Two Pesticides Threaten Dozens of Endangered Species, EPA Proposes Failed Risk Mitigation Measures

(Beyond Pesticides, April 14, 2023) In March, scientists at the National Marine Fisheries Service (NMFS) issued a draft Biological Opinion (BiOp) stating that carbaryl and methomyl — two commonly used carbamate insecticides — cause significant harm to dozens of already-endangered fish species in the Pacific Northwest’s Columbia, Willamette, and Snake rivers. The BiOp indicates that these toxic compounds, in wide use on orchards and field vegetables throughout the Willamette Valley, the Columbia River Gorge, and southeastern Washington, will likely threaten scores of species on the Endangered Species list: 37 species at risk from carbaryl and 30 from methomyl. In addition, the BiOp says, “both are likely to harm or destroy many areas designated as critical habitat for endangered species.” The mitigation measures proposed by NMFS and the U.S. Environmental Protection Agency (EPA), in light of this BiOp, are likely to be inadequate to the problem, given that both compounds can drift through air and/or migrate into groundwater and generate toxic runoff. Implications for Human Health: Work-Related Pesticide Exposure Increases Sleep Disorder Risk

(Beyond Pesticides, March 14, 2023) A study published in Environmental Research and Public Health finds occupational pesticide exposure increases the risk of sleep disorders among farmworkers and pesticide applicators. Specifically, many pesticides, like organophosphates (OPs), are detrimental to neurological function through inhibition of the enzyme acetylcholinesterase (AChE) responsible for ending a neurotransmission event after relaying the necessary information. Without an end to neurotransmission events, individuals experience a buildup of acetylcholine, resulting in convulsions, headaches, weakness, impacts on bodily senses, and other cognitive/mental changes. In addition to illnesses from chemical exposure, inadequate sleep has links to several chronic diseases like type 2 diabetes, cardiovascular disease, obesity, and depression. Therefore, given research links to sleep-related disorders and bodily functions, including endocrine, metabolic, neurological, and cognitive disorders, studies like this can help government and health officials identify how pesticides’ impact on the brain elevates health concerns. Take Action: Farmworker Protections Fall Short

(Beyond Pesticides, March 6, 2023) After the Trump EPA was blocked from weakening the application exclusion zone (AEZ) provisions for protecting farmworkers, the rules reverted to the Obama era rules. Now, EPA proposes to reaffirm part of that rule, while accepting some of the weakening amendments from the Trump administration. Tell EPA to strengthen pesticide rules to protect farmworkers. Tell President Biden to sign the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families.    EPA’s Worker Protection Standards (WPS) are rules that govern labor safety standards within federal pesticide law (the Federal Insecticide Fungicide and Rodenticide Act, or FIFRA). Farmworkers are not covered for toxic chemical exposure by the U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA), and WPS have long been criticized by farmworker, labor, and health advocates for providing insufficient protections for farmworkers, their children and communities. Under the WPS, AEZs are buffer zones where people are not allowed to enter during the course of a pesticide application. More Dramatic Insect Decline Confirms Inadequate Action on Pending Biodiversity Collapse

(Beyond Pesticides, February 15, 2023) Areas designated to protect insects fail to do so for over 75 percent of global species, according to a study, “Three-quarters of insect species are insufficiently represented by protected areas,” published in the online journal One Earth. Protected Areas (PAs) act as a safeguard for biodiversity. However, PAs in North America, Eastern Europe, Southeast Asia, and Australia do not meet the minimum coverage requirements to safeguard global insect species assessed in the study. PAs are discussed in the 2020 Nature article, “Area-based conservation in the twenty-first century,” in which the authors state that, in view of the global biodiversity crisis, national governments must do much more to increase protected areas with “coverage across different elements of biodiversity (ecoregions, 12,056 threatened species, ‘Key Biodiversity Areas’ and wilderness areas) and ecosystem services (productive fisheries, and carbon services on land and seas).” The authors write, citing the UN Convention on Biological Diversity (to which the United States is not a signatory), “To be more successful after 2020, area-based conservation must contribute more effectively to meeting global biodiversity goals—ranging from preventing extinctions to retaining the most-intact ecosystems—and must better collaborate with the many Indigenous peoples, community groups and private initiatives […]

Four Pesticides Restricted to Protect Salmon, Thousands of Other Endangered Species Imperiled

