(Beyond Pesticides, February 8, 2012) The U.S. Environmental Protection Agency missed a deadline to release federal guidelines on the dangers of excess dioxin chemicals in the food supply and environment, giving ammunition to critics who are urging the agency to change course. EPA was scheduled to release standards in January 2012 that would for the first time set a maximum human-exposure level for dioxins. The delay comes amid criticism and pressure by food and chemical industries that argue the guidelines are too strict. The January 31, 2012 cut-off was part of a reassessment process that has stretched out for 20 years, but the agency has promised to finalize its guidelines “as expeditiously as possible,” although it gave no new deadline. In August 2011, EPA announced a plan for moving forward to complete the dioxin Reanalysis, Volume 1, which is to contain an evaluation of all the scientific literature on dioxin dose-response, including information published since the release of a previous draft Reassessment, and post it by the end of January 2012. (Beyond Pesticides, February 2, 2011) Beyond Pesticides has partnered with the Just Label It (JLI) campaign, which is made up of a broad-based coalition of 460 partner organizations demanding that consumers have the right to know what is in our food. The campaign has already generated over a half-million consumer comments in support of a petition which calls for food that is produced with genetically engineered (GE) ingredients to disclose this information on the label. The petition was filed with U.S. Food and Drug Administration (FDA) and written by attorneys at the Center for Food Safety. Sign the petition and submit your comments at www.justlabelit.org/takeaction. Beyond Pesticides’ goal is to push for labeling as a means of identifying products containing GE ingredients in an effort to sway consumer demand. The European Union, Japan, Australia, Brazil, Russia, and China, require labeling for GE foods. Recently, the German corporation BASF announced that it would stop developing genetically engineered products targeting the European market, in part due to low consumer demand. (Beyond Pesticides, January 18, 2012) Given the persistent wariness of genetically modified organisms (GMOs) in Europe, Germany’s BASF will stop developing new products targeting the European market. The group announced on January 16 that it plans to refocus its activities in the sector on more receptive regions. Unfortunately, this means BASF will redouble its efforts in the U.S. to develop new GMO products, leading to public and environmental health concerns in this country. In a statement, a BASF representative announced, “Biotechnologies are not accepted enough in many parts of Europe by the majority of consumers, farmers and political leaders. That is why it does not make sense economically to continue to invest in products aimed exclusively at this market.” BASF promotion of its GMO products has been stalled in the last couple years. BASF fought for a decade before obtaining European Union (EU) marketing authorization in 2010 for Amflora, a genetically modified high-starch potato. Shortly afterwards BASF mistakenly planted in an Amflora field in Sweden another of its GMO potatoes, Amadea, which had not received authorization from European officials. (Beyond Pesticides, January 5, 2012) Just as everyone was getting ready for the holidays, the U.S. Department of Agriculture (USDA) approved yet another genetically modified seed by Monsanto, a drought-tolerant variety of corn, MON87460. In addition to its announcement approving Monsanto’s newest GE corn variety, USDA also opened a 60-day public comment period for two additional petitions — one for Monsanto’s GE soybean containing higher levels of an omega-3 fatty acid, that does not naturally occur in soybeans, and the other from Dow AgroSciences for corn that has been genetically engineered to resist the poisonous herbicide 2,4-D. “In 2012 the USDA is proposing approving a new GE corn variety that is resistant to a different toxic herbicide, escalating the toxic treadmill in chemical-dependent agriculture,” said Jay Feldman, Executive Director of Beyond Pesticides. “This is nothing more than a band-aid solution to a serious problem, and will only give rise to more superweeds, more herbicide pollution in our environment, more herbicide poisoning, while likely leading to the need for even more toxic herbicides a couple of years down the line. At the meeting, NOSB members frequently cited both individual comments and the collective weight of public opinion as decisive factors in determining how they voted. (Beyond Pesticides, November 7) Once heralded as a breakthrough for reducing the rates and toxicity of the pesticides applied by farmers, genetically engineered (GE) crops are perversely leading to renewed dependency on the very herbicides they were claimed to make obsolete. Growing recognition that pervasive planting of “Round-Up Ready” corn, soybeans and cotton is accelerating weed resistance is prompting GE seed companies to rush to market ‘stacked’ varieties that are resistant to additional herbicides, including 2, 4-D and dicamba. Farmers planting the stacked varieties will be spraying these older herbicides in addition to glyphosate, which most commodity crops have already been engineered to tolerate. Professor David A. Mortensen of Pennsylvania State University has estimated that adoption of Round-Up Ready and 2, 4-D or dicamba resistant stacked varieties in soybeans could result in a 70% increase in herbicide use in a