GAO to Congress: Take the Reins at EPA to Stop Undermining of Science

(Beyond Pesticides, May 1, 2008) In testimony responsive to a request last year by Senators Barbara Boxer (D-CA) and Hillary Clinton (D-NY), the Government Accountability Office (GAO) told the Senate Committee on Environment and Public Works on April 29 that EPA’s risk review process is plagued by delays, a lack of transparency, and interference from the White House and other agencies. In short, GAO concluded that the agency’s science is politicized, outdated, secret, and threatens the protection of people and the environment from harmful chemical exposures. In its testimony, GAO’s director of Natural Resources and Environment, John Stephenson, urged Congress to suspend EPA plans for reform, which GAO believes would institutionalize bad science, and require the agency to adopt its recommendations. The testimony comes on the heels of an April 10, 2008 EPA decision, effective immediately, to revise its Integrated Risk Information System (IRIS). Call for Public Comments- Tell EPA to Cancel Deadly Wood Preservatives

(Beyond Pesticides, April 18, 2008) On Wednesday 16 April, 2008 the U.S. Environmental Protection Agency (EPA) released for public comment its revised risk assessments for three heavy-duty toxic chemical wood preservatives: chromated copper arsenate (CCA), pentachlorophenol (PCP), and creosote. Beyond Pesticides has maintained that the hazards associated with the use, storage and disposal of these three chemicals are unnecessary, given the availability of alternative materials. Let your voice be heard and demand that the EPA protect workers, children and communities from these toxins.Chromated arsenicals, such as (CCA), were widely used to treat decks and patios, picnic tables, playground equipment, walkways/boardwalks, landscaping timbers, and fencing and continue to be used on utility poles and wood treated for industrial purposes. The arsenic in CCA is a known human carcinogen and has been linked to nervous system damage and birth defects. Creosote, a complex mixture of many chemicals, is a restricted use wood preservative used for industrial and marine wood protection. PCP is already banned in several countries due to health or environmental risks under the Stockholm Convention on Persistent Organic Pollutants, which the U.S. signed in 2001, but has failed to ratify. Pesticide Residues Found in European Wines

(Beyond Pesticides, April 3, 2008) Wines on sale in the European Union (EU), including wines made by world famous vineyards, contain residues of a number of pesticides, according to a new report by Pesticide Action Network Europe. The organization tested 40 bottles of wine purchased inside the EU from Australia, Austria, Chile, France, Italy, Germany, Portugal and South Africa, six of which were organic wines. Every bottle of conventional wine included in the analysis was found to contain pesticides, with one bottle containing 10 different pesticides. On average each wine sample contained over four pesticides. The analysis revealed 24 different pesticide contaminants, including five classified as being carcinogenic, mutagenic, toxic to the reproductive system or endocrine disrupting. The most widespread pesticide contaminant was pyrimethanil, a possible carcinogen, which was detected in 25 bottles of conventional wine — almost 75% of all conventional samples analyzed. While the majority of wines tested were selected from low cost affordable brands, three of the bottles are world famous Bordeaux wines and more expensive, according to PAN Europe. Pharmaceuticals and Anti-Bacterials in Your Drinking Water

(Beyond Pesticides, March 17, 2008) Not everything that goes down the drain can be removed by water treatment plants, which leaves some alarming contaminants in America’s drinking water. A five-month investigation by the Associated Press (AP) finds trace quantities of pharmaceuticals in the drinking water of 41 million Americans. Scientists fear that ingestion of these tiny amounts of drugs may pose health risks to the public, wildlife and aquatic organisms. The AP investigation surveyed the 50 largest cities in the country and a dozen other major water providers, as well as other small providers in each of the 50 states. A wide range of pharmaceuticals, whether administered to humans or to farm animals, are found in the water of 24 major metropolitan areas, and tests done in the watersheds of 35 major water providers shows 28 testing positive for pharmaceuticals. The levels of pharmaceuticals found in the water are at levels measured in the parts per billion or trillion, far below levels of medical use. The federal government has not set safety limits for drugs in drinking water. In fact, fewer than half of the 62 major water providers could say their water was tested. Earthworms Contain Chemicals from Households and Animal Manure

