Farmworker and Health Advocates Petition EPA to Cancel Carcinogenic Pesticide

(Beyond Pesticides, April 12, 2010) Environmental, public health, labor and farmworker advocacy organizations from across the country have filed a petition asking the U.S. Environmental Protection Agency (EPA) to rescind the Bush administration era approval of the highly toxic fumigant pesticide methyl iodide in light of troubling new findings uncovered in California studies. The petition was submitted on the birthday of famed farmworker rights advocate Cesar Chavez, who drew national attention to pesticide misuse on grapes in the 1980s. “In 1988, Cesar Chavez again put his life on the line to draw attention to farmworker rights when he protested the use of pesticides with a 36-day, water-only fast,” said Jeannie Economos, Pesticide Safety and Environmental Health Project Coordinator at Farmworker Association of Florida. “Over 20 years later, we should not have to be fighting the same battles. Methyl iodide use takes us in the dead wrong direction for workers, public health and the future of agriculture.” The movement to ban methyl iodide follows the legacy of Cesar Chavez: the pesticide poses significant, direct risks to farmworkers, their families and neighboring communities. FDA Acknowledges Adverse Effects of Triclosan, U.S. Rep Urges Ban

(Beyond Pesticides, April 9, 2010) U.S. Representative Edward J. Markey (D-Mass), Chairman of the Energy and Environment Subcommittee of the Energy and Commerce Committee, yesterday called for a ban on many applications of the antimicrobial chemical triclosan ””which is found in many consumer soaps and countless other products ranging from toys to lipstick. Rep. Markey called for the ban in conjunction with the release of correspondence from the Food and Drug Administration (FDA) and the Environmental Protection Agency (EPA) that raise serious concerns regarding the use of the chemical triclosan. In response to the FDA and EPA letters, Chairman Markey also announced plans to introduce legislation that will accelerate the evaluation and regulation of substances such as triclosan that may harm the human endocrine system. “Despite the fact that this chemical is found in everything from soaps to socks, there are many troubling questions about triclosan’s effectiveness and potentially harmful effects, especially for children,” said Chairman Markey. In January 2010, Chairman Markey sent letters of concern regarding triclosan to FDA and to EPA. Vague Pesticide Labels May Cause Excessive Use

(Beyond Pesticides, March 25, 2010) A new study finds that the absence of a maximum dose on some household pesticides labels leave consumers with the impression that “if a little is good, more is better.” According to the study that was presented at the 239th National Meeting of the American Chemical Society (ACS), label directions are written in a way that may result in consumers using excessive amounts of pesticides, subjecting their family and pets to increased exposures. The new study, which was lead by California Environmental Protection Agency researcher Linda M. Hall, Ph.D., and her colleagues, finds that while minimum and maximum doses are clearly listed on labels for agricultural pesticides, labels for some household pesticides, such as para-dichlorbenzene (pDCB) mention the minimum amount for consumers to use but do not indicate the maximum. Para-dichlorobenzene (pDCB) is the active ingredient in mothballs and other products used to protect silk, wool, and other natural fibers against moths and beetles; caged birds against lice and mites; mildew prevention; and is also used in air fresheners and bathroom deodorizers. New Hampshire to Study Children’s Pesticide Exposure and Alternatives

(Beyond Pesticides, March 16, 2010) The New Hampshire House of Representatives passed a measure last week to study the passage of a bill, HB 1456, that would establish a New Hampshire General Court committee to study the use of pesticides and their alternatives in areas where children may be exposed. Yes, that’s right; they passed a bill to study a study bill. The House majority committee proposed the interim study bill as an alternative to seeking a floor vote on HB 1456 itself because of the bill opponents’ view that the safety of pesticides is unquestionable and fear that HB 1456 would lead to a moratorium on lawn pesticides, much like what has been done throughout Canada. HB 1456 is the first state bill in the country to be successfully introduced and have a hearing with intent to restrict toxic pesticide use on public and private property, showing the momentum that is building throughout the country on this issue. Canceled Pesticide Kills Bald Eagles; Farmer Fined

(Beyond Pesticides, March 11, 2010) The New York State Department of Environmental Conservation (DEC) determined that a pair of bald eagles were killed and a host of other wildlife were injured after an Allegany County farmer applied a highly toxic pesticide that has been canceled for use by the U.S. Environmental Protection Agency (EPA). Following an investigation, the state DEC determined that the two bald eagles were poisoned after ingesting the improperly applied pesticide Furadan, or carbofuran, on his farm. The farmer and landowner, Richard Sekoll, was charged with and pleaded guilty to violating state pesticide laws and fish and wildlife laws and paid $3,000 in fines. After receiving a call that two dead bald eagles were found near the Genesee River last fall, DEC began an investigation and sent the eagles to the department’s Wildlife Pathology Unit. Lab results showed that the birds died of poisoning from consumption of carbofuran, which occurred after the eagles consumed prey that had ingested the pesticide. State officials with the DEC’s Division of Pesticides and the Division of Wildlife, as well as the U.S. Fish and Wildlife Service assisted in the investigation, which found that a farm within 500 yards of where the […]

