California Weakens Rules to Protect Children from Pesticide Drift, Comment Period Open until April 4

(Beyond Pesticides, March 21, 2017) Last week, the California Department of Pesticide Regulation (CDPR) released revised rules regarding notification of pesticide applications near schools, weakening standards despite opposition from community and public health groups. The new rules rescind a requirement that schools be granted 48 hours prior notification for a planned application of agricultural pesticides within ÂĽ mile of a school site. CDPR has re-opened public comments on the new rules, and concerned residents have until April 4 to submit a short statement urging increased protections to the Department at [email protected]. Public health, farmworker, and community groups had urged CDPR to strengthen, not weaken common-sense protections for children’s health. As the rules currently stand, applications of toxic, drift-prone pesticides will only be restricted within ¼ mile of a school site, and only during the hours of 6am to 6pm on weekdays. The original proposal required 48 hour prior notification for other agricultural pesticide applications occurring within ÂĽ mile of school sites during these times. However, CDPR’s revised rules now only require 48 hour notification if the pesticides applied are not on a list provided to school officials at the beginning of the year. Monsanto and EPA Collude to Fight Cancer Classification of Roundup (Glyphosate), according to Court Released Documents

(Beyond Pesticides, March 16, 2017) In a lawsuit filed by cancer victims, a federal judge on Tuesday unsealed documents that raise questions of collusion between officials at the U.S. Environmental Protection Agency (EPA) and Monsanto to fight a cancer classification for the company’s flagship product, Roundup (glyphosate). The judge’s ruling comes in a lawsuit against Monsanto, charging that the company’s herbicide caused the plaintiffs’ non-Hodgkin’s lymphoma. According to the New York Times, the court documents “include Monsanto’s internal emails and email traffic between the company and federal regulators [and] suggested that Monsanto had ghostwritten research that was later attributed to academics.” The California lawsuit was brought on following the determination and listing of glyphosate as a probable human carcinogen by the World Health Organization’s International Agency for Research on Cancer (IARC) in 2015. The released files show that Monsanto was “tipped off to the [IARC] determination by a deputy division director at the EPA, Jess Rowland, months beforehand. That led the company to prepare a public relations assault on the finding well in advance of its publication,” according to the released documents. Common Household Pesticides Again Linked to Behavioral Problems in Children

(Beyond Pesticides, March 7, 2017) Another study, published by a team of French scientists in the journal Occupational and Environmental Medicine, links childhood behavioral problems to pyrethroid insecticide exposure. Synthetic pyrethroids are a class of insecticides that have increased in use over the past decade due to assumptions that they pose fewer risks to human health than older pesticide chemistries, such as organophosphates. However, this latest study is part of a growing body of research showing that pyrethroids share similar neurocognitive health concerns as these older pesticides. .   In this research, scientists investigate the interplay between pyrethroid exposure and behavioral problems through a longitudinal cohort study, which tracks levels of pyrethroid metabolites, or breakdown products, in the urine of mothers beginning between six and 19 gestational weeks and then in their children up through six years of age. Children’s behavior is measured through a screening questionnaire known as the Strengths and Difficulties Questionnaire (SDQ). SDQ measures how social a child is (altruism), whether the child has difficulty sharing problems or asking for help (internalizing disorders), as well as how defiant or disruptive a child is (externalizing disorders). European Commission Postpones Vote to Define and Regulate Endocrine Disrupting Chemicals

(Beyond Pesticides, March 2, 2017) On Tuesday, the European Commission (EC) refrained from voting on proposed scientific criteria that would have identified endocrine disrupting chemicals (EDC) and led to regulation on their use in EU countries. This sends the Commission back to the drawing board on the proposal, on which they hope to eventually take a formal vote. The failure to move forward with defined criteria on these hazardous chemicals, which are present in pesticides, biocides, and self-care products, is still largely due to the disagreements of voting member states over the rules reflecting hazard or risk-based criteria. There have been several other meetings of the member states on this proposal, including a meeting in December which highlighted the inadequacies of the criteria. After this meeting, according to Bas Eickhout, of the Greens-European Free Alliance, “Under the Commission’s criteria, it is likely that not a single substance would be identified as an endocrine disrupter, and they would effectively escape specific regulation.” This all follows on the weak regulations issued by the EC in June 2016 to regulate endocrine disruptors in pesticide products, which ultimately undermine the precautionary legal standard that governs pesticide usage in Europe. Poisoning Feral Hogs Raises Safety and Environmental Concerns

