Proposed Protections for Monarch Butterflies Highlights Pesticide Threats to Biodiversity Essential to Life

Image: Art Page submission from Carol Moyer, “Monarch Butterfly Sideways with Closed Wings.“ (Beyond Pesticides, December 20, 2024) On December 12, the U.S. Fish and Wildlife Service (FWS) opened a public comment period on its proposal to list the monarch butterfly (Danaus plexippus) as a threatened species and to designate critical habitats for the species under the Endangered Species Act of 1973. Under the proposal, the designated habitats would span approximately 4,395 acres throughout overwintering sites in coastal California. The public comment period will be open until March 12, 2025. These suggested protections call attention to the role of chemical-intensive agriculture in affecting populations of pollinators and other beneficial organisms. George Kimbrell, legal director at the Center for Food Safety, shares in a press release that the “monarch listing decision is a landmark victory 10 years in the making. It is also a damning precedent, revealing the driving role of pesticides and industrial agriculture in the ongoing extinction crisis… But the job isn’t done: Monarchs still face an onslaught of pesticides. EPA’s Registration of Herbicide under New Framework Puts Endangered Species at Elevated Risk, Advocates Say

(Beyond Pesticides, December 13, 2024) In October, the U.S. Environmental Protection Agency (EPA) approved the registration applications of BASF Corporation and Mitsui Chemicals Crop & Life Solutions, Inc. for the use of different formulations of the L-isomer of glufosinate (also known as “L-glufosinate” and “glufosinate-P”) as new active herbicidal ingredients. This decision marks one of the first times that EPA has employed its new Herbicide  Strategy Framework to determine the level of mitigation necessary to protect listed species and critical habitat under the Endangered Species Act (ESA). Glufosinate is an organophosphate, with known neurotoxic, reproductive/developmental effects, toxic to aquatic life, and mobile in soils (see Beyond Pesticides Gateway). Scientists have found that formulated glufosinate is generally more toxic to aquatic and terrestrial animals than the technical grade active ingredient. Manufacturers are introducing newer glufosinate products as alternatives for glyphosate-based herbicides, like Bayer/Monsanto’s â€Roundup’ and dicamba. The Center for Biological Diversity notes in comments submitted to EPA on this decision, “L-glufosinate has the potential to be used on tens of millions acres of land every year given the crops EPA has proposed to register it on. Reflection: Highly Neurotoxic Insecticide Chlorpyrifos To Continue on Major Crops, EPA Defers to Industry

(Beyond Pesticides, December 6, 2024) On December 2, the U.S. Environmental Protection Agency (EPA) announced yet another milestone in the convoluted life span of the insecticide chlorpyrifos. Under the deceptive headline “EPA Proposes Rule to Revoke Most Food Uses of the Insecticide Chlorpyrifos,” EPA stated that it is improving environmental protection by revoking all usages of chlorpyrifos except for 11 food and feed crops. The proposal was deemed “unconscionable” by Beyond Pesticides executive director Jay Feldman in an article in The New Lede. EPA claims this plan would reduce annual chlorpyrifos application by 70% compared to “historical usage.” Chlorpyrifos is a known neurological and reproductive toxicant. EPA has been cutting back on approved uses for years but is far behind other environmental authorities—the European Food Safety Authority and Thailand have banned it altogether, and California has banned its agricultural use. The trouble with EPA’s latest attempt is that it does nothing to clarify and rationalize EPA’s process, and it will not protect the public, because those 11 remaining products are among the most extensively grown and used in the world: soybeans, sugar beets, cotton, wheat, apples, citrus fruits, strawberries, alfalfa, cherries, peaches, and asparagus. Study Reinforces the Importance of Soil Management Practices on Ecological Effects

(Beyond Pesticides, November 20, 2024) The perpetual use of pesticide coated seeds and tillage changed the composition of various beetle, spider, and other epigeal arthropod communities on New Hampshire farmland, according to a recent study published in Agriculture, Ecosystems, and Environment. Researchers fell short of finding conclusive results about the multi-variable impacts of both practices on biodiversity but raise notable issues on the impact of treated seeds. This research builds on the existing peer-reviewed scientific literature that highlights the threats of toxic pesticides and pesticide-coated seeds. Organic Banana Production Better for Soil Health than Chemical-Intensive Practices, Researchers Document