Local Businesses Pledge to Stop Selling and Using Triclosan Products

(Beyond Pesticides, March 8, 2010) Twenty local businesses and organizations around New Brunswick, New Jersey announced their commitment to not purchase, use or sell products that contain triclosan, an antimicrobial pesticide shown to pose risks to both human health and the environment. Last week, the national consumer advocacy group Food & Water Watch convened an event with the businesses and organizations as part of its “Wash Your Hands of Triclosan” campaign. Speakers additionally expressed support for a proposed Highland Park ordinance to ban the municipal purchase of products containing triclosan, which will be discussed at the Highland Park Board of Health’s meeting on March 11. The community support behind prohibiting triclosan products is a strong indication of an increasing public rejection of the chemical. Originally developed as an anti-bacterial agent for hospital settings, triclosan is widely found in many consumer and household products ranging from dish soaps and detergents to toothpastes, deodorants, and others. A known endocrine disruptor, triclosan has been linked to antibiotic resistance, and can affect male and female reproductive hormones, which could potentially increase risk for cancer. New Study Finds Nanosilver Products Toxic to Fish

(Beyond Pesticides, March 4, 2010) Scientists at Purdue University have found that nanosilver that is sonicated or suspended in solution is toxic and even lethal to fathead minnows, an organism that is often used to measure toxicity on aquatic life. The study is the latest research to demonstrate the need for federal regulatory agencies to regulate emerging nanotechnologies as a unique pesticide. The study, “The effects of silver nanoparticles on fathead minnow (Pimephales promelas) embryos,” led by Maria SepĂşlveda, PhD and published in Ecotoxicology, describes the toxicity of two commercial silver nanoparticle products: NanoAmor and Sigma. Fathead minnows at several stages of their development were exposed to varying concentrations of either suspended or stirred nanoparticle solutions for 96 hours. When the nanosilver was allowed to settle, the solution became several times less toxic, but still caused malformations in the minnows. Groups Sue to Block GE Crops from Wildlife Refuge

(Beyond Pesticides, March 2, 2010) A lawsuit filed March 1, 2010 in federal court against the U.S. Fish and Wildlife Service seeks to compel the Service to uproot genetically engineered (GE) crops from its Bombay Hook National Wildlife Refuge in Delaware. As many as 80 other national wildlife refuges across the country now growing GE crops are vulnerable to similar suits. Filed in the U.S. District Court for Delaware by the Widener Environmental and Natural Resources Law Clinic on behalf of Delaware Audubon Society, Public Employees for Environmental Responsibility (PEER) and the Center for Food Safety, the federal suit charges that the Fish & Wildlife Service had illegally entered into Cooperative Farming Agreements with private parties, allowing hundreds of acres to be plowed over without the environmental review required by the National Environmental Policy Act (NEPA). In March 2009, the same groups won a similar lawsuit against GE plantings on Prime Hook National Wildlife Refuge. U.S. Supreme Court Lets Stand Pesticide Use Permitting to Protect Waterways

(Beyond Pesticides, February 26, 2010) The U.S. Supreme Court refused Monday to review a U.S.Circuit Court decision in National Cotton Council (NCC) v. Environmental Protection Agency (EPA), upholding EPA’s authority to subject pesticide use to a permitting process under the Clean Water Act (CWA). In January of 2009, the 6th Circuit Court of Appeals upheld the ruling that commercial application of certain pesticides must be regulated under the Clean Water Act. EPA is now working to create a permitting system that complies with the ruling under the National Pollutant Discharge Elimination System (NPDES). This is one of three high profile cases the Supreme Court refused to hear involving industry challenges to government regulations. In the case of the Texas Water Development Board v. the Department of Interior, local government intended to build a reservoir in an area designated by the U.S. Fish and Wildlife Service (FWS) as a wildlife refuge. The U.S. 5th Circuit Court of Appeals found that the FWS did not violate the National Environmental Policy Act when it created the refuge, and so a reservoir cannot be constructed in that area. Take Action: Tell FDA That Triclosan Is Too Hazardous to the Environment

