“Super-Weeds” on the Rise Due to Spread of Genetically Engineered Crops

(Beyond Pesticides, August 4, 2011) At least 21 different species of weeds are found to be resistant to the herbicide glyphosate, commonly sold as Roundup and used across thousands of acres of “RoundUp Ready” genetically engineered (GE) crops, according to a series of studies in the current issue of Weed Science. Palmer amaranth, one of the weeds discussed in the journal, can reduce yields of cotton by more than 50 percent if there is a density of at least 10 of these weeds per row. Fifty-two counties in the state of Georgia had infestations of glyphosate-resistant Palmer amaranth last year. Studies confirm that the weed, which also competes with soybean, corn, grain sorghum and peanut crops, is also resistant to the herbicide phrithiobac in addition to glyphosate. Over-application and over-reliance by farmers on glyphosate to solve all of their weed problems has led to the proliferation of so-called “super weeds,” which have evolved to survive the treatments through repeated exposure. The most common species which have evolved these traits include pigweed (palmer amaranth), mare’s tail, and ryegrass. Climate Change Threatens Survival of Tree Species

(Beyond Pesticides, July 21, 2011) For the first time, a federal agency has officially recognized that the loss of a species is related to climate change; the species at risk, the whitebark pine, faces a barrage of threats, including invasive diseases and insects which have not previously been able to thrive in the tree’s cold territory. In addition to other man-made causes for climate change, pesticides play a significant role through heavy use of fossil fuels in the manufacturing process and emissions. Conventional agricultural practices further contribute to climate change through the heavy reliance on pesticides and fertilizers, and through degradation of the soil, which releases carbon. As temperatures have warmed, the amount and variety of pests in regions that do not traditionally have problems are increasing. Researchers at the University of Washington have found that insect species that adapt to warmer climates also will increase their maximum rates of population growth, meaning that global warming will likely lead to increased insect populations. In New England, entomologists have noted an increase in the number of insects, including ticks carrying lyme disease and mosquitos with West Nile Virus and encephalitis. Agency Seeks Comments on Biological Opinion of its Proposed General Permit

(Beyond Pesticides, July 14, 2011) In its draft Biological Opinion, the National Marine Fisheries Service (NMFS) finds that the issuance of the proposed Pesticides General Permit by the U.S. Environmental Protection Agency (EPA) is likely to jeopardize the continued existence of endangered and threatened species and cause the destruction or modification of critical habitat of the species without the implementation of a reasonable and prudent alternative (RPA). The agency is seeking public comment on the implementation of the proposed RPA and possible alternatives that would avoid the likelihood of jeopardizing the threatened or endangered species. Comments will be accepted until July 25, 2011. Essentially, the proposed Pesticides General Permit grants blanket approval to all pesticide applicators operating near waterways by issuing a single permit which would apply to all such potential applications, and largely removes the opportunity for environmental oversight of specific applications. The findings in this Biological Opinion are particularly relevant in light of current efforts by Congress to strip protections from the Clean Water Act (CWA) by prohibiting discharge permits for pesticides in waterways. USDA Exempts Genetically Engineered Turf Grass from Regulations

(Beyond Pesticides, July 8, 2011) The U.S. Department of Agriculture (USDA) has issued a decision stating that it does not consider a new type of genetically engineered (GE) turf grass to be subject to federal regulations. In the decision announced by the USDA’s Animal & Plant Health Inspection Service (APHIS), the agency stated that it does not have the authority to regulate introduction or transportation of the GE grass seed under the provisions of the Plant Protection Act . The grass, developed by Scotts Miracle-Gro Company, has been engineered to be resistant to the herbicide glyphosate, commonly sold as Roundup. Kentucky bluegrass is a popular choice for yards and fields as well as pastures and prairies, and the GE seed is expected to be made available for consumers to plant in their home lawns, potentially making it one of the most widely planted GE crops in the country. Voluntary Guidelines Set to Allow Labeling for GMO Food Worldwide