(Beyond Pesticides, November 7, 2024) Organic banana production is significantly more conducive to microbial decomposition than its chemical-intensive counterparts in the Caribbean nation of Martinique, according to a recent study published in Applied Soil Ecology. “Macrofaunal decomposition was increased more (55%) than microbial decomposition (20%), indicating that organic farming removes a constraint of conventional farming especially affecting macrofauna.” Biological activity in the soil is foundational to organic land management and critical to the cycling of nutrients that feed plant life while contributing to resiliency and soil water retention. Bananas are one of the most highly consumed fresh fruits in the U.S. marketplace. A consumer survey conducted by the International Fresh Produce Association in 2023 identified 84% of households purchasing bananas that year. The U.S. Department of Agriculture (USDA) Economic Research Service identifies bananas as the third most consumed fruit product in the United States, with the average person eating 13.2 pounds that year. Since bananas require specific bioclimatic conditions for commercial production that meets ongoing consumer demand, the proliferation of industrial-scale monoculture banana plantations in various Central and South American countries and territories has and continues to devastate local and Indigenous communities for generations. Pesticide-Contaminated Water Wells Documented, Representing Widespread Poisoning

(Beyond Pesticides, October 31, 2024) Approximately four in ten private wells in the state of Wisconsin contain toxic pesticides and pesticide metabolites, according to findings released earlier this year from a 2023 survey, entitled Wisconsin Agricultural Chemicals in Wisconsin Groundwater, conducted by the Wisconsin Department of Agriculture, Trade, and Consumer Protection (DATCP) in partnership with U.S. Department of Agriculture’s (USDA) National Agricultural Statistics Service (NASS). An analysis of the survey findings from Wisconsin Public Radio determined that “more than half of 29 pesticide compounds detected are unregulated in groundwater.” Pesticides detected in this study include toxic herbicides atrazine, dacthal, metolachlor, and alachlor, commonly used by chemical-intensive corn and soybean growers throughout the United States, but they are particularly concentrated for use in Corn Belt states such as Wisconsin. Various neonicotinoid insecticides were also detected. Pesticide leaching into both surface water and groundwater continues to impose adverse health and environmental impacts on communities across the nation, leading to advocates pushing for organic land management principles and practices to avoid the continuous use of toxic pesticides. EPA Proposal for Chlorpyrifos Use, After Court Decision, Backtracks on Safety and Protection of Children

(Beyond Pesticides, October 10, 2024) On September 16, 2024, the U.S. Environmental Protection Agency (EPA) announced an order allowing Kaizen Technologies LLC to sell off its chlorpyrifos-based insecticide product—Bifenchlor, a known neurotoxicant. This reverses an existing stocks agreement that Kaizen voluntarily negotiated with EPA in August 2022 when the company withdrew Bifenchlor from use. The agency attributes this new order to a November 2023 Eighth Circuit Court of Appeals decision, which vacated EPA’s prior 2021 chlorpyrifos ban on food crops (see here). EPA’s practice of permitting the sale and use of existing stocks of canceled pesticides has been a longstanding concern for public health and environmental advocates, as it enables the continued use of petrochemical pesticides that the agency has found to be dangerous. Demand for Organic Coffee Surges, Study Finds Its Production Has Lowest Carbon Footprint for Coffee Producers

(Beyond Pesticides, October 4, 2024) Coffee is a staple of morning routines for millions around the nation—and as the demand for coffee remains high, so goes the surge in certified organic coffee, offering space for coffee lovers to enjoy the drink and lower their carbon footprint, according a study in Cleaner and Circular Bioeconomy. A 2024 survey conducted by the International Food Information Council found that “[t]he majority of Americans (88%) consume caffeine, with 8 in 10 reporting they consume it daily, and nearly half (47%) reporting they consume it multiple times a day.” Coffee overwhelmingly leads in popularity, with 54% of respondents indicating the beverage as their preferred source of caffeine with soft drinks a distant second (17%). Researchers found in the new coffee production study that certified organic coffee producers in Peru have a lower carbon footprint than transitional organic coffee farmers. The Growth of Organic Production and Supply Chains Emphasizes Importance to the Public