(Beyond Pesticides, February 24, 2010) On February 22, 2010 the U.S. Food and Drug Administration (FDA) issued a federal notice requesting data and information regarding the potential environmental impact of triclosan’s use in acne and antiplaque/antigingivitis products. The agency, in order to comply with the National Environmental Protection Act (NEPA), must complete environmental assessments (EA) for active ingredients before they are included in the agency’s over-the-counter (OTC) drug regulation system. Triclosan, a controversial antibacterial agent found in hundreds of consumer products, from hand sanitizers to toys, is one of 13 chemicals being assessed by FDA for environmental impacts according to their proposed uses. According to FDA regulations, the agency must conduct EAs before chemicals are approved for use in OTC drug products. In this case, triclosan is being considered for use in acne and antiplaque/antigingivitis products. Even though this action is being taken, FDA has never been able to finalize and approve the use of triclosan in any OTC products, despite the proliferation of these products in the consumer marketplace. Tell EPA to Minimize the Impact of Pesticide Drift, Comment by March 5

(Beyond Pesticides, February 19, 2010) To protect humans and the environment from the drift of pesticide spray and dust the U.S. Environmental Protection Agency (EPA) proposed new labeling guidelines last November and is seeking public comments. The Draft Guidance for Pesticide Registrants on Pesticide Drift Labeling is intended to provide clearer, more consistent and enforceable directions. EPA’s current pesticide label requirement, which instructs the user to avoid drift, is widely considered unenforceable and inadequate. Pesticides drift is a major threat to those living near agricultural areas, as wind and rain can carry these chemicals miles from the application site. A National Cancer Institute study shows that pregnant women living within 9 miles of farms where pesticides are used have an increased risk of losing an unborn baby to birth defects. Another study finds that children living near agricultural areas have twice the risk of developing acute lymphoblastic leukemia. When pest management strategies rely on spray and dust pesticide application, drift is inevitable. Aerial pesticide application is of greatest concern, where an estimated 40% of pesticides used are lost to drift. Study Finds Residential and Agricultural Pesticides in Household Dust

(Beyond Pesticides, February 17, 2010) In the largest study of its kind, researchers searched hundreds of Salinas Valley, California homes for pesticide compounds sticking to dust layers and discovered widespread residues of 22 residential and agricultural-use products. The study, “Pesticides in Dust from Homes in an Agricultural Area,” was conducted by an investigator from the California Department of Public Health and researchers with the Center for the Health Assessment of Mothers and Children of Salinas (CHAMACOS) with the University of California, Berkeley. CHAMACOS began recruiting pregnant women in the Salinas Valley for a long-term study of prenatal and infant chemical and allergen exposure in 1999. The center sampled study homes in 1999 and 2000 with a modified vacuum cleaner. The most common pesticides found were permethrin (467ppb) -a popular insecticide against home insect, and chlorpyrifos (74ppb). The U.S. Environmental Protection Agency (EPA) banned chlorpyrifos for home-use in 2000, but it is still used in agriculture. Other pesticides frequently detected include the herbicide dimethyl tetrachloroterephthalate (DCPA), methomyl, diazinon and a fungicide, iprodione. Herbicide Atrazine Linked to Rare Birth Defect

(Beyond Pesticides, February 10, 2009) Living near farms that use the weed killer atrazine increases the risk of a rare birth defect, according to a study presented February 5, 2010 at the annual meeting of the Society for Maternal-Fetal Medicine in Chicago. Gastroschisis, a rare birth defect in which an infant’s intestines stick out of the body through a defect on one side of the umbilical cord, affects 1 in 5000 babies born in the U.S. each year. Babies with this condition have problems with movement and absorption in the gut, because the unprotected intestine is exposed to irritating amniotic fluid. Surgery is required to repair this defect. The rate of gastroschisis has risen 2- to 4-fold over the last three decades, especially in areas where agriculture is the primary industry, according to Sarah Waller, PhD, of the University of Washington, Seattle, and colleagues. Biomonitoring Data Links Brain Effects to Neurotoxic Chemical Exposure

(Beyond Pesticides, February 9, 2010) In an innovative development that could transform the way Americans view the origins of learning and developmental disabilities, the national Learning and Developmental Disabilities Initiative (LDDI) released the first-ever biomonitoring report identifying toxic chemical pollution in people from the learning and developmental disability community. Mind, Disrupted: How Toxic Chemicals May Affect How We Think and Who We Are examines 61 toxic chemicals present in project participants in the context of rising rates of autism, attention-deficit hyperactivity disorder, and other learning and developmental disabilities.   In the U. S., 5-15% of children under age 18 are affected by learning and developmental disabilities. Reported cases of autism spectrum disorders have increased tenfold since the early 1990s. Based on current research, the Centers for Disease Control and Prevention (CDC) states that 1 in 110 eight-year-old children have autism in the United States. Obama Budget Proposal Reduces EPA Overall Budget; Pushes Climate Regulations Forward

