Organic Land Management Ordinance Proposed in Durango, Colorado

(Beyond Pesticides, August 21, 2012) A proposed ordinance that eschews chemical fertilizers and pesticides in favor of an organically maintained system on public land in Durango, CO will be up for debate tonight, and, if denied, will wind up on the city’s November ballot. The ordinance was put together by a group of local advocates, Organically Managed Parks Durango. The group utilized a petition process defined in the City Charter, which gives voters the power to propose ordinances to the City Council which must either approve the ordinance or send it back to residents for a vote. The ordinance, based on Beyond Pesticides’ model policy, focuses on developing healthy soil and would appoint an organic land management coordinator to oversee the program. The ordinance also allows for pesticides to be used in the case of a public health emergency only after all other options have been exhausted. Richmond, California Unanimously Approves Pesticide Restrictions

(Beyond Pesticides, July 31, 2012) Last week, Richmond, California’s City Council unanimously approved a pesticide reform ordinance targeting the use of toxic chemical pesticides within city boundaries. Barring a public health emergency or immediate threat to city property, the regulation bans city departments from using any pesticide considered a known carcinogen (Toxicity Category I and II) by the U.S Environmental Protection Agency. It also prohibits city workers and contractors from applying pesticide products which contain highly toxic organophosphate and carbamate class chemicals. Moreover, with the implementation of the new ordinance, picnic areas, playgrounds, and riparian areas will be considered “no-spray” zones. In other public areas, the legislation puts a strong emphasis on non-chemical methods of pest prevention and control. It would allow the use of least-toxic pesticides only as a last resort, with the intention to significantly reduce or eliminate the use of and exposure to pesticides. The legislation also requires all city departments involved in pest management to submit an implementation plan and undergo training and education programs on least-toxic pest control. EPA Asks for Public Comment on Petition to Ban Pesticide Deadly to Bees, Senators Urge Expedited Action

(Beyond Pesticides, July 30, 2012) The U.S. Environmental Protection Agency (EPA) has opened a 60-day public comment period on the agency’s decision to deny the request by beekeepers to immediately suspend the use of clothianidin, a pesticide that poses harm to pollinators. The legal petition was filed earlier this year by 25 beekeepers and environmental organizations, and cites significant acute and chronic bee kills across the United States linked to neonicotinoid pesticides, particularly clothianidin. On Thursday, Senator Kirsten Gillibrand (D-NY), a member of the Senate Agriculture Committee, called for an expedited review of pesticides that could be inadvertently decimating honey bee populations. The letter is also signed by Senators Patrick Leahy (D-VT) and Sheldon Whitehouse (D-RI). EPA is not expected to complete its review until 2018, and any implementation plans could take years beyond that to complete. EPA Denies Imminent Hazard Exists in Partial Response to Beekeeper Petition

(Beyond Pesticides, July 20, 2012) On Thursday, July 19, the U.S. Environmental Protection Agency (EPA) announced it had formally refused to recognize that honey bees face an “imminent hazard” and denied a request by beekeepers to immediately suspend the use of pesticides that pose harm to pollinators. The decision comes in response to a legal petition filed earlier this year by twenty-five beekeepers and environmental organizations, citing significant acute and chronic bee kills across the United States linked to neonicotinoid pesticides, particularly clothianidin. “We’re disappointed. EPA has signaled a willingness to favor pesticide corporations over bees and beekeepers,” said Steve Ellis, a petitioner and owner of Old Mill Honey Co, with operations in California and Minnesota. “This decision puts beekeepers, rural economies and our food system at risk. Take Action: Tell D.C. Mayor Gray to Sign Pesticide Reform Bill

