Tell USDA To Deny Deregulation of GE “Roundup Ready” Sugar Beets

(Beyond Pesticides, October 18, 2011) The U.S. Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) recently announced the availability of a draft environmental impact statement (EIS) that evaluates the potential environmental effects of deregulating (commercializing) sugar beets genetically engineered (GE) to be resistant to the herbicide glyphosate, commonly referred to as Roundup Ready (RR) sugar beets. APHIS considered three alternatives in the draft EIS: deny the petition seeking a determination of nonregulated status (prohibit commercial planting), make a determination of nonregulated status (allow commercial planting), or extend the partial deregulation of RR sugar beets for the root crop, with mandatory conditions and restrictions. Comments will be accepted until December 13, 2011. APHIS originally deregulated RR sugar beets in 2005. A coalition of environmental groups and organic seed companies, led by the Center for Food Safety, challenged the USDA approval in 2008. It argued that GE sugar beets would contaminate organic and non-GE farmers of related crops, such as table beets and chard, as well as increase pesticide impacts on the environment and worsen the current Roundup-resistant “superweeds” epidemic in U.S. agriculture. EPA Publishes Petition to Ban Atrazine in the U.S.

(Beyond Pesticides, September 16, 2011) The U.S. Environmental Protection Agency (EPA) announced earlier this week that it is seeking public comments on a petition to ban atrazine, one of the most widely used herbicides in the United States. The call for comments was prompted by a petition submitted earlier this year by the group SAVE THE FROGS!, to ban the highly toxic chemical. The group, along its allies, delivered over 60,000 petition signatures and emails to EPA requesting an immediate ban. The group organized a rally at the steps of the EPA’s headquarters in Washington, DC back in April to raise awareness of the disappearance of amphibians and call for a federal ban on atrazine on the occasion of the international Save The Frogs Day. “Super-Weeds” on the Rise Due to Spread of Genetically Engineered Crops

(Beyond Pesticides, August 4, 2011) At least 21 different species of weeds are found to be resistant to the herbicide glyphosate, commonly sold as Roundup and used across thousands of acres of “RoundUp Ready” genetically engineered (GE) crops, according to a series of studies in the current issue of Weed Science. Palmer amaranth, one of the weeds discussed in the journal, can reduce yields of cotton by more than 50 percent if there is a density of at least 10 of these weeds per row. Fifty-two counties in the state of Georgia had infestations of glyphosate-resistant Palmer amaranth last year. Studies confirm that the weed, which also competes with soybean, corn, grain sorghum and peanut crops, is also resistant to the herbicide phrithiobac in addition to glyphosate. Over-application and over-reliance by farmers on glyphosate to solve all of their weed problems has led to the proliferation of so-called “super weeds,” which have evolved to survive the treatments through repeated exposure. The most common species which have evolved these traits include pigweed (palmer amaranth), mare’s tail, and ryegrass. USDA Study Finds Higher Rates of Herbicide Volatilization Than Expected

(Beyond Pesticides, July 19, 2011) According to a U.S. Department of Agriculture (USDA) study published in the Journal of Environmental Quality, the volatilization of atrazine and metolachlor, two herbicides known to contaminate surface and ground water, consistently results in herbicide movement off the target site that exceeds nontarget field runoff, varying widely depending upon weather conditions. Linked to endocrine disruption, cancer, developmental effects, and more, increased levels of these hazardous pesticides in the air is cause for concern. When averaged over the two herbicides, loss by volatilization is about 25 times larger than movement from surface runoff, despite low vapor pressures. Agricultural Research Service (ARS) soil scientist Timothy Gish, PhD and ARS micrometeorologist John Prueger, PhD led the investigation, which looks at the field dynamics of these two herbicides commonly used in corn production. Prior to this field study, many experts believed that volatilization was not a contributing factor to water contamination because atrazine and metolachlor had a low vapor pressure. Bill That Strips Water Protections from Pesticides Advances in Senate, Act Now

(Beyond Pesticides, June 23, 2011) The Senate Agriculture Committee has passed legislation that would allow pesticides to be sprayed into water without a Clean Water Act (CWA) on Tuesday, June 21, and urgent action is needed to stop the bill from passing in the full Senate. The bill, Reducing Regulatory Burdens Act of 2011 (H.R. 872) amends the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) and the CWA, reversing a 2009 court order requiring the permits as a part of the National Pollutant Discharge System (NPDES). The U.S. House of Representatives already passed H.R. 827 by a vote of 292-130 back in April. Beyond Pesticides encourages individuals and organizations email and call their Senators that regulating pesticides under the CWA is necessary to protect our waterways, public health, fish, and wildlife, and therefore, they must oppose H.R. 872. Groups Submit Policy Recommendations to Strengthen Environmental Right to Know

