With Some Bee Protective Suggestions, Oregon Task Force Fails to Focus on Neonics

(Beyond Pesticides, November 24, 2014) Last Wednesday, a special Task Force on Pollinator Health in Oregon delivered a series of recommendations to the Oregon legislature on how to help the state’s honey bees, native bees, and other pollinators,but failed to address the clear threat that neonicotinoid insecticides pose to pollinators. Because the task force only prioritized consensus recommendations, groups representing pesticide manufacturers, retailers, and the nursery industry were able to stifle advice on protecting pollinators from highly toxic, long-lived systemic neonicotinoids and other potential pesticide threats. Instead, the consensus decisions include: expansion of outreach and education, supporting new research, and increasing pollinator habitat. Five of the eight voting members also supported targeted oversight of pesticide use. According to Xerces Society, one of the conservationist members of the task force, industry’s opposition to targeted oversight of pesticide use stood  in stark contrast with the scientist, master gardener, beekeeper and conservationists on the task force. Canadian Doctors and Nurses Urge Neonicotinoid Pesticide Ban

(Beyond Pesticides, November 19, 2014) A group of doctors and nurses is urging the Ontario government to ban neonicotinoid pesticides, blamed for the decline of bees and other insect pollinators. As Canada’s first neonicotinoid campaign organized by doctors and nurses, the Canadian Association of Physicians for the Environment and the Registered Nurses’ Association of Ontario say that these pesticides are a “major threat to both nature and people.” The doctors and nurses in Ontario, Canada, now urging the province to ban the pesticides adds to growing pressure on the Ontario government to take action on neonicotinoids (neonics), the insecticide class of chemicals linked to the deaths of bees across Canada and the U.S. Central to the initiative is an advertising buy which starts this week on the Toronto subway system. Fines Totaling $16,000 Issued for Pesticide Applicator and Company Role in Bee Deaths

(Beyond Pesticides, November 12, 2014) The Oregon Department of Agriculture (ODA) has issued two civil penalties totaling $16,000 in connection with a pesticide application of imidacloprid, a chemical in the neonicotinoid class of insecticides connected to widespread bee decline, this summer that resulted in the death of nearly 1,000 bees at a Eugene apartment complex. Although ODA is taking actions to address pollinator protection, the frequent and continued occurrence of pesticide-related bee deaths indicates that current laws still fall woefully short of preventing these incidences. ODA’s Pesticide Program conducted an investigation that determined that Glass Tree Care and Spray Service, Inc. and its pesticide applicator violated Oregon’s pesticide control law through gross negligence. ODA is authorized to issue a civil penalty of up to $10,000 for violations that are the result of gross negligence, the maximum in this case issued to the company, a commercial pest control  operator based in Eugene. In addition, the applicator, James P. Mischkot, Jr., was issued a $6,000 civil penalty. Groups Tell Canadian Regulators to Reject Bee-Killing Pesticide

(Beyond Pesticides, November 7, 2014) Environmental organizations are calling on the Canadian government to  reject the approval of yet another bee-killing pesticide called flupyradifurone. According to Health Canada’s Pest Management Regulatory Agency (PMRA) —responsible for regulating pesticides in Canada— the new pesticide exhibits systemic behavior and “may pose a risk to bees, non-target beneficial arthropods, and freshwater and saltwater invertebrates when used for foliar application.” Additionally, the pesticide “may pose a risk to birds and small wild mammals when used for soybean seed treatment.”  Environmentalists say approval of  flupyradifurone would be irresponsible of PMRA because it would allow yet another chemical with a high potential hazard to bee health into the environment. Environmental groups, including Sierra Club Canada Foundation, David Suzuki Foundation, Pollination Canada, National Farmers Union, Friends of the Earth, and Canadian Association of Physicians for the Environment, have been vocal in expressing their concern about flupyradifurone: “Health Canada has admitted the use of neonicotinoid pesticides threatens bees and other pollinators and has promised a review, but meanwhile wants to open the door to its chemical cousin. Pesticides Impair Bees’ Immune Function, Pure Pollen Diet Has Positive Effect

