Take Action: Tell the National Organic Program that Inaction on “Inert” Ingredients Is Unacceptable

(Beyond Pesticides, June 2, 2020) During the April meeting of the National Organic Standards Board (NOSB), there was near-unanimous sentiment expressed by NOSB members and stakeholders that the failure of the National Organic Program at USDA to act on NOSB recommendations regarding so-called “inert” ingredients hurts organic producers and consumers and the environment. The NOSB has only one alternative left to force USDA action—denying relisting at the Fall meeting. Tell the National Organic Program and USDA Secretary Sonny Perdue to initiate action to begin NOSB review of “inerts” now. Dr. Asa Bradman, who summarized the issue for the NOSB at the Spring 2020 meeting, is an expert in environmental health, and as part of his day job, leads studies focusing on pesticides, flame retardants, metals, emerging pollutants, VOCs, indoor air quality and other contaminants. As he said at the meeting, “These are often active ingredients.” In fact, the ingredients not listed on a label of a pesticide product—which are not fully reviewed for their adverse effects—may be the most toxic chemicals in the formulation. Study Finds an Association between Dicamba Use and Increased Risk of Developing Various Cancers

(Beyond Pesticides, May 21, 2020) Use of the herbicide dicamba increases humans’ risk of various acute and chronic cancers, according to research published in the International Journal of Epidemiology by the National Institutes of Health (NIH). Many pesticides are “known or probable” carcinogens (cancer-causing agents), and their widespread use only amplifies chemical hazards, adversely affecting human health. However, past research lacks comprehensive information regarding human health effects associated with long-term pesticide use. This study highlights the significant role that long-term research plays in identifying potential health concerns surrounding registered pesticides, especially as the Environmental Protection Agency (EPA) plans to reaffirm its decision to allow dicamba use on genetically engineered (GE) crops. Nathan Donley, Ph.D., a scientist with the environmental health program at the Center for Biological Diversity, comments: “This sweeping study exposes the terrible human cost of the EPA’s reckless decision to expand the use of dicamba. Tell EPA and Congress that ALL Ingredients in Pesticides Must Be Disclosed

(Beyond Pesticides, May 11, 2020) Protecting ourselves from Covid-19 requires not only that we avoid contact with the virus, but also that we avoid exposing ourselves to chemicals that may disrupt our immune or respiratory systems. But when it comes to pesticide products—and disinfectants are pesticides—we encounter once again the problem of so-called “inert,” or nondisclosed, ingredients. Tell EPA and Congress that ALL Ingredients in Pesticides Must Be Disclosed. “Inert” ingredients are not necessarily chemically or biologically harmless. “Inert” or “other” ingredients—as distinguished from “active” ingredients—are generally the majority of the product formulation that makes up the liquid, spray, dust, or granule, but does not specifically attack the pest, according to the manufacturer. They include emulsifiers, solvents, carriers, aerosol propellants, fragrances, and dyes. CDC Finds Sharp Rise in Home Poisonings Tied to Disinfectant and Sanitizer Use during Covid-19 Pandemic; Safer Products Available

(Beyond Pesticides, April 24, 2020) The Centers for Disease Control and Prevent (CDC) has released a study showing a sharp increase—62% in some cases—in calls to poison hotlines about exposures to toxic household cleaners and disinfectants. This poisoning comes with the advent of the novel Coronavirus pandemic, as public health and government officials, and many media outlets have sensibly recommended that people regularly disinfect “high touch” surfaces and objects in their homes and other surroundings, but have not issued warnings on toxic effects nor the availability of lower toxicity or least-toxic products. Compliance with cleaning (sanitizers) and disinfection recommendations is an important public and personal health undertaking, but in this Covid-19 rigor lies a poison problem: the toxicity, as Beyond Pesticides has explained, of some cleaning and disinfecting products that are permitted by the Environmental Protection Agency (EPA) for sale and use. The National Organic Standards Board (NOSB) meets April 29-30 online to debate issues concerning what goes into your organic food. Lend your voice to continuous improvement by learning about issues and submitting comments. From the very beginning, with the passage of the Organic Foods Production Act in 1990, “organic” has meant “continuous improvement.” The primary mechanism for continuous improvement in organic production is the high level of public involvement that comes from twice-annual meetings of the stakeholder board. The second mechanism is the sunset process, which helps move synthetic substances out of organic production as the market invests in growing organic inputs and ingredients. Despite USDA’s efforts to weaken the sunset process, the 5-year cycle of review of every synthetic substance currently used in organic production and processing, offers us an opportunity to keep organic strong and strengthen any weaknesses. Items on the NOSB agenda in April include materials allowed in organic production, as well as discussion of policies and sunset materials on which the NOSB will vote in the Fall. Safer Practices and Disinfectants for Coronavirus Identified by CDC, As EPA Advances Toxic Products, Suspends Public Health and Environmental Protections