(Beyond Pesticides, February 27, 2017)  Texas has been dealing with a feral hog issue for many years, however recently Texas Agriculture Commissioner Sid Miller approved the use of a toxic rodenticide in an effort to control feral hog populations, a decision hunters and trappers oppose because the pesticide will poison prey and wreak havoc on ecosystems where the hogs live. The estimated population of the feral hog population is about 1.5 million in the state of Texas, where they can cause extensive damage to property, crops, and native wildlife. Wild hogs have been considered to be one of the most destructive invasive species in the U.S. The feral hog population, close to six million, span 39 states and four Canadian provinces. Commissioner Miller, in announcing the widespread use of toxic pesticide referred to the problem as the “feral hog apocalypse.” Damage caused by wild hogs has been estimated to reach well into the millions. Smithsonian Magazine has reported the annual damage caused by feral hog populations to be around $400 million. Pesticide Spills and Accidents Put Pesticide Applicators at Increased Risk for Prostate Cancer

(Beyond Pesticides, February 23, 2017) Male pesticide applicators who experienced a pesticide spill or another related accident are more likely to harbor changes in their DNA associated with an increased risk of prostate cancer, according to a recent paper published in the journal, Environmental and Molecular Mutagenesis. While the relationship between pesticide exposure and prostate cancer is not new, this study adds to the growing body of evidence that high exposure to specific pesticides may lead to the development of prostate and other cancers. The analysis finds that after experiencing one of these exposure events, men are more likely to have higher DNA methylation of a gene linked with an increased risk of developing prostate cancer. DNA methylation is a form of gene regulation that, if disturbed, can result in gene expression changes that can cause cancer. The researchers used data from the ongoing Agricultural Health Study (AHS), which is a long-term cohort study evaluating cancer and other health outcomes of pesticides applicators and their spouses in North Carolina and Iowa. Lawsuit Charges that Monsanto and EPA Colluded to Stop Agency from Reaching Cancer Finding for Glyphosate (Roundup)

(Beyond Pesticides, February 15, 2017) Plaintiffs in a lawsuit against Monsanto, charging that its product Roundup caused their non-Hodgkins lymphoma (NHL), have cited the Environmental Protection Agency’s (EPA) collusion with the company to block the agency from concluding that the manufacturer’s product Roundup causes cancer, according to investigative reporter Carey Gilliam, writing in the Huffington Post. The filing states that EPA made an effort “to protect Monsanto’s interests and unfairly aid the agrichemical industry.”Glyphosate has been linked to cancer  in the independent scientific literature and is listed as a probable human carcinogen by the World Health Organization’s International Agency for Research on Cancer (IARC). Issues of suppression have also been uncovered, as Monsanto’s lawyers have filed claims to prevent information  turned over to plaintiffs’ lawyers during discovery from inclusion on the public record. Health Canada Will Begin Pesticide Testing of Cannabis After Recalls and Consumer Exposure

(Beyond Pesticides, February 9, 2017) The failure of the U.S. pesticide regulatory system to protect marijuana users was highlighted as Health Canada announced Tuesday that it would begin conducting random pesticide residue testing of marijuana products to ensure that only registered products are being used in medical marijuana production. This comes on the heels of voluntary recalls in 2016 by two licensed Canadian cannabis producers due to the presence of the prohibited pesticides bifenazate, myclobutanil, and pyrethrins in or on marijuana products. Especially concerning is the detection of myclobutanil, a powerful fungicide that, when heated, converts to the hazardous gas hydrogen cyanide. The detection of these toxic chemicals in medical marijuana products is distressing since many users have compromised immune systems or health conditions that make them more susceptible to toxic chemicals. Moves by several states in the U.S. to curb illegal pesticide use in marijuana contain significant pitfalls and loopholes that allow contaminated cannabis to enter the market, where it threatens public health. California Regulators Sued for Allowing Increased Use of Toxic Fumigant without Public Input