(Beyond Pesticides, November 5, 2014) New research from Pennsylvania State University reports that pesticides cause large changes in the expression of genes involved in detoxification, immunity and nutrition-sensing in bees, adding to previous research that has found that pesticides compromise bee immune function. This research also finds that bees with a diet of natural, high quality pollen exhibit greater resistance to pesticides’ deleterious effects than bees on an artificial diet. The new study, “Genomic analysis of the interaction between pesticide exposure and nutrition in honey bees (Apis mellifera),” finds that pesticide exposure can impact the expression of genes that are sensitive to diet and nutrition. The researchers, upon feeding honey bees either the miticidal pesticides, coumaphos or fluvalinate, for a period of seven days, noticed significant changes in 1,118 transcripts – or strands of RNA – in the experimental group. The transcripts include genes involved in detoxification, immunity, and nutrition. The authors report that there is substantial overlap in responses to pesticides and pollen-containing diets at the genetic level. Minnesota Considers Banning Pesticides Linked to Pollinator Decline

(Beyond Pesticides, November 3, 2014) A  state ban of neonicotinoid insecticides, which have become increasingly linked to the decline of honey bees and other pollinators worldwide, is under consideration  in Minnesota, making it the first state to move in this direction.  A revised version of an earlier review, “Scoping a Review of Neonicotinoid Use, Registration and Insect Pollinator Impacts in Minnesota,” published last  week, proposes a range of state action, including “restrictions on or cancellation of products,” The review  also calls for a “clarification of label provisions and enforcement designed to protect non-target organisms and the environment, targeted enforcement-related education, ”¦ suggesting research topics that would further the understanding of non-target impacts from neonicotinoids for policymakers, funding agencies, regulatory agencies, etc., and proposing other measures designed to minimize the impacts of pesticide use on human health and the environment.”  The earlier  review, issued in March, was heavily criticized for not including the option  of banning neonicotinoids. The state has already taken steps to address the  environmental crisis  linked to neonicotinoids. USDA To Provide Additional $4 million for Honey Bee Habitat, No Mention of Pesticides

(Beyond Pesticides, October 31, 2014) Without any mention of the role of pesticides in bee decline, or emphasis on organic practices to help pollinators, Agriculture Secretary Tom Vilsack announced Wednesday that more than $4 million in technical and financial assistance will be provided to help farmers and ranchers in the Midwest improve the health of honey bees. The announcement renews and expands on a $3 million pilot investment last spring to create pollinator-friendly habitat in five Midwestern states. The effort responds to the Presidential Memorandum, which directs USDA to expand the acreage and forage value in its conservation programs. White House Delays Government-wide Action on Pollinators, Cites Chemical Dangers

(Beyond Pesticides, October 28, 2014) Last week the White House Council on Environmental Quality (CEQ) announced new guidelines for federal agencies to incorporate pollinator friendly practices at federal facilities and on federal lands. Critical to pollinator health within these guidelines is a requirement that agencies should “[a]cquire seeds and plants from nurseries that do not treat their plants with systemic insecticides.” Further, the document states that, “Chemical controls that can adversely affect pollinator populations should not be applied in pollinator habitats. This includes herbicides, broad spectrum contact and systemic insecticides, and some fungicides.” Following the U.S. Fish and Wildlife Service’s announcement this summer eliminating neonicotinoid use on National Wildlife Refuges, this represents the latest instance of a federal entity recognizing the danger caused by systemic pesticides, and recommending against their introduction in pollinator habitat. However, while the CEQ’s new pollinator friendly practices for federal facilities provide great information on appropriate plants by region, encourage education and outreach to citizens, and prescribe neonicotinoid-free plant selection, the guidelines fall just short of establishing or encouraging an organic management system for federal facilities. EPA Finds Neonicotinoid Seed Treatments To Be of Little or No Benefit

