New European Union Looks at Chemical Mixtures

(Beyond Pesticides, October 30, 2020) The European Union (EU) adopted, in mid-October, a new strategy on chemicals — including pesticides — that seeks to deal with their combined (synergistic) and cumulative impacts on human and environmental health. A highlight of the new strategy is the acceleration of work, already begun across the EU, to address the “chemical cocktail” impacts of pesticides and other chemicals. Human exposures to such “cocktails” can happen through use of multiple different agricultural pesticides that can persist as residues on food, and via industrial processes and consumer products. Beyond Pesticides has insisted for years that, here in the states, the Environmental Protection Agency (EPA) has been way behind the eight ball in dealing with the potential synergistic and cumulative impacts of the pesticides its registers for use. Advocates have argued that the agency must be far more rigorous in evaluating impacts of exposures to multiple pesticides, as well as cumulative impacts. The toxicity problem the EU seeks to address is that interacting chemicals can have synergistic effects, even at very low levels — effects greater than and/or different from the expected impacts of each chemical per se. Continued Skin Contact with Disinfectant Use to Prevent COVID-19 Infection Can Cause Harmful Skin Reactions

(Beyond Pesticides, October 22, 2020) Prolonged dermal (skin) exposure to hazardous disinfectants, via handling and/or residue on surfaces, can induce the risk of adverse skin reactions (i.e., inflammation, burns, necrosis), according to a novel review analysis published in Clinics in Dermatology. Researchers of the review, “Dermatologic reactions to disinfectant use during the COVID-19 pandemic,” examine skin reactions associated with dermal exposure to various disinfectants approved for use against COVID-19 by the European Chemical Agency (ECA) and the U.S. Environmental Protection Agency (EPA). The Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) classifies disinfectants as pesticides, so it is up to the states to delegate training, registration, and enforcement. Many states enforce pesticide training that allows professional applicators to learn how to handle, apply, and store pesticides properly. However, many of these same states do not have professional training for disinfectant use, especially wide-scale applications. Consequently, disinfectant applications are now more pervasive than ever, especially as school reopenings ensues. Where Do Pesticides Banned in Europe Go? Mostly to Poorer Countries, While Two-Thirds of Those Sent to Richer Counties Head for the U.S.

(Beyond Pesticides, September 25, 2020) An investigation has revealed that companies in the United Kingdom (UK), as well as in some European Union (EU) countries, are exporting massive amounts of pesticides — banned in their own jurisdictions — to poorer countries. More than 89,000 (U.S.) tons of such pesticides were exported in 2018, largely to countries where toxic pesticide use poses the greatest risks. The UK has been the largest exporter (15,000+ tons, or 40% of the total in 2018); other significant exporters include the Netherlands, France, Spain, German, Switzerland, and Belgium. Among the countries receiving the bulk of these dangerous pesticides are Brazil, South Africa, Mexico, Indonesia, and Ukraine. Despite a flurry of attention to this problem in the U.S. in the early 2000s, little has changed, worldwide, to stop this practice of selling domestically banned pesticide products to parts of the world that continue to allow their use. This is an unethical practice that compounds the risks to workers in developing countries, who already endure heighted threats to health and local ecosystems. Black Farmers Association Sues Bayer/Monsanto for Failure to Warn on Glyphosate/Roundup Hazards and Disproportionate Risk; Seeks Chemical’s Removal from Market

(Beyond Pesticides, September 11, 2020) In late August, the National Black Farmers Association filed suit against the chemical company Bayer/Monsanto, seeking to stop the sale of its ubiquitous, glyphosate-based herbicide, Roundup. According to the Midwest Center for Investigative Reporting, the lawsuit argues that Black farmers are, essentially, forced to use Roundup and incur the risks of developing non-Hodgkin Lymphoma or other cancers (or health impacts) because of the exigencies of the pesticide and biotech industry “grip” on agriculture in the U.S. The suit maintains that Bayer (which owns Monsanto, the original manufacturer of Roundup) knowingly failed, and continues to fail, to warn farmers adequately about the dangers of the pesticide. In a Labor Day Daily News post, Beyond Pesticides noted that current pesticide laws result in disproportionate impacts on workers, including agricultural workers of color. Pesticides and Heavy Metals Found in Blunt (Cigar) Wrappers, Cellulose-Based Rolling Papers, and other Plant-based Rolling Paper Products

