Take Action: Local Authority to Restrict Pesticides under Threat of Federal Preemption in Farm Bill

(Beyond Pesticides, May 8, 2023) The Farm Bill in Congress covers many areas—ranging from the supplemental nutritional assistance program (SNAP) to trade—and the pesticide industry would like to insert a provision that takes away (preempts) local authority to restrict pesticide use—which would undercut the local democratic process to protect public health and safety. Even if communities are not now regulating toxic pesticides, we do not want to close the door on future action, as communities take on petrochemical pesticide and fertilizer use that is contributing to health threats, biodiversity collapse, and the climate emergency.    Part 1: Tell your local officials to sign onto a letter opposing the preemption language. Nevada Assembly Votes Unanimously To Protect Pollinators, Recognizes Deficiencies of EPA Regulations

(Beyond Pesticides, April 27, 2023) The Nevada Assembly, by unanimous vote, took the state one step closer to banning the use of neonicotinoid insecticides used on plants, with a waiver for commercial agricultural purposes. Despite dramatic declines in bee populations linked to neonicotinoid pesticides and other toxic pesticides, the U.S. Environmental Protection (EPA) and state regulatory authorities have for the most part ignored beekeepers and the independent scientific literature by allowing widespread toxic pesticide use—forcing elected officials to take protective action. Portions of the bill would take effect upon passage or no later than January 1, 2024. Maine and New Jersey have adopted similar legislation. The failure to adequately regulate pesticides under federal law, the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), and EPA inaction is viewed by environmentalists as the shocking disregard for the importance of biodiversity to sustaining life. Two Pesticides Threaten Dozens of Endangered Species, EPA Proposes Failed Risk Mitigation Measures

(Beyond Pesticides, April 14, 2023) In March, scientists at the National Marine Fisheries Service (NMFS) issued a draft Biological Opinion (BiOp) stating that carbaryl and methomyl — two commonly used carbamate insecticides — cause significant harm to dozens of already-endangered fish species in the Pacific Northwest’s Columbia, Willamette, and Snake rivers. The BiOp indicates that these toxic compounds, in wide use on orchards and field vegetables throughout the Willamette Valley, the Columbia River Gorge, and southeastern Washington, will likely threaten scores of species on the Endangered Species list: 37 species at risk from carbaryl and 30 from methomyl. In addition, the BiOp says, “both are likely to harm or destroy many areas designated as critical habitat for endangered species.” The mitigation measures proposed by NMFS and the U.S. Environmental Protection Agency (EPA), in light of this BiOp, are likely to be inadequate to the problem, given that both compounds can drift through air and/or migrate into groundwater and generate toxic runoff. Hearing to Phase Out 80% of Synthetic Pesticides by 2030 Makes Waves in the European Parliament, Ultimately Rejected

(Beyond Pesticides, April 13, 2023) Representatives of the 1.2 million-strong “Save bees and farmers! Towards a bee-friendly agriculture for a healthy environment,” European Citizens Initiative (ECI) called on the European Commission in a public hearing “to propose legal acts to phase out synthetic pesticides in EU (European Union) agriculture by 80% by 2030, starting with the most hazardous, and to become free of synthetic by 2035.” Advocates outlined the scientific consensus that biodiversity loss is endangering both the environment and food security and urged the executive branch to take immediate action. [See Previous Article] The timing is opportune as the Commission recently announced a revised EU Pollinators Initiative (PI), aimed at reversing the decline in wild pollinators by 2030. (Beyond Pesticides, April 12, 2023) Spring represents a period of increased water, soil, and general ecosystem pollution, correlated with increased pesticide use and increased rainfall. Thus, April showers bring May flowers, and often pesticides. We offer this overview to share with friends, family, and your community in an effort to elevate the urgent need to eliminate pesticides and make the shift to organic land management. Pesticides are pervasive in the environment, affecting all ecosystems, including air, water, and soil. Like clean air and water, healthy soils are integral to ecosystem function, interacting between Earth’s four main spheres (i.e., hydrosphere, biosphere, lithosphere, and atmosphere) to support life. Pesticide use results in pervasive contamination of treated and nontarget sites. Even organic farmers and gardeners globally suffer from the widespread movement of pesticides through the air, water, and runoff from land. Attempts to protect property and ecosystems from pesticide use are a difficult, some say impossible, challenge. Efforts to prevent contamination become a large burden, with attempts to curtail pesticide drift with buffer zone areas and eliminate fertilizers or soil supplements with pesticide residues (e.g., manure and compost). Pesticides and the Climate Crisis: Bumble Bee Behavior Thwarted by Temperature and Chemical Exposure