(Beyond Pesticides, February 4, 2009) The Obama Administration proposed a budget of $10 billion for the U.S. Environmental Protection Agency (EPA), which represents an overall cut of $300 million from its 2010 fiscal year budget. However, within its $10 billion budget EPA is proposing a $43.5 million in new funding for climate regulatory efforts in fiscal 2011. Overall, $1.1 billion is devoted to EPA’s clean air and global climate change program – one of five funding priorities for the agency – that represents about 12 percent of the agency’s budget. Of that, the proposal sets aside $169 million to reducing greenhouse gas emissions. The budget would also add $13 million for the Chesapeake Bay. Last year, the Obama administration promised an overhaul of the EPA-led cleanup program, which despite 25 years of effort and billions of dollars failed to improve the bay’s problems with low-oxygen “dead zones.” “To meet our environmental challenges and ensure fiscal responsibility, we’re proposing targeted investments in core priorities. Increasing Documented Cases of Glyphosate Resistance Discussed by Scientists

(Beyond Pesticides, January 28, 2010) Scientists convening at the Pan-American Weed Resistance Conference lamented the critical issue that environmentalists have known would eventually happen, and have argued for decades: the resistance of weeds to the broadscale use of the herbicide glyphosate. The conference, hosted by Bayer Crop Science and held in Miami on January 19-21, 2010, was attended by 284 scientists and media representatives from North and South America. One of the scientists in attendance at the recent conference who offered some of the most dire outlooks on the use of glyphosate, according to The Delta Farm Press, was Stephen Powles, a professor of plant biology at the University of Western Australia, and director of the WA Herbicide Resistance Initiative (WAHRI). Atrazine Exposure Triggers Release of Stress Hormone

(Beyond Pesticides, December 15, 2009) Exposure to the endocrine-disrupting herbicide atrazine triggers the release of stress hormones in rats, according to a new study published in the December 2009 issue of the journal Toxicological Sciences. The researchers believe this may explain how the popular weed killer produces some its harmful reproductive effects. The study, “Characterization of the Hypothalamic-Pituitary-Adrenal Axis Response to Atrazine and Metabolites in the Female Rat,” was conducted by the Environmental Protection Agency’s (EPA) National Health and Environmental Effects Research Laboratory. According to a December 4 analysis by Environmental Health Sciences, a foundation-funded journalism organization, the researchers discovered that female rats fed atrazine at the time of ovulation released a flow of stress hormones that are known to interfere with hormones essential for reproduction. The findings reveal one way atrazine may impact female reproduction. Elevated stress hormones can disrupt the hormone signals that spur ovulation. Such a stress response to atrazine could partially explain why previous studies find that the herbicide inhibits reproduction. EPA Opens Public Comment Period on Uncertainty Factor in Pesticide Risk Analyses

(Beyond Pesticides, December 10, 2009) Following news that the Environmental Protection Agency (EPA) is considering a higher uncertainty factor in all pesticide risk determinations, the agency is making available for comment a policy paper entitled “Revised Risk Assessment Methods for Workers, Children of Workers in Agricultural Fields, and Pesticides with No Food Uses.” The paper describes how EPA will assess pesticide risks not governed by Food Quality Protection Act (FQPA) amendments to the Federal Food, Drug and Cosmetic Act (FFDCA). EPA describes its proposal as incluing a more thorough assessment of risks to workers, including farmworkers and farm children, as well as risks posed by pesticides that are not used on food. The agency is asking the public to comment on the new approach and how best to implement the improvements. “Better information and applying these tools will strengthen EPA’s protections for farm workers exposed to these chemicals, and children living in and around the areas of highest possible exposure,” says EPA Administrator Lisa P. Green Chemistry Report Paves Way for Safer Standards in Marketplace and Policy

(Beyond Pesticides, November 30, 2009) In an effort to provide a new resource to support efforts to advance safer products in the market place, a collaboration of business, government, nongovernmental organizations, and academic groups have released a new report: “Growing the Green Economy through Green Chemistry and Design for Environment.” The report is designed to be a resource guide to assist states to develop a green chemistry and design for environment framework. It seeks to reduce the use of hazardous substances, finding safer alternatives which will in turn promote environmentally sustainable business practices and economic opportunities. In a policy context, Beyond Pesticides believes that this type of green chemistry framework can identify safer products and should trigger the cancellation of more hazardous products evaluated under risk assessment standards that allow continuing public and environmental exposure despite the identification of hazards and uncertainties associated with chemical mixtures, synergistic effects, and untested health outcomes and ecological effects. Central to this thinking is the need to use information on green chemistry to evaluate the necessity of hazardous products and institute a mechanism to screen out unnecessary hazardous chemical use. EPA Considers Higher Uncertainty Factor in All Pesticide Risk Determinations