(Beyond Pesticides, March 27, 2020) Faced with the COVID-19 (coronavirus) threat, there is tremendous pressure to use toxic disinfectants, despite the availability of safer products. In fact, while the Centers for Disease Control and Prevention (CDC) is recommending 70% alcohol for surface disinfection, the U.S. Environmental Protection Agency’s (EPA) Office of Pesticide Programs is advising the use of unnecessarily toxic substances, and reducing standards that govern their allowance on the market. EPA’s pesticide program allowed 70 new disinfectants yesterday, at the same time that the agency overall announced that it is waiving enforcement of environmental standards during the coronavirus outbreak—a devastating blow to public health and environmental protection. Beyond Pesticides, in its factsheet, Protecting Yourself from COVID-19 (coronavirus) without Toxic Sanitizers and Disinfectants, says, “Fight the coronavirus with common sense prevention and safer disinfection products. Baby Bees’ Brain Growth Adversely Affected by Neonicotinoid Insecticides

(Beyond Pesticides, March 6, 2020) Scientists from Imperial College London have just published their recent research on impacts of pesticides on larval bumblebees exposed through neonicotinoid-contaminated food sources. Many studies have looked at the devastating impacts of pesticides on adult insects, including pollinators — and bees, in particular. This research, however, examines how exposure to the neonicotinoid imidacloprid, through consumption of contaminated nectar and pollen during the larval stage, affects bumblebees (Bombus terrestris audax). It finds that these exposures cause abnormal brain growth in some parts of the bees’ brains, and significantly impairs learning ability compared to bees who were not exposed. Advocates maintain that neonicotinoid pesticides should be banned for their widespread and severe damage to insects and the environment broadly, in addition to human health concerns. Neonicotinoids (neonics) comprise a class of pesticide used intensively in many parts of the world. They may be applied to plant foliage, or directly to soils as a drench, but the predominant use is for seed treatment. Cardiovascular Disease Tied to Occupational Pesticide Exposure

(Beyond Pesticides, October 2, 2019) New data gleaned from the Kuakini Honolulu Heart Program — a longitudinal study of men of Japanese descent living on Oahu — demonstrate that occupational exposure to high levels of pesticides can increase risks for cardiovascular disease (CVD) in the forms of coronary heart disease (CHD) or stroke (CVA, or cerebrovascular accident). Further, researchers determined both that workers who experience high-level exposures may not experience such effects for years afterward, and that the maximum subsequent effects were seen within a decade of exposure. The study’s conclusion highlights the importance of pesticide applicator use of protective gear when handling toxic pesticides. These risks and harms could be eliminated through a transition to non-chemical means for pest control in agriculture, land management, and home and personal practices. The Kuakini Honolulu Heart Program, after enrolling more than 8,000 Japanese-American men, 45–68 years old and living on Oahu, Hawaii between 1965 and 1968, has continued to examine and interview these subjects, and document morbidity and mortality among them. Herbicide Drift from Agricultural Use Found to Harm Bird Habitat

(Beyond Pesticides, September 13, 2019) A study on the use of the herbicide dicamba’s off-target effects finds broad impacts, in both geographic spread and the variety of affected species, with use of the weed killer on Arkansas cropland putting birds at risk in agricultural landscapes. Audubon of Arkansas is reporting results of its community science dicamba monitoring project, conducted under the direction of Bird Conservation Director Dan Scheiman, PhD, and launched in late spring 2019. The project monitored dicamba symptomology in species on municipal, state, and federal lands, where dicamba was not applied, but where its impacts were nonetheless detected. Arkansas Audubon “predicts that in a landscape full of GMO crops [genetically modified organisms] (on which dicamba is typically used), the atmospheric loading of volatile dicamba could be enough to cause landscape scale damage to our state natural areas, wildlife management areas, national wildlife refuges, family farms, and the wildlife they harbor.” Dicamba herbicides are volatile compounds used to control broadleaf weeds — especially on fields of GMO soybean and cotton crops that have been genetically engineered for resistance to dicamba. Germany Moves to Phase-Out Glyphosate/Roundup; EPA Unmoved