(Beyond Pesticides, April 6, 2023) A study published in Global Change Biology adds to research demonstrating that climate change can exacerbate the adverse impacts of pesticide exposure on managed and wild bees. Temperature can alter the sublethal effect pesticides, particularly the neonicotinoid (neonic) imidacloprid and the sulfoximine sulfoxaflor, have on bumble bee behavior tied to fitness and pollination services. Both an increase and decrease in temperature can cause diverging thermal responses in bumble bee behavior. However, increasing temperature bares more severe behavior abnormalities than cooler temperatures. The pervasiveness of pesticide exposure combined with climate change threatens global species biodiversity. As has been widely reported, pollinators (such as bees, monarch butterflies, and bats) are a bellwether for environmental stress as individuals and as colonies. Pesticides intensify pollinators’ vulnerability to health risks (such as pathogens and parasites), with pesticide-contaminated conditions limiting colony productivity, growth, and survival. Corporations Are Asked to Stand Up for Health and the Environment; Sell Organic Compatible Products

(Beyond Pesticides, March 27, 2023) In a move labeled “risk mitigation”—that is, mitigation of the risk to its shareholders—Bayer-Monsanto announced in 2021 that it would phase out Roundup™ products containing glyphosate for the residential lawn and garden market as of January 2023. In taking this action, Bayer-Monsanto is making no admissions, and glyphosate products will still be available to farmers. However, Lowe’s and Home Depot are still selling the glyphosate-based lawn and garden products. Tell Lowe’s and Home Depot to eliminate Roundup™ and other toxic pesticides, promote organic practices, and sell organic compatible products.  In fact, since this is a voluntary reformulation, and Bayer-Monsanto has decided its own timing, the company cannot be held accountable to anything. The company could change its mind, and stores can continue to sell the glyphosate-based products as long as they want. And keep in mind that replacement versions of Roundup™ products are also toxic. RoundupÂŽ Dual Action, for example, contains the following active ingredients: triethylamine salt of triclopyr, fluazipop-P-butyl, diquat dibromide, and ammonium salt of imazapic. Thus, Bayer/Monsanto announces that it is changing the formulation of Roundup and moving away from glyphosate, while continuing to sell Roundup™ products formulated both with and without glyphosate—leaving consumers unaware of their risks. United Nations and White House Calls for Action to Protect the Oceans

(Beyond Pesticides, March 13, 2023) The United Nations has just announced on March 4, 2023, an agreement on a new high seas treaty. The treaty, which must be adopted by member states and then ratified by at least 60 countries to take effect could be a critical development for meeting the UN’s COP15 “30 by 30” goal of protecting 30% of the world’s land and sea by 2030 to slow and arrest global biodiversity losses. The treaty represents a step toward implementation of President Biden’s “America the Beautiful Initiative” set in 2021, proclaiming “the first-ever national conservation goal” established by a President –a goal of conserving at least 30 percent of U.S. lands and waters by 2030.” However, he U.S. has a poor track record on approval of UN environmental treaties; approval requires a two-thirds majority affirmative vote in the Senate, and failure on that would block a Presidential signature and ratification. Groups Challenge EPA on Allowing Toxic Pesticides that Do Not Even Work and Without Its Review

(Beyond Pesticides, March 2, 2023) On February 22, a group of 65 nonprofit organizations (including Beyond Pesticides) filed a citizen petition with the U.S. Environmental Protection Agency (EPA) that asks the agency to close a gaping — and well exploited — regulatory loophole by revoking a 1984 regulation that waived efficacy data requirements in pesticide evaluations. This means that EPA has, for 39 years, registered pesticides without demonstrated proof of efficacy and benefits. The petition is aimed primarily at the widespread use of neonicotinoid insecticides (neonics), which are so harmful to hundreds of species — and to bees, other pollinators, and birds, in particular — that many advocates have insisted they should be banned altogether. Beyond Pesticides has advocated for a neonics ban because of their extensive harms to pollinators, multiple other organisms (including humans), ecosystems, and natural resources. The Center for Food Safety, Pesticide Action Network North America, Center for Biological Diversity, Beyond Pesticides, and other advocates have filed lawsuits in recent years to get EPA to act protectively on neonics and other pesticides. Pesticide Exposure and the Link to Irritable Bowel Syndrome (IBS)

