Study Confirms Serious Flaws in EPA’s Ecological Risk Assessments, Threatening Bees and Other Pollinators

(Beyond Pesticides, June 13, 2024) A study published in Conservation Letters, a journal of the Society for Conservation Biology, exposes critical shortcomings in the U.S. Environmental Protection Agency’s (EPA) ecological risk assessment (ERA) process for modeling the risks that pesticides pose to bees and other pollinators. For the study, “Risk assessments underestimate threat of pesticides to wild bees,” researchers conducted a meta-analysis of toxicity data in EPA’s ECOTOX knowledgebase (ECOTOX), an EPA-hosted, publicly available resource with information on adverse effects of single chemical stressors to certain aquatic and terrestrial species. The meta-analysis found that the agency’s approach, which relies heavily on honey bee data from controlled laboratory studies, drastically underestimates the real-world threats from neonicotinoid insecticides (and likely other pesticides) to native bees and other pollinators. Federal Framework Seeks to Accelerate Adoption of Genetically Engineered (GE) Crops with Exemptions from Regulation

(Beyond Pesticides, June 10, 2024) Expanding the planting of genetically engineered crops is the major focus of “The Coordinated Framework for the Regulation of Biotechnology – Plan for Regulatory Reform under the Coordinated Framework for the Regulation of Biotechnology” (Framework), released in May by three federal agencies. In its Framework, the U.S. Department of Agriculture (USDA), the Food and Drug Administration (FDA) and the U.S. Environmental Protection Agency (EPA) use the words “exempt” or “exemption” in reference to federal safety regulations 21 times. Then, another 21 times the agencies identify their efforts to “streamline” the process for bringing genetically engineered “plant-incorporated protectants” (PIPs) to market. Without including the word “resistance” even once, the Framework advances the interests of the biotech and allied industries, ignoring the serious scientific issues regarding health and environmental effects and the economic failure for farmers facing crop loss. (Beyond Pesticides, June 7, 2024) This week, climate scientist and former mayor of Mexico City Claudia Sheinbaum shattered a proverbial glass ceiling, emerging as the first woman president of Mexico.   The election of a woman with a background in environmental protection— who signed an accord promising Mexican farmers to uphold the ban on transgenic corn and replace glyphosate with safer alternatives this past April—did not happen in a vacuum. According to an article by CBS News, President-elect Sheinbaum shared the following wisdom in the middle of a downtown hotel as her polling lead became definitive:  “I do not make it alone. Study Finds Chemical Industry’s “Bee-Safe” Claim for Its Pesticides To Be False

(Beyond Pesticides, May 24, 2024) Even allegedly “low-toxicity” pesticides such as flupyradifurone (insecticide), azoxystrobin, and difenoconazole (fungicides) pose adverse health effects to solitary ground-nesting squash bees (Xenoglossa pruinose), according to a study published in Biological Sciences. Fungicide exposure led to less pollen collected per flower, while exposure to flupyradifurone (FPF) produced larger offspring (which make it more challenging for them to fly). Simultaneous exposure to the three pesticides “induced hyperactivity in female squash bees relative to both the control and single pesticide exposure, and reduced the number of emerging offspring per nest compared to individual pesticide treatments.” With United Nations Food and Agriculture Organizations-sponsored World Bee Day earlier this week, now more than ever advocates are calling for the elimination of toxic insecticide classes, such as neonicotinoids and butanolides, and their wholesale replacement with organic land management principles. Study Shows Value of Organic Practices in Lowering Environmental Impact of Agriculture

(Beyond Pesticides, May 23, 2024)  A study recently published in the journal Nature compared the impact of organic and conventional food production using eight environmental health indicators and found that organic food has a significantly lower environmental impact than conventional food production for six of the eight indicators, including a lower potential for contributing to acidification of the environment, energy use, and biodiversity loss. For the analysis, scientists reviewed 100 different “life cycle assessments” (LCA) of organic and conventionally grown food products from cradle-to-farm gate.    LCA is a commonly used methodology to estimate food production system impacts on the environment through resource depletion and pollutant emissions. The results—that organic food production is less impactful on the environment—add to the robust body of research that underscores the importance of organic farming to the development of a sustainable global food system while addressing climate change. Study Identifies Developmental Effects from Neonicotinoid Insecticides that Harm Biodiversity