(Beyond Pesticides, September 27, 2024) A recent article in Flatwater Free Press identifies a growing trend of companies, communities, and farms nationwide advancing organic agriculture and land management. Among the signs of this change is Belltown Farms, a Philadelphia, PA owner and operator of organic and organic-transitioning farms, that, according to Flatwater, is “the second-largest buyer of Nebraska’s increasingly expensive farmland by money spent between 2018 and 2022” with plans to expand to 50,000+ acres in various states across the country. Similarly, the continued success of the Nebraska-based, on-farm processing operation, Grain Place Foods, and its collaboration with farmers focused on small-scale organic production, represents the diversity of economic and organizational models that can exist in local, regional, national, and even international food systems. Countries in Global South Lead and Face Challenges in Human Rights, Health, and Environmental Protections

Be it Kenya or Brazil, the European Union and Mercosur (South American Trade Bloc), there is a growing contingency of farmers, advocates, researchers, and public leaders who desire a pathway forward in strengthening pesticide restrictions and supporting alternatives to chemical-intensive agriculture and land management, including organic. As leadership shifts and domestic conversations mount ahead of the 2024 United Nations Climate Change Conference (COP29) in Azerbaijan and the 2024 National Organic Standards Board meeting this fall, environmental and health advocates say it is vital that world leaders acknowledge the decades of grassroots advocacy and market development that led to the growth of organic systems in service of building capacity for nutrition, public health, biodiversity, and climate resilience while advancing food security. Organic Cotton Initiative in Pakistan Shines a Light on Hazards and Alternatives in Cotton Production

(Beyond Pesticides, August 29, 2024) The Center for Agriculture and Bioscience International (CABI) earned the 2024 Innovators Award from The Better Cotton Initiative (Better Cotton) for its leadership in developing capacity and expansion of organic standards and practices in the Pakistani cotton sector, according to a press release by Better Cotton. Given the millions of pounds of some of the most toxic chemicals used to produce cotton, and Pakistan being an exporter of $3.5 billion worth of cotton (2021), including $240 million to the U.S. (2022), cotton production is a worldwide contamination problem. The U.S. is currently the fourth largest cotton producer (domestic and export) and the largest cotton exporter in the world, accounting for 30% of all cotton produced, valued at $5.7 billion (2021). The farm value of U.S. organic cotton is $35.55 million (2021). Study of Pesticide Risk in Wild Bee Species Highlights EPA Risk Assessment Inadequacies

Current pesticide risk assessments that analyze effects on bees primarily focus on a limited subset of species and do not provide comprehensive protection of all wild bees. “Species commonly proposed as models for pesticide risk assessments may not accurately represent risk for those bee species facing the highest potential risk in agricultural contexts,” the authors postulate. The researchers continue, “This study presents a novel approach to characterize and compare the relative potential pesticide risk among wild bee species of their association with crops in North America using suites of intrinsic bee traits to quantify species’ vulnerability and extrinsic factors based on the toxic load of crops for bees and the strength of each species’ association with those crops.” In considering multiple factors that vary by species and determining potential harm to each from pesticide exposure, this study highlights the inadequacies of the current risk assessment process used by the U.S. Environmental Protection Agency (EPA).    The system for risk assessment for pesticides that […]

Beyond Pesticides Calls for EPA To Stop Involuntary Exposure to Pesticides from Chemical Trespass

(Beyond Pesticides, August 5, 2024) As the longstanding problem of involuntary pesticide exposure through chemical drift continues unabated, EPA announced “new, earlier protections” that are being criticized by Beyond Pesticides as inadequate. The organization is calling on the public to let EPA and Congress know that it must comprehensively eliminate nontarget chemical trespass. Beyond Pesticides notes that the recent EPA announcement does not stop the movement of pesticides off the target sites restricted by pesticide product labels and therefore does not protect the public and environment in agricultural, rural, suburban, and urban areas from resulting health and ecological threats. EPA’s July 15, 2024, press release, “EPA Announces New, Earlier Protections for People from Pesticide Spray Drift” states, “The Agency is not making any changes to its chemical-specific methodology outlined in the 2014 document but has decided to extend the chemical-specific spray drift methodology to certain registration actions.” Although EPA should evaluate every pesticide use for its drift potential, extension of an inadequate process does not constitute “protection.” >> Tell EPA and Congress that EPA must protect against all forms of pesticide drift. Call for EPA to Reject Harmful Weed Killer; Politicized Supreme Court Takes the Reins from Agencies

