Oregon Health Authority Finds Forestry Pesticides in Residents in Long Delayed Report

(Beyond Pesticides, May 28, 2013) A recent report by the Oregon Health Authority (OHA) found that residents that live in the Highway 36 corridor of Western Oregon were exposed to toxic pesticides in the spring and fall of 2011. OHA collected urine and environmental samples in August and September of 2011 and found levels of 2,4-D and atrazine in residents’ urine. 2,4-D and atrazine have been detected in residents’ urine previously after they had sent samples to be analyzed by Emory University in 2011. Residents continue to argue that herbicides being aerially sprayed on private forests are drifting on their land and causing dangerous levels of exposure. Even though this report by OHA has been delayed several times, it still contains serious data gaps. According to the report, “The urine samples tested had levels of 2,4-D higher than the general U.S. population.” Though the report found that urine samples also had detectable levels of atrazine, there are no national reference values for atrazine available for the general population, so the study could not conclude that the levels of atrazine exposure were higher than the national average. USGS Documents Threat of Pesticides to Waterways; Farm Bill Amendment Undermines Clean Water Act

(Beyond Pesticides, May 20, 2013) The U.S. Geological Survey (USGS) released a national assessment that shows the distribution and trends of pesticide use from 1992-2009, providing visible evidence that contamination of pesticides in our nation’s water is clearly a continuing threat. Meanwhile, U.S. Senators are gearing up to put their version of the Farm   Bill on the table that would eliminate common sense protections from pesticide applications into our nation’s waterways. These highly controversial  amendments would undermine the Clean Water Act and put our health and the environment at risk. Tell your Senators to oppose any efforts to undermine the Clean Water Act. The USGS maps provide, for the first time, a visible depiction of the agricultural use of 459 pesticides for each year during 1992-2009. Maps were created by allocating county-level use estimates to agricultural land within each county. A graph accompanies each map, which shows annual national use by major crop for the mapped pesticide for each year during the period. These pesticide use estimates are suitable for evaluating national and regional patterns and trends of annual pesticide use. Manufacturer to Restrict Atrazine Sales, Use, and Distribution on Long Island

(Beyond Pesticides, May 15, 2013) Recent public outcry over atrazine contamination of drinking water supplies on Long Island has pressured pesticide, herbicide, and fungicide manufacturer Makhteshim Agan of North America (MANA) to restrict the sale, use, and distribution of the toxic chemical. The move has been lauded by environmental advocacy groups, including Citizens Campaign for the Environment (CCE). “Atrazine is a dangerous chemical that poses an unacceptable risk to public health and the environment on Long Island,” said Adrienne Esposito, CCE Executive Director. “Removing this product from the shelves is an essential first step in protecting Long Island drinking water from unnecessary pesticide contamination. We are delighted by this news.” Unfortunately, stores will continue to sell its atrazine inventory until MANA implements the anticipated restriction date of spring of 2014. Atrazine is one of the most commonly used herbicides in the world and is used on most corn, sugarcane and sorghum acreage in the United States; and can also be used on golf courses and residential lawns. EPA Green-Lights New Pesticide Highly Toxic to Bees, Dismisses Concerns

(Beyond Pesticides, May 8, 2013) In apparent contradiction to its stated intention to protect pollinators and find solutions to the current pollinator crisis, the U.S. Environmental Protection Agency (EPA) approved the unconditional registration of the new insecticide sulfoxaflor,  which the agency classifies as highly toxic to honey bees. Despite warnings and concerns raised by beekeepers and environmental groups, sulfoxaflor will further endanger bees and beekeeping. New Federal Report on Honey Bee Health

(Beyond Pesticides, May 3, 2013) Despite the groundbreaking decision in Europe earlier this week to protect honey bees by suspending the neonicotinoid pesticides shown to be highly toxic, the  U.S. Department of Agriculture (USDA) and the U.S. Environmental Protection Agency (EPA) released a report yesterday which fails to address the overwhelming scientific evidence of neonicotinoid-related bee death and decline. The report presents no long-term, sustainable solutions to address the current bee crisis. Instead, the report recommends further research on the role of pesticides in honey bee health, further highlighting the stymied pace of U.S. regulatory efforts. The report follows on the National Stakeholders Conference on Honey Bee Health, which was led by federal researchers and managers and Pennsylvania State University in October 2012. Stakeholders at the conference included industry, federal officials, scientists, beekeepers, and activists who discussed several factors pertaining to adverse pollinator heath. Parasites, disease, genetics, poor nutrition, and pesticide exposure were highlighted at the meeting as synergistic factors in the observable nationwide honey bee decline. Report Finds Pesticide Hazards to Endangered Species Inadequately Reviewed by EPA