(Beyond Pesticides, May 12, 2011) Beyond Pesticides joined 112 organizations in endorsing a 102-page set of environmental right-to-know recommendations, which OMB Watch presented on Tuesday, May 10 to the Obama administration. The recommendations, collaboratively drafted by advocates from across the country, aim to expand access to environmental information, equip citizens with data about their environmental health, and empower Americans to protect themselves, their families, and their communities from toxic pollution. The recommendations are contained within a report titled An Agenda to Strengthen Our Right to Know: Empowering Citizens with Environmental, Health, and Safety Information, drafted as part of the Environmental Information Initiative project. OMB Watch compiled the report following a year of work that culminated in a conference of almost 100 environmental, health, and safety advocates held in November 2010. Study Finds Common Fungicide Deadly to Frogs

(Beyond Pesticides, April 14, 2011) Researchers at the University of South Florida have discovered that the most widely used fungicide in the U.S., chlorothalonil, is lethal to frogs even at low doses. Chemical pollution, according to the researchers, is considered the second greatest threat to aquatic and amphibious species in the U.S. Because many vital systems of amphibians are similar to those in humans, researchers believe that amphibians may be an underused model for studying the impacts of chemicals in the environment on human health and set out to quantify amphibian responses to chlorothalonil. The study, lead by Teagan McMahon, PhD, was published in Environmental Health Perspectives and opens the door for researchers to quantify the effects of the chemical on other species as well as other toxic pesticides on amphibian populations and human health. Researchers looked at Rana sphenocephala (Southern leopard frog) and Osteopilus septentrionalis (Cuban treefrog) in outdoor aquatic mesocosms (experimental water enclosures) with and without the expected environmental concentration as well as twice the amount of chlorothalonil. Study Links Prenatal Atrazine Exposure to Adverse Birth Outcomes

(Beyond Pesticides, March 29, 2011) According to a French study published March 2, 2011 in the online edition of Environmental Health Perspectives, prenatal exposure to the herbicide atrazine is linked to small head circumference and fetal growth restriction. The authors say the study “raises particular concerns for countries where atrazine is still in use.” Atrazine is a widespread contaminant in drinking water and is linked to various birth defects, endocrine disruption and cancer, even at concentrations below EPA standards. Although it has been excluded from re-registration in the European Union because it is found above allowable thresholds in groundwater, it is still one of the most widely used herbicides in the U.S. and around world. The study, “Urinary Biomarkers of Prenatal Atrazine Exposure and Adverse Birth Outcomes in the PELAGIE Birth Cohort,” used a case-cohort design nested in a prospective birth cohort conducted in the Brittany region from 2002 through 2006. It collected maternal urine samples to examine pesticide exposure biomarkers before the 19th week of gestation. Agency Sued for Failure to Protect Endangered Species from Pesticides

(Beyond Pesticides, January 24, 2011) Citing the U.S. Environmental Protections Agency’s failure to protect over 200 endangered species from pesticides under the Endangered Species Act (ESA), two national environmental groups filed on January 20, 2011 a lawsuit to force agency implementation of the act. Group Plans to Sue Agencies over Threatened Amphibian

(Beyond Pesticides, December 16, 2010)The Center for Biological Diversity notified the U.S. Fish and Wildlife Service (USFWS) and U.S. Environmental Protection Agency (EPA) December 15 of its intent to sue the agencies for failing to study and act on threats posed by more than 60 pesticides to the threatened California red-legged frog. A 2006 legal settlement secured by the Center required the EPA to assess the impacts of pesticides on the frog, then consult with the U.S. Fish and Wildlife Service (USFWS) under the Endangered Species Act to address those impacts, by 2009. The completed assessments were submitted to the Wildlife Service between March 2007 and October 2009. Estrogenic Compounds in Water Come From Agricultural, Industrial Sources

(Beyond Pesticides, December 8, 2010) A new study finds that oral contraceptives are not the main culprit in estrogenic pollution of U.S. rivers and drinking water. Instead, the contribution of contraceptives is quite small compared to other human, industrial and agricultural sources, including pesticides. Recent observed feminization of aquatic animals has raised concerns about estrogenic compounds in water supplies and the potential for these chemicals to reach drinking water. Public perception frequently attributes this feminization to oral contraceptives (OCs) in wastewater and raises concerns that exposure to OCs in drinking water may contribute to the recent rise in human reproductive problems. Studies have suggested that long-term exposure to low levels of estrogens in water may adversely affect human health. This new information eases concerns that contraceptives are a major factor contributing to feminized fish and frogs. This study, “Are Oral Contraceptives a Significant Contributor to the Estrogenicity of Drinking Water?” reviews the literature regarding various sources of estrogens, in surface, source and drinking water, to determine whether OCs were the source of estrogen in surface waters, with an emphasis on the active molecule that comes from OCs. Industry Responds to Agency, Environmentalists on Atrazine Review