(Beyond Pesticides, May 16, 2024) In a recent study at the Institute of Biochemistry and Molecular Biology at Ulm University in Germany, published in Current Research in Toxicology, scientists exposed embryos of South African clawed frogs (Xenopus laevis) to three neonicotinoids (NEOs), which led to developmental effects down to a molecular level. These frogs are a well-established model species often used in ecotoxicology studies as bioindicators for overall environmental and ecosystem health. When amphibian species like Xenopus laevis are exposed to contaminants in the water, it leads to negative impacts in the food chain and harms biodiversity. The study concludes that exposure to NEOs directly or through contaminated water leaves entire ecosystems vulnerable.    The NEOs that the embryos were subjected to include imidacloprid (IMD), thiamethoxam (TMX), and its metabolite clothianidin (CLO). NEOs are a class of insecticides that target the central nervous system of insects and lead to death. These insecticides pose a potential hazard to nontarget organisms, such as animals and humans, since they are persistent in the environment and “are found in natural waters as well as in tap water and human urine in regions where NEOs are widely used,” this study states. More Data Finds Long-Term Exposure to Toxic Pesticides Alters Human Gut Microbiome and Metabolism

(Beyond Pesticides, April 26, 2024) Researchers build on existing research when assessing the relationship between long-term exposure to organophosphorus pesticides—widely used in food production and homes and gardens—and the human gut microbiome. In a new study published in Environmental Health, an interdisciplinary research team from University of California, Los Angeles determined, “that exposure to [organophosphorus pesticides] is associated with changes in the abundance of several bacterial groups and differential functional capacity in metabolic pathways supported by the human gut microbiome.” The study draws upon data from a “Parkinson’s, Environment and Gene study (PEG)” in which 190 participants were asked to submit fecal samples and answer interview questions. “[The study] was initially designed to investigate the etiology of Parkinson’s disease (PD) and participants were recruited in two study waves [â€over the full 10-year exposure window’]: 2001–2007 and 2012–2017. Wide Range of Harmful Effects of Pesticides Documented in Literature Review

(Beyond Pesticides, April 25, 2024) In a study from earlier this year, “Pesticides: An alarming detrimental to health and environment,” scientists compiled research from 154 articles regarding pesticide use and the adverse effects they have on the environment and human health. Among the effects of the harmful pesticides described is genotoxicity—the alteration of genetic material that results in the mutations in DNA that cause cancer.  The authors state that “genotoxins are mutagenic chemicals, and exposure to them increases the risk of developing tumors, hormonal changes, DNA damage, and changes in the ovaries and eggs, all of which leading to cancers… The risk of DNA damage surges with increased genotoxicity in people exposed to pesticides.” In addition, the National Institute of Health states that all “pesticides are highly biologically active chemicals. They may interact with DNA and damage its structure.” Despite these documented risks, pesticide use continues to surge.  While phased out to a considerable extent after being widely used in agriculture and residential areas, organochlorine pesticides (OCPs) like dichlorodiphenyltrichloroethane (DDT) or its breakdown compound dichlorodiphenyldichloroethylene (DDE) continue to show up as residues in the environment and food supply. EPA Draft Herbicide Strategy Update Further Weakens Plan to Protect Endangered Species

(Beyond Pesticides, April 24, 2024) On April 16, 2024, the U.S. Environmental Protection Agency (EPA) posted an “update” to the Draft Herbicide Strategy Framework (Draft Herbicide Strategy Framework to Reduce Exposure of Federally Listed Endangered and Threatened Species and Designated Critical Habitats from the Use of Conventional Agricultural Herbicides) that was released last summer, weakening aspects of the agency’s efforts to “protect” endangered species from herbicide use. The update outlines three types of modifications to the Draft Strategy, including “simplifying” its approach, increasing growers’ “flexibility” when applying mitigation measures, and reducing the mitigation measures required in certain situations. By reducing the stringency of the Strategy, advocates are again questioning EPA’s commitment to fulfilling legal requirements under the Endangered Species Act (ESA) or protecting endangered species and their habitats in the midst of an unprecedented rate of global extinction. Study of Chemical Mixtures at Low Concentrations Again Finds Adverse Health Effects