(Beyond Pesticides, July 1, 2024) Comments on proposed new dicamba uses are due Friday, July 5 The U.S. Environmental Protection Agency (EPA) is accepting public comments until July 5 on whether it should allow the expanded use of the weed killer dicamba, which has been associated with adverse impacts related to its propensity to drift off of the target application site. The comment period addresses a BASF chemical company proposal for additional food use of a dicamba product on dicamba-tolerant cotton and dicamba-tolerant soybeans. (See Beyond Pesticides’ comments.) This application is similar to Bayer CropScience’s application for XtendiMax®, for which Beyond Pesticides submitted comments in June. The proposed label for BASF’s Engenia® allows for application preplant, at-planting, preemergence, and postemergence (in-crop) for broadleaf weeds. >> Tell EPA to ban use of dicamba and other drift-prone pesticides. Seeds Coated with Neonicotinoid Insecticides Again Identified as an Important Factor in Butterfly Decline

(Beyond Pesticides, July 28, 2024) Most people don’t like bugs, but the fact is that insects form the foundation of human flourishing, both for their ecosystems services, like pollination of food crops, and for their aesthetic joys. But insect populations globally are declining two to four percent a year, with total losses over 20 years of 30-50 percent, according to a new study of the interacting effects of pesticides, climate, and land use changes on insects’ status in the Midwest. Teasing out the relative influence of these stressors has been a major obstacle in determining the causes of the declines and ways to mitigate them. The icon of insect beauty in the U.S. is the monarch butterfly, whose vibrant coloring, elegant form, and spectacular migrations inspire everyone. Beyond Pesticides has covered the distressing decline of these creatures, most recently in the June 24 Daily News. Monarchs prefer milkweed plants, but also visit many other flowers. Presence of Weed Killer Glyphosate in Human Sperm Elevates Debate on Pesticide Threats to Human Survival

(Beyond Pesticides, June 4, 2024) A study published in the most recent edition of the journal Ecotoxicology and Environmental Safety documents for the first time the presence of the herbicide glyphosate in human sperm. The study looked at 128 French men with an average age of 36 years who tested positive for glyphosate in their blood. Seventy-three out of the 128 men were found to also have glyphosate in their seminal plasma. Not only that, the amount of glyphosate in seminal plasma was nearly four times higher than what was detected in the blood.   Methods  The study involved a population of 128 infertile French men from whom seminal and blood plasma samples were collected. The study was conducted at the “Pole SantĂ© LĂ©onard de Vinci” medical center, located centrally near Tours, France. This region is recognized for its urban characteristics as well as being a major agricultural hub, particularly for grain and wine production. The study authors note, “This area reflects the common herbicide exposure in France” and the district ranks third highest in terms of pesticide purchases. Government Report Pushes Genetically Engineered Crops, Despite Failure and Effective Alternatives

(Beyond Pesticides, May 31, 2024) Among the many promises that have been made by agribusiness to farmers and consumers, the glories of crops genetically engineered (GE) to resist pests stand out. GE tools—genes—were touted as “natural,” and promised to reduce the use of toxic pesticides. The first such plants incorporating DNA or RNA from other organisms hit the market in the 1990s. Today more than 70% of all GE organisms are engineered to tolerate herbicides, and the overwhelming majority of corn, soybean and cotton varieties are engineered to to be toxic to insects. House Farm Bill Moves Out of Agriculture Committee Undermining Health, Ecosystems, and Democracy, Advocates Say

(Beyond Pesticides, May 30, 2024) The House Agriculture Committee voted 33-21 on May 23 to move the Farm, Food, and National Security Act out of committee after a contentious markup and onslaught of amendments that undermine water health, soil health, and local democratic authority to protect people and the environment from toxic pesticide exposure. One of nearly sixty amendments introduced in the markup last week included the continuation of a decade-long attack on National Pollutant Discharge Elimination System (NPDES) permit via Clean Water Act (CWA) for pesticide discharge. What was most illuminating however was not the passage of the bill itself, but Big Agriculture’s raucous approval. Advocates see pesticide industry and its allies’ support for what it is—the reliance on petrochemical-based pesticides leading to economic instability, ecosystem collapse, and the degradation of democratic institutions. Study Shows Value of Organic Practices in Lowering Environmental Impact of Agriculture