(Beyond Pesticides, October 20, 2014) The U.S. Environmental Protection Agency released a report Thursday that soybean  seed treatments with neonicotinoid insecticides provide little or no overall benefits in controlling insects or improving yield or quality in soybean production. While pesticide manufacturer Syngenta has petitioned EPA to raise the allowable levels of another systemic pesticide thiamethoxam on a number of crops, EPA’s report confirms  scientific findings  that these chemical treatments are unnecessary and inefficacious. Widely used neonicotinoids, which as systemic chemicals move through a plant’s vascular system and express poison through pollen, nectar, and guttation droplets, have been identified in multiple  peer-reviewed studies and by beekeepers  as the major contributing factor in bee decline. The report concludes that not only is there no increase in soybean yield when compared to using no pest control at all, but also the potential benefit of neonicotinoid seed treatment is not likely to be large or widespread throughout the U. S. Study Ties Pollinator Declines to Increased Global Malnutrition

(Beyond Pesticides, October 14, 2014) Though pollinators only account for about 10% of the production of food crops worldwide, pollinator decline could play a disproportionate role in affecting human health in regions that are already facing food scarcity, according to a new study. Global malnutrition overlaps with pollinator-dependent micronutrient production, published last month in the Proceedings of the Royal Society B. The study  examines regional differences in pollinator dependence of the micronutrient content in crops, revealing a significant overlap between this dependency and the severity of nutrient deficiency. Previous research has underscored the importance of pollinators to agriculture in the U.S., finding that their services are essential to crop yields,  A  May 2013 report by the U.S. Department of Agriculture (USDA)  found that one in three bites of food depends on pollination, mainly by honey bees, and that pollination is valued at $20 to $30 billion annually. For the study, scientists collected data on nutrient contents, pollination dependence and regional agricultural yields for more than 100 of the most common crops grown for global consumption. Neonicotinoids Called “Bigger Threat” to Environment than DDT

(Beyond Pesticides, October 10, 2014) Many officials are no longer mincing words as they tie the global decline in bee populations with  mounting  evidence pointing to neonicotinoid pesticides. “All the science is not done, but everything that I have before me. . .  suggests to me that this is the biggest threat to the structure and ecological integrity of the ecosystem that I have ever encountered in my life, bigger than DDT, ” said Environmental Commissioner Gord Miller, of Ontario, Canada, as he released his annual report. The Annual Report of the Environmental Commissioner of Ontario, which has been released since 1994, has in recent years found particular scrutiny falling on neonicotinoids. Dichloro-diphenyl-trichloroethane, more commonly known as DDT, was banned in Canada and in the United States in 1972, following a massive environmental movement spurred by Rachel Carson’s Silent Spring, which documented the adverse environmental effects resulting from the indiscriminate use of pesticides. Seattle Joins the Growing List of Cities To Ban Bee-Killing Pesticides

(Beyond Pesticides, September 29, 2014) Last week, the Seattle City Council voted unanimously to prohibit the use of neonicotinoid pesticides on land owned or maintained by the city. Neonicotinoid insecticides have been linked to colony collapse disorder (CCD) and declining bee health that has resulted in a near devastating decline in viable managed beehives, which are critical to pollination of one-third of the nation’s food supply. Seattle is the largest city thus far to enact such a ban to protect pollinators in the absence of federal regulation. Other localities taking action include  Skagway, Alaska, Eugene, Oregon and Spokane, Washington and dozens of other jurisdictions that have adopted organic land management practices or pesticide bans on   public land, private land, parks, schools, and other land under their authority. “Garden City of Alaska” Passes Comprehensive Pesticide Ordinance, Bans Bee-Toxic Pesticides

(Beyond Pesticides, September 25, 2014) Last week, the Borough of Skagway, Alaska passed a comprehensive vegetative maintenance pesticide ordinance, joining a growing number of localities across the country in enacting restrictions that protect human health, wildlife, and the wider environment from the hazards associated with unnecessary pesticide use. Among a number of notable accomplishments, Skagway’s Ordinance 14-15 makes it the first municipality in Alaska to ban the use of bee-toxic neonicotinoids by government employees. However the new law goes further, prohibiting the sale and use of neonicotinoid-containing products on all public and private lands in the Borough of Skagway. The state of Alaska is one of seven states that affirms the right of a local jurisdiction  to restrict pesticide use throughout its jurisdiction by not adopting law that preempts localities. Skagway, Alaska’s Ordinance 14-15 also: Prohibits the sale and use of persistent herbicides (persistent according to the US Composting Council) on public and private property. DuPont Pays $1.9 Million Penalty to EPA, Fails to Disclose Data on Pesticide Hazard