(Beyond Pesticides, September 10, 2020) A new analysis by Science of Cannabis Laboratories Inc. (SC Labs) finds detectable concentrations of pesticides and heavy metals in rolling papers, with hemp/blunt wraps and cellulose-based rolling papers containing the highest levels of contaminants. The analysis follows a SC Labs’ finding of high levels of chlorpyrifos—a neurotoxic, organophosphate insecticide—in the rolling paper of pre-rolled cannabis, which was undergoing compliance testing. Although the rolling paper regulations generally track standards for toxic tobacco products (which means there is very little meaningful regulation), the rolling paper use with cannabis may add an addition layer of scrutiny since some statewide cannabis regulations and independent certifications adhere to stricter guidelines similar to organic practices. Researchers note the goals of the experiment “were to assess the exposure risks to the consumer as well as identify any potential liabilities for cannabis producers who use these products to make their pre-roll products.” This report, and others like it, are significant as cannabis use expands in in the U.S. and around the world, and given that one of the most popular ways to consume cannabis product is as a rolled cigarette. As CBD Market Grows Exponentially, Misleading Organic Claims Abound and Group Calls for Enforcement Against Fraudulent Claims

In its report, Spotting the Hackers of Hemp: The Value of Authentic Certified Organic CBD Products, OrganicEye offers examples of companies claiming organic status without going through the rigorous third-party inspection and auditing process required by federal law. As with food, organic CBD, produced from hemp/cannabis, eliminates the risks and hazards of environmentally dangerous farming practices, including the use of synthetic fertilizers, pesticides, sewage sludge, and genetically modified organisms (GMOs). Organics also shuns toxic food ingredients and food processing substances like volatile solvents. Study Shows Organic Food Diet Reduces Residues of Glyphosate in Body

(Beyond Pesticides, August 13, 2020) Levels of the notorious herbicide compound glyphosate in the human body are reduced by 70% through a one-week switch to an organic diet, finds a new, peer-reviewed study published in August 2020 in the journal Environmental Research. This result emphasizes both the ubiquity of this compound in the human body, and diet as the primary source of exposure for most people. It also adds to the evidence for Beyond Pesticides’ assertions that: (1) chemical-intensive agriculture must be abandoned, for a variety of reasons that include human health, and (2) in the lead-up to a transition to organic and regenerative agriculture, consuming organic foods as much as is practicable is powerful protection from glyphosate, and from the assault of multiple chemical pesticides to which most people are exposed. TAKE ACTION! Tell Evian to Protect the Integrity of Its Purity Claim by Supporting a Worldwide Shift to Organic

But new data from Swiss researchers finds it to be contaminated with a toxic fungicide. “The fact that even the Evian springs in the French Alps, which are hardly affected by humans, contain pesticide residues is alarming and shows the far too careless handling of these substances,” Roman Wiget, president of the international drinking water association AWBR told the German-language Swiss weekly. Take Action: Demand to Keep the Soil in Organic, Reject the Labeling of Hydroponic Crops as Organic!

Therefore, hydroponic operations should not be considered eligible for organic certification, and the National Organic Program (NOP) must take a clear position in opposition to hydroponics and other non-soil-based methods in organic production, including containers. Organic farmers and consumers strongly agree that organic production must be soil-based.  Tell NOP hydroponics is not organic! Educate your congressional representatives and senators. NOP authorizes the certification of hydroponic operations as organic. This undermines the authenticity of organic farming and creates unequal competition, market instability, and consumer distrust in organic certification. Organic farming and soil are inextricably linked. The microorganisms in healthy soils interact in a symbiotic manner with plant roots, strengthening the plant, enabling it to resist diseases and facilitating water and mineral uptake. The essence of organic production is maintaining and enhancing the organic matter content of soil by relying on environmentally beneficial methods such as green manure, crop rotation, and biological pest management. Tell USDA to Reject Bayer-Monsanto’s Multi-Herbicide Tolerant Corn—Please sign the petition by Monday, July 6, 4pm EDT