(Beyond Pesticides, July 15, 2010) Swiss chemical manufacturing giant Syngenta, one of the makers of the commonly used and heavily scrutinized pesticides atrazine, are speaking out against anti-pesticide activists and the U.S. Environmental Protection Agency’s (EPA) review of atrazine. Despite mounting peer-reviewed scientific literature and research, Syngenta refuses to acknowledge the dangers of atrazine and, according to Legal Newsline, claims that the review is “redundant,” and merely “an unprecedented war on agriculture by anti-pesticide activists.” The company, which made over $11 billion in sales in 2009 even accuses the Natural Resources Defense Council (NRDC), which has spearheaded a campaign to persuade EPA to initiate reviews, of being “slick” and “well-funded.” Other critics of the agency’s decision include the American Council on Science and Health (ACSH), a group that has in the past received funding from Monsanto and Union Carbide (according to the group Center for Science in the Public Interest, ACSH stopped disclosing corporate donors in the early 1990’s). Supreme Court Ruling Offers Some Protection from GE Crops

(Beyond Pesticides, June 23, 2010) The Supreme Court ruling in Monsanto v Geersten Seed Farms on June 21, 2010 appears to favor the St. Louis-based biotech giant, but may offer some protection from genetically engineered (GE) crops. In a 7 to 1 decision, the high court overturned a lower court injunction on the planting of GE alfalfa, yet planting the crop still remains illegal until USDA completes assessing its environmental review. Interestingly, Justice Steven G. Breyer recused himself because his brother District Judge Charles Breyer had issued the original ruling, while Justice Clarence Thomas did not recuse himself despite having worked as a Monsanto attorney for two years. In 2006, the Center for Food Safety (CFS) and several other farming and environmental groups, including Beyond Pesticides, filed suit on behalf of Geerston Seed Farms. The suit led to a U.S. District Court ruling that the U.S. Department of Agriculture (USDA) violated the National Environmental Protection Act (NEPA) by approving the sale of GE alfalfa without requiring an environmental impact statement (EIS). USGS Finds Atrazine Herbicide Adversely Affects Fish Reproduction

(Beyond Pesticides, June 1, 2010) Atrazine, one of the most commonly used herbicides in the world, has been shown to affect reproduction of fish at concentrations below U.S. Environmental Protection Agency’s (EPA) water-quality guideline, according to a new U.S. Geological Survey (USGS) study. “Concentrations of atrazine commonly found in agricultural streams and rivers caused reduced reproduction and spawning, as well as tissue abnormalities in laboratory studies with fish,” said USGS scientist Donald Tillitt, Ph.D., the lead author of the study, “Atrazine Reduces Reproduction in Fathead Minnow (Pimephales promelas)” published in Aquatic Toxicology. Fathead minnows were exposed to atrazine at the USGS Columbia Environmental Research Center in Columbia, Missouri, and observed for effects on egg production, tissue abnormalities and hormone levels. Fish were exposed to concentrations ranging from zero to 50 micrograms per liter of atrazine for up to 30 days. All tested levels of exposure are less than the EPA Office of Pesticides Aquatic Life Benchmark of 65 micrograms per liter for chronic exposure of fish. Bill Introduced in U.S. House to Ban Atrazine

(Beyond Pesticides, April 27, 2010) On April 22, 2010, Representative Keith Ellison (D-MN) introduced H.R.5124, legislation to prohibit the use, production, sale, importation, or exportation of any pesticide containing atrazine. The bill’s introduction coincides with an Environmental Protection Agency (EPA) Scientific Advisory Panel (SAP) meeting this week to reevaluate the human health effects of the popular endocrine disrupting herbicide. Environmentalists point to the 2003-2006 reregistration of atrazine as a prime example of the broken system of pesticide regulation in the U.S. and call on EPA to reassess atrazine fairly and for consumers to support an end to all unnecessary pesticide use by supporting organic whenever possible. “On this 40th Anniversary of Earth Day, I can think of no better tribute to our planet and our people than protecting it from known harmful chemicals,” Rep. FDA’s New Triclosan Factsheet Questions Need But Plays Down Hazards