(Beyond Pesticides, May 2, 2013) A committee of the National Academy of Sciences’ Research Council (NRC) issued a new report that outlines steps to improve regulatory problems associated with pesticides that harm endangered and threatened species. The report, Evaluating Risks That Pesticides Pose to Endangered, Threatened Species — New Report  suggests the need to overhaul  EPA’s deeply flawed pesticide approval process. Under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), before a pesticide can be sold, distributed, or used in the United States, the U.S. Environmental Protection Agency (EPA) is required to determine  that the pesticide does not cause unreasonable adverse effects on the environment. However,  in the case of species  listed as endangered or threatened under  the U.S. Endangered Species Act (ESA), all federal agencies, including  EPA,  are required to ensure that their actions will not jeopardize the continued existence of a listed species by diminishing the species’ numbers and  reproduction. To do this, in its pesticide registration process,  EPA is required to consult with the Fish and Wildlife Service (FWS) and National Marine Fisheries Service (NMFS) when a federal action may adversely  affect a listed species or its habitat. New Report Calls Into Question the Use of Nanomaterials in Our Food Chain

(Beyond Pesticides, April 25, 2013) A new report by the Institute for Agriculture and Trade Policy (IATP) finds that nanomaterials added to soil via fertilizers and treated sewage waste used to fertilize fields could threaten soil health necessary to keep land productive. The report, Nanomaterials in Soil: Our Future Food Chain?, draws attention to the delicate soil food chain, including microbes and microfauna, that enable plant growth and produce new soil. Laboratory experiments have indicated that sub-molecular nanoparticles could damage beneficial soil microbes and the digestive systems of earthworms, essential engineers in maintaining soil health. Other recent peer-reviewed scientific research showcasing potentially negative impacts of nano-fertilizers on public health and the food supply has been documented. Last month, Duke University published research which finds that low concentrations of silver nanoparticles in sewage sludge can cause significant disruptions to natural ecosystems. In February, a Dutch study revealed the harmful effects of silver imbued sewage sludge on earthworm health. “In light of published research, the Obama administration should institute an immediate moratorium on fertilizing with biosolids from sewage treatment plants near nanomaterial fabrication facilities. Study Shows Brain Tumors in Children Caused by Parental Pesticide Exposures

(Beyond Pesticides, April 12, 2013) A study released this month on termite pesticide applications reveals that women exposed within a year of pregnancy are almost twice as likely to have a child that develops a brain tumor. Research was led by Professor Elizabeth Milne, PhD., head of the cancer epidemiology group at the Telethon Institute for Child Research. Published in Cancer Causes and Control, the article, “Exposure to Pesticides and the Risk of Childhood Brain Tumors,” studies whether exposure to pesticides a year prior to conception, during pregnancy and exposure during childhood were likely to augment the risk of brain tumors. Instead of examining household applications by homeowners, the study examines the role of pesticides applied by professional pest control applicators particularly to eradicate termites, spiders, and insects. “The findings confirm what has been found in previous studies but we have been able to go a little bit further,” Professor Milne said. Report Exposes the Flaws in EPA’s Pesticide Approval Process

(Beyond Pesticides, March 28, 2013) A scathing new report by the Natural Resources Defense Council (NRDC) sheds much needed light on the flaws in the Environmental Protection Agency’s (EPA) pesticide approval process, noting that in terms of the agency’s ability to offer transparency and rigorously test these inherently toxic chemicals, “the public’s trust is misplaced.” The recent lawsuit brought about by a coalition of beekeepers, consumer, and environmental groups, including Beyond Pesticides, emphasizes the harm resulting from EPA’s  abuse of the statutory  “conditional registration” program.  Through this program,  EPA has  allowed  the wide and growing use of the systemic neonicotinoid pesticides that are  linked to the dramatic decline in honey bee health and viability of honey bee colonies. A startling number of pesticides, nearly 65% of the more than 16,000 pesticides now on the market, were first approved by the process of “conditional registration,” a loophole in which EPA allows new pesticides on the market without the full range of legally mandated toxicity tests. New Legislation and Sequestration Will Limit Pesticide Oversight