(Beyond Pesticides, July 12, 2012) The Council of the District of Columbia passed a pesticide reform act Tuesday strengthening pesticide restrictions in our nation’s capital. To ensure the rules are enacted, Beyond Pesticides is calling on supporters to take action and urge D.C. Mayor Vincent C. Gray to sign the legislation into law. The Pesticide Education and Amendment Control Act of 2012, introduced by Chairwoman Mary Cheh of the Environment, Transportation and Public Works Committee, is a step forward in the fight to keep schools and other public spaces free from unnecessary chemical applications. The bill protects children and their parents by restricting the application of pesticides at schools and day care centers, on public property, and near waterways. It also establishes publicly available courses on pesticides at the University of the District of Columbia. The passage of this Act adds to the growing movement across the country calling for increased restrictions on the use of dangerous chemicals in the public sphere. Bee-Killing Neonicotinoid Pesticide Thiamethoxam Banned in France

(Beyond Pesticides, July 2, 2012) The French Ministry of Agriculture has issued a ban on the neonicotinoid pesticide thiamethoxam due to concerns over the chemical’s impacts on pollinators, especially honey bees. The pesticide product containing thiamethoxam, Cruiser OSR, is manufactured by Swiss chemical giant Syngenta and has been used as a seed treatment on canola seed. The French Agriculture Minister, Stephane Le Foll, had announced in June that his agency was considering a ban on the pesticide and asked Syngenta to submit any new data the company had on the chemical. Apparently finding this data insufficient evidence that thiamethoxam was safe for pollinators, the agency withdrew the permit for Cruiser OSR last Friday. The ban is expected to take effect at the start of the next canola planting season in late summer. Thiamethoxam is a neonicotinoid insecticide used to coat seeds prior to planting. When the seed germinates, the plant that grows from it takes the chemical up through its vascular system and expresses it through pollen, nectar, and guttation droplets from which bees forage and drink. Manitoba Solicits Public Input for Pesticide Ban, British Columbia’s Law in Doubt

(Beyond Pesticides, June 28th 2012) The Canadian province of Manitoba is asking for public feedback on whether to ban the sale and/or use of cosmetic pesticides for lawn care. This request comes on the heels of a May 17 recommendation by a special committee in the Canadian provincial government of British Columbia (BC) not to enact an all-out ban on cosmetic pesticides. Currently, seven Canadian provinces have enacted pesticide regulation, each with varying degrees of restrictions. The public has until October 1 to submit their comments on the ban to the Manitoba government. The province is providing guidance to the public through a paper titled Play it Safe, which outlines the background on the proposed ban, explores restriction options, and raises awareness about pesticide use on lawns. The paper makes note of the importance of using a precautionary approach to the sale and use of lawn care pesticides, acknowledging the potential harm these chemicals can cause to the environment and human health, especially those at increased risk, such as pregnant women and children. International Scrutiny of Pesticide Link to Honey Bee Deaths Intensifies

(Beyond Pesticides, June 25, 2012) The Canadian governmental authority responsible for pesticide registration has expanded its re-evaluation of neonicotinoid pesticides to include two additional compounds linked to honey bee deaths and Colony Collapse Disorder (CCD). Health Canada’s Pest Management Regulatory Agency (PMRA) announced on June 12 that it has added clothianidin and thiamethoxam and their associated products to its ongoing re-evaluation of imidacloprid. The re-evaluation of these pesticides will focus on resolving issues related to environmental risk and specifically the potential effects of neonicotinoids on pollinators. The re-evaluation will consider all agricultural uses of neonicotinoid insecticides, including soil applications, seed treatment, as well as foliar and greenhouse uses. The Canadian announcement follows France’s decision earlier this month to initiate its own review for thiamethoxam that could result in the cancelation of allowances for using the pesticide. France Considers Ban on Pesticide Linked to Colony Collapse Disorder

(Beyond Pesticides, June 4, 2012) France’s Agriculture Minister Stephane Le Foll announced plans on Friday to cancel Swiss manufacturer Syngenta’s registration to treat canola seed with the neonicotinoid insecticide thiamethoxam, a chemical cousin of the bee-killing pesticide clothianidin, in a move to protect honey bees from Colony Collapse Disorder (CCD). When honey bees are exposed to thiamethoxam, it breaks down in their bodies to, clothianidin, which Beyond Pesticides is petitioning the Environmental Protection Agency (EPA) to ban due to a preponderance of adverse effects data and inadequate registration safety testing. Both pesticides have been shown in numerous scientific studies to play a key role in CCD. As France acts to protect its pollinators from pesticides, the U.S. continues to allow the uses of theses highly toxic chemicals to continue. Research Shows Imidacloprid Depresses Honey Bee Feeding and Communication