(Beyond Pesticides, February 10, 2023) The U.S. Environmental Protection Agency (EPA) announced, on February 1, new measures to protect 28 endangered salmon species (including steelhead trout) from the use of four pesticides that threaten them and their critical habitats. Those compounds comprise three herbicides — metolachlor, bromoxynil, and prometryn, and one soil fumigant, 1,3-Dichloropropene. The protections, aimed at salmon populations in Washington, Oregon, and California, are meant to reduce impacts from pesticide runoff and spray drift, and to minimize potential “take.” (Under the Endangered Species Act (ESA), “take” means, essentially, the unintentional harming or killing of an individual of a protected species — in this case, harm or death from exposures to these toxic pesticide compounds.) Beyond Pesticides and other advocates have for years warned that multiple pesticides are threats to Northwest salmon and other species at risk. This EPA announcement is the second of two, recently, that offer slight redress to the agency’s historical failures to act (see more below). Pesticide Reform Bill Reintroduced in U.S. Senate, Advocates Call Changes Major But Not Systemic Ones Needed

(Beyond Pesticides, February 7, 2023) U.S. Senator Cory Booker (D-N.J.) reintroduced legislation last week to increase protections against exposure to toxic pesticides. The Protect America’s Children from Toxic Pesticides Act of 2023 (PACTPA), S.269, addresses many of the controversial issues with the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), which governs the registration and use of pesticides in the U.S. This major reform legislation tackles some of the documented deficiencies in the regulation of pesticides and removes a number of loopholes in the law. The legislation, introduced with Senators Kirsten Gillibrand (D-NY), Bernie Sanders (D-VT), Elizabeth Warren (D-MA) and Brian Schatz (D-HI), also includes a ban on all organophosphate and neonicotinoid insecticides, as well as  the weed killer paraquat, which is known to cause Parkinson’s disease and lung fibrosis. Despite these reform provisions, the legislation does not touch the core of FIFRA’s pesticide registration process and chart a path for the systemic, transformative change that Beyond Pesticides says is essential to meet the existential challenges of current times—devastating health threats, biodiversity collapse, and the climate crisis. Glyphosate Induces Oxidative Stress, A Cancer Precursor, According to NIH Study

(Beyond Pesticides, January 31, 2023) Glyphosate exposure induces oxidative stress in the body, a key biomarker known to heighten an individual’s risk of cancer, according to research published in the Journal of the National Cancer Institute by a team of scientists from the National Institutes of Health. The findings, which tracked study participants’ past use of glyphosate and exposure levels through urine, are particularly concerning in light of recent data showing that four out of five (81.6%) U.S. residents have detectable levels of glyphosate in their bodies. Despite these concerning data, evidence of widespread exposure to a carcinogen has so far failed to sway regulators at the U.S. Environmental Protection Agency, necessitating meaningful change by elected officials to reform pesticide regulation. Scientists began with the determination from the International Agency for Research on Cancer (IARC) that there is epidemiological evidence associating glyphosate with blood cancers like non-Hodgkin lymphoma, and strong evidence of carcinogenicity in laboratory animal research brought on by genotoxicity (DNA damage) and oxidative stress. “Oxidative stress occurs when the production of reactive oxygen species (ROS) and other free radicals exceeds the body’s antioxidant defense mechanisms, causing damage to DNA, proteins, and lipids,” the study explains. Meaningful Budget Required to Save Endangered Species

(Beyond Pesticides, January 17, 2023) One of the world’s most successful conservation laws—the U.S. Endangered Species Act (ESA)—was enacted in 1973. Since then, it has saved countless imperiled species from extinction, put hundreds more on the road to recovery, and has enabled the preservation of habitats that support all of us. Thanks to the Endangered Species Act, the humpback whale, bald eagle, and snail darter are still with us. The ESA is our most powerful tool to combat the extinction crisis and stem the loss of biodiversity currently facing our country and the global community. However, decades of underfunding have kept it from realizing its full potential. Tell the Biden Administration and Congress to provide adequate funding for the Endangered Species Act. The Biden Administration must significantly increase its budget request for endangered species in FY24. A budget of $841 million for the U.S. Fish and Wildlife Service (FWS) is needed to fully implement the Endangered Species Act. Calling for Reform of Pesticide Regulation to Address Health, Biodiversity, and Climate Crises