(Beyond Pesticides, February 6, 2017) California Department of Pesticide Regulation (CDPR) rules that allow greater use of the highly toxic fumigant Telone, while decreasing protections for the public, have been challenged in California court. On January 31, attorneys representing Juana Vasquez, a farmworker in Ventura County, along with Californians for Pesticide Reform (CPR) and Pesticide Action Network North America (PANNA), filed suit in the Superior Court of California against the California Department of Pesticide Regulation (CDPR). The suit claims that CDPR failed to follow required public procedures in developing new rules for 1,3-Dicholopropene (1,3-D), which is an active ingredient in the product Telone and has many documented health risks, including cancer and kidney and liver damage. In October 2016, CDPR released new rules that allow the continued use of Telone and decrease protections for public health by permitting increased usage. CDPR and many news outlets reported the rule change as a tightening of the restrictions, but in reality, the new rules increase the previous annual cap from 90,250 pounds to 136,000 pounds per township, a defined area of 6Ă—6 miles. Common Pesticide Ingredient Labeled “Inert” Increases Honey Bee Susceptibility to Virus

(Beyond Pesticides, February 2, 2017) A commonly used inert pesticide ingredient negatively affects the health of honey bees by making larvae more susceptible to a virus, according to a recently published study in the journal, Nature. One of the authors of the study, Julia Fine, PhD candidate, stated that the findings, “Mirror the symptoms observed in hives following almond pollination, when bees are exposed to organosilicone adjuvant residues in pollen, and viral pathogen prevalence is known to increase. In recent years, beekeepers have reported missing, dead and dying brood in their hives following almond pollination, and exposure to agrochemicals, like adjuvants, applied during bloom, has been suggested as a cause.” The study assessed honey bee larval development after exposure to a continuous low dose of Sylgard 309, a surfactant, in their diet. This organosilicone surfactant is commonly used on agricultural crops, including tree fruits, nuts, and grapes. Their results reveal that honey bee exposure to chemical surfactants such as Sylgard 309 led to higher levels of Black Queen Cell Virus and when the bee larvae were exposed to the surfactant and virus simultaneously, “the effect on their mortality was synergistic rather than additive.” This research comes at a time when […]

North Miami Passes IPM Plan in Response to Local Activism

(Beyond Pesticides, February 1, 2017) Last week in North Miami, the City Council took a significant step that could reduce pesticide use in the community. The Council adopted an Integrated Pest Management (IPM) policy modeled after a plan developed by San Francisco in the mid-90’s. The plan does not ban pesticides and herbicides, but instead aims to reeducate citizens and county workers on least-toxic pest management strategies with the goal of eliminating toxic pesticide use on city property.  The IPM plan does not address pesticide use on private property, due to state preemption of local authority. With the passage of the North Miami’s resolution, city operatives will now be asked to give preference to available, safe and effective non-pesticide alternatives and cultural practices. As stated in the resolution’s Integrated Pesticide Management Program Guidelines, the goal of the policy is “to eliminate the application of all Toxicity Category I and Category II pesticide products by January 2018.” On top of eliminating certain pesticide categories, the resolution also calls for staff training and expert consultants, both of which have the potential to help ease the transition in pursuit of the 2018 goal, and priority will be given to efforts to reduce or eliminate pesticide use near […]

Judge Rules Against Monsanto, Allows California to List Glyphosate Products as Cancer Causing