(Beyond Pesticides, March 2, 2023) Populations experiencing higher levels of environmental pollutant exposure, specifically pesticides, also experience a higher rate of irritable bowel syndrome (IBS), according to a study published in Environmental Toxicology and Pharmacology. IBS is a gastrointestinal disorder that causes abdominal pain or discomfort and changes in bowel behaviors. IBS affects 25 to 45 million individuals in the U.S., mostly female (two-thirds). Additionally, a quarter to half of all gastrointestinal-related visits are for IBS symptoms. Despite the unknown etiology of IBS, ample evidence demonstrates environmental contaminants, like pesticides, negatively affect the gut microbiota, causing a microorganism imbalance and resulting in inflammation associated with IBS. The gut, also known as the “second brain,” shares similar structural and chemical parallels to the brain. The microbiota in the gut plays a crucial role in lifelong digestion, immune and central nervous system regulation, as well as other bodily functions. Although studies show how chemical exposures affect overall human health, a growing body of peer-reviewed scientific literature is now questioning how these toxic chemicals influence gut health and the subsequent occurrence of diseases. Neonicotinoids Combined with Other Pesticides Elevate Hazards to Honey Bee

(Beyond Pesticides, February 22, 2023) Combining neonicotinoid insecticides with other commonly used pesticides can result in synergistic effects on honey bees, increasing toxicity more than any individual chemical could, according to research published in Scientific Reports earlier this month. The data highlight the grave inadequacy of the U.S. Environmental Protection Agency’s (EPA) process for evaluating pesticide risks. Under current regulations, EPA requires chemical manufacturers to submit data only on singular active ingredients. Yet, pesticide products may be packaged or ‘tank mixed’ with other, equally toxic pesticides without any obligation to determine the toxicity of the material that is actually being applied. Independent research is left to fill in these gaps, and the data increasingly shows that toxicity with pesticide mixtures amounts to a roll of the dice: sometimes combinations are less toxic, sometimes their toxicities are merely additive. But more often than not, pesticide mixtures result in synergistic effects that make the product significantly more toxic than either individual chemical alone. More Dramatic Insect Decline Confirms Inadequate Action on Pending Biodiversity Collapse

(Beyond Pesticides, February 15, 2023) Areas designated to protect insects fail to do so for over 75 percent of global species, according to a study, “Three-quarters of insect species are insufficiently represented by protected areas,” published in the online journal One Earth. Protected Areas (PAs) act as a safeguard for biodiversity. However, PAs in North America, Eastern Europe, Southeast Asia, and Australia do not meet the minimum coverage requirements to safeguard global insect species assessed in the study. PAs are discussed in the 2020 Nature article, “Area-based conservation in the twenty-first century,” in which the authors state that, in view of the global biodiversity crisis, national governments must do much more to increase protected areas with “coverage across different elements of biodiversity (ecoregions, 12,056 threatened species, ‘Key Biodiversity Areas’ and wilderness areas) and ecosystem services (productive fisheries, and carbon services on land and seas).” The authors write, citing the UN Convention on Biological Diversity (to which the United States is not a signatory), “To be more successful after 2020, area-based conservation must contribute more effectively to meeting global biodiversity goals—ranging from preventing extinctions to retaining the most-intact ecosystems—and must better collaborate with the many Indigenous peoples, community groups and private initiatives […]

Harming Wildlife, Pesticides in Waterways Run into the Great Lakes Year-Round

(Beyond Pesticides, February 14, 2023) The waterways that flow into the Great Lakes are experiencing year-round pesticide contamination that exceeds benchmarks meant to protect aquatic life, according to research published in Environmental Toxicology and Chemistry by scientists at the U.S. Geological Survey (USGS). “What you use makes it into the water,” study coauthor Sam Oliver, PhD, told the Milwaukee Journal Sentinel. These data buttress growing calls from pesticide reform advocates that new laws are needed to protect the nation’s increasingly threatened waters. USGS scientists conducted their analysis on 16 tributaries that feed into the Great Lakes, including sites that correspond to urban, agricultural, and undeveloped land. Samples were taken at locations closest to the lake the tributary flowed into over a period of roughly one year from October 2015 to September 2016. Each sample was tested for 231 pesticides and their breakdown products. Researchers used aquatic life benchmarks set by the U.S. Environmental Protection Agency (EPA), and created a relative hazard index (RHI) for the study to evaluate whether specific sites should be prioritized for further protections.   Across every sampled tributary, pesticides were found. Local Authority to Restrict Pesticides Would Be Codified by Federal Reform Bill