(Beyond Pesticides, February 28, 2008) Earthworms studied in agricultural fields have been found to contain chemicals from household products (including the widely marketed triclosan, a hazardous antimicrobial) and manure, indicating that such substances are entering the food chain. U.S. Geological Survey (USGS) Scientists and their colleague from Colorado State University at Pueblo published their findings in Environmental Science and Technology. The study results demonstrate that organic chemicals introduced to the environment via land application of biosolids, the solid byproduct of wastewater treatment, and manure as fertilizers are transferred to earthworms. Earthworms continuously ingest soils for nourishment and can accumulate the chemicals present in the soil.The scientists collected soil and earthworms from three agricultural fields””a soybean field fertilized with biosolids, a corn field fertilized with swine manure, and a soybean field that had received no applications of either biosolids or manure for at least 7 years. The chemicals investigated are considered indicators of human and animal waste sources and include a range of active ingredients in common household products such as detergents, antibacterial soaps, fragrances, and pharmaceuticals. Timber Company Agrees to Clean Up Dioxin from Wood Preservative

(Beyond Pesticides, February 21, 2008) The Simpson Timber Company, in a settlement with two environmental groups, has agreed to remove tons of sediment laden with cancer-causing dioxin from a contaminated ditch that empties into Humboldt Bay, California’s second largest natural bay.The timber company was sued in 2006 by the two Eureka-based environmental groups, Humboldt Baykeeper and Californians for Alternatives to Toxics (CATs). Tests were conducted, and dioxin was found at levels tens of thousands of times higher than Environmental Protection Agency (EPA) standards, some of the highest levels found in the nation. The test sites were near where Simpson commonly sprayed plywood with the now-widely-banned wood preservative pentachlorophenol in the 1960’s. Further indications that dioxin, which is one of the most potent carcinogens known, had persisted in the environment came last year when the State Water Resources Control Board listed Humboldt Bay as “impaired” after dioxin was found in the tissues of local fish and oysters. CDC Blocks Report On Environmental Hazards In Great Lakes States

(Beyond Pesticides, February 13, 2008) The publication of a federal study undertaken by the Centers for Disease and Control (CDC) has been blocked for more than seven months because it contains “alarming information” of evidence of elevated infant mortality and cancer rates in the region surrounding the Great Lakes.The report entitled, Public Health Implications of Hazardous Substances in the Twenty-Six U.S. Great Lakes Areas of Concern, was commissioned by the International Joint Commission (IJC), an independent organization that advises the U.S. and Canadian governments on the use and quality of boundary waters between the two countries, and compiled by the CDC’s Agency for Toxic Substances and Disease Registry (ATSDR). Antibacterial Found in Plasma and Milk of Swedish Nursing Mothers

(Beyond Pesticides, January 22, 2008) Triclosan, a very common antibacterial chemical, is present in the plasma and breast milk of nursing mothers, according to a study by Swedish researchers. Every one of the 36 mothers tested positive for triclosan levels in their bodies, and the concentrations were clearly and significantly higher in the exposed group (i.e., those that use triclosan-containing products) than in the control group. This does not come as a surprise since triclosan is widely used in personal care products””including soaps, deodorants, and toothpaste””as well as plastics and textiles. Although there was high variability within groups, even members of the control group had triclosan present in their plasma, indicating that there are other significant sources of exposure outside of hygiene products. Triclosan is not removed from wastewater by conventional treatment processes and has been found in both wastewater effluent and sewage sludge. Cleanup Negotiations Between Dow and EPA Break Down

(Beyond Pesticides, January 11, 2008) Talks between the Environmental Protection Agency (EPA) and Dow Chemical Company ended unsuccessfully when EPA determined that Dow’s offers were not comprehensive enough. Negotiations had centered around study and interim cleanup measures in the Saginaw and Tittabawassee rivers, wetlands, and Saginaw Bay. Dow agreed in July to clean up dioxin contamination downstream of its Midland, Michigan facility, but this time Dow spokesman John C. Musser said, “They were asking us to go beyond what we thought was reasonable, and we could not with our earlier offers resolve that dispute.” EPA plans to return to negotiations, but the latest round was not progressing successfully. “Key issues that are paramount for protecting human health and the environment remain unsolved,” said Ralph Dollhopf, associate director for the Superfund Division of EPA’s Region 5 Office in Chicago. “EPA simply will not accept any deal that is not comprehensive.” EPA spokeswoman Anne Rowan added, “We’re not walking away from cleaning up the river system. Pesticides Linked to Rising Autism Rates