(Beyond Pesticides, January 31, 2017) A tentative ruling last week by Fresno County Superior Court Judge Kristi Culver Kapetan moves California closer to listing glyphosate (Roundup) as a carcinogen under the state’s Safe Drinking Water and Toxic Enforcement Act of 1986 (Proposition 65). Monsanto, a leading manufacturer of glyphosate under its Roundup brand, sued California to stop the listing, as it would require cancer warning labels be placed on its end-use product. The company indicates it will challenge the tentative ruling. California’s proposed to list glyphosate as a carcinogen after a 2015 determination of the International Agency for Research on Cancer, a United Nations body under the World Health Organization, that the chemical is a cancer-causing agent for humans based on laboratory studies. Monsanto refutes these claims, and since the determination has worked directly, and through proxy organizations, to discredit and attack IARC, as well as individual scientists that have participated in its decision-making process. Study Links Carbamate Insecticides to Diabetes and other Metabolic Diseases

(Beyond Pesticides, January 25, 2017) A study conducted at the University of Buffalo recently revealed a connection between two common insecticides and an increased risk for certain metabolic diseases, including diabetes. Researchers found that by binding to and disrupting melatonin receptors that control numerous physiological functions, chemicals such as insecticides can affect melatonin levels, creating a higher risk for metabolic diseases to develop. The study, Carbamate Insecticides Target Human Melatonin Receptors, was published in Chemical Research in Toxicology and was funded by a grant from the National Institute of Environmental Health Sciences, which is part of the National Institutes of Health. The implicated chemicals in this research, carbaryl and carbofuran, are notoriously dangerous carbamate insecticides. Carbamates share structural characteristics and an ability to inhibit acetylcholinesterase (AChE), an enzyme important for the transmission of nerve impulses. When AChE is inhibited, acetylcholine accumulates leading to overstimulation of neurotransmitters, resulting in muscle weakness, confusion, and paralysis, among other symptoms. Carbaryl is said by EPA to be “one of the most widely applied insecticides in the U.S.,” since use began in 1959, with 10-15 million pounds used annually. Glyphosate Implicated in Fatty Liver Disease

(Beyond Pesticides, January 11, 2017) Ultra-low doses of glyphosate formulations fed to rats is linked to an increased likelihood of developing non-alcoholic fatty liver disease (NAFLD), according to a recently published study in the journal Nature. A lead author of the study, Michael Antoniou, PhD, stated that the findings are “very worrying as they demonstrate for the first time a causative link between an environmentally relevant level of Roundup consumption over the long-term and a serious disease.” The findings point to the growing need to eliminate the widespread use of this herbicide, as it has already been implicated in endocrine disruption, reproductive effects, and kidney and liver damage. The researchers analyzed female rat livers obtained from a previous 2-year study on Roundup toxicity using molecular profiling techniques. These rats were administered Roundup via drinking water at a concentration of 0.1 ppb, which is an allowable level within both the U.S. and the European Union. The molecular analyses conducted by researchers on the internal organs of the rats fed Roundup included testing of liver cell disturbances. Neurotoxic Flea Collar Pesticide Upheld, EPA Issues Warning on Children’s Exposure

(Beyond Pesticides, January 9, 2017) After the U.S. Environmental Protection Agency (EPA) released its recent human health risk assessment for the organophosphate insecticide (OP) tetrachlorvinphos (TCVP) on December 21, 2016, the agency announced it was allowing the continued use of the neurotoxic chemical to which children are widely exposed through pets’ flea collars and other flea treatments. According to EPA, ” TCVP is used as a direct animal treatment to livestock (i.e., cattle, horses, poultry and swine) and their premises, in kennels, outdoors as a perimeter treatment, and as a flea treatment [including flea collars] on cats and dogs.” In its announcement on January 4, 2017, EPA states, “We advise consumers to take certain precautions when handling TCVP products in residential areas. Texas Winemakers Concerned about Crop Damage from New Herbicides