(Beyond Pesticides, January 9, 2023) The Biden EPA still needs a new vision in order to meet the existential crises in public health, climate change, and biodiversity. The Trump Environmental Protection Agency (EPA) reversed in four years much of the progress made by the EPA in decades. Despite a broad new perspective embodied in President Biden’s Executive Memorandum (EM) Modernizing Regulatory Review issued on his first day in office, the Biden EPA has not adopted a new direction for regulating pesticides. Tell President Biden, EPA, and Congress to adopt a new direction for pesticide regulation. Immediately following his inauguration, President Joe Biden issued the EM, which directs the heads of all executive departments and agencies to produce recommendations for improving and modernizing regulatory review, with a goal of promoting public health and safety, economic growth, social welfare, racial justice, environmental stewardship, human dignity, equity, and the interests of future generations. Hazardous Fumigant in Food Production Harmful to Farmworkers, Groups Call for Ban

(Beyond Pesticides, January 3, 2023) The California Department of Pesticide Regulation (DPR) announced new rules that remove existing limits on the use of 1,3-dichloropropene (1,3-D or Telone), allowing Californians to breathe much more 1,3-D than state toxicologists in the Office of Environmental Health Hazard Assessment (OEHHA) say is safe and highlighting the dangers to which farmworkers are routinely exposed. It is outrageous that the state of California and the U.S. Environmental Protection Agency (EPA) would allow farmworkers—whose labor was judged “essential” during the pandemic—to be routinely exposed to highly toxic pesticides, which could be replaced by organic practices. While the state of California describes its action as increasing protection, advocates point to continued use, unacceptable harm, and the availability of alternative organic agricultural production methods that eliminate the use of 1,3-D. Ocean Health: Environmental Pollutants Threaten Humpback Whale Reproduction and Offspring

(Beyond Pesticides, December 6, 2022) Persistent organic pollutants (POPs)—including banned pesticides—present a health risk to humpback whales (Megaptera novaeangliae), according to a study published in Environmental Pollution. Regarding female humpback whales, levels of POPs in blubber are higher in juveniles and subadults than in adults, primarily from the transference of contaminants from the mother to her calf.  Organochlorine compounds (OCs), such as organochlorine pesticides (OCPs) and polychlorinated biphenyls (PCBs), are well-known persistent organic pollutants. The international Stockholm Convention treaty (signed by 152 countries, but not the U.S.) banned these primary pollutants of concern (UNEP, 2009) in 2001 (taking effect in 2004) because of their persistence, toxicity, and adverse effects on environmental and biological health. These pollutants have a global distribution, with evaporation and precipitation facilitating long-range atmospheric transport, deposition, and bioaccumulation of hazardous chemicals in the environment. However, these chemicals can remain in the environment for decades and interact with various current-use pesticides, including organophosphates, neonicotinoids, and pyrethroids. Time Running Out To Save the Manatees, Effort Launched to Classify Them as Endangered

(Beyond Pesticides, December 5, 2022) A petition filed last week with the U.S. Fish and Wildlife Service (USFWS) urges increased protections for the West Indian manatee after dramatic declines in its population over recent years. In 2017, USFWS downgraded the classification of the manatee from endangered—a category that broadly protects against “take,” defined as “to harass, harm, pursue, hunt, shoot, wound, kill, trap, capture, or collect, or to attempt to engage in any such conduct”—to threatened, for which an “acceptable” level of “take” is allowed. Following the downlisting of the species, manatee populations have declined dramatically. Tell the U.S. Fish and Wildlife Service to upgrade the Florida manatee to endangered and require protection from chemical pollution. Tell your Congressional Representative to cosponsor H.R. 4946 and your Senators to introduce identical legislation. Tell Florida’s Fish and Wildlife Conservation Commission to protect manatees. Federal Court Sets Deadline for EPA to Implement Endangered Species Protections from Toxic Insecticide

(Beyond Pesticides, December 1, 2022) The U.S. Environmental Protection Agency (EPA) must put measures in place to protect endangered species from the hazardous insecticide cyantraniliprole before September 2023. The requirements stems from a recent federal appeals court ruling that found EPA in violation of its statutory obligations under the Endangered Species Act (ESA). The agency originally lost its legal case on this chemical in 2017, but has since done nothing to fulfill the initial court order, necessitating further litigation by conservation groups. “It’s outrageous that the EPA is thumbing its nose at a federal court order even as cyantraniliprole wreaks havoc on our most endangered wildlife,” said Jonathan Evans, environmental health legal director at the Center for Biological Diversity. “The EPA has acknowledged that this pesticide is incredibly toxic to bees and other invertebrates, but the agency is so accustomed to putting the profits of the pesticide industry ahead of its duty to protect human health and our environment that for years it simply ignored a direct court order.” Cyantraniliprole is a systemic insecticide registered for use in 2014. Petition Urges U.S. Fish and Wildlife to List Manatees as Endangered After Massive Declines