(Beyond Pesticides, September 11, 2019) Germany is the latest entity to take action on getting glyphosate-based pesticides out of the marketplace. Chancellor Angela Merkel has announced that, beginning in 2020, the country will phase out herbicides that contain glyphosate by the end of 2023. The phase-out will occur through a series of scheduled reductions in amounts allowed for use, with a goal of a 75% reduction over the next four years. The announcement comes after “nation-wide protests and demands from [Merkel’s] junior coalition partner, the Social Democrats, for more decisive action on environmental issues.” This action stands in telling contrast to the U.S. Environmental Protection Agency’s (EPA’s) repeated failures to protect people, ecosystems, and our food supply, from this toxic compound. The German government also plans to oppose any European Union (EU) request for renewal of licensing of these herbicides, according to the environment ministry. Bayer AG, maker of glyphosate-based herbicides and owner of original manufacturer Monsanto, has pushed back, saying that the government is “getting ahead of itself” by banning glyphosate-based herbicides prior to any decision by the relevant EU authority, and that EU laws disallow unilateral decisions by member states. Health and Environmental Groups Call on EPA to Revoke Glyphosate’s Registration

(Beyond Pesticides, September 4, 2019) Sixteen organizations representing health, environmental, farmer, and farmworker communities joined together yesterday to call on EPA to remove glyphosate from the marketplace. The groups cite a combination of high-profile lawsuits, environmental impacts, increasing reports of weed resistance, and growing public concern over the health effects of glyphosate in their comments on EPA’s interim reregistration review decision for the chemical. The comments warn that EPA is at risk of damaging the public’s trust in the agency’s review process for toxic pesticides. “EPA’s myopic review and response to the dangers posed by glyphosate does a disservice to American farmers, farmworkers, and commercial landscapers wishing to use least-toxic products that do not put them at risk of health impacts, and consumers aiming to make the safest choice in regards to what to feed their family and how to manage their yards,” the comments read. Act on EPA’s Failure to Regulate Endocrine Disruptors, which Threatens Public Health

(Beyond Pesticides, July 1, 2019) France made a decision in May to ban a widely-used fungicide because it damages the endocrine system. In contrast, there has been a stark failure to protect health in the U.S. Despite a Congressional mandate, EPA is not acting on endocrine disruptors linked to infertility and other reproductive disorders, diabetes, cardiovascular disease, obesity, and early puberty, as well as attention deficit hyperactivity disorder (ADHD), Parkinson’s, Alzheimer’s, and childhood and adult cancers. This is a tragedy. Ask your elected members of Congress to demand that EPA tests and acts on regulatory endocrine disruptors as required by law. In 1998, following a mandate in the Food Quality Protection Act (FQPA) of 1996, EPA established a program to screen and test pesticides and other widespread chemical substances for endocrine disrupting effects. Despite operating for 21 years, the Endocrine Disruptor Screening Program (EDSP) has made little progress in reviewing and regulating endocrine-disrupting pesticides.  As of 2019, the program has stalled entirely. Study Documents Playgrounds Contaminated with Pesticides from Neighboring Chemical-Intensive Ag Land

(Beyond Pesticides, June 7, 2019) Fruit orchards and vineyards endure some of the most intensive chemical management in all of agriculture. What has not been investigated — until now — is how pesticide drift from such agricultural sites may be affecting nearby public spaces. A recent, first-of-its-kind study out of northern Italy tested 71 public playgrounds near to apple orchards and vineyards in four valleys of the North Tyrol, and finds that 45% are contaminated with a single pesticide, and 24% by more than one. Study authors note that the playground contamination will likely grow worse over the course of the growing season. This would likely amplify the impacts of such chemical trespass on nearby public spaces, never mind the varieties of harm to the sites themselves and the food produced on them. Organic agriculture, of course, remedies all these concerns. The study randomly chose 71 public playgrounds in the four South Tyrolean regions, and analyzed grass samples for potential contamination by 315 different pesticides. Following a Finding that Roundup Caused Plaintiff’s Cancer, Jury Awards $80 Million in First Federal Case