(Beyond Pesticides, January 5, 2017) Winegrowers in the Texas High Plains region are concerned that approval of new herbicides by the U.S. Environmental Protection Agency (EPA) will devastate their profitable industry due to chemical damage from pesticide drift. Wine producers in this region of Texas have witnessed chemical damage to their vineyards that they blame on the toxic herbicides, dicamba and 2,4-D, used on cereal crops and pastures on surrounding agricultural land. A new herbicide formulation containing dicamba, XtendiMax with VaporGrip Technology, was approved by EPA, and the agency has recently proposed to register and expand the use of Enlist Duo, a herbicide that contains 2,4-D. EPA’s final decision on registration of Enlist Duo is expected in early 2017. According to Paul Bonarrigo, owner of Messina Hof Winery in Texas, the “approval of these formulations will wind up affecting every vineyard up there.” This will have ramifications across Texas, as the wine industry contributed $1.88 billion to the state’s economy in 2013. Death of Four Texas Children Linked to Inadequately Regulated Pesticide, Follows Other Deaths

(Beyond Pesticides, January 4, 2017) The New Year saw its first pesticide-related tragedy yesterday when four children, ranging in age from 7-17, died from a toxic pesticide treatment on their house in Amarillo, Texas. The pesticide at issue, aluminum phosphide, was illegally applied under a mobile home where at least ten people were living. The chemical, classified by the U.S. Environmental Protection Agency (EPA) as a restricted use pesticide (RUP), is restricted for use by certified applicators (and those under their supervision) and it is a violation to use it within 100 feet of residential structures. CNN reports that a family member used water to try and wash away the pesticide after it was applied, and the combination of water and aluminum phosphide increased the release of toxic phosphine gas. The incident demonstrates the deficiency of managing risks of highly toxic chemicals by labeling them “restricted use.” It has been Beyond Pesticides’ position that chemicals with aluminum phosphide’s level of toxicity should not be available on the market, even with restrictions. 72 Toxic Inert Ingredients No Longer Used in Pesticide Products Cancelled, 300 Others Still Not Listed on Labels

(Beyond Pesticides, December 23, 2016) The Environmental Agency (EPA) has finalized a proposal to ban 72 inert (or secret hazardous) ingredients from use in pesticide formulations following a long fight with environmentalists who, in 2006, asked that pesticide product labels disclose any of 371 inert ingredients that could be in products. While this finalization is a step in the right direction, ultimately the move is viewed by advocates as inadequate. The original petition, submitted by Northwest Coalition for Alternatives to Pesticides, along with Beyond Pesticides, Physicians for Social Responsibility, and nearly 20 other organizations, called on the agency to require disclosure of inerts. To put the announcement in perspective, EPA is acting on 72 inert ingredients that are no longer being used, such as turpentine oil, and nitrous oxide. An inert ingredient is defined as any ingredient that is “not active,” or specifically targeted to kill a pest. Cases of Pesticide Poisoning Up in California, Including Agricultural and Residential Areas

(Beyond Pesticides, December 21, 2016) A California Department of Pesticide Regulation (DPR) report of all pesticide related illnesses in the state in 2014 identifies 1,685 cases “potentially involving health effects from pesticide exposure,” combining exposures from agricultural and non-agricultural use. Of the 798 cases associated with non-agricultural use, 18% of them (146 cases) involved exposure in children under 18 years old. The exposure rates are alarming, and only strengthen efforts by local activists in counties like Tulare to protect children from pesticide exposure. According to the report, Tulare County has the highest number of reported illnesses related to pesticide exposure at 78, followed by Santa Cruz County with 67. The report, Summary of Results from the California Pesticide Illness Surveillance Program 2014, provides a summary of illnesses identified by the Pesticide Illness Surveillance Program (PISP), a program under DPR. Of the 1,685 cases potentially involving health effects from pesticide exposure reported, DPR epidemiologists determined that 1,073 of those cases were “at least possibly associated” with pesticide exposure, representing a 5% decrease from 2013. EPA Glyphosate Cancer Panel Considers Data, Public Input with Mixed Response; Recommendation to Follow

