Republican Bill Increases Taxpayer Costs To Bring Pesticides to Market

(Beyond Pesticides, March 24, 2011) Rep. Jean Schmidt of Ohio, a Republican member of Congress and the House Agriculture Committee, which has jurisdiction over pesticide registration law, wants taxpayers to pay for the research of new chemicals to manage bedbugs and has introduced an earmarked bill to establish a government panel and grants for chemical product research. Rep Schmidt’s bill, H.R. 967, the Bed Bug Management, Prevention and Research Act of 2011 is hailed by the pest control industry because it will push for expedited use of chemicals in the fight against bedbugs just as many in the industry are shifting to integrated pest management (IPM) practices that focus on non-chemical methods utilizing pest exclusion techniques, steam treatment, and other non-toxic methods. Using funds appropriated to carry out this Act, three grants will be awarded to State agencies to conduct a pilot program under which political subdivisions of the State and housing authorities in the State use the grant funds to supplement on-going bed bug prevention and mitigation activities. Study Proves Resistance in Bed Bugs, Showcases Need for Alternatives

(Beyond Pesticides, January 21, 2011) Further proof of the ineffectiveness of chemical pest control has emerged in the form of a study from The Ohio State University documenting the growing resistance of bed bugs to pesticide treatments. The study shows that modern bed bugs have developed the ability to defend themselves against pyrethroid pesticides, due in part to the widespread use of such treatment methods. These findings highlight the need for widespread adoption of alternative, non-chemical methods for controlling bed bugs and other insect pests. The study, which was published in the journal PLoS ONE, is entitled “Transcriptomics of the Bed Bug (Cimex lectularius).” The researchers found that the bugs developed the ability to produce certain enzymes, which can break down toxic chemicals, at higher levels of than previous generations. These enzymes allow the chemicals to be easily excreted by the insects without being harmed. When comparing modern bugs to a colony that has existed in isolation for several decades — without any exposure to pesticides — the team found strong evidence of resistance. Rat Poisons Continue to Threaten Children

(Beyond Pesticides, December 15, 2010) Every year, more than 10,000 kids are poisoned by rodenticides (pesticides made to kill rodents) and virtually all of the calls to U.S. poison control centers concern children under six. New rules and restrictions set by the U.S. Environmental Protection Agency (EPA) will go into effect next June in an attempt to prevent incidents involving children, but do not go far enough to protect children or wildlife. EPA has known for a generation that children have easy access to these super-toxic rat poisons. Every year, more than 10,000 kids are getting a hold of them, with Black and Hispanic children living below the poverty line being disproportionately affected. Records show that the EPA is aware that children have been getting into these poisons in significant numbers, according to data since 1983. Between 2004 and 2008, U.S. poison control centers continued to receive 10,000 to 14,000 calls about the rat killers annually. EPA has estimated that these incidents reported to poison control centers probably account for only about one-fourth of all exposures. EPA Announces Bed Bug Summit, Seeks Public Participation

(Beyond Pesticides, December 13, 2010) The U.S. Environmental Protection Agency (EPA) has announced that a national summit on bed bugs will be held by the Federal Bed Bug Workgroup on February 1-2, 2011 in Washington, DC. The public is invited to the summit to learn and discuss ways to solve the bed bug problem that is sweeping the country. It is the second such summit organized by the EPA, the last having been held in April 2009 (see summit recommendations), seeking input from scientists, regulators, and professionals in addition to the public as to how best to confront the issue. One of the recommendations from the first summit, that an interagency federal task force be created, led to the formation of the Federal Bed Bug Workgroup as a collaboration between the EPA, the Department of Housing and Urban Development, Department of Agriculture, Department of Defense, Department of Commerce, and National Institutes of Health. Negligent Bed Bug Extermination Contaminates Elementary School