relatively short time. The St. Louis Pots-Dispatch reported on progress that multinational chemical corporations Dow AgroSciences, BASF, and Monsanto are making to bring multi-herbicide resistant varieties to market. (Beyond Pesticides, October 27, 2011) Forty-seven students from Edgewood Middle School in St. Clair Township, Ohio, reportedly fell ill after the school’s hired pest control company sprayed the herbicide Momentum, which contains the toxic ingredients 2,4-D, triclopyr and clopyralid, on nearby playing fields to treat for clover and other weeds. The incident and others like it demonstrate the need for a comprehensive national policy to protect children from harmful and unnecessary exposure to toxic chemicals. Six students were taken to nearby hospitals and twenty-one students total were treated for symptoms, including headaches, breathing difficulties, nausea and dizziness. Children are especially sensitive and vulnerable to pesticides because of their rapid development and behavior patterns. Adverse health effects, such as nausea, dizziness, respiratory problems, headaches, rashes, and mental disorientation, may appear even if a pesticide is applied according to label directions, which may have been the case in this situation. Pesticide exposure can have long-term adverse effects, including damage to a child’s neurological, respiratory, immune, and endocrine system and increased asthma symptoms. Studies show that children living in households where pesticides are used suffer elevated rates of leukemia, brain cancer, and soft tissue sarcoma. (Beyond Pesticides, September 29, 2011) The town of Scarborough, Maine joins the ever-growing list of communities in Maine and around the country that have decided to ditch conventional, chemical-intensive landscape management practices on public properties in favor of a more sustainable approach. The town Council Members passed a Pest Management Policy last week which prohibits the use of synthetic or chemical pesticides on town-owned property, including schools, sidewalks, athletic fields, parks, and rights of ways. In addition to banning synthetic pesticides, the policy also creates a Pest Management Advisory Committee to help implement and oversee the program and the use of web and signs to notify residents when any products are used. According to local paper The Forecaster, the group Citizens for a Green Scarborough, led by Marla Zando, has been working with the town’s Ordinance Committee since January to create a policy to ban the use of synthetic pesticides. The policy was modeled after similar policies in the towns of Rockport and Camden, Maine. Some opponents of the policy, including some landscapers and a city councilor, expressed concern that the new policy will be more costly than chemical lawn care. (Beyond Pesticides, September 9, 2011) Despite rising concerns over the side effects of herbicide tolerant, genetically engineered (GE) crops, Dow AgroSciences has recently asked for approval of a new GE soybean variety that will be the first ever to be simultaneously resistant to three different pesticides. The soybean variety, which the company is calling “Enlist,” is designed to compete with Monsanto’s line of “Roundup Ready” crops, which are engineered to be resistant to the company’s glyphosate formulation. The Enlist soybean will be resistant to glyphosate as well as glufosinate and 2,4-D. Antonio Galindez, CEO of Dow AgroSciences, told Reuters that the Enlist system is the company’s “most important project ever.” This is likely due to the company’s ambitious target of taking over Monsanto’s dominance of the GE market in American agriculture. Herbicide tolerant (HT) Roundup Ready crop varieties have become nearly ubiquitous in the corn, cotton, and soybean seed markets. (Beyond Pesticides, August, 8, 2011) In a move that highlights serious concerns regarding the pesticide registration process, DuPont has announced that it plans to issue a total recall of its new herbicide, Imprelis, following widespread evidence and complaints that the product has caused the deaths of trees around the country. After originally giving conditional approval to the new pesticide, the U.S. Environmental Protection Agency (EPA) has now stated that it is preparing to issue a “Stop Sale” order to halt any further use of the product. According to a letter posted on DuPont’s website Imprelis-Facts.com, the company is implementing a “voluntary suspension” of Imprelis sales. It intends to ask distributors to collect all Imprelis containers, even those partially used, that they have sold and return them to the company for a refund. Earlier this year, in what some said was one of the biggest disasters of its kind since the emerald ash borer killed millions of trees, Imprelis was linked to white pine and Norway spruce trees turning brown or dying all across the country. (Beyond Pesticides, August 5, 2011) The U.S. Environmental Protection Agency (EPA) and the U.S. Department of Justice (DOJ) announced last week that Dow Chemical Company (Dow) has agreed to pay a $2.5 million civil penalty to settle violations of the Clean Air Act, Clean Water Act and the Resource Conservation and Recovery Act (RCRA) at its chemical manufacturing and research complex in Midland, Michigan. In addition to paying a penalty, Dow will implement a comprehensive program to reduce emissions of volatile organic compounds (VOCs) and hazardous air pollutants (HAPs) from leaking equipment, such as valves and pumps. These emissions —known as fugitive emissions because they are not discharged from a