(Beyond Pesticides, April 22, 2010) In a new consumer factsheet posted April 8, 2010, the U.S. Food and Drug Administration (FDA) attempts to moderate the position it took in a February 23, 2010 letter to Congress in which it said, “[E]xisting data raise valid concerns about the effects of repetitive daily human exposure to these antiseptic ingredients” and “FDA shares your concerns over the potential effects of triclosan and triclocarban as endocrine disruptors that has emerged since we issued the TFM [Tentative Final Monograph] in 1994.” Instead, in bureaucractic-speak FDA is now saying, “[T]riclosan is not currently known to be hazardous to humans.” Safety advocates say that the FDA’s latest statement creates public confusion as the triclosan market continues to grow and manufacturers in the soap and cosmetics industry daily push misleading advertising claims about the protection from bacteria attributed to the toxic ingredient triclosan. Towns Sue Atrazine Manufacturer for Drinking Water Contamination

(Beyond Pesticides, April 20, 2010) Communities from six states filed a lawsuit last month in the U.S. District Court for the Southern District of Illinois against Swiss chemical giant Syngenta AG and its American counterpart Syngenta Crop Protection, Inc., the makers of Atrazine. The 16 municipalities in the states of Kansas, Illinois, Indiana, Ohio, Missouri, and Iowa want Syngenta to pay for the expensive carbon filters needed to remove atrazine from their drinking water supply. The United States’ largest private water utility, American Water Company, has also joined the suit, representing 28 additional communities. Atrazine is used to control broad leaf weeds and annual grasses in crops, golf courses, and even residential lawns. It is used extensively for broad leaf weed control in corn. The herbicide does not cling to soil particles, but washes into surface water or leaches into groundwater, and then finds its way into municipal drinking water. It has been linked to a myriad of health problems in humans including disruption of hormone activity, birth defects, and cancer. Atrazine is also a major threat to wildlife. Spring Planting Brings New Urgency to Atrazine Contamination

(Beyond Pesticides, April 2, 2010) On Monday, Tyrone Hayes PhD, researcher and professor at University of California Berkley gave a speech at Illinois State University urging the U.S. Environmental Protection Agency (EPA) to ban atrazine completely. Though atrazine has been the go to broad leaf weed killer for America’s corn growers since the 1950’s, evidence continues to build that atrazine is an unacceptable danger to humans and wildlife, and controversy continues as spring planting looms. In response to mounting scientific research, EPA announced last October it would review atrazine’s registration status, and last month announced plans to overhaul drinking water regulations regarding atrazine and numerous other chemicals known to harm human health. Dr. Hayes is one of the preeminent researchers on the effects of atrazine on amphibians. He compares the current loss of amphibians to the bird die-offs in the 1960’s due to DDT. More Research Links Atrazine to Sexual Abnormalities in Amphibians

(Beyond Pesticides, March 3, 2010) A recently published study in the Proceedings of the National Academy of Sciences finds that male frogs exposed to the herbicide atrazine can become so completely female that they can mate and lay viable eggs. This latest study adds to the growing scientific evidence which shows that atrazine, one of the most common herbicides used in the U.S., disrupts the development and behavior of aquatic animals, and negatively effects their immune, hormone, and reproductive systems. The study, “Atrazine induces complete feminization and chemical castration in male African clawed frogs (Xenopus laevis),” led by Tyrone Hayes, PhD, at the University of California, Berkeley, demonstrates the reproductive consequences of atrazine exposure in adult amphibians. Dr. Hayes and other researchers examined a group of 40 African clawed frogs, all of which carried male chromosomes. As tadpoles, the frogs were put in water with 2.5 parts per billion (ppb) of atrazine — a concentration within federal drinking water standards. Atrazine-exposed males were both demasculinized (chemically castrated) and completely feminized as adults. Increasing Documented Cases of Glyphosate Resistance Discussed by Scientists

(Beyond Pesticides, January 28, 2010) Scientists convening at the Pan-American Weed Resistance Conference lamented the critical issue that environmentalists have known would eventually happen, and have argued for decades: the resistance of weeds to the broadscale use of the herbicide glyphosate. The conference, hosted by Bayer Crop Science and held in Miami on January 19-21, 2010, was attended by 284 scientists and media representatives from North and South America. One of the scientists in attendance at the recent conference who offered some of the most dire outlooks on the use of glyphosate, according to The Delta Farm Press, was Stephen Powles, a professor of plant biology at the University of Western Australia, and director of the WA Herbicide Resistance Initiative (WAHRI).