(Beyond Pesticides, April 10, 2024) Researchers in a 2024 Chemosphere study find synergistic relationships in certain chemical mixtures, particularly heptachlor and triallate and trifluralin and lindane at lower concentrations, respectively. “Investigators should consider additional binary data for acute toxicity and potential chronic health impacts on these mixture…which showed synergism at low levels,” the researchers conclude. “According to a Centers for Disease Control (CDC) assessment, more than 50 pesticides are detected in blood or urine samples from the US population,” Researchers point to a cause for concern. The findings come as no surprise to advocates who have urged an assessment of the potential synergistic impacts of pesticide mixtures in the regulation of pesticides. U.S. Acts To Block Mexico’s Protection of Traditional Varieties against Contamination from Engineered Corn, Challenges Food Sovereignty

(Beyond Pesticides, April 8, 2024) When Mexico in 2020 decided to protect its traditional varieties of corn for reasons of health, safety, environmental protection, and food sovereignty with the banning of the importation of genetically engineered (GE or GM-genetically modified) corn by 2024, the powerful biotech industry and the U.S. government began a concerted campaign to stop the country’s efforts. With the opposition spearheaded by BIO, “the world’s largest trade association representing biotechnology companies, academic institutions, state biotechnology centers and related organizations across the United States and in more than 30 other nations” (as described in its March 15 press release), including companies like Bayer/Monsanto, the U.S government is calling Mexico’s action a trade barrier. The U.S. is invoking the U.S.-Mexico-Canada Agreement (USMCA), the trade agreement that replaced the North America Free Trade Agreement (NAFTA) in 2020. Mexico Ban on Genetically Engineered Corn Imports Spurs Challenge from U.S. and Canada under Trade Agreement

(Beyond Pesticides, March 20, 2024) A report by CBAN unpacks the ecosystem and wildlife health impacts of genetically engineered (GE) corn in the context of Mexico’s 2023 decision to stop its importation into the country. The phase out of genetically modified (GM) corn imports into Mexico was immediately challenged by the U.S. and Canadian governments as a trade violation under the 2020 U.S.-Mexico-Canada Agreement (USMCA), which replaced the North American Free Trade Agreement (NAFTA) as the primary vehicle for North American trade policy. In August 2023, the U.S. Trade Representative set up a dispute settlement panel under USMCA to stop Mexico from going forward with its ban. There has been no public update from the Office of the U.S. Trade Representative as of this writing. The CBAN report highlights the scientific rationale underpinning Mexico’s decision to “safeguard the integrity of native corn from GM contamination and to protect human health” with this ban. Take Action: Chemical Mixture Issues in Pesticide Products Elevated by the EPA Inspector General

(Beyond Pesticides, March 11, 2024) Inside a recent disagreement between the Office of the Inspector (OIG) and the U.S. Environmental Protection Agency’s (EPA) Office of Pesticide Programs (OPP) on the agency’s review of pet flea and tick collars—leading to thousands of deaths and poisonings—is a basic question of the adequacy of pesticide regulation. The disagreement is over the cause of 105,354 incident reports, including 3,000 pet deaths and nearly 900 reports of human injury, and the February 2025 OIG report’s conclusion that “[EPA] has not provided assurance that they can be used without posing unreasonable adverse effects to the environment, including pets.” While the disagreement focuses on a number of EPA process failures, Beyond Pesticides urges that the findings advance the need for the agency to address a key element of chemical mixtures in pesticide products not currently evaluated, potential synergistic effects—the increased toxic potency created by pesticide and chemical combinations not captured by assessing product ingredients individually.  Key to the dispute is what many see as a foundational failure of EPA to evaluate the effect of pesticide mixtures and full formulations of pesticide end products, a longstanding criticism of the agency’s pesticide registration process, which focuses on pesticide products’ active […]

Inspector General Finds Widely Used Flea Collars Still Not Fully Evaluated by EPA