November 13, 2007) Autism is on the rise, both in prevalence and incidence, and there is growing evidence that environmental insults, such as pesticides, are linked to this developmental disability. According to the latest study, published in the October issue of Environmental Health Perspectives, children born to mothers living near fields where pesticides are applied are more likely to develop autism spectrum disorders (ASDs). The authors of “Maternal Residence Near Agricultural Pesticide Applications and Autism Spectrum Disorders among Children in the California Central Valley” compared maternal pesticide exposure for 465 children with ASDs and 6,975 children without ASDs living in the same area. The research reveals that mothers who lived within 500 meters of fields sprayed with organochlorine pesticides, specifically endosulfan and dicofol, during their first trimester of pregnancy had a six times higher chance of having children with autism compared to mothers who did not live near the fields. Mark Horton, M.D., director of the California Department of Health, said the findings are exploratory and indicate that more research of the relationship between organochlorines and ASDs is needed. With Antibiotic-Resistant Bacteria on the Rise, Study Confirms Risks of Antibacterial Soaps

(Beyond Pesticides, October 18, 2007) Antibacterial soaps show no health benefits over plain soaps and, in fact, may render some common antibiotics less effective, says University of Michigan public health professor Allison Aiello, Ph.D. The study, “Consumer Antibacterial Soaps: Effective or Just Risky?” appears in the August edition of Clinical Infectious Diseases. In the first known comprehensive analysis of whether antibacterial soaps containing triclosan work better than plain soaps, Dr. Aiello of the University of Michigan School of Public Health and her team found that washing hands with an antibacterial soap was no more effective in preventing infectious illness than plain soap. Moreover, antibacterial soaps at formulations sold to the public do not remove any more bacteria from the hands during washing than plain soaps. Because of the way triclosan, the main active ingredient in many antibacterial soaps, reacts in the cells, it may cause some bacteria to become resistant to commonly used drugs such as amoxicillin, the researchers say. Members of Congress Push EPA To Act on Endocrine Disruptors

(Beyond Pesticides, September 24, 2007) Seven representatives wrote to the EPA last Thursday, urging the government agency to act promptly to identify and screen products for dangerous endocrine-disrupting chemicals. The letter asks EPA Administrator Stephen Johnson to provide definite deadlines in the testing and control of endocrine disruptors, which are substances that interfere with the normal functioning of the endocrine system, responsible for hormonal and developmental processes. EPA’s regulation of these substances that mimic or alter natural hormonal processes has been slow and lacks direction to meet set goals promptly, according to the U.S. Representatives. “To date, EPA’s efforts in this area have been characterized by missed deadlines, prolonged delays, and inadequate incorporation of public input,” according to the letter from the House Committee on Oversight and Government Reform, chaired by Rep. Henry Waxman (D-California). The Legacy of Agent Orange

(Beyond Pesticides, September 19, 2007) In Vietnam, attempts continue to be made to protect villages from the ongoing threat of Agent Orange, used by American forces to deforest the jungle canopy in the Vietnam War over 30 years ago, according to the New York Times. Reforestation and fencing are being carried out to prevent local animals and residents from being exposed to soil contaminated with 2,3,7,8-Tetrachlorodibenzo-p-Dioxin (TCDD), a potent dioxin contaminant of Agent Orange. Phung Tuu Boi, forester and director of the Center for Assistance in Nature Conservation and Community Development in Hanoi, is attempting to reforest thousands of hectares in central Vietnam. However, his main concern is the dioxin that taints the soil and the local residents most at risk since they live off the land. “The local people are poor and uneducated, and they don’t understand. Children come here to play and they collect insects and other things to eat,” said Mr. Boi. Long-Living Sharks Show Buildup of Toxic Chemicals

(Beyond Pesticides, August 13, 2007) Greenland sharks, which inhabit some of the least populated regions on Earth in seemingly pristine Arctic waters, contain high amounts of human-manufactured industrial waste in their bodies, including toxic pesticide byproducts. The findings are available online in Marine Pollution Bulletin (in press), entitled “Dioxins and PCBs in Greenland shark (Somniosus microcephalus) from the North-East Atlantic.” According to the team of researchers at Stockholm University, the highest measured concentration found is for the world’s most toxic dioxin, TCDD, a compound found in the herbicide Agent Orange, which the U.S. military used during the Vietnam War. The herbicide was used for other applications from 1961 to 1971. The study also names another set of discontinued chemicals, polychlorinated biphenyls, or PCBs, as the main source of the contaminants found in the Greenland sharks. PCBs were banned in the 1970s, which illustrates how persistent such compounds are in the environment and how long-living, top predator species may carry them for decades. Dow To Clean Up Michigan Dioxin Hot Spots