(Beyond Pesticides, March 11, 2013) Recent sequester cuts and new proposed Congressional legislation could dramatically affect the safety of American waterways. According to a February 25 email, the White House Council on Environmental Quality estimates that the recent sequester could reduce federal funding for state environmental programs by $154 million. These cuts, which kicked in March 1, impact all states, with California losing the most funding totaling $12.4 million. The email also contains estimates that grants to federal fish and wildlife programs would be cut by $46.2 million. As these cuts begin to take effect, U.S. Representative Bob Gibbs (R-OH) introduced the Reducing Regulatory Burdens Act of 2013 (H.R. 935) on March 4. This bill, which is similar to a piece of legislation that was passed in the house in 2011, will eliminate the requirement for pesticide applicators to file Clean Water Act (CWA) permits for applications where pesticides could be discharged into water. The recent sequester has led to losses in “environmental funding to ensure clean water and air quality, as well as prevent pollution from pesticides and hazardous waste,” according to the White House Council on Environmental Quality. Chlorpyrifos Preliminary Volatilization Assessment Finds Risks to Children; EPA Requests Comment to Address Uncertainties

(Beyond Pesticides, February 21, 2013) On February 6, the U.S. Environmental Protection Agency (EPA) released its preliminary volatilization assessment for the registration review of chlorpyrifos, finding that vapor phase chlorpyrifos may be emitted from treated fields at levels resulting in exposure to children and others who live, work, attend school, or otherwise spend time nearby.  In some circumstances, these bystanders may be exposed to chlorpyrifos and/or the transformation product chlorpyrifos-oxon at concentrations that could cause adverse effects. Citing uncertainties, the agency is requesting comments by March 8, 2013 on the potential risks to children and other bystanders from volatilization of chlorpyrifos from treated crops. EPA’s preliminary volatilization assessment is also in response to a petition filed by the Natural Resources Defense Council (NRDC) and the Pesticide Action Network North America (PAN) in 2007, which requested that the agency revoke all tolerances and cancel all registrations for chlorpyrifos. UN Report Declares Endocrine Disrupting Chemicals a Global Health Threat

(Beyond Pesticides, February 20, 2013) A new report by the United Nations Environment Programme (UNEP) and the World Health Organization (WHO) has identified endocrine disrupting chemicals as having significant health implications for the global population. According to the report, these chemicals have the capacity to interfere with tissue and organ development and function, and therefore they may alter susceptibility to different types of diseases throughout life, and represents a global threat that needs to be resolved. The report cites insufficient reporting and information on chemicals in products, materials and goods and calls for more research and collaboration. The State of the Science of Endocrine Disrupting Chemicals,   a joint study by UNEP and WHO, finds that endocrine disrupting chemicals (EDCs) are important environmental risk factors for endocrine diseases. Exposures during critical phases of development play an important role in the onset of many diseases, affecting future generations. Trends indicate an increasing burden of certain endocrine diseases across the globe, and it is clear from human studies that populations are exposed to perhaps hundreds of environmental chemicals at any one time. Take Action: EPA Poised to Repeat Missteps, Set to Register Pesticide Toxic to Bees

(Beyond Pesticides, February 6, 2013) The U.S. Environmental Protection Agency (EPA) has proposed to register a new insecticide, sulfoxaflor, which the agency has classified as “very highly toxic” to honey bees. Despite efforts underway in Europe to protect bee populations, and continued warnings from beekeepers, EPA is poised to allow another chemical toxic to bees into the environment without proper field studies evaluating long-term effects to bee colonies and with label statements that are impractical and unenforceable. With continuing reports of bee deaths, would sulfoxaflor be yet another bee disaster waiting to happen? Take action and tell EPA not to repeat past missteps and protect pollinators from sulfoxaflor by providing a public comment to EPA.   (see below for sample comments). Last month, EPA opened the comment period for the proposed conditional registration of sulfoxaflor, a new active ingredient, whose mode of action is similar to that of neonicotinoid pesticides -it acts on the nicotinic acetylcholine receptor (nAChR) in insects. Fed Legislation Would Weaken Pesticide Rules to Protect Water