(Beyond Pesticides, June 29, 2020) Bayer’s Monsanto is requesting non-regulated status for corn that will increase the use of drift-prone and toxic herbicides. This means that the planting of a new genetically engineered (GE) variety of corn, which requires substantial weed killer use, will not be restricted in any way. The syndrome of ‘more-corn, more-pesticides, more-poisoning, more-contamination’ must stop—as we effect an urgent systemic transformation to productive and profitable organic production practices. Because USDA is proposing to allow a new herbicide-dependent crop under the Plant Protection Act, the agency must, but does not, consider the adverse impacts associated with the production practices on other plants and the effects on the soil in which they are grown. Bayer-Monsanto Chalks Up Court Victory that Takes Cancer Warning Off Roundup™-Glyphosate in California, Makes Case for Fundamental Overhaul of Pesticide Law

(Beyond Pesticides, June 26, 2020) A court decision in California, challenging a cancer warning on products containing the weed killer glyphosate, highlights the distinct  ways in which scientific findings are applied under regulatory standards, in toxic tort cases evaluated by juries, and by consumers in the marketplace. These differences came into focus as a U.S. court quashed California’s decision to require cancer warning labels on glyphosate products on June 22. The ruling, by Judge William Shubb of the U.S. District Court for the Eastern District of California, bars the state from requiring labeling that warns of potential carcinogenicity on such herbicides. The World Health Organization’s International Agency for Research on Cancer (IARC) in 2015 classified glyphosate as a probable human carcinogen. At this point, Monsanto began a worldwide campaign to challenge glyphosate’s cancer classification. The IARC finding spurred the California Office of Environmental Health Hazard Assessment, in the same year, to announce that glyphosate would be listed as a probable cancer-causing chemical under California’s Safe Drinking Water and Toxic Enforcement Act of 1986 (Proposition 65). California Proposes “Comparable-to-Organic” Marijuana Certification

(Beyond Pesticides, May 19, 2020) The California Department of Food and Agriculture (CDFA) is taking public comments on a proposal to establish statewide comparable-to-organic standards for cannabis production. Although cannabis remains illegal at the federal level, and thus cannot be labeled with the U.S. Department of Agriculture (USDA) certified organic seal, there is no prohibition on a state-specific program that follows federal organic requirements, but does not use the word “organic.” While such a program has the potential to provide another level of protection for medical patients, questions and concerns remain over the allowance of certain products, and the impact the certifying scheme may have on the future trajectory of the cannabis production industry. Under the Medicinal and Adult-Use Cannabis Regulation Safety Act, passed in 2017 after the success of Proposition 64 by California voters, state agencies were tasked with establishing a state-level program to certify cannabis to the standards set out by USDA’s National Organic Program (NOP). Tell EPA and Congress that ALL Ingredients in Pesticides Must Be Disclosed

(Beyond Pesticides, May 11, 2020) Protecting ourselves from Covid-19 requires not only that we avoid contact with the virus, but also that we avoid exposing ourselves to chemicals that may disrupt our immune or respiratory systems. But when it comes to pesticide products—and disinfectants are pesticides—we encounter once again the problem of so-called “inert,” or nondisclosed, ingredients. Tell EPA and Congress that ALL Ingredients in Pesticides Must Be Disclosed. “Inert” ingredients are not necessarily chemically or biologically harmless. “Inert” or “other” ingredients—as distinguished from “active” ingredients—are generally the majority of the product formulation that makes up the liquid, spray, dust, or granule, but does not specifically attack the pest, according to the manufacturer. They include emulsifiers, solvents, carriers, aerosol propellants, fragrances, and dyes. Tell USDA that Organic Production Matters to Nutrition Guidelines