(Beyond Pesticides, April 4, 2019)  Following on its verdict that the herbicide Roundup caused plaintiff Edwin Hardeman’s  non-Hodgkin lymphoma (NHL), the jury on March 27 issued an award of $80 million—$5 million in compensatory damages and $75 million in punitive damages—for improper labeling and negligence on the part of the manufacturer and defendant, Monsanto. The trial, the first federal Roundup cancer trial, marks the first of a multidistrict litigation against Monsanto, with more than 1,600 similar lawsuits pending in San Francisco’s federal court. The jury’s second verdict affirmed Mr. Hardeman’s allegations that Roundup’s design is defective and lacks sufficient warnings, and that Monsanto was negligent by not using reasonable care to warn about Roundup’s NHL risk. The Edwin Hardeman v. Monsanto Co. jury verdict marks the second multi-million dollar award to be granted in a landmark case against Bayer/Monsanto within the past year. Another Study Links Glyphosate to Cancer

(Beyond Pesticides, March 26, 2019) In a study investigating the carcinogenic effects of pesticide exposure by analyzing data on 316,270 farmers and farmworkers in the U.S., Norway, and France, researchers have identified elevated risk for non Hodgkin lymphoma (NHL) and some subtypes, linking glyphosate and large B-cell lymphoma. Other pesticides linked to the disease include the pyrethroid deltamethrin and chronic lymphocytic leukemia/small lymphocytic lymphoma; and terbufos and NHL overall. Researchers also found “inverse associations of NHL overall with the broader groups of organochlorine insecticides and phenoxy herbicides, after adjusting for exposure to other pesticides”; such inverse associations were not found with active ingredients within these groups. The research underscores how complex the science of pesticide impacts on human health, and on cancer incidence, can be. To wit: in evaluating 14 different pesticide categories and 33 individual, active chemical ingredients, Maria E. A Second Jury Delivers Blow to Bayer/Monsanto’s Claim that Glyphosate/Roundup Is Safe

(Beyond Pesticides, March 20, 2019) In a second verdict against Bayer/Monsanto yesterday, a jury found unanimously that a California man’s non Hodgkin lymphoma (NHL) was substantially caused by the herbicide glyphosate (Roundup). The case being heard in federal court in San Francisco now moves to the damages phase. Last August in San Francisco Superior Court, a California groundskeeper was awarded $39 million in compensatory damages, and $250 million in punitive damages in a case that linked his NHL to Monsanto’s glyphosate/Roundup. In October, the judge in the case upheld the verdict, but reduced the award to $78 million. According to the Associated Press, the trial judge, U.S. Judge Vince Chhabira “is overseeing hundreds of Roundup lawsuits and has deemed [this case] and two others ‘bellwether trials.“ The case was brought by Edwin Hardeman of Santa Rosa, CA. He said he had been using Roundup since the 1980’s. Take Action: What’s In the Bottle, Bag, or Box Is Not Tested Fully for Adverse Effects

(Beyond Pesticides, March 17, 2019) Forget about single-pesticide issues: this affects every single one of them. EPA is allowing massive data gaps to persist for each and every pesticide product it registers by conducting the bulk of its health and environmental risk assessments using active ingredients alone. With its current practices, EPA is failing its federal mandate to protect public health and the environment and misleading the public about what is “safe.” Tell your Congressional delegation that EPA must assess the real risks of pesticide use, not rely on false representations of risk based on tests of isolated ingredients. When pesticides are sprayed on our crops, lawns, and roadsides, and enter into our waterways, groundwater and drinking water, we are exposed to whole formulations, whole tank mixtures, and whole pesticide combinations, not just active ingredients (those that the manufacturer claims are the only ingredients that attack the target pest). It is the whole formulation that makes the poison, and that whole formulation must be regulated. Active ingredients are far from the whole story of pesticide poisoning. Public pressure and feedback caused FWC to take a temporary pause from spraying while the commission collected public comment  through public hearings and emails from late January through February. FWC ultimately decided to resume spraying invasive species, and points to its improved integrated management system as reducing overall herbicide use. Glyphosate, one of the 17 aquatic herbicides that FWC uses regularly has sparked opposition from environmentalists and the general public due to its wide usage and known adverse effects. According to FWC data, 12,263 pounds of glyphosate-based herbicides were used on Florida’s Lake Okeechobee in 2017. About 175,000 people have signed North Palm Beach photographer and wildlife advocate Jim Abernathy’s petition titled “Stop The State-Sanctioned Poisoning of Our Lakes and Rivers!”. Tell Congress to Stop EPA from Allowing Antibiotic Use in Citrus Production