(Beyond Pesticides, February 4, 2013) U.S. Senators Pat Roberts (R-KS) and Mike Johanns (R-NE) re-introduced legislation that would reduce the review requirements for pesticides applied directly to water. Similar legislation was passed in the House of Representatives in March 2011. The previous Senate version of the bill, called the Reducing Regulatory Burdens Act of 2011, passed through the Senate Agriculture Committee but never reached the Senate floor because of a hold placed on the legislation by Senators Barbra Boxer (D-CA) and Benjamin L. Cardin (D-MD). This re-introduced legislation would reduce pesticide testing by ensuring that Clean Water Act (CWA) permits are not required for the application of pesticides. In 2009, the 6th Circuit Court of Appeals ruled in the case of the National Cotton Council et al. v. EPA that pesticides discharged into water are pollutants and required to be permitted under the CWA’s National Pollutant Discharge Elimination System (NPDES). This ruling overturned Bush administration policy that exempted pesticides from regulation under the CWA and applied the less protective standards of the Federal Insecticide Fungicide and Rodenticide Act (FIFRA). Risk of Infant Leukemia Associated with Mother’s Pesticide Exposure

(Beyond Pesticides, January 31, 2012) A new study finds that a mother’s exposure to pesticides before, during and after pregnancy may increase the risk of infant leukemia diagnosed before the age of two. Researchers in Brazil found that children are twice as likely to develop the rare cancers if their mothers were exposed three months before conception when compared to mothers who reported no exposures. A mother’s exposure at any time to the insecticide permethrin also raised the cancer risk for infants. The results support recommendations for women of reproductive age to minimize their pesticide exposure before and during pregnancy and while breastfeeding, and adds to the growing weight of evidence of the dangers of using synthetic pyrethroid pesticides. The study, entitled, “In utero pesticide exposure and leukemia in Brazilian children less than 2 years of age,” is published in Environmental Health Perspectives. Researchers asked mothers in Brazil about their pesticide exposure three months before pregnancy, while pregnant and three months after pregnancy when they were nursing. EU Report: Precautionary Approach Beneficial to Avoid Environmental Disasters

(Beyond Pesticides, January 30, 2013) A new report, “Late lessons from early warnings: science, precaution, innovation,” from the European Environment Agency (EEA) concludes that concerns raised by the scientific community on bee death, genetically engineered (GE) food, and nanotechnology support the need for a precautionary approach to public policy. Significantly, the report concludes that the “precautionary principle,” whereby industry and policy makers are advised to take seriously  early warnings about potential environmental impacts is “nearly always beneficial.” The report cites some industry efforts to undermine precautionary decision making. The report features case studies on environmental impacts, such as mercury poisoning, effects on fertility caused by pesticides, and the impact of pharmaceuticals on some ecosystems, and raises questions about the potential wider impacts of GE crops, nanotechnology, nuclear power, and the effect of pesticides on bee populations. EPA Challenged Over Conditional Registration of Nanosilver Product

(Beyond Pesticides, January 22, 2013) The U.S. Environmental Protection Agency (EPA) recently faced tough questioning from the U.S. Court of Appeals for the Ninth Circuit over its decision to conditionally approve a pesticide product containing nanosilver as the active ingredient. The antimicrobial pesticide product, HeiQ AGS-20, contains microscopic particles of silver and has been applied to textiles such as clothes, blankets, and pillowcases, in an attempt to suppress odor and bacterial growth. The main argument in the Natural Resource Defense Council (NRDC) v. EPA lawsuit is that EPA was wrong  to assume that 3-year-olds would be the most vulnerable consumers. Instead, NRDC attorney Catherine Rahm of Washington argued that, “Infants are more likely than any other subgroup to chew on fabrics that could contain this pesticide.” In arguments over whether EPA lawfully granted conditional registration to HeiQ AGS-20, NRDC challenged EPA’s risk assessment for infants and children claiming the agency erred by assuming in its risk assessment that 3-year-olds would be the most vulnerable consumers. Elevated Chlorpyrifos Residues Detected in Indigenous Children