­ ­ ­(Beyond Pesticides, September 17, 2014) DuPont agreed to pay the U.S. Environmental Protection Agency (EPA) $1.853 million to settle charges from the agency that the chemical giant’s herbicide product ImprelisTM was responsible for killing and damaging thousands of acres of spruce and pine trees in 2011. On Monday, EPA filed a Consent Agreement and Final Order against DuPont for violations of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) for selling and distributing its pesticide product -ImprelisTM herbicide. EPA contends that DuPont failed to submit in a timely manner  field trial studies indicating potential ecological adverse effects from the use of Imprelis. In 2011, in what some say was one of the biggest disasters of its kind, Norway spruce and white pine tree damage and deaths were reported throughout the Midwest, in East Coast states, and as far south as Georgia. It was determined that Imprelis, marketed as a “low environmental impact” pesticide, was applied during the spring to control weeds on lawns and other landscapes in the vicinity of the non-target evergreen trees. Levels of Pesticides Still a Concern for Aquatic Life in U.S. Rivers and Streams

(Beyond Pesticides, September 12, 2014) A new U.S. Geological Survey (USGS) report finds that levels of pesticides continue to be a concern for aquatic life in many of the Nation’s rivers and streams in agricultural and urban areas. The study, which documents pesticide levels in U.S. waterways for two decades (1992-2011), finds pesticides and their breakdown products in U.S. streams more than 90 percent of the time. Known pesticide water contaminants, such as atrazine, metolachlor, and simazine, continue to be detected in streams more than 50 percent of the time, with fipronil being the pesticide most frequently found at levels of potential concern for aquatic organisms in urban streams. According to the USGS report, “An Overview Comparing Results from Two Decades of Monitoring for Pesticides in the Nation’s Streams and Rivers, 1992—2001 and 2002—2011,” featured in the journal, Environmental Science and Technology and part of the agency’s ongoing National Water-Quality Assessment Program, the proportion of streams with one or more pesticides that exceed an aquatic-life benchmark (or guideline) is similar between the two decades for streams and rivers draining agricultural and mixed-land use areas, but much greater during the 2002-2011 for streams draining urban areas. Emory University To Ban Neonicotinoids from Campus

(Beyond Pesticides, September 10, 2014) As bee and other pollinator populations continue to decline around the world, with clear evidence pointing to neonicotinoid pesticides as a prime cause, Emory University announced last week that it will be eliminating the use of this controversial class of chemicals from its campus, joining institutions and  communities like University of Vermont Law School, Spokane  (Washington),  Eugene (Oregon), and Shorewood (Minnesota). Neonicotinoids are a class of insecticides that share a common mode of action that affects the central nervous system of insects,  affecting the organisms’ ability to function. These systemic pesticides, which move through the plant’s vascular system and express themselves through pollen and nectar, include imidacloprid, acetamiprid, clothianidin, dinotefuran, nithiazine, thiacloprid and thiamethoxam. A continually growing body of science has implicated neonicotinoids, which are applied to or incorporated into seeds for agricultural, ornamental and garden plants, as a key factor in recent global bee die-offs. Manufacturer Proposes Increase in Bee-Toxic Pesticide on Crops

(Beyond Pesticides, September 9, 2014) Multinational pesticide manufacturer Syngenta  has petitioned the U.S. Environmental Protection Agency (EPA) to raise the allowable levels of a systemic pesticide on a number of crops. In certain cases, such as hay from wheat, the company is asking for a 400x increase in the tolerance level set by the federal agency. The pesticide in question is thiamethoxam, a member of the neonicotinoid class of insecticides that have been widely implicated in global pollinator declines. Many of the requested tolerance increases are for crops that end up as feed for livestock, but are also foraged by pollinators. For example, Syngenta is requesting increases on sweet corn used as forage from 0.1 parts per million (ppm) to 5.0 ppm — a 50x increase. The company is also requesting new tolerances on known bee-attractive crops; while tolerances on sunflower are currently 0.02 ppm, the company is requesting a new tolerance for sunflower seeds at 0.4 ppm. Canadian Beekeepers File Class Action Lawsuit Against Makers of Neonicotinoids