(Beyond Pesticides, October 28, 2010) In an effort to combat a bedbug problem in a Brooklyn, New York elementary school, the Department of Education (DOE) paid a private contractor almost $100,000 to exterminate and, according to teachers, left the classrooms “soaked with a liquid bed bug killing chemical.” An odorous fluid was left behind on children’s and teacher’s desks, books and on the floors. ABC 7 Online reports the unknown pesticide substance is being tested, but teachers and parents will not know the results and what they were exposed to for another two weeks. The teacher’s union estimates that cleaning up the classroom will cost over twice what was paid, and the DOE plans to bill the contractor and stop the company from future business in the city, according to the news report. Philippine Anti-Dengue Campaign Stresses Integrated Pest Management

(Beyond Pesticides, September 10, 2010) The Department of Health (DOH) of the Republic of the Philippines recently launched a strategy against Dengue Fever, favoring integrated pest management (IPM) strategies over pesticide sprays. The campaign, called D.E.N.G.U.E. stands for D – daily monitoring of patient’s status, E – encourage intake of oral fluids like oresol, water, juices, etc, N — note any dengue warning signs like persistent vomiting and bleeding, G — give paracetamol for fever and NOT aspirin, because aspirin induces bleeding, U — use mosquito nets and E — early consultation is advised for any warning signs. Health Secretary Enrique Ona also reiterated that the most effective way to prevent and fight dengue is still by practicing the DOH’s ”˜4-S’ strategy consisting of Search and destroy, Self-protective measures, Seek early treatment and Say no to indiscriminate fogging. U.S. Grapples with Bedbugs, Misuse of Pesticides, As Non-Toxic Alternatives Are Not Widely Discussed

(Beyond Pesticides, September 1, 2010) A resurgence of bedbugs across the U.S. has homeowners and apartment dwellers taking desperate measures to eradicate the tenacious bloodsuckers, with some relying on dangerous outdoor pesticides and fly-by-night exterminators. However, these measures pose more dangers than any perceived short-term benefit, as non-toxic alternatives are not widely discussed. Bed bugs can be effectively controlled without the use of dangerous chemical pesticides. Heat treating infected spaces or items such as furniture and laundering linens in hot water will kill bed bugs. Under Pressure EPA Denies Ohio’s Request to Use Restricted Pesticide

(Beyond Pesticide, June 11, 2010) The Environmental Protection Agency (EPA) has refused the state of Ohio’s request for an emergency exemption to use the restricted pesticide propoxur in residential settings for control of bed bugs, stating that the chemical “presents unreasonable risk.” Propoxur is a highly toxic, broad spectrum insecticide. All indoor residential uses of this known neurotoxic chemical and possible carcinogen were voluntarily canceled in 2007. The Ohio Department of Agriculture, deeming the increases in bed bug infestations an emergency, requested an exemption to use propoxur in residential areas and in May the Ohio Senate’s Environment and Natural Resources Committee adopted a unanimous resolution urging the EPA to grant it. Beyond Pesticides, with coalition of environmental and public health groups, opposed the request and asked EPA to deny the exemption, citing the serious public health threat associated with the chemical, as well as the availability of alternatives. DEET-Resistant Mosquitoes Can Pass Trait to Offspring

(Beyond Pesticides, May 13, 2010) Recent tests find that mosquitoes that are insensitive to DEET, the pesticide commonly used to repel the pesky flying insect, can pass this characteristic as a genetic trait onto their offspring. The findings are published in the May 3 edition of the journal Proceedings of the National Academy of Sciences. In order to hunt for blood, female mosquitoes use their antenna to locate humans; however, according to researchers, DEET temporarily destroys an insect’s sense of smell by hindering the function of certain odor receptors. The researchers observed which insects bit DEET-treated human arms and discovered that a gene alteration prohibited a sensory cell on the bugs’ antennae from detecting the chemical. “There is something in the antenna they use to smell that reacted differently,” Dr. Nina Stanczyk of Rothhamstead Research, an agricultural research center in the U.K., told the Toronto Star. Scientists studied one species of DEET-insensitive mosquitoes, the Aedes aegypti, a species that carry the diseases yellow fever and dengue fever. Wyoming Set to Spray for Predicted Grasshopper Invasion