(Beyond Pesticides, December 20, 2016) A long-awaited and contentious scientific meeting convened by the U.S. Environmental Protection Agency (EPA) on the carcinogenic properties of glyphosate wrapped up its review last week, with the 15-member scientific advisory panel split on their determination,  and some considering a “suggestive evidence” classification. The panel’s charge was to evaluate EPA’s recent proposal that the widely used herbicide should be considered “not likely to be carcinogenic to humans,” despite a 2015 determination from the International Agency for Research on Cancer than glyphosate is “probably carcinogenic” with “sufficient evidence of carcinogenicity” based on laboratory studies.  The panel now has roughly three months to provide a final recommendation to the agency, which is likely to influence EPA’s final classification of the herbicide. The meeting was split into four days, with one and a half days committed to the panel receiving public comments. Syngenta Research Farm Fined $4.8 Million for Illegal Pesticide Use

(Beyond Pesticides, December 19, 2016) The U.S. Environmental Protection Agency (EPA) last week filed a complaint against a Syngenta research farm in Kauai, Hawaii for exposing a dozen agricultural workers to an unregistered insecticide on the farm in early 2016. Syngenta Seeds, LLC is facing over $4.8 million in fines from EPA for allegedly violating multiple federal pesticide regulations meant to protect agricultural workers. At the time of the incident, 19 agricultural workers went to work on fields freshly sprayed with the insecticide chlorpyrifos, an organophosphate insecticide. The incident with this highly neurotoxic chemical sent 10 workers to the hospital for medical treatment. EPA’s complaint states that Syngenta Hawaii LLC misused the pesticide “Lorsban Advanced” and that violated EPA’s worker protection standard. Due to its neurotoxicity, EPA banned chlorpyrifos for residential uses in 2000, but retained most agricultural use. EPA maintains that Syngenta failed to provide a waiting period for the workers to re-enter the fields. Pesticide Exposure Alters Bacterial Diversity in the Mouth

(Beyond Pesticides, December 6, 2016) A new study released by researchers at the University of Washington, Seattle finds that exposure to organophosphate insecticides is associated with changes in oral bacterial diversity, particularly for exposed farmworkers. The study provides insight into the far-reaching changes pesticide exposure can cause to the human body, which are not captured by current risk assessment models used by the U.S. Environmental Protection Agency (EPA). Although past research has investigated the impact of pesticide exposure on the gut microbiome, this is one of the first studies to look at oral bacterial diversity. For the study, scientists took oral swabs from 65 adult farmworkers and 52 non-farmworker adults in the Yakima Valley of Washington State. Swabs were taken both during the spring/summer, when exposure to pesticides is high, as well as winter, when lower exposure is expected. At the same time the swabs were taken, researchers also took blood samples of individuals in the study. Scientists focused on exposure to the organophosphate insecticide Azinphos-methyl (AZM), which at the time of the study (2005-2006) had not begun its cancellation proceedings. EPA Revises Process, But Maintains Proposal to Stop Use of Neurotoxic Chlorpyrifos in Agriculture

(Beyond Pesticides, November 15, 2016) Last week, the U.S. Environmental Protection Agency (EPA) updated its assessment of the toxic organophosphate insecticide chlorpyrifos, keeping in place a decision made last year to revoke food residue tolerances and effectively eliminate its use in agriculture. The agency indicated the change was necessary after a Scientific Advisory Panel convened by the agency suggested additional data to support its decision. This change opens up a 60-day public comment period, but EPA has said that it will make a final decision no later than March 31, 2017. “The revised analyses indicate that expected residues of chlorpyrifos on food crops exceed the safety standard under the Federal Food, Drug, and Cosmetic Act (FFDCA),” EPA noted in its announcement.  “In addition, the majority of estimated drinking water exposures from currently registered uses, including water exposures from non-food uses, continue to exceed safe levels even taking into account more refined drinking water exposures. “ To explain the decision to the public, EPA has put together a FAQ page on its website.