(Beyond Pesticides, March 6, 2024) With over 2,500 pet deaths and 900 reports of adverse effects to people, an Office of Inspector General (OIG) report, published on February 29, 2024, reveals multiple systemic failures by the U.S. Environmental Protection Agency’s (EPA) Office of Pesticide Programs (OPP), citing inadequate safety reviews of Seresto pet collars. The report, The EPA Needs to Determine Whether Seresto Pet Collars Pose an Unreasonable Risk to Pet Health, concludes, “The EPA’s response to reported pesticide incidents involving Seresto pet collars has not provided assurance that they can be used without posing unreasonable adverse effects to the environment, including pets.” At the time the animal effects made headlines in 2021, the agency defended the product’s registration, telling the media that, despite these incidents, EPA deemed Seresto collars “â€eligible for continued registration’ based on best available science, including incident data… No pesticide is completely without harm, but EPA ensures that there are measures on the product label that reduce risk.” Despite the scathing criticism, EPA maintains the position that it conducted an adequate review of the two active insecticide ingredients in the pet collars—the neurotoxic insecticide flumethrin, and the notorious neonicotinoid imidacloprid—proven to have adverse effects on the endocrine system as […]

EPA and Court Allow Violations and Hazards of Weed Killer Dicamba Under Existing Stock Order

(Beyond Pesticides, March 5, 2024) Buried in a court decision in February that determined that the U.S. Environmental Protection Agency (EPA) violated the law in allowing harm associated with the herbicide dicamba’s registration is language that permits the damages to continue through this year’s growing season. The judge’s ruling, deferring to EPA’s interpretation of the existing stock provision in the federal pesticide law, continues a pattern of “existing stock” allowances that permit hazards to continue well after a finding of harm or noncompliance. This process contrasts with the issuance of a product recall, which is typically done when pharmaceuticals are found to violate safety standards. Despite the finding of dicamba’s harm and EPA’s failure to comply with standards, the continued use of the weed killer through the 2024 growing season is effectively authorized in a decision of the U.S. District Court of Arizona, which vacates the EPA’s 2021 authorization of the use of three over-the-top (OTT) uses of dicamba-based herbicide products. Attack on Vulnerable Species Pilot Project: Opportunities to Engage with EPA on Endangered Species

(Beyond Pesticides, February 28, 2024) The U.S. Environmental Protection Agency (EPA) is putting on hold its Vulnerable Species Project (VSP) after vociferous comments from the petrochemical pesticide industry to instead, “create a narrow, tailored policy rather than a sweeping, burdensome one,” according to a recent op-ed in the Wall Street Journal. Upon heavy pushback from the petrochemical pesticide industry and agribusiness, EPA is hosting a variety of workshops and openings for the public to provide feedback not just on VSP, but the Endangered Species Act (ESA) Workplan the Biden Administration originally introduced in 2021 in its entirety. Advocates are calling for the strengthening of pesticide regulation given the impending decisions that may shape the fate of ESA-FIFRA (Federal Insecticide, Fungicide, and Rodenticide Act) compliance for years to come. As EPA continues through its pesticide registration program to advance continued dependency on pesticides through its interpretation of FIFRA, despite the availability of nontoxic alternatives, endangered species extinction and biodiversity collapse has never been a high priority. (Beyond Pesticides, February 13, 2024) Last week, the United States District Court for the District of Arizona struck down the U.S. Environmental Protection Agency’s (EPA) 2021 approval of three dicamba-based herbicides. This is the second lawsuit since 2020 to call out EPA’s violation to both the Endangered Species Act (ESA) and the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) to authorize the use of over-the-top (OTT) dicamba-based herbicide products from Bayer and other petrochemical pesticide companies. This rejection of dicamba-based herbicides fuels advocates’ push for stronger regulatory actions by EPA for all petrochemical pesticides and their push for the more widespread adoption of organic practices that do not use these chemicals. The case was filed by Center for Food Safety (CFS), Center for Biological Diversity, National Family Farm Coalition, and Pesticide Action Network North America. Take Action: EPA Accepting Public Comments on Seeds and Paint that Contain Pesticides

(Beyond Pesticides, February 9, 2024) EPA is accepting public comments through today, Friday February 9, on its long-held policy of exempting “treated objects,” including seeds and paint, from pesticide registration. Although EPA does not ask the most important question—“Should pesticide-treated seeds and paint be exempt from the scrutiny given pesticide products?”—this comment period offers an opportunity to respond to EPA’s questions and express concern about hazards associated with chemical use and product ingredients. Despite exposure patterns associated with the use of pesticides in treated objects that are linked to environmental contamination and human poisoning, EPA is focused on labeling and not regulation. Instead of focusing on the exposure and harm associated with the object’s use—whether treated seeds poison pollinators, soil, and water or whether paint treated with fungicides poisons people exposed to the paint—EPA takes the position that unless the manufacturer makes a pesticidal claim, the object is not regulated as a pesticide for its pesticidal effects.  Beyond Pesticides states: At the very least, if EPA deems the hazards associated with the use of the pesticide in the treated article acceptable, then the agency should disclose the chemical used in the treatment (of the seed or the paint) and require […]