(Beyond Pesticides, April 29, 2010) Pest control officials in Wyoming are prepared to spray swaths of U.S. Bureau of Land Management (BLM) property with insecticide if the state experiences a grasshopper outbreak this summer as predicted by officials. Based on adult grasshopper surveys conducted by the U.S. Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service(APHIS) unit in fall 2009, APHIS is expecting that the 2010 summer season of grasshopper infestations will be significantly higher than past seasons. It is estimated that 6.7 percent or 1.2 million acres of the 18 million acres of lands in Wyoming administered by the BLM are currently threatened by a predicted infestation of grasshoppers. Pest control officials consider outbreak levels to be about 15 grasshoppers per square yard – enough to cause economic problems. Such an infestation, according to BLM, would result in substantial loss of vegetation and ground cover that is vital to providing food and habitat to wildlife and livestock populations and maintaining properly functioning ecosystems. EPA Sets New Restrictions on Phosphine Fumigants to Reduce Poisonings

(Beyond Pesticides, April 8, 2010) The U.S. Environmental Protection Agency (EPA) is requiring new restrictions on aluminum and magnesium phosphide products in an attempt to better protect people, especially children, from dangerous exposures. The new restrictions prohibit all uses of the products around residential areas and increase buffer zones for treatment around non-residential buildings that could be occupied by people or animals from 15 feet to 100 feet. Human exposure to these toxic chemicals, though slightly minimized, would nevertheless continue because of their continued availability for use on athletic fields and playgrounds, around non-residential buildings, and in agricultural production. Phosphide fumigants are known to be highly acutely toxic when ingested or inhaled. Symptoms of mild to moderate acute exposure include nausea, abdominal pain, tightness in chest, excitement, restlessness, agitation and chills. Symptoms of more severe exposure include diarrhea, cyanosis, difficulty breathing, pulmonary edema, respiratory failure, tachycardia (rapid pulse) and hypotension (low blood pressure), dizziness and/or death. Aluminum and magnesium phosphide fumigants are used primarily to control insects in stored grain and other agricultural commodities. Inadequately Restricted Pesticide Implicated in Children’s Deaths

(Beyond Pesticides, February 11, 2010) Investigators are tying the deaths of 4-year and 15-month old sisters in Layton, Utah to a pesticide that was used to kill voles, small burrowing rodents, in their family’s front yard. The 4-year-old, Rebecca Toone, died Saturday and her sister Rachel died on Tuesday after the family was hospitalized with flu-like symptoms then discharged. The girls went back to the hospital when they fell ill again after returning home. The cause of the deaths has not yet been determined, according to the Utah Medical Examiner’s Office, and toxicology tests are expected to take up to eight weeks to complete. However, investigators say that the chemical may have wafted into the family’s home after an exterminator dropped Fumitoxin, aluminum phosphide, pellets in burrow holes in the lawn on Friday. Upon exposure to moisture in the air, the pellets immediately decompose to phosphine gas. Ohio Asks EPA to Allow Unregistered Pesticide Use for Bedbugs

(Beyond Pesticides, November 13, 2009) The Ohio Department of Agriculture is asking the U.S. Environmental Protection Agency (EPA) to allow an unregistered use of the neurotoxic and cancer causing insecticide propoxur in homes to fight bedbugs in what state officials are describing as an ”˜emergency’ situation. The chemical, o-isopropoxyphenyl methylcarbamate, is in the carbamate family and classified as a probable human carcinogen (Group B2) by EPA, and listed as a known human carcinogen by the state of California. Though EPA allows emergency exemptions for unregistered pesticide uses in agriculture and for public health reasons under a controversial waiver program (Section 18, Federal Insecticide, Fungicide and Rodenticide Act, 40 CFR Part 166), it rarely issues such an exemption for an indoor pesticide use. Columbus, Cleveland, and Cincinnati are all experiencing a surge of bed bug infestations. Pesticide for Pigeons Kills Dozens of Other Birds