(Beyond Pesticides, May 23, 2024)  A study recently published in the journal Nature compared the impact of organic and conventional food production using eight environmental health indicators and found that organic food has a significantly lower environmental impact than conventional food production for six of the eight indicators, including a lower potential for contributing to acidification of the environment, energy use, and biodiversity loss. For the analysis, scientists reviewed 100 different “life cycle assessments” (LCA) of organic and conventionally grown food products from cradle-to-farm gate.    LCA is a commonly used methodology to estimate food production system impacts on the environment through resource depletion and pollutant emissions. The results—that organic food production is less impactful on the environment—add to the robust body of research that underscores the importance of organic farming to the development of a sustainable global food system while addressing climate change. Weed Killers Dicamba and 2,4-D Found in Pregnant Women in Midwest USA, Linked to Serious Effects

(Beyond Pesticides, May 21, 2024) In a first-of-its kind series of biomonitoring studies published in Agrochemicals, researchers identified the presence of the herbicides dicamba and 2,4-D in all pregnant participants from both cohorts in 2010-2012 and 2020-2022. The findings from this research are not surprising given the explosion of toxic petrochemical pesticides in the Midwest region of the United States. “The overall level of dicamba use (kilograms applied in one hundred thousands) in the U.S. has increased for soybeans since 2015 and slightly increased for cotton and corn,” the authors report, based on U.S. Department of Agriculture National Agriculture Statistics Service surveys. “The overall level of 2,4-D use (kilograms applied in one hundred thousands) in the U.S. was highest in 2010 for wheat, soybeans, and corn. The amount of 2,4-D applied increased the most for soybeans and corn from 2010 to 2020.” The researchers focused on the states of Illinois, Indiana, and Ohio, given the increase in dicamba and 2,4-D during the study period for both cohorts (2010-2022). EPA Proposes to Stop Most Uses of Highly Toxic Insecticide in Food and Water, But Open to Negotiating

(Beyond Pesticides, May 8, 2024) In an unexpected turnaround, the U.S. Environmental Protection Agency (EPA) announced at the end of April a Proposed Interim Decision (PID) to discontinue all but one application of the insecticide acephate. Acephate is an organophosphate pesticide, a well-known neurotoxicant, widely banned globally, including in the European Union. Under the proposal, all uses would end except for the injection of trees that do not produce fruit or nuts. In its proposed action, EPA asks the manufacturer to offer the agency a voluntary settlement, a process that typically compromises the health of the public, workers, and the environment. Acephate, an organophosphate (OP) pesticide, is approved for use in both agricultural settings, including crops like cotton and soybeans, and nonagricultural applications, such as injections for forestry trees. Acephate affects the nervous system by inhibiting the acetylcholinesterase (AChE) enzyme. Importantly, chronic, low levels of exposure can cause a range of adverse human health outcomes, from cancer to birth defects, reproductive and developmental problems, and learning disabilities. Private Capital Invests in “Regenerative Organic” Agriculture

(Beyond Pesticides, April 2, 2024) There is a nascent capital investment effort in the transition to certified organic agriculture beginning to take hold across the U.S., something advocates say is critically needed to meet the current and escalating existential health threats, biodiversity decline, and climate emergency. Mad Agriculture has received early commitments from the Rockefeller Foundation, Builders Vision, and nearly a dozen other investors to contribute to the $50 million Perennial Fund II (PFII), to advance the growth of “regenerative organic” agriculture. Forbes is reporting that PFII’s primary objective is to jumpstart the organic land transition, given that this slice of U.S. agriculture makes up less than one percent of total farmland in the country relative to the European Union’s nearly 10 percent of total farmland. “We commend the work of Mad Agriculture in harnessing the spirit of organic agriculture and mobilizing the private sector to invest in farmers who engage in regenerative organic agricultural practices,” said Max Sano, organic program associate at Beyond Pesticides.