(Beyond Pesticides, May 25, 2012) Biologists at the University of California at San Diego (UCSD) have discovered that a small dose of the commonly used neonicotinoid crop pesticide imidacloprid turns honey bees into “picky eaters” and affects their ability to recruit their nestmates to otherwise good sources of food. The results of the experiments, detailed in this week’s issue of the Journal of Experimental Biology (abstract), shed light on one of the main culprits suspected to be behind the recent declines in honey bee colonies and detail the particular ways that the substance impedes the functions of the colony. Since 2006, beekeepers in North America and Europe have lost about one-third of their managed bee colonies each year due to “colony collapse disorder.” While the exact cause is unknown, researchers believe pesticides have contributed to this decline. One group of crop pesticides, called “neonicotinoids,” has received particular attention from beekeepers and researchers. Farmers, Scientists, and Advocates Concerned About Lack of Pesticide-Free Seeds

(Beyond Pesticides, May 21, 2012) American farmers are growing increasingly more frustrated with the lack of commercially available seeds that have not been pretreated with pesticides. Farmers across the Midwest have called on federal officials this week to provide greater access to seeds without pesticide treatments. The request comes as scientists and beekeepers highlight the nearly pervasive use of neonicotinoids as seed treatments on corn as a critical factor in recent bee die-offs, including colony collapse disorder (CCD). Beekeepers from Minnesota to Ohio to Canada report large losses after their hives forage near treated cornfields. Scientists from Purdue University and a multi-year series of studies from Italy point to toxic dust, or neonicotinoid-contaminated powder from recently planted corn fields as key pesticide exposure pathways for bees. British Columbia Pesticide Ban Campaign Gains Traction

Beyond Pesticides, (May 10, 2012), British Columbia (BC) may become the eighth Canadian province to ban cosmetic (lawn care) pesticides after the Special Committee on Cosmetic Pesticides submit their recommendations to the legislature later this month. The report will outline the bipartisan committee’s findings from over the last eight months on restrictions for non-essential pesticides use province-wide. Roughly forty municipalities throughout the province already have pesticide bans in place, and a survey found that a majority of Metro Vancouver voters across political party lines endorse a province-wide ban on the sale and use of lawn and garden pesticides. Ohio’s Cuyahoga County Bans Most Toxic Pesticide Use on County Property

(Beyond Pesticides, April 17, 2012) Last week, Ohio’s Cuyahoga County Council voted to limit the use of chemical insecticides, weed killers and other pesticides on county property. According to the Cleveland Plain Dealer, the restrictions will apply to the county’s 66 buildings, their lawns and the wide swaths of open space at Whiskey Island and the Cuyahoga County Airport. In describing the ordinance Councilman Julian Rogers said, “[County pest managers] have to focus on using techniques that will specifically target the pests they’re looking to eliminate and will have the least amount of impact to other organisms, including humans.” Cuyahoga County is Ohio’s most populous county. “This is a watershed ordinance, certainly for the state of Ohio,” said Barry Zucker, executive director of Beyond Pesticides Ohio and long-time advocate for this type of county-wide ordinance. “This is a terrific achievement and a tremendous model for other communities in Ohio and the rest of the nation.” People in the county have long recognized the dangers posed by pesticides and the availability of viable alternatives. Cape Cod Communities Moving Toward Organic Land Management