(Beyond Pesticides, September 2, 2009) At least 40 small birds were found dead on Sunday in Quebec City, Canada, in what residents described as a scene out of a “Hitchcock movie.” A bird feeder, stuffed with 4-aminopyridine laced corn was the culprit. The chemical was set out on the roof of a building in effort to ward off nuisance pigeons; dozens of other birds were accidentally killed, particularly bronzed grackles. While Quebec City police purport that this pesticide is legal and no charges will be made, the Quebec Environment Ministry is investigating the incident to see if exterminators followed the proper guidelines. “The wrong type of bird ended up being targeted,” Quebec City police spokeswoman Catherine Viel said. A similar event happened in Schenectady New York in 2006, when Rentokill, Inc., a local exterminator applied 4-aminopyridine in order to ward off pigeons from a hospital. Preventive Practices Work Best to Control Cockroaches

(Beyond Pesticides, June 24, 2009) An analysis of the New York City Public Housing system’s pest management practices finds that a combination of preventive management practices and least toxic pesticide options are more effective than conventional chemical-dependent practices.The analysis finds that integrated pest management (IPM)practices with a focus on sealing cracks and proper sanitation, coupled with boric acid controls cockroaches better than chemical approaches. The study, entitled “Effectiveness of an Integrated Pest Management Intervention in Controlling Cockroaches, Mice and Allergens in New York City Public Housing,” finds that apartments utilizing integrated pest management (IPM) measures have significantly lower counts of cockroaches at three months and greater success in reducing or sustaining low counts of cockroaches at three (75 percent decline) and six months (88 percent decline). IPM was associated with a more than 50 percent drop in cockroach allergen levels in kitchens at three months, and in beds and kitchens at six months. In contrast, the number of cockroaches in buildings receiving professional exterminator visits every three to six months increased slightly. Sugar Derivative Found to Disrupt Insect Proteins Integral to Immune Response

(Beyond Pesticides, June 11, 2009) Massachusetts Institute of Technology (MIT) researchers and collaborators from Northeastern University have discovered a novel way to make pest insects more susceptible to bacterial and fungal infections by blocking part of the immune defenses. The new technique could offer a more sustainable way to protect crops and buildings from damage by termites and other pest insects. The study, “Targeting an antimicrobial effector function in insect immunity as a pest control strategy,” published in this weeks Proceedings of the National Academy of Sciences, finds that a sugar called GDL (glucono delta-lactone), a naturally occurring derivative of glucose, disables the specific proteins that insects embed in their nests and makes the insects more vulnerable to infection. GDL, commonly used as a food preservative, is biodegradable and inexpensive, making it an attractive alternative to chemical pesticides. The researchers, including senior author MIT Professor Ram Sasisekharan, Ph.D., found that the proteins, known as gram-negative bacteria binding proteins (GNBPs), act as a first line of defense against pathogenic bacteria and fungus. International Agencies to Reduce DDT Use in Malaria Control

(Beyond Pesticides, May 8, 2009) The United Nations Environment Programme (UNEP) and the World Health Organization (WHO), in partnership with the Global Environment Facility, have announced a renewed international effort to combat malaria with an incremental reduction of reliance on the synthetic pesticide DDT. As recently as two years ago, WHO was criticized for promoting DDT as the answer for malaria control in Africa, leading activists to call for increased use of alternatives. DDT has been recognized as a significant human and environmental health risk, including increased risk of breast cancer a wealth of other health concerns, and have built up in waterways and, in particular, the arctic. Now, ten projects, all part of the global program “Demonstrating and Scaling-up of sustainable Alternatives to DDT in Vector Management,” involving some 40 countries in Africa, the Eastern Mediterranean and Central Asia, are set to test non-chemical methods ranging from eliminating potential mosquito breeding sites and securing homes with mesh screens to deploying mosquito-repellent trees and fish that eat mosquito larvae. Call For Action Against Bed Bug Resurgence

(Beyond Pesticides, April 16, 2009) The U.S. Environmental Protection Agency (EPA) convened the first ever National Bed Bug Summit (April 14-15, 2009) to solicit recommendations from scientists, state and local officials, pest control operators and the general public on how to tackle the resurgence of the blood sucking insects. Bed bugs have rebounded in significant numbers for the first time since World War II, partly due to increased global travel and their increasing resistance to commonly used pesticides. Bed bug outbreaks have tripled since 2005, according to a survey of 800 pest control firms across the country, infesting apartment buildings, college dormitories, hospital wings, homeless shelters and top-rated hotels. Bedbugs outbreaks have been reported in at least 27 states, including Honolulu, San Francisco, Cincinnati, Chicago, Houston and Miami. New Study Finds Insecticidal Lice Shampoos Contaminate Children’s Bodies