(Beyond Pesticides, July 7, 2011) After nearly two decades of struggling for consensus within the global food safety body, the Codex Alimentarius Commision, the U.S. ended its opposition to the genetically modified (GM) labeling guidance document on Tuesday, July 5, 2011, allowing it to move forward to become official Codex text. Though this new agreement does not require mandatory labeling, it will allow countries wishing to adopt GM food labeling without fear of legal challenges from the World Trade Organization (WTO), because national measures based on Codex guidelines cannot be challenged as a barrier to trade. This will have immediate implications for consumers, according to Michael Hansen, Ph.D., Consumers International’s lead delegate at Codex, and a senior scientist at Consumers Union, the nonprofit publisher of Consumer Reports. He stated: “We are particularly pleased that the new guidance recognizes that GM labeling is justified as a tool for post market monitoring. Study Finds Pregnant Women and Fetuses Contaminated with Pesticides Linked to GE Food

(Beyond Pesticides, June 27, 2011) A study published in the May 2011 edition of the journal Reproductive Toxicology finds pregnant women and their fetuses contaminated with pesticides and metabolites of the herbicide gluphosinate and the Cry1Ab protein of the insecticide based on the bacterium bacillus thuringiensis (Bt), both affiliated with genetically engineered (GE) food. The study, “Maternal and fetal exposure to pesticides associated to genetically modified foods in Eastern Townships of Quebec, Canada,” also identified the same chemicals, as well as glyphosate metabolites in the bodies of non-pregnant women. The study, conducted by researchers at the University of Sherbrooke Hospital Centre in Quebec, Canada, is intended to pave the way for a new field in reproductive toxicology including nutrition and utero-placental toxicities. Herbicide resistance is the most common genetically modified trait in commercial agriculture. Crops are modified to be able to withstand extremely high doses of glyphosate (Roundup Ready) and gluphosinate (LibertyLink). First Motion Filed in Latest Suit Against GE Alfalfa

(Beyond Pesticides, June 24, 2011) Attorneys for farmer and environmental organizations filed a motion in court on Monday to seek partial judgment in their case against Secretary of Agriculture Tom Vilsack regarding his department’s recent deregulation of genetically engineered (GE) alfalfa. The plaintiffs, including the Center for Food Safety, Beyond Pesticides, and several seed and farming organizations, filed a Motion for Partial Summary Judgment on the claim in the lawsuit regarding the Endangered Species Act (ESA). The suit claims that the U.S. Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) is required by the ESA to consult with the U.S. Fish and Wildlife Service (FWS) in decisions regarding regulation of GE products in order to determine any potential impact on endangered species or their habitats. Since APHIS did not consult with FWS prior to its decision to deregulate GE alfalfa, the plaintiffs hold that the decision is invalid until an evaluation is conducted by FWS. Alliance Calls for Stronger Measures to Protect Human Health, Wildlife from Dangerous Pesticides

(Beyond Pesticides, June 21, 2011) More than 130 groups in 35 states, representing public health, food-security, sustainable-farming, farmworker and conservation interests called on the Environmental Protection Agency (EPA) to use all the tools at its disposal to protect public health and imperiled wildlife from toxic pesticides. The June 16th letter to EPA, which was signed by Beyond Pesticides, cites significant flaws in the pesticide registration process. Organochlorine Pesticides Linked to Adverse Birth Effects

(Beyond Pesticides, June 20, 2011) In a study published this week in the journal Pediatrics, researchers report findings that link mothers’ exposure to organochlorine pesticides during pregnancy with infants’ sizes at birth. The trend shows that the more mothers are exposed to the pesticides during pregnancy, the higher the chances are for reduced birth weight and length of their newborns. Comprising a total of 494 women and infants in Valencia, Spain from the years 2003-2006, the study evaluates umbilical cord blood for residues of four pesticides or pesticide degradates: DDT, DDE, hexachlorobenzene (HCB), and beta-hexachlorocyclohexane. The results show that a 10-fold increase in pesticide concentrations in the blood corresponds to a reduction in birth weight of 2-4 ounces. Additional results are correlated to specific pesticides. Higher concentrations of DDT results in a reduction in head circumference of 0.26cm, which the researchers call a “significant decrease.” Additionally, a decrease of 0.39cm in birth length is correlated with each 10-fold increase in concentration of HCB. U.S. House Proposes Ban on Genetically Engineered Salmon