(Beyond Pesticides, April 6, 2012) A number of communities on Cape Cod, Massachusetts have begun to adopt or explore organic turf management practices for municipal parks and athletic fields. The towns of Wellfleet, Eastham, Barnstable, Brewster, Orleans, Chatham, and Harwich have all made moves toward adopting policies or informal practices that seek to limit the application of toxic pesticides on town-owned property and opt instead for organic methods of pest management. Furthest along in the effort is Wellfleet, which last month officially adopted the Cape’s first codified organic turf management policy. The policy bans all pesticides and chemical fertilizers on town parks, playgrounds, and athletic fields, while allowing for some exceptions such as rodent bait traps, according to the Cape Cod Times. Wellfleet’s Board of Selectmen, which unanimously adopted the policy on March 13th, were concerned about the possibility of lawn chemicals leading to environmental contamination and presenting serious risks to people and wildlife. Two Studies Link Pesticides to Bee Health, Strengthen Case for Ban

(Beyond Pesticides, April 3, 2012) Last week, the journal Science published two new studies linking neonicotinoid pesticide exposure to bee health. These two studies, one French, one British, add to a growing body of scientific literature and strengthen the case for removing pesticides toxic to bees from the market. The French study shows that pesticides interfere with honey bee brains, affecting their ability to navigate. The British research finds that pesticides prevent bumble bees from collecting enough food to produce new queens. Take Action: Tell Congress to Protect Pollinators from Pesticides

(Beyond Pesticides, March 27, 2012) On March 21, Beyond Pesticides joined beekeepers and environmental groups, Center for Food Safety and Pesticide Action Network North America in filing an emergency legal petition that calls on the Environmental Protection Agency (EPA) to suspend registration of Bayer’s controversial bee-killing pesticide, clothianidin. Because Congress has the authority to exercise oversight over federal agencies like EPA, the organizations are now calling on the public to ask Congress to protect honey bees and wild pollinators from clothianidin and other pesticides known to be toxic to bees. Bees and other pollinators are still dying off at catastrophic rates —commercial beekeepers lost an average of 36% of their hives last year, according to USDA. Honey bees pollinate one in every three bites of our food and, as indicator species, they serve as sentinels whom we ignore at our peril. Beekeepers and Environmentalists Petition EPA to Stop Pesticide Linked to Bee Deaths

(Beyond Pesticides, March 22, 2012) Yesterday, commercial beekeepers and environmental organizations filed an emergency legal petition with the U.S. Environmental Protection Agency (EPA) to suspend use of a pesticide that is linked to honey bee deaths, urging the agency to adopt safeguards. The legal petition, which specifies the pesticide clothianidin, is supported by over one million citizen petition signatures, targets the pesticide for its harmful impacts on honey bees. “EPA has an obligation to protect pollinators from the threat of pesticides,” said Jeff Anderson of California Minnesota Honey Farms, a co-petitioner. “The Agency has failed to adequately regulate pesticides harmful to pollinators despite scientific and on-the-ground evidence presented by academics and beekeepers.” Over two dozen beekeepers and beekeeper organizations from across the country, from California and Minnesota to Kansas and New York, filed the legal petition with the EPA today. CT Town Bans Pesticides on Playing Fields, Activists Push to Repeal Preemption

(Beyond Pesticides, March 13, 2012) The town of Woodbridge, CT voted on last week to ban the use of pesticides on the town’s athletic fields. With the Board of Selectmen voting 5-1, Woodbridge committed to a pesticide-free land management program with the full support of Parks Department director Adam Parsons. The Parks Commission originally wanted to keep one field exempt from the ban in case the Parks Department could not meet their aesthetic standards. But Mr. Parsons told the Board of Selectmen that it would not be a problem. “I am very confident I will not lose a ballfield,” Mr. Parsons told the Milford-Orange Bulletin. “I believe the ban is a good idea for all the baseball fields.” While environmental and public health advocates applaud Woodbridge’s leadership, many would like to see pesticide bans go further and include private property as well. However, Connecticut, like 42 other states, has a “preemption law” that prevents municipalities from passing pesticide policies that limit pesticide use restrictions to land owned by the local jurisdiction. With Environmental Laws Under Attack, Pesticide Conference to Convene in New Haven, CT