(Beyond Pesticides, September 4, 2014) Beekeepers in Ontario, Canada are tired of losing bees and have decided to take matters into their own hands by filing a class action lawsuit against two makers of neonicotinoids. According to The Globe and Mail, the lawsuit alleges that Syngenta and Bayer CropScience were negligent in the design, sale, manufacture, and distribution of neonicotinoid pesticides and this negligence caused the plaintiffs, Sun Parlor Honey and Munro Honey, to suffer $450 million in damages. These alleged damages are based on losses from damaged or lost bee colonies, decreased honey production, lost profits, and unrecoverable costs ””all because of neonicotinoids. Neonicotinoids are chemically similar to nicotine and are pesticides that are toxic to a broad range of insect pests. They are also known as systemic pesticides, which are pesticides that spread throughout the entire plant structure, making everything from roots to pollen toxic to organisms that come in contact with it. Groups Petition Federal Government to Protect Monarch Butterflies

(Beyond Pesticides, August 29, 2014) Environmentalists issued a legal petition to the U.S. Fish and Wildlife Service on Tuesday calling for the protection of the monarch butterfly as a threatened species under the  Endangered Species Act (ESA). Monarch butterflies, a striking and familiar symbol of beauty and nature in the U.S., have had their population decline by a staggering 90 percent in the past two decades alone, most likely due to a significant loss of habitat of more than 165 million acres – an area about the size of Texas -as well as nearly a third of their summer breeding grounds. Part of the decline of monarch butterflies  stems from the loss of milkweed, a native plant where the butterflies lay their eggs and is their main food source. Although little use to farmers, milkweed is an important plant to butterflies, wasps, and bees. A recent study attributed the disappearance of milkweed plants primarily to the use of genetically-engineered (GE) corn and soybean crops. The widespread adoption of GE agriculture and the ever-growing use of herbicides are contributing extensively to the loss of milkweed areas. California Passes Bill That Mandates Response to Bee Crisis, but Delays Action until 2020

(Beyond Pesticides, August 22, 2014) In a blow to the adoption of urgently needed protections for pollinators, the California State Senate voted 35-1, after an earlier Assembly vote of 75-0,  to delay a requirement for action on bee-harming neonicotinoid (neonic) pesticides until 2020. While advocates want mandates for  regulatory action to protect bees, the timeline in the bill ignores that ongoing crisis faced by bees, beekeepers, and agriculture dependent on bee pollination.  Assembly Bill 1789 provides the California Department of Pesticide Regulation (CalDPR) another four years to reevaluate neonicotinoid pesticides, and an additional two years to implement any measures that would be needed to protect pollinator health. Given that CalDPR began its reevaluation of neonics in 2009, and existing law would have required a complete reevaluation within two years, the legislature’s new 2020 timeline has been met with strong criticism from beekeepers and environmental groups. The passage of AB 1789 sets the CalDPR on a track similar to the U.S. Environmental Protection Agency’s (EPA) timeline for neonic review. Report Finds Banned, Illegal Pesticides in Popular Indian Tea Brands

(Beyond Pesticides, August 14, 2014) Pesticides are not the first thing to pop into mind when peering into a hot mug of steaming, pale green or murky black tea first thing in the morning. A recent report published by Greenpeace India announced the results of an investigation that tested for pesticide residues in branded tea. The verdict? Nearly 94% of the tea samples tested contained at least one of 34 different pesticides, while over half contained a toxic cocktail of more than 10 different pesticides. The residues found include DDT, which was banned for use in agriculture in India since 1989, and endosulfan, which was banned in 2011 by the Indian Supreme Court. Over half of the 49 samples contained illegal pesticides — either those that are not approved for use in tea cultivation or exceeded recommended limits. These pesticides include ones that have been long banned from agriculture and use in tea cultivation (DDT and triazophos), suspected mutagens and neurotoxicants (monocrotophos), and insecticides associated with the global decline in bee populations (neonicotinoids like thiacloprid and thiamethoxam).