(Beyond Pesticides, July 20, 2007) Dow Chemical Company has reached agreement with the Environmental Protection Agency (EPA) to begin cleanup of dioxin contamination downstream of its Midland, Michigan facility immediately. The teratogenic (i.e. ability to cause developmental malformations) and mutagenic compounds are not only byproducts of manufacturing processes but are contained in one of Dow’s most used herbicides. Last November, Dow identified dioxin hot spots along the Tittabawassee River, but corrective action “has taken too long” according to an EPA press release. “EPA has documented that dioxin contamination in soil poses risks to human health and the environment.” Dioxins are a family of chemicals that have been linked to cancer, weakened immune systems and reproductive problems. Report Notes Greater Environmental Risks to Boys

(Beyond Pesticides, July 16, 2007) In its report released on Father’s Day 2007, “Men, Boys and Environmental Threats,” the Canadian Partnership for Children’s Health and Environment urges greater awareness among parents about environmental risks to boys. “All children are at risk from exposure to environmental hazards, but boys appear to be at greater risk,” said Dr. Lynn Marshall, MD, with the Ontario College of Family Physicians. The report summarizes the evidence about environmental risks to boys, specifically examining cancer, asthma, learning and behavioral disorders, birth defects and testicular dysgenesis syndrome. Below is a summary of the report’s findings. Cancer: Although cancer is rare among all children, more boys are diagnosed with cancer than girls. Among young adults (age 20—44) several cancers are on the rise, including testicular cancer. Concern arises over parents’ exposures before conception or during pregnancy. Childhood cancers are associated with exposures to pesticides, solvents, petroleum products, motor vehicle exhaust, benzene and other pollutants. Much remains unknown. Toxic Chemical Ban Proposed in Massachusetts

(Beyond Pesticides, June 14, 2007) State legislators in Massachusetts are working on a bill that would phase out the use of 10 toxic chemicals, create a system to study toxics and find safer alternatives. Many state, health, labor and environmental officials have long supported this bill, which attempts to remove many toxic components from products used in everyday materials. Chemicals like those used in pesticides, wood and those found in children’s products, are especially targeted in the Safer Alternatives Bill (H. 783 / S. 558). Organophosphates, a toxic class of pesticides developed circa World War II, have been targeted in the phase out. Commonly used against mosquitoes, organophosphates like malathion (Fyfanon), naled (Dibrom) and chlorpyrifos (Mosquitomist) have been shown to be dangerous, especially to vulnerable populations, and affect the central nervous, cardiovascular and respiratory systems. The other chemicals slated for phase out have all been linked to environmental and health concerns as well and include perchloroethylene, dioxins and furans, hexavalent chromium, polybrominated diphenyl ethers, di (2-ethylhexyl)phthalate (DEHP), 2,4-dichlorophenoxyacetic acid (2,4-D), trichloroethylene, formaldehyde and lead. Endocrine Disrupting Chemicals May Affect Low Male Birth Rate

(Beyond Pesticides, April 12, 2007) A new study has found the proportion of boys born over the past three decades has unexpectedly dropped in both the United States and Japan. In all, more than a quarter of a million boys are missing, compared to what would have been expected had the sex ratio existing in 1970 remained unchanged. The study’s authors hypothesize that the skewed sex ratio may be linked to prenatal exposure to endocrine-disrupting chemicals such as pesticides. Although the researchers do not know why boys are taking a hit, they suspect contributing causes could include widespread exposure to hormone-mimicking pollutants by women during pregnancy and by men before they conceive children. “We hypothesize that the decline in sex ratio in industrial countries may be due, in part, to prenatal exposure to metalloestrogens and other endocrine disrupting chemicals,” the authors note in the study, published this week in Environmental Health Perspectives, a peer reviewed journal of the U.S. National Institute of Environmental Health Sciences.
