to cancel the registration of all toxic soil fumigants and encourage organic alternatives. 1,3-D is a pre-plant soil fumigant registered for use on soils to control nematodes. (Beyond Pesticides, February 10, 2023) The U.S. Environmental Protection Agency (EPA) announced, on February 1, new measures to protect 28 endangered salmon species (including steelhead trout) from the use of four pesticides that threaten them and their critical habitats. Those compounds comprise three herbicides — metolachlor, bromoxynil, and prometryn, and one soil fumigant, 1,3-Dichloropropene. The protections, aimed at salmon populations in Washington, Oregon, and California, are meant to reduce impacts from pesticide runoff and spray drift, and to minimize potential “take.” (Under the Endangered Species Act (ESA), “take” means, essentially, the unintentional harming or killing of an individual of a protected species — in this case, harm or death from exposures to these toxic pesticide compounds.) Beyond Pesticides and other advocates have for years warned that multiple pesticides are threats to Northwest salmon and other species at risk. This EPA announcement is the second of two, recently, that offer slight redress to the agency’s historical failures to act (see more below). It is outrageous that the state of California and the U.S. Environmental Protection Agency (EPA) would allow farmworkers—whose labor was judged “essential” during the pandemic—to be routinely exposed to highly toxic pesticides, which could be replaced by organic practices. While the state of California describes its action as increasing protection, advocates point to continued use, unacceptable harm, and the availability of alternative organic agricultural production methods that eliminate the use of 1,3-D. (Beyond Pesticides, July 26, 2022) Secret meetings with industry, the elevation of unqualified individuals to decision-making roles, using an untested scientific approach, failing to conduct a simple literature review, and an overall absence of public transparency. This is how the U.S. Environmental Protection Agency’s (EPA) conducted its cancer review for the potent fumigant pesticide 1,3-Dichloropropane (1,3-D; brand name: Telone), according to a report from EPA’s Office of Inspector General (OIG). EPA’s actions allowed a product once considered to pose a 1 in 10,000 risk of cancer to Americans to increase exposure by 9,000% (from 7.7 ÎĽg/m3 to 690 ÎĽg/m3). “These departures from established standards during the cancer assessment for 1,3-D undermine the EPA’s credibility, as well as public confidence in and the transparency of the Agency’s scientific approaches, in its efforts to prevent unreasonable impacts on human health,” the OIG report states. Yet, even with the agency’s failings laid out in clear view, EPA’s lackluster response to OIG’s corrective actions in this case add insult to its injurious actions against public health.