(Beyond Pesticides, November, 30, 2022) A petition filed last week with the U.S. Fish and Wildlife Service (USFWS) urges increased protections for the West Indian manatee after dramatic declines in its population over the last several years. In 2017, the USFWS downgraded protections for the manatee, a move that was widely criticized by conservation groups as premature. That sentiment has become a reality, with nearly 2,000 manatees dying over the last two years from a range of preventable factors. West Indian manatees, a species of manatee that includes the Florida and Antillean Manatee subspecies, were first listed under the Endangered Species Act (ESA) in 1973, at a time when there were less than 1,000 individual animals in the United States. By 2017, the number of manatees had increased to over 6,000, leading then-Interior Secretary Ryan Zinke to downlist (downgrade) the animals from endangered to threatened under ESA. ESA works to protect species by listing them as either threatened or endangered. EPA’s Deficient Pesticide Analysis Contributes to Ecological Decline

(Beyond Pesticides, November 21, 2022) Once again, the Environmental Protection Agency (EPA) has registered a new pesticide without performing a thorough review of its impacts on biodiversity as well as threatened and endangered species. Inpyrfluxam was registered in 2020 and only after being sued by the Center for Biological Diversity for failure to comply with the Endangered Species Act (ESA) did EPA commit to completing draft effects determinations by Fall 2022. Once again, EPA’s draft biological evaluation is incomplete and inadequate. EPA is accepting comments on its draft biological evaluation at Regulations.gov.  Tell EPA and Congress that Pesticide Registrations Require Complete Science. The Review of Inpyrfluxam is Incomplete and Inadequate.  The agency’s draft effects assessment is flawed and incomplete. We share the details because it shows that EPA is out of step with the science and its regulatory responsibility when it comes a thorough review for ecosystem effects of pesticides.   The agency used fish early life stage (ELS) tests to estimate chronic fish toxicity. Life On or Near Chemical-Intensive Farms Associated with Increase in Respiratory Diseases

(Beyond Pesticides, November 4, 2022) Rural populations in the U.S., a new study finds, are particularly at risk for agriculture-related exposures associated with respiratory diseases and other kinds of airway inflammation. The exposures include those to pesticides, livestock facilities, smoke from biomass burning, agricultural dust, and endotoxin. The study paper also looked at potential protective roles for dietary DHA, and for raw milk consumption (early in life). Glyphosate Based Herbicides and Bee Health: The American Bumble Bee

(Beyond Pesticide, October 20,2022) Exposure to environmentally relevant levels of glyphosate-based herbicides (GBHs) weakens bumblebees’ (Bombus Terrestris) ability to distinguish between colors or fine-color discrimination. According to research published in Science of The Total Environment, a lack of fine-color discrimination skills can threaten bumble bee survivability through impact on colony fitness and individual foraging success. Much research attributes the decline of insect pollinators (e.g., commercial and wild bees and monarch butterflies) over the last several decades to the interaction of multiple environmental stressors, from climate change to pesticide use, disease, habitat destruction, and other factors. In the U.S., an increasing number of pollinators, including the American bumblebee and monarch butterfly, are being added or in consideration for listing under the Endangered Species Act, with specific chemical classes like systemic neonicotinoid insecticides putting 89% or more of U.S. endangered species at risk. Pollinator decline directly affects the environment, society, and the economy. Systemic Racism Exposed that New EPA Office of Environmental Justice May Not Address

(Beyond Pesticides, October 17, 2022)  A recent report, Exposed and At Risk: Opportunities to Strengthen Enforcement of Pesticide Regulations for Farmworker Safety, by the Center for Agriculture and Food Systems at Vermont Law and Graduate School, in partnership with the nonprofit advocacy group, Farmworker Justice, again highlights the systemic racism of our country’s pesticide policies. Our nation depends on farmworkers, declared “essential workers” during the COVID-19 pandemic to ensure sustenance for the nation and world. Yet the occupational exposure to toxic pesticides by farmworkers is discounted by the Environmental Protection Agency (EPA), while study after study documents the disproportionate level of illness among farmworkers. While we are encouraged to see the formation of EPA’s new Office of Environmental Justice and Civil Rights, the agency has a historical bias against preventive action to ensure the protection of those disproportionately poisoned by toxic chemicals. While critically important to clean up contaminated communities, EPA must stop the flow of toxic pesticides at the front end because of the disproportionate poisoning effects of use, handling, transportation, and disposal. Pesticides in Sediment Contribute to Secondary Source of Chemical Pollution in Aquatic Environments