(Beyond Pesticides, February 13, 2023) As more and more communities across the country outlaw pesticides on their public land, parks, and playing fields, most states prohibit (or preempt) localities from restricting hazardous use on private property. As a result, pesticides used on landscapes—uses that can be replaced by organic management practices—result in chemical drift and runoff, putting the community in harms way and people involuntarily exposed. The Protect America’s Children from Toxic Pesticides Act of 2023 (PACTPA), S.269, includes a provision that grants communities under federal pesticide law (the Federal Insecticide, Fungicide, and Rodenticide Act—FIFRA) local authority to restrict pesticides on all property, public and private, within their jurisdiction. While the U.S. Supreme Court (in Wisconsin Public Intervenor v. Mortier) in 1991 found that FIFRA does not preempt local governments’ authority to restrict pesticide use in their town, cities, or counties, state governments have taken that authority away in 44 states at the behest of the pesticide lobby. Garden Pesticide Use Harms Local Bird Populations, Study Authors Say “We Should Simply Ban These Poisons”

(Beyond Pesticides, February 8, 2023) Spraying pesticides around one’s garden negatively impacts local bird populations, according to research published by scientists at the University of Sussex, UK in Science of the Total Environment. Although this reasoning sounds common sense to those versed in the works of Rachel Carson, it underscores the immense importance of carrying on the legacy of her work and continuing to educate the public about the ongoing dangers posed by modern pesticides. As the study authors write, “Overall, our study shows that garden bird abundance and richness is strongly influenced by both extrinsic and intrinsic factors, and suggests that garden management, particularly regarding pesticide use, has a significant effect on bird life.” Researchers collected data by partnering with the British Trust for Ornithology, which conducts annual citizen-science counts of bird populations in UK gardens. Nearly 24,000 residents participate in the survey, which also includes information about the urbanization level surrounding their gardens, and other habitat characteristics. Pesticide Reform Bill Reintroduced in U.S. Senate, Advocates Call Changes Major But Not Systemic Ones Needed

(Beyond Pesticides, February 7, 2023) U.S. Senator Cory Booker (D-N.J.) reintroduced legislation last week to increase protections against exposure to toxic pesticides. The Protect America’s Children from Toxic Pesticides Act of 2023 (PACTPA), S.269, addresses many of the controversial issues with the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), which governs the registration and use of pesticides in the U.S. This major reform legislation tackles some of the documented deficiencies in the regulation of pesticides and removes a number of loopholes in the law. The legislation, introduced with Senators Kirsten Gillibrand (D-NY), Bernie Sanders (D-VT), Elizabeth Warren (D-MA) and Brian Schatz (D-HI), also includes a ban on all organophosphate and neonicotinoid insecticides, as well as  the weed killer paraquat, which is known to cause Parkinson’s disease and lung fibrosis. (Beyond Pesticides, February 1, 2023) Honey bee declines in the United States are “primarily related” to pesticide exposure, parasitic mites, and extreme weather conditions, research published by Penn State scientists have determined. Publishing the results in Scientific Reports, the researchers aim to provide a national overview of the range of factors harming bee colonies. “Some previous studies have explored several potential stressors related to colony loss in a detailed way but are limited to narrow, regional areas,” said study co-author Luca Insolia, PhD. “The one study that we know of at the national level in the United States explored only a single potential stressor. For this study, we integrated many large datasets at different spatial and temporal resolutions and used new, sophisticated statistical methods to assess several potential stressors associated with colony collapse across the U.S.” The results reinforce calls from bee health advocates in the U.S. and around the world: eliminate toxic pesticide use, the lowest hanging fruit contributing to pollinator declines. Common Fungicide Adds to Growing List of Pesticides Linked to Gastrointestinal and Microbiome Damage