(Beyond Pesticides, April 20, 2020) As USDA takes public comments on its updated dietary guidelines, it important that sustainable, regenerative organic food production practices are an integral part. Since 1990, Congress has required an every-five-years review of its Dietary Guidelines — recommendations intended to promote public health and prevent chronic diseases. The next review and a draft updated version, the 2020–2025 Dietary Guidelines for Americans, is currently underway. USDA says that the dietary guidelines provide “information that helps Americans make healthy choices for themselves and their families.” In order to make healthy food choices, the guidelines must go beyond the traditional parameters to include how the food is produced. How food is produced affects the health of Americans not only as a result of the nutritional quality of the food, but also due to environmental contamination. What’s on My Seeds? Study Finds Most Don’t Know What Pesticides Coat the Seeds They Plant, including Bee-Toxic Neonicotinoids

(Beyond Pesticides, March 31, 2020) Adding to the widespread and problematic use of neonicotinoid pesticides as seed treatments, a recent study published in BioScience finds that there are significant knowledge gaps among some farmers about the seeds they are planting. The research indicates that those gaps contribute to underreporting of accurate data on the use of pesticide-coated (often with neonicotinoid pesticides) seeds — because farmers may not know what pesticides are on the seeds they plant. Pennsylvania State University reports on the study, in Phys.org, saying, “This lack of data may complicate efforts to evaluate the value of different pest management strategies, while also protecting human health and the environment.” Beyond Pesticides advocates for widespread adoption of organic, regenerative systems and practices that precludes the use of such pesticides.  The research was conducted by a team of scientist from around the U.S., led by Claudia Hitaj, PhD, of the Luxembourg Institute of Science and Technology, and former economist at USDA’s Economic Research Service. Trump Administration’s Fish and Wildlife Service Proposes Planting of Genetically Engineered Crops in Southeast National Wildlife Refuges

(Beyond Pesticides, March 25, 2020) The Trump administration’s U.S. Fish and Wildlife Service (USFWS) is moving forward with a proposal to grow genetically engineered crops (GECs) on national wildlife refuges in the Southeast United States. The draft environmental assessment allows wildlife to consume pesticide-laden produce, considers chemical-intensive genetically engineered crops no less damaging to the environment than “non-use of GECs,” and permits and escalation of climate change with toxic pesticide use increases. USFW’s proposal fails to mention the success of organic agriculture and consider it as one of the alternative management strategies. The proposal is up for public comment until April 10, 2020. In 2014, public pressure and lawsuits by environmental groups led to the Obama administration’s decision to phase out GE crops and ban neonicotinoid insecticide use on national wildlife refuges. On August 2, 2018, the Trump administration’s USFWS issued a memorandum that reversed the prohibition. Soil-Based Organic Agriculture Takes on the Climate Crisis, Economic Insecurity, and Health Inequity

After releasing a report on the benefits of organic agriculture last year, the California Certified Organic Farmers (CCOF) Foundation is continuing to offer a “Roadmap to an Organic California” with an extensive policy report. The document proposes a wealth of concrete strategies for California lawmakers to employ. Organic agriculture, the authors skillfully reason, can respond to three pressing issues in California: climate resilience, economic security, and health equity. Additionally, the report highlights the need for focus on organic integrity in order to sustain positive change away from toxic practices. Climate Resilience The climate crisis is already impacting California; heat waves, droughts, and devastating wildfires are occurring more frequently and severely. Organic agriculture is often forgotten as politicians consider solutions. Minnesota Introduces Bee-Friendly Pesticide Legislation and Fights for Local Rights

(Beyond Pesticides, February 21, 2020) Last week in Minnesota, state Representative Jean Wagenius introduced measure H.F. 1255 that would give cities the opportunity to ban local use of bee-lethal pesticides. This is the latest in a series of attempts to fight state pesticide preemption, an industry-promoted law that prevents localities from restricting pesticide use more stringently than the state. In the face of inaction at the federal and state levels, advocates and legislators in Minnesota are attempting to regain local control to help save their declining, Midwestern pollinators. Representative Wagenius says about the measure, “Minnesotans should be able to protect pollinators if they want to. We value local control in this state, and we always have.” H.F. 1255 will allow cities to opt into a blanket ban of pesticides determined by the Environmental Protection Agency (EPA) to be hazardous to bees. Pesticides with an EPA bee-advisory box are listed on the state’s Department of Agriculture website and referred to as “bee-lethal” by Minnesota legislators. “Hey Farmer Farmer, Put Away that” Dicamba Weed Killer

