EPA May Reduce “Conditional Registrations” of Pesticides after Finding Process Flawed

(Beyond Pesticides, May 4, 2011) According to a U.S. Environmental Protection Agency (EPA) internal review of pesticide registrations under special circumstances, also known as “conditional registration,” the agency may reduce its use of this “imprecise” category, whilch allows widespread use of toxic chemicals not fully tested. Conditional registration of pesticides allows market entry for a product in the absence of certain data. Recent reports have found that certain conditionally registered pesticides known to be hazardous to pollinators were allowed to used by EPA without a full data set. In an April 25, 2011 post on its website, EPA provides details on its recently completed internal review on the use of conditional registration for pesticide products. The agency has come under scrutiny recently since it was revealed that the conditionally registered pesticide, clothianidin, did not at the time it allowed the pesticide to be widely used have pertinent field data required on honeybees, even though the pesticide is known to pose risks to these vulnerable pollinators. This data is still outstanding even though clothianidin continues to be used in the environment. British Government to Investigate Pesticides Linked to Bee Decline

(Beyond Pesticides, April 1, 2011) A British government scientist on Wednesday announced that he has ordered a review of a class of pesticides known as neonicotinoids, to determine what effects they may have on bee and pollinator health. Neonicotinoids, such as clothianidin and imidacloprid, have come under intense scrutiny recently due to concerns regarding their toxicity to honeybees, which are essential for a secure food supply in their role as crop pollinators. This has led some to suggest that chemicals such as these could be contributors to honeybee Colony Collapse Disorder (CCD). According to the London Daily Mail, the chief scientist at the UK Department of Environment, Food and Rural Affairs (DEFRA), Professor Robert Watson, has directed DEFRA scientists to reexamine findings on neonicotinoids and their effects on bees. The Mail suggests that Watson may have been partly motivated by a recent study done by Dr. Jeffrey Pettis of the U.S. Department of Agriculture’s Agricultural Research Service. Report Shows Honeybee Decline Is Global

(Beyond Pesticides, March 14, 2011) Scientists working for the United Nations (UN) reveal in a report published March 10, 2011 that the collapse of honeybee colonies is now a global phenomenon that could have devastating consequences. Declines in managed bee colonies, seen increasingly in Europe and the US in the past decade, are now being observed in China, Japan and Egypt according to the report, “Global Bee Colony Disorders and other Threats to Insect Pollinators,” from the United Nations Environment Programme (UNEP). EPA Rejects Immediate Action On Pesticide Toxic To Bees

(Beyond Pesticides, February 23, 2011) In response to a request by beekeepers and environmentalists to remove a pesticide linked to Colony Collapse Disorder (CCD), the U.S. Environmental Protection Agency (EPA) in a letter, defended the pesticide clothianidin and the scientific study in question which was identified by beekeepers as a critically flawed study. EPA states that it does not intend to suspend or cancel clothianidin, even though independent studies have linked this chemical and others in its class to bee decline. Beyond Pesticides, as a part of a group of environmentalists and beekeepers, broke the news last December that a core study underpinning the registration of the insecticide clothianidin was unsound, citing leaked EPA memos which discloses the critically flawed scientific study and its reclassification as a “core” study on which clothianidin’s conditional registration was contingent on, to a “supplemental” study. USDA Research Links Neonicotinoid Pesticides to Bee Deaths

(Beyond Pesticides, January 25, 2011) Research by the U.S. Department of Agriculture’s (USDA) Bee Research Laboratory and Penn State University shows that the neonicotinoid insecticide imidacloprid contribute —at extremely low levels— to bee deaths and possibly colony collapse disorder (CCD), the widespread disappearance of honey bees that has killed off more than a third of commercial honey bees in the U.S. While the study has not been published yet, the UK’s The Independent newspaper reports that honeybees exposed to imidacloprid are more susceptible to the fungal pathogen Nosema. This is the first study to show that neonicotinoids impact the survival of bees at levels below the level of detection, meaning that field studies would not have considered the role of the pesticide, because they would not have detected it. EPA Asked to Pull Pesticide Linked to Bee Kills