stack, but rather leak directly from equipment— are generally controlled through work practices, such as monitoring for and repairing leaks. The settlement requires Dow to implement enhanced work practices, including more frequent leak monitoring, better repair practices, and innovative new work practices designed to prevent leaks. In addition, the enhanced program requires Dow to replace valves with new “low emissions” valves or valve packing material, designed to significantly reduce the likelihood of future leaks of VOCs and HAPs. (Beyond Pesticides, August 4, 2011) At least 21 different species of weeds are found to be resistant to the herbicide glyphosate, commonly sold as Roundup and used across thousands of acres of “RoundUp Ready” genetically engineered (GE) crops, according to a series of studies in the current issue of Weed Science. Palmer amaranth, one of the weeds discussed in the journal, can reduce yields of cotton by more than 50 percent if there is a density of at least 10 of these weeds per row. Fifty-two counties in the state of Georgia had infestations of glyphosate-resistant Palmer amaranth last year. Studies confirm that the weed, which also competes with soybean, corn, grain sorghum and peanut crops, is also resistant to the herbicide phrithiobac in addition to glyphosate. Over-application and over-reliance by farmers on glyphosate to solve all of their weed problems has led to the proliferation of so-called “super weeds,” which have evolved to survive the treatments through repeated exposure. The most common species which have evolved these traits include pigweed (palmer amaranth), mare’s tail, and ryegrass. (Beyond Pesticides, July 13, 2011) Millions of dollars’ worth of Norway spruce and white pine trees are mysteriously turning brown and dying this summer, and the chief suspect is a new lawn chemical. The product, Imprelis, a new herbicide manufactured by DuPont, is suspected by State officials and lawn care professionals who say they think Imprelis may be attacking pines and spruces. Once again, this new incident exposes the deficiencies in the registration process for new pesticides put onto the market without a full data set. In what some say could be one of the biggest disasters of its kind since the emerald ash borer killed millions of trees, white pine and Norway spruce trees are turning brown or dying all around the country. (Beyond Pesticides, June 29, 2011) The Edison Elementary Green Team, a group of concerned parents in Denver, Colorado asked the Denver Public School Board Monday to stop the use of harmful chemicals. The group has been petitioning for almost a month now, collecting over 1,000 signatures of concerned parents and community members urging the school board to reconsider its contract with TruGreen ChemLawn which ends on July 1- tomorrow. The issue began for Nicole Baumann, one of the concerned parents who started the petition, when she heard other parents describe an incident when TruGreen sprayed the herbicide 2,4-D on school grounds while kids were playing soccer and parents were standing outside waiting to pick up their children. School officials say they do not know what happened that day; however Trena Deane, executive director of facilities management for Denver Public Schools (DPS) told Education News Colorado that they have no reason to believe TruGreen was misapplying them, and that the chemicals are typically not toxic unless they are used inappropriately. “These kids are rolling around in the grass,” Ms. Baumann told Change.org. “Our kids’ immune systems are not really developed yet. (Beyond Pesticides, June 22, 2011) Exposure to two herbicides, atrazine and 2,4-D, commonly used in lawn care and forest management will be studied by Oregon health officials after they were found in the urine of residents of the Triangle Lake area of the Coast Range west of Eugene, Oregon. The State Department of Agriculture is directing health officials who are part of the state’s Pesticide Analytical Response Center to take the lead in studying the matter. Triangle Lake area residents and a group of activists called the Pitchfork Rebellion have been complaining for more than seven years about the possibility that herbicides being aerially sprayed on nearby private forests may be drifting onto their land. The group in the past has asked the state to investigate their concerns, staging rallies and protests, and attending meetings of government agencies, including the pesticide response board and the Oregon Board of Forestry. At an April 2011 meeting of the forestry board, when the group presented proof of chemical exposure, the state agreed to take a closer look. (Beyond Pesticides, June 3, 2011) According to the 2010 Agricultural Chemical Use Report released last week by the U.S. Department of Agriculture’s (USDA) National Agricultural Statistics Service (NASS), use of the herbicide glyphosate, associated with genetically engineered (GE) crops, has dramatically increased over the last several years, while the use of other even more toxic chemicals such as atrazine has not declined. Contrary to common claims from chemical manufacturers and proponents of GE technology that the proliferation of herbicide tolerant GE crops would result in lower pesticide use rates, the data show that overall use of pesticides has remained relatively steady, while glyphosate use has skyrocketed to more than double the amount used just five years ago. The 2010 Agricultural Chemical Use Report shows that, in the states surveyed, 57 million pounds of glyphosate were applied last year on