(Beyond Pesticides, January 26, 2023) A study published in Food Safety and Toxicology finds that the widely used fungicide azoxystrobin (AZO), used in food production and turf management, can disrupt the function of the intestinal (colonic) barrier responsible for the absorption of nutrients and defense against harmful substances. This and other similar data are important because the U.S. Environmental Protection Agency (EPA), with its required pesticide testing protocol, says that the chemical has “low acute and chronic toxicity to humans, birds, mammals, and bees,” and speaks to the need for the agency to modernize its registration requirements. [The agency does note that AZO is “is highly toxic to freshwater fish, freshwater invertebrates, and estuarine/marine fish, and very highly toxic to estuarine/marine invertebrates.] AZO is a broad-spectrum chemical used in wheat, barley, oats, rye, soya, cotton, rice, strawberry, peas, beans, onions, and a long list of other vegetables, as well as on lawns and golf courses, on a range of fungal diseases. Western Bumblebee Declines a Result of Pesticides and Climate Change, No End in Sight

(Beyond Pesticides, January 25, 2023) Populations of the western bumblebee are in free fall, with 57% declines across the species’ historical range, finds new research led by scientists at the U.S. Geological Survey. These data are in line with trends for other once common bumblebees in the United States, like the rusty patched and American, of which the former is now listed as endangered and the latter is under consideration. Most critically, the study authors did not simply generalize the most likely and common reasons, but instead establish the contribution that pesticide use, climate change, and land use changes have on western bumblebee declines. As the study shows, both the drivers and solutions to pollinators declines are in human hands, necessitating a broad rethinking of the nation’s approach to energy use and food production. The western bumblebee has been under considerable stress for decades. In the 1990s, there were attempts to commercialize the species as a greenhouse pollinator. Legal Case Opens To Stop Antibiotics in Citrus and Advance Organic, Given Resistant Bacteria Crisis

(Beyond Pesticides, January 24, 2023) Oral arguments begin this week in a lawsuit challenging the U.S. Environmental Protection Agency’s (EPA) approval of the antibiotic streptomycin as a pesticide on citrus crops. Brought forth by a coalition of farmworker, health, and environmental groups, the lawsuit aims to stop the use of a critical medical treatment for agricultural purposes. “Humanity’s dwindling supply of medically effective antibiotics is not worth sacrificing for an industry that has safer alternatives available,” said Drew Toher, community resource and policy director at Beyond Pesticides. “Despite the challenges, we know from the elimination of this material in organic production that we don’t need antibiotics in order to produce a glass of orange juice.”  In 2020, the Lancet published an article that identifies several of the multiple and interacting crises the U.S. and world face, with a focus on another “looming potential pandemic . . . Apology Issued for Testing Pesticides on Humans

(Beyond Pesticides, January 20, 2023) In late December 2022, the University of California San Francisco made a public apology for the unethical actions of two School of Medicine faculty members who conducted experiments in the 1960s and 1970s on some 2,600 prisoners held at the California Medical Facility at Vacaville. The connection to the work of Beyond Pesticides? The experiments involved exposing male prisoners, by dermal application and via injection, to insecticides and herbicides; this continued until 1977, when the State of California banned all human subject research at state prisons. The investigation and apology — which arose through the work of the UCSF Program for Historical Reconciliation — surface multiple issues surrounding scientific research on human subjects, including ethics and regulations related to consent and to risk of harm. Neonicotinoid Insecticides Adversely Affect Nervous System Health, According to Study

(Beyond Pesticides, January 19, 2023) Research published in Environmental Health Perspectives finds the presence of nine various neonicotinoids (neonics) and six neonic metabolites within human cerebrospinal fluid (CSF). CSF is an essential part of the central nervous system (CNS), especially for CNS development. Specific chemical biomarkers (measurable indicators of biological state), like pesticides, found in CSF are useful for diagnosing and evaluating numerous neurological diseases. The nervous system is an integral part of the human body and includes the brain, spinal cord, a vast network of nerves and neurons, all of which are responsible for many of our bodily functions—from sensed to movement. However, mounting evidence over the past years shows that chronic exposure to sublethal (low) levels of pesticides can cause neurotoxic effects or exacerbate preexisting chemical damage to the nervous system. The impacts of pesticides on the nervous system, including the brain, are hazardous, especially for chronically exposed individuals (e.g., farmworkers) or during critical windows of vulnerability and development (e.g., childhood, pregnancy). Researchers identify the role agricultural chemicals play in CNS impacts causing neurological diseases, like amyotrophic lateral sclerosis (ALS) and Parkinson’s disease, dementia-like diseases such as Alzheimer’s, and other effects on cognitive function.