(Beyond Pesticides, November 24, 2009) The Environmental Protection Agency (EPA) is considering expanding to all pesticides the use of what is typically referred to as the Food Quality Protection Act (FQPA) safety factor (the allowable margin of error or the uncertainty factor in risk determinations), which is currently only applied to the agency’s pesticide evaluations for infants and children. Under the plan the increased uncertainty factor will be applied to other sensitive populations, including farmworkers. Beyond Pesticides learned of the plan through communications with the agency over the past several months. EPA officials told Beyond Pesticides that, under the Obama Administration leadership, the agency would like to apply an equal standard to all people living in the U.S. Beyond Pesticides called on the Obama Administration to protect farmworkers and their children in the Transforming Pesticide Policy document sent after the 2008 election to President Obama’s transition team and top agency officials. Applying an additional uncertainty factor in risk assessments affecting infants and children and a reassessment of all existing pesticide tolerances were touted as the centerpieces of FQPA, which passed and amended the Federal Insecticide Fungicide and Rodenticide Act (FIFRA), the federal pesticide law, in 1996. Canceled U.S. Pesticide Reported To Be Cause of Child’s Death Abroad

(Beyond Pesticides, November 19, 2009) A three-year old child in Kenya died after eating the highly toxic pesticide carbofuran, according to a report attributed to the boy’s father, Nahashon Kigai. He said in an interview that, while he knew Furadan was toxic for pests, he had no idea it was so harmful to humans. Mr. Kigai said he had purchased Furadan a few months ago in preparation for planting vegetables at his small farm. Carbofuran is sold in Kenya in both a liquid form and a more widely available granular form, which farmers sprinkle around their seeds when planting crops. “I am sure he ate it, because he had [the pesticide] in his hand and in his mouth,” Mr. Kigai said. Mr. Kigai had put the Furadan into a small container, which his son later found. Soon after Kimutai apparently ate the Furadan, the boy began to show signs of paralysis and later became unconscious. Carbofuran is a toxic insecticide that does not meet current U.S. food safety standards, and the U.S. Environmental Protection Agency (EPA) is moving forward to implement the agency’s May 2009 final rule revoking tolerances, or residue limits, for the pesticide carbofuran. Report Finds GM Crops Increase Pesticide Use and Resistant Weeds

(Beyond Pesticides, November 18, 2009) A report released yesterday and authored by Charles Benbrook, PhD, chief scientist at The Organic Center (TOC), finds that the rapid adoption by U.S. farmers of genetically modified corn, soybeans and cotton has promoted increased use of pesticides, an epidemic of herbicide-resistant weeds, and more chemical residues in foods. The report, “Impacts of Genetically Engineered Crops on Pesticide Use in the United States: The First Thirteen Years,” explores the impact of the adoption of genetically modified (GM) corn, soybean, and cotton on pesticide use in the United States, drawing principally on data from the U.S. Department of Agriculture (USDA). The most striking finding, is that GM crops have been responsible for an increase of 383 million pounds of herbicide use in the U.S. over the first 13 years of commercial use of GE crops (1996-2008). The report identifies, and discusses in detail, the primary cause of the increase–the emergence of herbicide-resistant weeds. The steep rise in the pounds of herbicides applied with respect to most GM crop acres is not news to farmers. Low-Level Pesticide Exposure In Utero Linked to Impacts on Behavior and Hormones

(Beyond Pesticides, November 17, 2009) According to a new study by researchers at the University of Wisconsin-Madison, exposure to low levels of the organophosphate insecticide chorpyrifos during pregnancy can impair learning, change brain function and alter thyroid levels of offspring into adulthood for tested mice, especially females. The study, “Long-term sex selective hormonal and behavior alterations in mice exposed to low doses of chlorpyrifos in utero,” was led by Beyond Pesticides board member and professor of zoology and environmental toxicology, Warren Porter, PhD. On June 8, 2000, the Environmental Protection Agency (EPA) and Dow AgroSciences, reached an agreement to stop the sale of most home, lawn and garden uses for chlorpyrifos because of its health risks to children. However, its use continues in agriculture. According to advocates, this new study provides further evidence for the need to ban chlorpyrifos and fully protect farmworkers, their families, and rural communities from the toxic hazards of this outdated, unnecessary pesticide.