corn fields. Ten years prior, in 2000, this number was only 4.4 million pounds, and in 2005, it was still less than half of current numbers at 23 million pounds. (Beyond Pesticides, June 1, 2011) Municipalities in Canada can continue to restrict cosmetic uses of pesticides on their lawns in spite of the settlement of a closely watched trade case, according to Canadian Trade Minister Ed Fast. The province of Quebec and Dow AgroSciences settled a $2-million (U.S.) lawsuit stemming from Quebec’s 2006 ban of the pesticide 2,4-D. Environmentalists say the settlement reinforces the right of municipalities and provinces to ban pesticides. Quebec began banning pesticides in 2003 and prohibits the use and sale of 20 ingredients in lawn pesticides that had been used in the province. It also restricts pesticide use outside daycares and schools. Environmentalists suspect Dow brought the suit to dissuade other provinces from following Quebec’s lead and banning the cosmetic use of pesticides like 2,4-D. Dow dropped the claim without compensation or changes to Quebec’s ban in the settlement which was reached May 25, 2011. The company had been seeking $2 million. (Beyond Pesticides, February 25, 2011) The U.S. Environmental Protection Agency (EPA) has released a new report detailing sales and usage of pesticides in the U.S. for the years 2006 and 2007 and showing a modest decrease in pesticide use. The report compiles data from EPA, the U.S. Department of Agriculture (USDA), and other sources in order to track pesticide trends and monitor usage. Previous industry use reports had been published every two years between 1994 and 2001; however, the last report was published ten years ago, in 2001, leaving a gap in the data. In one of the more promising findings, the report shows that pesticide use in the country did decrease throughout most of the last decade. Use of conventional pesticides, measured in pounds applied, decreased about 3% from 2002 to 2007 and 11% from 1997 to 2007. However, the total pounds of pesticide use decreased only by approximately 8% — from 1.2 to 1.1 billion pounds — during the years from 2000 to 2007. (Beyond Pesticides, February 11, 2011) In response to a lawsuit that residents in the town of Institute, WV filed against the chemical manufacturer Bayer CropScience, Chief U.S. District Judge Joseph R. Goodwin ordered the company to stop production of the highly toxic chemical methyl isocyanate (MIC) -responsible for killing tens of thousands and chronically injuring over 100,000 people when a Bhopal, India plant leaked the chemical in 1984. Specifically, the judge issued a 14-day restraining order, explaining that the residents who are suing the company are likely to win the case and would be “likely to suffer irreparable harm” without relief from the court. Judge Goodwin also cited Bayer’s history of safety violations and misrepresentations to the public about prior incidents at the plant. (Beyond Pesticides, December 22, 2010)The New York Department of Environmental Conservation has created a pesticide use committee to look for ways to reduce the impact of more than 100 pesticides found in Long Island’s groundwater. In an effort to strengthen the protection of the sole source aquifer that supplies Long Island’s drinking water, and area lakes, ponds and bays, the New York State Department of Environmental Conservation has announced the creation of a consortium of public and private stakeholders to develop a Long Island Pesticide Use Management Plan. The committee, which first met November 30, 2010, will create the Plan that focuses on mitigating the impact of pesticides on groundwater. The plan, according to the Department’s Regional Director Peter A. Scully, is being prepared in response to the past discovery of more than 100 pesticides and pesticide breakdown products in Long Island’s groundwater. (Beyond Pesticides, December 16, 2010)The Center for Biological Diversity notified the U.S. Fish and Wildlife Service (USFWS) and U.S. Environmental Protection Agency (EPA) December 15 of its intent to sue the agencies for failing to study and act on threats posed by more than 60 pesticides to the threatened California red-legged frog. A 2006 legal settlement secured by the Center required the EPA to assess the impacts of pesticides on the frog, then consult with the U.S. Fish and Wildlife Service (USFWS) under the Endangered Species Act to address those impacts, by 2009. The completed assessments were submitted to the Wildlife Service between March 2007 and October 2009. (Beyond Pesticides, December 6, 2010) A new study finds that exposure to dioxin in the womb can affect female reproduction for generations, reducing fertility and increasing the chance for premature delivery. Scientists from the Women’s Reproductive Health Research Center at Vanderbilt University School of Medicine examined the effects of a specific variety of dioxin on female mice and found that subsequent generations of the mice exposed to dioxin are at risk. The study, entitled “Developmental exposure to TCDD reduces fertility and negatively affects pregnancy outcomes across multiple generations,” was published in the journal Reproductive Toxicology. Dioxin refers to a family of chemicals linked to cancer, endocrine disruption, weakened immune systems and reproductive problems. They are persistent organic pollutants that bioaccumulate in humans and other animals, especially in fatty tissue, meaning that concentrations of dioxin in the body generally increase with age. So, even in very low doses, dioxins can cause health problems.