(Beyond Pesticides, February 23, 2009) Permethrin and lindane metabolites are found in children who use lice shampoos containing the insecticides, according to researchers affiliated with the Centers for Disease Control and Prevention. The study, “Pesticide exposure resulting from treatment of lice infestations in school-aged children in Georgia,” published in the February issue of the journal Environment International, is the first to measure children’s exposure to chemical lice treatments. The researchers collected baseline urine samples from 78 enrolled children between the ages of six to ten years of age. About one-third of those children were diagnosed with head lice and subsequently treated with at least one over-the-counter permethrin lice treatment, a prescription lindane treatment, or both. Within seven days of the insecticide application, urine samples were again collected. The permethrin exposed children had significantly higher urinary pryrethoid metabolite levels in their post-exposure urine samples. Lindane metabolites were also elevated in urine samples after treatment. New Analysis of Apple Moth Pesticides Misses Significant Hazards

(Beyond Pesticides, November 12, 2008) Despite significant data gaps in the testing of apple moth pesticides, the California Department of Food and Agriculture recently reported that a new analysis conducted by three other state agencies “confirms the products tested are extremely low in toxicity.” An analysis of the state report by researchers at the Center for Environmental Health and Pesticide Action Network find that the report failed to address potential long-term health impacts from the pesticides and even omitted analysis of many of the acute symptoms suffered by people during last year’s spraying. “There is no evidence that the apple moth has damaged crops or native plants in California,” said Caroline Cox, research director at the Center for Environmental Health and Beyond Pesticides board member, “or that eradication of the moth can actually be achieved. It is never appropriate to expose large numbers of people to incompletely tested chemicals, especially in an eradication program based on faulty assumptions.” The toxicology studies on which the new analysis is based are designed to measure acute (short-term) toxicity. Hot Air Found More Effective Than Chemical Lice Treatments

(Beyond Pesticides, September 25, 2008) Pesticides used as lice treatments can not only have extremely harmful effects on children, they are also not as effective as non- chemical treatments such as utilizing directed hot air, according to researchers. Back-to-school season often coincides with lice outbreaks, and parents should be aware of the risks involved in using lice “shampoos” that contain pesticides and informed of the viability of non-toxic alternatives. Many of the recent headlines regarding lice in schools include reference to “super lice,” which are difficult to eliminate. These lice have developed resistance to the chemicals commonly used to treat them, such as lindane, malathion and permethrin, and therefore these treatments are increasingly ineffective. Insects frequently develop resistance to pesticides, a fact that emphasizes the importance of strategies both in agriculture and public health that focus on preventing pest outbreaks and dealing with outbreaks in ways that will not lead to resistance. West Nile Spraying Put on Hold Until Testing Completed

(Beyond Pesticides, July 23, 2008) Aerial spraying for West Nile virus (WNv) over urban areas of Sacramento County, California has been halted for one week, after three days of spraying, in order to determine the success of the treatment. The results from a series of before-and-after mosquito trapping, dead bird testing and testing for infected mosquitoes are expected to take one week to complete before it is determined whether spraying should continue. The Sacramento-Yolo Mosquito and Vector Control District is hoping that previous treatments were successful in reducing infected mosquitoes and that it will not need to do more aerial spraying this season. Assistant manager, Gary Goodman, indicated that the possibility of continued spraying remains uncertain, as new data from dead bird testing, mosquito trap analyses and from human cases become available. To combat WNv, the Sacramento-Yolo district has sprayed the pesticide, Evergreen Crop Protection EC 60-6T (which contains pyrethrins) over selected urban areas. Spraying for mosquitoes over urban areas of the county started in 2005, even though aerial sprayings over agricultural fields and from the ground using trucks or hand crews have occurred for a long time.