Bill to Protect Birds and Bees in New York Raises Political Challenges to Addressing Ecosystem Collapse

(Beyond Pesticides, January 25, 2024) Legislative efforts to curtail some life-threatening pesticides associated with birds and bees (and other pollinators) decline were weakened in New York State at the end of December 2023 as the governor negotiated and stripped elements of a bill relating to agriculture that had passed the legislature—again illustrating the grip of the agrichemical industry on public policy intended to begin to address the crisis in ecosystem collapse. (See “Study Cites Insect Extinction and Ecological Collapse.”) In passing the Birds and Bees Protection Act, New York joined New Jersey, Nevada, and Maine in banning most nonagricultural uses of neonicotinoid (neonic) insecticides, but, in last-minute changes to avoid the governor’s veto, failed to phase out corn, soybean, and wheat seeds coated with these chemicals. Mental Health: Pesticides Continue to Impact the Body and Mind, Especially for Farmers

(Beyond Pesticides, January 17, 2024) Science continues to find a link between mental health and occupational (work-related) chemical exposure, with a study published in Toxicology finding an increased risk of depression among farmers exposed to pesticides. Conventional, chemical-intensive farming is a profession notorious for higher-than-average pesticide exposure occurrences, thus explaining why the study concludes that individuals within this occupation can suffer from chemically induced oxidative stress, inflammation, and lower education-based cognition that exacerbate depressive symptoms. However, besides psychological symptoms, the study indicates potential physiological issues from pesticide exposure, such as renal (kidney) and hepatic (liver) issues. Studies like this one can directly pinpoint risks of developing depression, especially among agricultural workers and landscapers who use pesticides. Usually, research on pesticide-induced diseases commonly investigates pesticide exposure concerning the development of various physical illnesses. However, previous studies show that occupational risks of developing depression are high in agriculture, where pesticide use is rampant. Acute exposure to chemicals, including organophosphate, organochlorine, triazine, and carbamate pesticides, tends to put farmers at greater risk of suicide than the general population. Take Action: EPA Challenged for Not Assessing Claimed Pesticide “Benefits,” Opens Public Comment Period

(Beyond Pesticides, January 16, 2024) The U.S. Environmental Protection Agency (EPA) has long been criticized for its failure to evaluate the effectiveness (or efficacy) of all the pesticides it registers. A petition, for which there is now an open public comment period (submit comments by January 22, 2024), challenges what advocates call a basic failure of the agency to evaluate the claimed benefits of pesticides. Because of this long-standing situation, those who purchase pesticides do not know that the pesticides they buy will meet expectations for control. For farmers, that means that EPA has not evaluated whether the pesticide’s use actually increases productivity of the treated crops and/or whether over time the target pest (weed, insect, fungus) will become resistant. For consumers, it also means that there is not an independent analysis of whether the pesticide products work. As EPA implements the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), not only is there no agency assessment of whether the pesticide’s use will achieve its intended purpose, there is not a determination as to whether there is a less toxic way of achieving the pest management goal. Field Study of Bumble Bees Finds Exposure to Chemical Mixtures, High Hazard, Flawed Regulation

(Beyond Pesticides, January 9, 2024) A “landscape-level” study finds that typical risk assessment studies used by the U.S. Environmental Protection Agency (EPA) and European regulators fail to “safeguard bees and other pollinators that support agricultural production and wild plant pollination.” The study, published in Nature (November 2023), evaluates the health of bumble bees (Bombus terrestris) as a sentinel species placed in 106 agricultural landscapes across Europe. The authors’ conclusions challenge “the current assumption of pesticide regulation—that chemicals that individually pass laboratory tests and semifield trials are considered environmentally benign”—calling into question EPA’s persistent failure to adequately regulate mixtures of chemicals to which organisms are exposed in the real world. This study adds to the body of science on pesticide mixtures adversely affecting bee and pollinator health. See here, here, and here.