(Beyond Pesticides, June 17, 2011) The U.S. House of Representatives this week approved a measure that would bar the Food and Drug Administration (FDA) from allowing genetically engineered (GE) salmon to be freely bought and sold. The measure was added as an amendment to the 2012 agriculture and food safety funding bill by U.S. Representative Don Young (R-AK). Representative Young introduced the amendment out of concern that the altered species would compete with the wild salmon in the Pacific waters off of his state and cause economic losses for Alaskan fishermen. Technically speaking, the amendment would not actually legally prohibit the approval of the animal, but rather simply bars the agency from spending any money in order to approve the application for the controversial fish. The vote, which took place on Wednesday, allowed the measure to be amended to the original appropriations bill, which still remains under consideration by the House. The full package must still be approved by a full House vote and sent to the Senate. There has been no indication from Senators on which way the upper chamber will vote on the measure. Pesticide-Food Guides Highlight Importance of Eating Organic for Health, Workers and the Environment

NIOSH Study Confirms Pesticide Drift Hazards Posed by Conventional Agriculture

(Beyond Pesticides, June 7, 2011) A study by the Centers for Disease Control and Prevention’s (CDC) National Institute for Occupational Safety and Health (NIOSH) and state agency partners finds that pesticide drift from conventional, chemical-intensive farming has poisoned thousands of farmworkers and rural residents in recent years. According to the authors, agricultural workers and residents in agricultural regions were found to have the highest rate of pesticide poisoning from drift exposure, and soil fumigations were a major hazard causing large drift incidents. The study, “Acute Pesticide Illnesses Associated with Off-Target Pesticide Drift from Agricultural Applications ”” 11 States, 1998—2006,” was published June 6, 2011 in the online edition of the journal Environmental Health Perspectives. Using data from NIOSH’s Sentinel Event Notification System for Occupational Risks (SENSOR) – Pesticides Program and the California Department of Pesticide Regulation, the study identifies 2,945 cases of pesticide poisoning associated with agricultural pesticide drift in 11 states. Groups Ask Congress to Save Bats from Lethal Disease

(Beyond Pesticides, June 6, 2011) A broad coalition of conservation, organic-agriculture, anti-pesticide and food-safety groups, including Beyond Pesticides, are calling on Congress to stop the spread of the bat-killing disease which has wiped out more than one million bats, threatening six different species. The letter, sent June 1, 2011, urges Congress to appropriate funds for research and management of white-nose syndrome. Groups are also asking Senators to support the Wildlife Disease Emergency Act, a bill introduced this session by Sen. Frank Lautenberg (D-N.J.), to provide a framework and funding mechanism for effectively addressing wildlife disease crises like white-nose syndrome. Insect-eating bats play an important economic role in agriculture and timber production. Despite Industry Claims, Herbicide Use Fails to Decline with GE Crops

(Beyond Pesticides, June 3, 2011) According to the 2010 Agricultural Chemical Use Report released last week by the U.S. Department of Agriculture’s (USDA) National Agricultural Statistics Service (NASS), use of the herbicide glyphosate, associated with genetically engineered (GE) crops, has dramatically increased over the last several years, while the use of other even more toxic chemicals such as atrazine has not declined. Contrary to common claims from chemical manufacturers and proponents of GE technology that the proliferation of herbicide tolerant GE crops would result in lower pesticide use rates, the data show that overall use of pesticides has remained relatively steady, while glyphosate use has skyrocketed to more than double the amount used just five years ago. The 2010 Agricultural Chemical Use Report shows that, in the states surveyed, 57 million pounds of glyphosate were applied last year on corn fields. Ten years prior, in 2000, this number was only 4.4 million pounds, and in 2005, it was still less than half of current numbers at 23 million pounds. Court of Appeals Dismisses Monsanto’s Appeal, Requires EIS for GE Sugar Beets