Litigation, legislation, and manufacturer machination abound as dicamba damage mounts. The trial in a suit filed in 2016 by a Missouri peach farmer against dicamba manufacturers Bayer and BASF has just begun; an Indiana state laboratory struggles to keep up with demand to evaluate dicamba damage; Idaho lawmakers are poised to weaken rules that protect farmworkers who apply dicamba (and other pesticides) aerially; agricultural officials in Missouri are pressuring the state legislature to increase funding to handle the exploding numbers of dicamba complaints; and Indiana’s legislature is considering two bills aimed at curtailing dicamba drift that kills neighboring crops. U.S. Consumers Eating Pesticide Residues in Fruits and Vegetables, according to Government Report

(Beyond Pesticides, November 1, 2019) The recently published report Pesticide Residue Monitoring Program Fiscal Year 2017 Pesticide Report, from the U.S. Food & Drug Administration (FDA), provides data on the levels of pesticide residues that show up on the foods U.S. consumers eat. The report adds fuel to public concern about contamination of the food supply, and to discussion in the scientific and advocacy communities about what is and is not safe for human health. It is also a sobering reminder of just how much chemical-intensive agriculture depends on pesticides, whether insecticides, herbicides, or fungicides. This FDA report has been prepared annually since 1987 and is based on the agency’s Pesticide Residue Monitoring Program, which evaluates both domestically produced and imported human food samples, including fruit, vegetable, and animal products. As the report notes, “Three federal government agencies share responsibility for the regulation and oversight of pesticide chemical residues in or on food. In Response to a Lawsuit, EPA Proposes Review Process for Evaluating the Effects of Multiple Pesticide Ingredients on Nontarget Organisms

(Beyond Pesticides, October 11, 2019) The Office of Pesticide Programs (OPP) of the U.S. Environmental Protection Agency (EPA) is seeking public comment on a document that describes an “interim process” being used to assess potential synergistic effects of admixtures of pesticide active ingredients on non-target organisms. This interim risk assessment process was catalyzed in part by a 2015 lawsuit brought by a group of non-governmental organizations; that suit cited EPA’s failure to evaluate appropriately the impacts of a new herbicide, Enlist Duo, on non-target species, including some endangered species. EPA’s inattention to synergistic impacts on non-target species has long been a deficiency of EPA’s pesticide review and regulation and a focus for Beyond Pesticides’ work to factor in uncertainties, or unknowns, in registering pesticides under a precautionary approach. Although EPA recognizes that pesticide exposures occur in combinations, it evaluates a very limited number of such interactions. Manufactured by Dow AgroSciences, Enlist Duo combines glyphosate and 2,4-D. Increasingly, manufacturers create and market such “twofer” products as responses to the burgeoning issue of plant resistance to individual pesticides. As insects, fungi, weeds, or other “pests” inevitably develop resistance to pesticide, herbicide, fungicide, or insecticide compounds, the efficacy of the chemical treatment obviously plummets. […]

Take Action: Congressional Oversight Needed on Illegal Pesticide Use in Cannabis Production and Resulting Contamination

(Beyond Pesticides, October 8, 2019) As medicinal and recreational marijuana continue to be legalized in a growing number of states, concerns about the safety of the burgeoning industry—how the substance is grown, harvested, processed, distributed, sold, and used—have emerged. Pesticides have not been registered for use in cannabis production, yet they are being widely used under state-adopted enforcement levels that imply safety, but not subject to any standard of review that meets pesticide registration standards. Pesticide contamination of medical cannabis is important not only because it introduces toxic chemicals into a medicine, but also because medical cannabis can interfere with the body’s ability to detoxify those pesticides. Cannabinoids have been shown to inhibit the activity of enzymes that help detoxify chemicals, which can make pesticides more toxic. Tell your U.S. Representative and Senators to hold oversight hearings and request investigations into EPA and state responsibilities to prevent misuse of pesticides on cannabis.