(Beyond Pesticides, January 16, 2013) Children living near chemical-intensive or conventional plantations in Costa Rica are exposed to twice as much of the insecticide chlorpyrifos compared to children living near organic plantations, a study reports. More than half the children, mostly from indigenous tribes- Ngäbe and Bribri – have a  higher daily exposures than allowed under U.S. federal standards. Chlorpyrifos is linked to neurological effects, especially in children, and is still permitted for use on crops. The study,  Indigenous children living nearby plantations with chlorpyrifos-treated bags have elevated 3,5,6-trichloro-2-pyridinol (TCPy) urinary concentrations, was lead by Berna van Wendel de Joode, PhD  (Central American Institute for Studies on Toxic Substances (IRET), Universidad Nacional, Heredia, Costa Rica). It was conducted in Costa Rica’s banana and plantain plantations in the Talamanca region, and  targeted villages situated nearby to the plantations where blue bags treated with chlorpyrifos are routinely used to protect banana and plantain crops from pests. Common Practice for Monitoring Environmental Impact of Insecticides Deficient, Researchers Say

(Beyond Pesticides, January 15, 2013)  Research published in the journal Environmental Monitoring and Assessment calls into question the value of environmental monitoring, such as water sampling,  on a  fixed date schedule (i.e., once per month), finding that this approach underestimates actual risks. These findings could have a significant impact on how we assess the safety of both endangered species and drinking water supplies. Researchers explain that, although insecticides are applied less often than herbicides and fungicides, they are usually applied in very large amounts when used in response to acute insect infestations. Scientists found that monitoring for insecticides at pre-set intervals, even weekly or daily, did not detect the occurrence of peak concentrations for these chemicals. Co-author of the study, Ralf Shulz, PhD, explains, “Accordingly, by way of example, on the basis of weekly monitoring of a typical agricultural stream none of the total of six insecticide concentration peaks per year described by model calculations is found. Daily sampling detects only two of the six peaks. Researchers Find Further Proof of a Link between Pesticides and Parkinson’s

(Beyond Pesticides, January 8, 2013) Neurologists at the University of California, Los Angeles (UCLA) have published their latest research linking pesticide exposure to Parkinson’s disease. Appearing in the online edition of PNAS, the UCLA scientists’ work details the series of events that can occur after individuals are exposed to the pesticide benomyl, which was phased out in 2001. Researchers believe their findings on the series of events the pesticide sets in motion could be applicable even to Parkinson’s patients who have not been exposed to benomyl. According to scientists, exposure to benomyl prevents the enzyme aldehyde dehydrogenase (ALDH) from keeping in check a naturally occurring toxin in the brain called 3,4-Dihydroxyphenylacetaldehyde (DOPAL). Without ALDH regulating DOPAL, the toxin accumulates, damages neurons, and increases an individual’s risk of developing Parkinson’s disease. Researchers postulate that this process may be occurring in people with Parkinson’s who were never exposed to pesticides. The findings of this research provide insight into possible treatments to slow the disease, such as developing new drugs to protect ALDH activity. EPA Proposes to Clarify Exempt Minimum Risk Pesticide Ingredients

(Beyond Pesticides, January 4, 2013) On December 31, 2012, the U.S. Environmental Protection Agency (EPA) proposed to clarify its labeling requirement for disclosure of all active and inert ingredients in “minimum risk pesticide products,” exempt from registration under Section 25 (b) of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). The rule (77 FR 250) reorganizes the list of eligible active and inert ingredients by adding identifiers that will clarify for the public, and more importantly for federal and state inspectors, which ingredients are permitted in minimum risk pesticide products. The modification would require labels to use common chemical names in the list of ingredients as well as the contact information for the manufacturer. The lack of clarity on minimum risk pesticide product labels in the past has made it difficult for enforcement officials who must use their own judgment on the applicability of vague descriptors such as cedar leaf oil and cedar wood oil, which are exempt under the current listing of “Cedar Oil” under CFR Section 152.25. FDA Moves Forward on Genetically Engineered Salmon

(Beyond Pesticides, January 3, 2012) On December 21, just as everyone was gearing up for the holidays, the U.S. Food and Drug Administration (FDA) announced its release of a Draft Environmental Assessment (EA) and Preliminary Finding of No Significant Impact on the genetically engineered (GE) AquaBounty AquaAdvantage salmon. The FDA action is widely viewed as confirmation that the Obama Administration is prepared to approve shortly the first GE animal intended for human consumption in the face of widespread opposition from the public. “It is extremely disappointing that the Obama Administration continues to push approval of this dangerous and unnecessary product,” said Andrew Kimbrell, executive director for Center for Food Safety. “The GE salmon has no socially redeeming value; it’s bad for the consumer, bad for the salmon industry and bad for the environment.