(Beyond Pesticides, May 24, 2011) Last Friday, the U.S. Court of Appeals for the Ninth Circuit issued a summary order upholding a landmark legal decision requiring the U.S. Department of Agriculture (USDA) to conduct an Environmental Impact Statement (EIS) before approving the planting of genetically engineered (GE) crops. The decision upholds previous court rulings in favor of farmers and conservation advocates in a case on the future commercial uses of GE sugar beets, engineered to be resistant to Monsanto’s Roundup herbicide. “Today’s order cements a critical legal benchmark in the battle for meaningful oversight of biotech crops and food,” said Center for Food Safety (CFS) attorney George Kimbrell. “Because of this case, there will be public disclosure and debate on the harmful impacts of these pesticide-promoting crops, as well as legal protections for farmers threatened by contamination.” CFS, Organic Seed Alliance, High Mowing Organic Seeds, and the Sierra Club, represented by CFS and Earthjustice, challenged the USDA approval in 2008. Researchers Discover Toxins from GE Food in Human Blood

(Beyond Pesticides, May 19, 2011) Scientists at the University of Sherbrooke in Quebec, Canada found that pesticides associated with genetically engineered (GE) foods are present in maternal, fetal and nonpregnant women’s blood, emphasizing the need for further research into the effects that GE food has on human health. The study, “Maternal and fetal exposure to pesticides associated to genetically modified foods in Eastern Townships of Quebec, Canada” is published in Reproductive Toxicology. Scientists Aziz Aris and Samuel Leblanc analyzed blood samples for 39 nonpregnant women and 30 pregnant woman and their fetuses in Sherbrooke, an urban area of Eastern Townships of Quebec, Canada. It’s important to note that none of the women in the study had ever worked or lived with a spouse that worked in contact with pesticides. The diet of the women involved in the study is described as “typical of a middle class population of Western industrialized countries.” The Cry1Ab toxin, which is an insecticidal protein produced by the soil bacterium Baccillus thuringiensis (Bt) was detected in 93% of maternal blood samples, 80% of fetal blood samples and 69% of the nonpregnant women’s blood. EPA Considers Bilingual Pesticide Labels, Public Comments Needed

(Beyond Pesticides, May 17, 2011) The U.S. Environmental Protection Agency (EPA) has received a petition from the Migrant Clinicians Network, Farmworker Justice, and other farmworker interest groups asking the agency to require that manufacturers make their pesticide product labels available in both English and Spanish. EPA is inviting public comment until June 28, 2011 (see Docket # EPA-HQ-OPP-2011-0014-0001 and submit comments). After the 90-day comment period ends, the agency will use the comments received in developing a decision on this petition. Farmworker groups are asking people to submit comments to EPA supporting the petition. See talking points below. Currently, pesticide labels are only required to be in English. This policy has a disproportionate impact on farmworkers, particularly pesticide applicators, who primarily speak Spanish, with little or no ability to speak or read English. As a consequence, they cannot read the pesticide labels and do not understand the pesticide use directions, the personal protective equipment (PPE) required or the instructions to avoid contamination of water bodies. Groups Submit Policy Recommendations to Strengthen Environmental Right to Know

(Beyond Pesticides, May 12, 2011) Beyond Pesticides joined 112 organizations in endorsing a 102-page set of environmental right-to-know recommendations, which OMB Watch presented on Tuesday, May 10 to the Obama administration. The recommendations, collaboratively drafted by advocates from across the country, aim to expand access to environmental information, equip citizens with data about their environmental health, and empower Americans to protect themselves, their families, and their communities from toxic pollution. The recommendations are contained within a report titled An Agenda to Strengthen Our Right to Know: Empowering Citizens with Environmental, Health, and Safety Information, drafted as part of the Environmental Information Initiative project. OMB Watch compiled the report following a year of work that culminated in a conference of almost 100 environmental, health, and safety advocates held in November 2010. Monsanto Renews Efforts for Genetically Engineered Wheat