(Beyond Pesticides, December 9, 2010) Beekeepers and environmentalists called on the U.S. Environmental Protection Agency (EPA) December 8, to remove a pesticide linked to Colony Collapse Disorder (CCD), citing a leaked EPA memo that discloses a critically flawed scientific support study. The November 2nd memo identifies a core study underpinning the registration of the insecticide clothianidin as unsound after EPA quietly re-evaluated the pesticide just as it was getting ready to allow a further expansion of its use. Clothianidin (product name “Poncho”) has been widely used as a seed treatment on many of the country’s major crops for eight growing seasons under a “conditional registration” granted while EPA waited for Bayer Crop Science, the pesticide’s maker, to conduct a field study assessing the insecticide’s threat to bee colony health. Bayer’s field study was the contingency on which clothianidin’s conditional registration was granted in 2003. UK Beekeepers End Sponsorship Deal with Pesticide Industry

(Beyond Pesticides, November 22, 2010) The British Beekeepers’ Association (BBKA) last week announced plans to end its controversial practice of endorsing pesticides for financial benefit from leading chemical manufacturers. The endorsement of four products as “bee-friendly” caused outrage among many beekeepers because one of the companies, Bayer Crop Science, makes pesticides like imidacloprid, an insecticide widely implicated in the deaths of honeybees worldwide. The 135-year-old charity endorsed pesticides used to combat the varroa mite that is linked to the collapse of colonies as “bee-friendly.” In return, for the past 12 years the association has received ÂŁ17,500 ($27,949) a year from Bayer Crop Sciences and Syngenta. This relationship angered many members and some left the association. However, the BBKA denies that it has bowed to pressure from members who have been increasingly critical of its relationship with Bayer and other chemical companies. Two Culprits Linked to Bee Decline, More Research Needed

(Beyond Pesticides, October 8, 2010) Scientists may have found the missing link behind the colony collapse disorder (CCD): a combination of a virus and a fungus, though more research is needed to determine the exact cause and effect that these two culprits have on CCD. Prior to this study, scientists have hypothesized that there are numerous factors, including pesticides, that depress the immune and nervous system of bees, creating a vulnerability to other factors, such as those identified in this study. Army scientists in Maryland and entomologists in Montana teamed up to find that the co-occcurrence of the viruses, the invertebrate iridescent virus (IIV) with the fungus Nosema ceranae (which was previously implicated as a culprit) consistently marked a colony collapse. The study, Iridovirus and Microsporidian Linked to Honey Bee Colony Decline was published October 6th in the online science journal PLoS One. Pollinator Decline Hits Indian Farmers

(Beyond Pesticides, September 30, 2010) A new study finds a clear link between a decline in wild pollinators and reduced vegetable yields in India, which researchers say will harm both the nation’s GDP as well as access to a nutritional diet. Parthiba Basu, PhD, one of the researchers from the University of Calcutta’s Ecology Research Unit, says that nutritional security in India will be affected as a result of the decline, since the vegetables that rely on pollination substantially provide essential nutrients to the population. The research team, which presented its findings at a recent British Society meeting at the University of Leeds, compared the yields of pollinator-dependent crops such as pumpkins, squash and cucumbers with pollinator-independent crops, such as cereals. The data shows that while yields of pollinator-independent crops continue to increase, the crops that are dependent on pollinators have leveled off. Though the researchers would have liked to specifically compare pollinator abundance over the years, this kind of data is not currently available in India. Risk Assessment Flaw Downplays Insecticide’s Link to Bee Kills

(Beyond Pesticides, August 3, 2010) A new study shows that due to a flaw in standard risk assessments, which consider toxic effects at fixed exposure times, the risks posed by the neonicotinoid pesticides imidacloprid and thiacloprid are likely to be underestimated. The authors believe that minute quantities of imidicloprid may be playing a much larger role in killing bees over extended periods of time than previously thought. The study, “The significance of the Druckrey—KĂĽpfmĂĽller equation for risk assessment””The toxicity of neonicotinoid insecticides to arthropods is reinforced by exposure time,” was published online July 23, 2010 in the journal Toxicology. The authors believe that standard risk assessment calculations underestimate toxicity because they do not accurately account for the interplay of time and level of exposure. According the study: The essence of the Druckrey—KĂĽpfmĂĽller equation states that the total dose required to produce the same effect decreases with decreasing exposure levels, even though the exposure times required to produce the same effect increase with decreasing exposure levels. Unprecedented Pesticide Contamination Found in Beehives