(Beyond Pesticides, October 4, 2022) A study published in Environmental Pollution finds pyrethroid insecticides contribute to a secondary source of contamination in water resources. Various pyrethroids, including bifenthrin, are detectable in urban catch basins (storm drains) that collect runoff water before draining into the open environment. There is a lack of information regarding the pesticides’ presence in urban catch basins. However, pesticide contamination in water resources is historically commonplace and widespread throughout U.S. rivers and streams, with at least five different pesticides present in 90 percent of water samples. Moreover, thousands of tons of pesticides not only enter waterways (e.g., rivers, streams, lakes, oceans) around the U.S. through urban catch basins but agricultural and nonagricultural sources as well, contaminating essential drinking water sources, such as surface water and groundwater. Reports like these are essential for determining appropriate regulatory action to protect the human, animal, and environmental health from chemical toxicant contamination, especially if chemical contamination is highly detectable. “Weedy Rice” Develops Herbicide Resistance: Agrichemical Industry Repeating Mistakes?

(Beyond Pesticides, September 28, 2022) ‘Weedy rice,’ a close relative of cultivated rice that invades rice fields and reduces yields, is rapidly developing herbicide resistance in critical rice growing areas throughout the United States. According to research published this month in Communications Biology, the widespread planting of herbicide-resistant rice, developed through traditional, transitional (non-genetically engineered) breeding techniques, is driving this concerning phenomenon. The findings highlight the risk to agricultural production that relies on crops developed to tolerate repeated applications of synthetic chemicals, regardless of their method of development. Weedy rice is a form of rice that was “re-wilded,” or “de-domesticated” from cultivated rice, independently evolving multiple times throughout the world. It is highly adapted to grow in areas where cultivated rice is produced, and can result in significant yield loses, as well as a reduction in quality that reduces marketability. In the early 2000s, the agrichemical industry believed they had found a solution to the weedy rice. Neonicotinoid Insecticide Exposure Harms Amphibians Across Multiple Life Stages

(Beyond Pesticides, September 27, 2022) Exposure to widely used neonicotinoid insecticides harms amphibians at multiple life stages, adversely affecting their ability to survive in the wild, according to research published in the Journal of Zoology. As long-lived, systemic insecticides, neonicotinoids are consistently found in U.S. waterways,  often above federal safety limits, making these findings particularly dangerous for frogs and other amphibians throughout the country. As troubling data piles up on this class of dangerous insecticides, which are damaging pollinators, birds, deer, aquatic wildlife, and human health, it is left to the public to place pressure on federal regulators and members of Congress to act. To understand the impact of neonicotinoids on amphibian life stages, researchers conducted a range of  experiments. These were designed to investigate how exposure to the neonicotinoid imidacloprid affected larval survival, sexual development, locomotor skills, and avoidance behavior of the wood frog (Rana sylvatica). Pesticide Exposure Associated with Anemia and Blood Disorders in Farmworkers

(Beyond Pesticides, September 22, 2022) A study published in the International Journal of English, Literature, and Social Science (IJELS) finds an association between pesticide exposure and anemia among female farmers in Indonesia. Anemia is an autoimmune blood disorder negatively affecting the number of red blood cells (RBCs) and subsequent oxygen distribution via available hemoglobin proteins in RBCs. Types of anemia include iron deficiency, pernicious (lack of vitamin B-12 absorption), aplastic (lack of RBC production), and hemolytic (RBC destruction). Although risk factors for anemia consist of age, genetics, lifestyle, and gender, environmental factors such as pesticide use and exposure contribute to disorder development. Pesticides can interfere with cells in the body, causing blood profile abnormalities that affect blood cell formation and immune system function. Anemia disproportionately impacts women and children across the globe, prevalent in over half a billion women. The disorder was more prevalent among pregnant individuals because of blood loss and iron deficiency, causing adverse reproductive outcomes among children.