Over the past two years, the agricultural biotechnology giant has renewed its interest in wheat, committing more resources to creating new traits and seed varieties. Genetically modified (GM) varieties of soy, corn and alfalfa have already been developed. Recent efforts by the company to have GM crops deregulated by the U.S. government -so that they can be widely grown without restriction- have been successful. In the past two years, Monsanto has renewed its efforts into research for GM wheat. The company has built a ‘seed chipper” for wheat -a proprietary and prohibitively expensive machine that speeds the process of identifying beneficial crop traits. In 2009, the company paid $45 million to buy WestBred, a Montana-based wheat seed company. Monsanto says its efforts will focus on biotechnology and traditional breeding to achieve a drought-tolerant trait and increased yield. Save the Frogs/Ban Atrazine Rally Tomorrow in Washington, DC

(Beyond Pesticides, April 28, 2011) In recognition of the 3rd annual Save the Frogs Day, a “Save the Frogs/Ban Atrazine Rally” will be held tomorrow, Friday, April 29th in Washington, DC. The rally will take place at the steps of the U.S. Environmental Protection Agency (1200 Pennsylvania Ave, NW), and is intended to raise awareness of the rapid disappearance of frog species worldwide, and bring attention to the harmful effects of the endocrine disrupting herbicide atrazine. Amphibian populations worldwide have been declining at unprecedented rates, and nearly one-third of the world’s amphibian species are threatened with extinction. Up to 200 species have completely disappeared in recent years. Amphibians are faced with an onslaught of environmental problems, including climate change, infectious diseases, habitat loss, invasive species, and over-harvesting for the pet and food trades. Numerous studies have definitively linked pesticide use with significant effects on amphibians. Pesticides can cause abnormalities, diseases, injury and death in these frogs and other amphibians. Because amphibians breathe through their permeable skin, they are especially vulnerable to chemical contamination. Report Examines Impact of Pesticides on Farmworker Children

(Beyond Pesticides, April 26, 2011) One year after the President’s Cancer Panel released its groundbreaking report highlighting environmental causes of cancer, the non-profit Association of Farmworker Opportunity Programs (AFOP) released a new report, Dangerous Exposure: Farmworker Children and Pesticides. The report focuses on farmworker children, examining birth defects, neurological and behavior disorders, respiratory disease, as well as leukemia and other childhood cancers and their connections to pesticides. “The weight of evidence described in our report, Dangerous Exposure: Farmworker Children and Pesticides, is overwhelming, if not conclusive,” notes Levy Schroeder, Director of Health & Safety Programs at AFOP. “The risk is high for farmworker children whose lives are surrounded by dangerous agricultural toxins.” In a ten-month immersion in evidence-based findings on pesticide exposures, farmworker children and various illnesses, including cancer, the AFOP Health and Safety team reviewed primary scientific research published in professional medical and public health journals. USDA Proposes To Allow Biotech Companies To Evaluate Own GE Products

(Beyond Pesticides, April 25, 2011) The U.S. Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) has issued a proposal which would allow industry groups seeking deregulation of genetically engineered (GE) products to submit their own environmental evaluations as part of the deregulation process. The proposal, detailed in the Federal Register notice, launches a pilot program that would allow companies to either (1) prepare an environmental report, which APHIS would then use to develop an environmental assessment (EA) or environmental impact statement (EIS), or (2) contract out to a third party group, which would prepare the actual EA or EIS and submit it to APHIS. Under the second option, the company would provide the funding for developing the EA or EIS, while APHIS would choose the actual contractor. APHIS is calling the proposal the National Environmental Policy Act (NEPA) Pilot Project. NEPA, first passed in 1969 and later amended, requires the agency to evaluate any potential environmental effects of releasing GE materials into the environment (see relevant regulations at 7 CFR 340).