(Beyond Pesticides, March 30, 2010) Searching for clues to the mysterious disappearance of bees, known as “colony collapse disorder”(CCD), Penn State University researchers have identified widespread pesticide contamination of beehives. The study, “High Levels of Miticides and Agrochemicals in North American Apiaries: Implications for Honey Bee Health,” was published March 19, 2010 in the scientific journal Public Library of Science (PLOS). The study finds 121 different types of pesticides within 887 wax, pollen, bee and hive samples from 23 states. The top 10 most frequently detected pesticides are fluvalinate, coumaphos, chlorpyrifos, chlorothalonil, amitraz, pendamethalin, endosulfan, fenpropathrin, esfenvalerate and atrazine. Miticides are the most common contaminant in the wax and bees, and fungicides are the most common contaminant of pollen. Pyrethroids Found to Impair Bee Reproduction

(Beyond Pesticides, March 10, 2010) A study investigating the sublethal effects of pyrethroids, bifenthrin and deltamethrin on honeybees finds that the chemicals significantly impair the pollinators’ reproduction. The researchers also point out that the concentration of each pesticide that produced adverse effects in the experiments was at or below those that bees could encounter while pollinating treated crop fields. “Effects of sublethal concentrations of bifenthrin and deltamethrin on fecundity, growth, and development of the honeybee Apis mellifera ligustica” published in the March issue of Environmental Toxicology & Chemistry, investigated the effects of the two pesticides at sublethal concentrations on fecundity, growth, and development of honeybees were examined with the feeding method for a three-year period (2006-2008). It was shown that both bifenthrin and deltamethrin significantly reduced bee fecundity, decreased the rate at which bees develop to adulthood, and increased their immature periods. Queens in the control group in 2006 laid a little more than 1,200 eggs each day, compared to not quite 900 a day in the bifenthrin group and roughly 600 per day in the deltamethrin group. Judge Pulls Pesticide After Finding Impacts on Bees Inadequately Evaluated by EPA

(Beyond Pesticides, January 4, 2010) — A pesticide that could be dangerously toxic to America’s honey bees must be pulled from store shelves as a result of a suit filed by the Natural Resources Defense Council (NRDC) and the Xerces Society. In an order issued in December, a federal court in New York invalidated EPA’s approval of the pesticide spirotetramat (manufactured by Bayer CropScience under the trade names Movento and Ultor) and ordered the agency to reevaluate the chemical in compliance with the law. The court’s order goes into effect on January 15, 2010, and makes future sales of Movento illegal in the United States. “This sends EPA and Bayer back to the drawing board to reconsider the potential harm to bees caused by this new pesticide,” said NRDC Senior Attorney Aaron Colangelo. “EPA admitted to approving the pesticide illegally, but argued that its violations of the law should have no consequences. Bee Die-Offs Linked to Pesticide Mixtures, Window of Exposure

(Beyond Pesticides, November 3, 2009) Research by scientists at the University of Florida (UF) links Colony Collapse Disorder (CCD), the widespread disappearance of honey bees that has killed off more than a third of commercial honey bees in the U.S., to larval exposure to a cocktail of frequently used pesticides. Led by UF Institute of Food and Agricultural Sciences bee specialist Jamie Ellis, PhD, the researchers have finished a first round of testing on bee larvae exposed to the pesticides most commonly found in bee hives. The results were presented on October 22 at a meeting of the North American Pollinator Protection Campaign (NAPPC), which funded the study. The work gives insight into how the larvae react to these pesticides, which are usually only tested on adult bees, and sets the stage for the researchers to test the bees’ reaction to combinations of these pesticides. Their study, “Changes in transcript abundance relating to colony collapse disorder in honey bees,” was published September 1, 2009 in the Proceedings of the National Academy of Sciences. The team also included researchers from the University of Illinois and the U.S. Department of Agriculture. In a nutshell, the researchers determined, by comparing the differences in gene expression in healthy and CCD colonies, the infected colonies had considerably more damage in their ribosomes. (Ribosomes function in the expression of the genetic code from nucleic acid into protein in all animal, plant and fungal cells.) The infected hives also had higher rates of picorna-like viruses, which damage the ribosome. EPA Initiates Review for Pesticide Linked to Honeybee Decline