(Beyond Pesticides, March 9, 2012) With Members of Congress attempting to gut pesticide protections from the Clean Water Act and state legislators threatening to repeal Connecticut’s historic pesticide ban on school grounds, environmentalists from the Northeast and beyond are joining with researchers, authors, beekeepers, organic business leaders, elected officials, and others to discuss strategies for protecting health and the environment. Put Your Pesticide-Free Backyard on the Bee Map

(Beyond Pesticides, February 29, 2012) Bees are in trouble –in large part because of pesticides– and policymakers just aren’t acting quickly enough to help them. But backyard gardeners, sideline beekeepers, and ordinary people all over the country have been stepping up. Beyond Pesticides and Pesticide Action Network North America have launched HoneyBeeHaven.org, a site where individuals who are taking matters into their own hands can add their pesticide-free pollinator habitat to the map, while we continue to pressure EPA to protect honey bees and wild pollinators from pesticides. On the website, visitors are encouraged to take the pledge to go pesticide-free and protect bees, and then put your yard, park, or school grounds on the map. It’s easy to do, and will demonstrate the groundswell of citizen support to protect pollinators from pesticides now. Bee Exposure to Treated Seed Dust During Planting Confirmed

(Beyond Pesticides, February 28, 2012) A study by researchers at the University of Padova in Italy and published in the journal Environmental Science and Technology has confirmed the findings of previous research showing that honey bees are exposed to toxic neonicotinoid insecticides during spring seed planting. Neonicotinoids are known to be highly toxic to honey bees and, yet, are used on millions of acres through North America every year. These findings lend even greater urgency to the need to take these chemicals off the market and ensure the continued survival of honey bees and the essential pollination services that they provide for our food system. Neonicotinoids, including clothianidin, imidacloprid, and thiamethoxam, are most commonly applied by coating crop seeds with the chemical. When these treated seeds are planted, the chemical becomes part of the plants vascular system and stays in the plant for the duration of its lifetime, expressing itself in the pollen. Previously, it had been thought that bees were only exposed to these chemicals through pollen and water droplets from treated plants, which would occur later in the season once the plants had grown and bloomed. Legislators Consider Repealing Pesticide Ban on Connecticut School Grounds

(Beyond Pesticides, February 24, 2012) On Wednesday, February 22, the Connecticut General Assembly’s Planning and Development Committee held a hearing to consider a bill that would repeal the state’s ban on toxic pesticide use on school grounds by allowing their use as part of a so-called “integrated pest management” (IPM) system. If you live in Connecticut, you can take action to fight this bill and preserve the health of school children. Current state law, adopted in 2005 and amended in 2007 and 2009 to cover facilities from day care centers up through grade 8, prohibits pesticides on playgrounds and playing fields at schools (except under emergency situations), allowing instead for non-toxic pest and fertility management. The bill currently under consideration, HB 5155, would repeal the ban, making pesticide use allowable as part of an IPM program as defined by any number of a range of bureaucratic offices. Although IPM can be a helpful tool in the transition from a pesticide-intensive to a non-toxic management system, it makes no sense to weaken an already strong standard aimed at protecting the health of children. Organic Farming Improves Pollination Success in Strawberries

(Beyond Pesticides, February 23, 2012) A new study finds organic farming practices in strawberry production result in much greater pollination success than chemical-intensive methods. Researchers also determined that this effect was apparent within just two to four years of conversion to organic, suggesting that there is not a significant lag time before pollination benefits are seen after adopting organic farming practices. The study, led by Georg Andersson of Lund University in Sweden, adds to a growing body of research that highlights the necessity of switching to organic agriculture. Pollination of insect pollinated crops is correlated with pollinator abundance and diversity. Since organic farming has the potential to mitigate negative effects of agricultural intensification on biodiversity, it may also benefit crop pollination, but direct evidence of this has so far been lacking. Researchers speculate that this effect may be due to an increase in insect pollinator abundance and/or diversity.