(Beyond Pesticides, January 14, 2019) Tell Congress to stop the Trump administration from opening the floodgates to permit widespread use of antibiotics in citrus production (grapefruits, oranges and tangerines). Despite the building national and international crisis of deadly bacterial resistance to antibiotics, this new allowance would expand on an emergency use decision the Environmental Protection Agency made in 2017. It permits up to 480,000 acres of citrus trees in Florida to be treated with more than 650,000 pounds of streptomycin per year; 23,000 citrus acres in California will likely be treated annually. The World Health Organization has called bacterial resistance “one of the biggest threats to global health, food security, and development today.” Tell your U.S. Senators and Representative to urge EPA to reject the use of antibiotics in food production, including citrus production. The two approved antibacterial chemicals to be used as pesticides in citrus production are streptomycin and oxytetracycline. Settlement Bans Some Bee-Toxic Pesticides, Requires Public Comment Period on Testing All Pesticide Product Ingredients and Regulating Pesticide-Treated Seeds

(Beyond Pesticides, January 4, 2019) First, the good news: plaintiffs in a 2013 lawsuit against the Environmental Protection Agency (EPA) can allow themselves a small victory dance. In that suit, plaintiffs made a number of claims related to EPA’s failure to protect pollinators from dangerous pesticides, its poor oversight of the bee-killing pesticides clothianidin and thiamethoxam, and its practice of “conditional registration,” as well as labeling deficiencies. The parties in the suit negotiated a settlement, as directed by a federal judge (see below), that was signed in October 2018 and portends some positive movement in curtailing the use of some toxic pesticides [12 products, each of which contains chlothianidin or thiamathoxam as an active ingredient] that harm pollinators in particular, as well as other organisms and the environment. It also establishes a public process for EPA to consider requiring whole formulations of pesticide products during registration, and redefining EPA’s interpretation of law that allows seeds treated with bee-toxic pesticides to escape regulation as a pesticide. Tell USDA All Ingredients Used in Organic Must Be Reviewed

(Beyond Pesticides, December 18, 2018) The ingredients not listed on a pesticide product are not fully reviewed for their adverse effects may be the most toxic chemicals in the formulation. Recent research, Toxicity of formulants and heavy metals in glyphosate-based herbicides and other pesticides (Toxicology Reports 5, 2018), by Defarge, de VendĂ´mois, and SĂŠralini demonstrates the need to disclose and test all ingredients in pesticide products, as well as the full formulation that includes “inert” or nondisclosed ingredients. While glyphosate/Roundup is obviously not allowed to be used in organic production, this research reaffirms the need to evaluate full formulations of substances allowed for use in organic. The research on glyphosate tested the toxicity of the herbicide glyphosate, “inerts” in glyphosate-based herbicides (GBH), and the pesticide formulations–looking at toxicity to target organisms, toxicity to human cells, and endocrine-disrupting activity. In addition to the GBH products, the researchers studied a number of other pesticides. Continuing Pattern, Acting EPA Administrator Wheeler Ignores Science, Embraces Monsanto (Bayer), and Continues Dicamba Herbicide Use

(Beyond Pesticides, November 27, 2018) The U.S. Environmental Protection Agency (EPA) ignored the input of an expert weed scientist on the controversial herbicide dicamba, bending to Bayer’s Monsanto and the pesticide industry, according to emails obtained by the Arkansas Democrat and Chronicle (ADC) through a Freedom of Information Act request. The scandal centers on the recent re-approval of the pesticide, a highly volatile and drift-prone herbicide that has become a serious problem for many farmers and state regulators. As top-level EPA officials continue to work with industry to subvert their own agency’s scientific findings, more and more consumers are moving to organic products in order avoid the pesticide risks government regulators ask consumers to accept. Emails ADC received indicate that Jason Norsworthy, PhD, a weed scientist with the University of Arkansas, worked closely with Bayer’s Monsanto in conducting field trials this past summer, but found high volatility and drift of the company’s new dicamba-based herbicide XtendiMax.