(Beyond Pesticides, July 16, 2009) The U.S. Environmental Protection Agency (EPA) has issued a Final Work Plan (FWP) for the registration review of imidacloprid. A neonicotinoid insecticide, imidacloprid is highly toxic to honeybees on an acute exposure basis, and has been implicated in the recent Colony Collapse Disorder (CCD) that has occurred throughout the U.S. Over 12,000 comments were received by the agency since December 2008, urging the agency to suspend the use of this controversial chemical. Imidacloprid was first registered in the U.S. in 1994 as an insecticide to control a range of pests on crops, structures, indoor and outdoor residential areas, as well as pet products. While the use of imidacloprid has been gaining in popularity, its health and environmental effects have not been adequately studied. EPA, with its registration review program, pursuant to the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) section 3(g), must review each registered pesticide every 15 years to determine whether it continues to meet the FIFRA standard for registration. Will Deadly Pesticide’s Continued Use with Limitations Protect an Endangered Species?

(Beyond Pesticides, May 6, 2009) The U.S. Environmental Protection Agency (EPA), in consultation with the U.S. Fish and Wildlife Service (USFWS), is imposing use restrictions for the insecticide methoxyfenozide on cranberries in Wisconsin because of its potential effect on the Karner Blue butterfly. The Karner Blue butterfly is a federally listed endangered species. It remains to be seen whether, short of a ban, the complex and difficult to enforce restrictions on use and application methods will adequately protect the endangered species. The limitations for methoxyfenozide are contained in a series of county-specific Endangered Species Protection Bulletins (Bulletins) as part of EPA’s Endangered Species Protection Program (ESPP). EPA entered into consultation with USFWS after determining that use of methoxyfenozide on cranberries in Wisconsin may affect the listed Karner Blue butterfly. USFWS recommended a number of use limitations that, when implemented, should result in use that is not likely to adversely affect the Karner Blue butterfly, according to the bulletin. British Coalition Pledges Funding to Bee Decline Research

(Beyond Pesticides, April 23, 2009) Pollinators, including honey and bumble bees, butterflies and moths, play an essential role in putting food on our tables through the pollination of many crops and other flowering plants. These insects are susceptible to a variety of disease and environmental threats, including a variety of common pesticides, some of which have increased significantly over the last five to ten years. As a result, the numbers of pollinators have been declining steadily in recent years, with the number of bees in the United Kingdom alone falling by between 10 and 15 per cent over the last two years. This decline has led some to request a ban on certain pesticides suspected of contributing to Colony Collapse Disorder (CCD). To gain a better understanding of why this is happening, some of the UK’s major research funders have joined together to launch an important new research program. The biggest challenge will be to develop a better understanding of the complex relationships between biological and environmental factors which affect the health and lifespan of pollinators. European Union To Create Recovery Zones for Bees

(Beyond Pesticides, December 3, 2008) In an effort to boost declining bee populations and to stave off further agricultural losses, the European Parliament overwhelmingly approved a measure to create bee recovery zones across the continent. The recovery zones will provide bees places to forage that teem with a diversity of plants rich in nectar and pollen, as well as free of pesticides. The resolution does not set specific quotas for areas to be set aside as safe havens for bees, but its main proponent, British Member of Parliament Neil Parish, says he hopes European governments promote the creation of enough recovery zones within their borders to transform at least 1 percent of the continent’s cultivated areas into havens for bees. “They are just grassy lands left uncultivated and unfertilized, where flowers can grow freely, to the benefit of insects who feed on them,” says Raffaele Cirone, president of the Federation of Italian Beekeepers. “Leaving areas uncultivated is part of the farming and beekeeping tradition in Italy and many other European countries.” The resolution also promotes the idea of “compensation zones,” which would be cultivated with protein-rich flowers.
