Minnesota Introduces Bee-Friendly Pesticide Legislation and Fights for Local Rights

(Beyond Pesticides, February 21, 2020) Last week in Minnesota, state Representative Jean Wagenius introduced measure H.F. 1255 that would give cities the opportunity to ban local use of bee-lethal pesticides. This is the latest in a series of attempts to fight state pesticide preemption, an industry-promoted law that prevents localities from restricting pesticide use more stringently than the state. In the face of inaction at the federal and state levels, advocates and legislators in Minnesota are attempting to regain local control to help save their declining, Midwestern pollinators. Representative Wagenius says about the measure, “Minnesotans should be able to protect pollinators if they want to. We value local control in this state, and we always have.” H.F. 1255 will allow cities to opt into a blanket ban of pesticides determined by the Environmental Protection Agency (EPA) to be hazardous to bees. Pesticides with an EPA bee-advisory box are listed on the state’s Department of Agriculture website and referred to as “bee-lethal” by Minnesota legislators. Experts Identify Fireflies as the Latest Victim of the Ongoing Insect Apocalypse

(Beyond Pesticides, February 19, 2020) The ongoing insect apocalypse isn’t sparing the iconic firefly. In an article published this month, “A Global Perspective on Firefly Extinction Threats,” experts are sounding the alarm over declines in fireflies attributed to habitat loss, light pollution, and indiscriminate pesticide use. “Our goal is to make this knowledge available for land managers, policy makers and firefly fans everywhere,” said study co-author Sonny Wong, PhD, of the Malaysian Nature Society to USA Today. “We want to keep fireflies lighting up our nights for a long, long time.” Although there is scant monitoring data on firefly populations, studies that have been conducted over the last decade, alongside anecdotal reports and expert opinion, have led to international concern. To assess conservation status and threats to firefly species, the International Union for the Conservation of Nature (IUCN) established a Firefly Specialist Group. The study, part of the specialist group’s investigation, surveyed firefly experts from around the world on what they viewed as the primary threats to firefly populations. “Hey Farmer Farmer, Put Away that” Dicamba Weed Killer

(Beyond Pesticides, February 14, 2020) The weed killer dicamba has been blamed for killing or damaging millions of acres of non–genetically modified crops and other plants that have no protection against the compound. Litigation, legislation, and manufacturer machination abound as dicamba damage mounts. The trial in a suit filed in 2016 by a Missouri peach farmer against dicamba manufacturers Bayer and BASF has just begun; an Indiana state laboratory struggles to keep up with demand to evaluate dicamba damage; Idaho lawmakers are poised to weaken rules that protect farmworkers who apply dicamba (and other pesticides) aerially; agricultural officials in Missouri are pressuring the state legislature to increase funding to handle the exploding numbers of dicamba complaints; and Indiana’s legislature is considering two bills aimed at curtailing dicamba drift that kills neighboring crops. In a Landscape Context, Organic Cropland Provides Refuge to Biodiversity and Is More Profitable than Chemical-Intensive Sites

(Beyond Pesticides, February 5, 2020) A new study, published in Proceedings of the National Academy of Sciences, confirms that organic agriculture provides refuge for biodiversity in an increasingly toxic, chemical-intensive landscape and that organic sites are more profitable than chemical-intensive agriculture despite slightly lower average crop yields (depending on crop type). Considering the impact of landscape context, the value of organic agriculture to biodiversity increased when surrounded by large chemical-intensive fields, but profitability slightly decreased. Small, organic farms near urban centers, for example, can be more profitable than large organic farms in remote areas. Researchers conducted a global meta-analysis considering the relationship between landscape context and biotic abundance, biotic richness, crop yield, and profitability. They used landscape metrics that “reflected composition (amount of land cover types), compositional heterogeneity (diversity of land cover types), and configurational heterogeneity (spatial arrangement of land cover types).” Datasets from 148 different studies spanned 60 crops on six continents across a range of farming practices and landscape types. Profitability data only related to US crops. Organic sites had 34% higher biodiversity than chemical-intensive crops. EPA Set to Reapprove Cancer-Causing Glyphosate and Bee-Toxic Neonicotinoids

(Beyond Pesticides, February 4, 2020) It was a good day for Bayer/Monsanto. The chemical company’s weed killer glyphosate and its neonicotinoid insecticides are set for reapproval by the U.S. Environmental Protection Agency (EPA), according to interim decisions published last week. EPA reapproval of human carcinogens and chemicals contributing to the pollinator crisis is disappointing for health and environmental advocates, but not surprising to those watchdogging the agency during the current administration. “This is how a captured agency behaves,” said Beyond Pesticides community resource and policy director Drew Toher. “When EPA’s decision making repeatedly reflects the exact wishes of the chemical industry, public trust erodes, and we must look to new policy mechanisms that support the protection of health and the environment.”   On Glyphosate EPA’s glyphosate decision document glosses over the hazards of the chemical and is requiring very few new safety measures when using the herbicide. These measures are focused on agriculture, including minor label changes around drift, guidelines on resistance management, and a label advisory indicating the chemical is toxic to plants and may adversely impact pollinator foraging. Save Mayflies and the Ecosystems that Depend on Them

(Beyond Pesticides, February 3, 2020) In more bad news from the insect world, recent research published in the Proceedings of the National Academy of Sciences reveals a precipitous decline in numbers of mayflies where they have been historically abundant. The research finds that in the Northern Mississippi River Basin, seasonal emergence of burrowing mayfly (genus Hexagenia) adults declined by 52% from 2012 to 2019; in the Western Lake Erie Basin, from 2015 to 2019, the reduction was a shocking 84%. Neonicotinoid insecticides are a significant factor in this decline because mayflies are extremely vulnerable to their impacts, even at very low exposure levels. Ask Congress to tell EPA, USDA, and the Department of Interior to develop a joint effort to ensure that its decisions and compliance with its authorizing statutes address the crisis of the threat to mayflies. Ephemeroptera to entomologists—“mayflies” to the rest of us—is an insect order comprising keystone species, on which other species in an ecosystem are very dependent, and without which, the ecosystem would undergo drastic change. Croplands’ Toxicity to Pollinators Has Skyrocketed Since the Turn of the Century

(Beyond Pesticides, January 28, 2020) The practice of coating seeds with insecticides, now widely adopted as a result of the agrichemical industry, has created increasingly toxic conditions for pollinators foraging on US cropland, finds a study published in Scientific Reports by Penn State University scientists. The data finds that even as overall volume of insecticide use has decreased, the total “bee toxic load” – a term branded by researchers – has increased markedly due in large part to the use of hazardous seed coatings. The switch from one toxic chemical to another is indicative of a chemically-driven agricultural system that, in order to reverse insect, pollinator and bird declines, must undergo rapid changes over the next several decades. Researchers used information from multiple US databases to determine regional patterns in pesticide use and corresponding toxicity loads to pollinators. Thus the term “bee toxic load” was determined by combining the area of land where insecticides were applied with the total toxicity of the particular insecticide used. European Union Bans Neonicotinoid Insecticide, Citing Health and Environmental Concerns

(Beyond Pesticides, January 17, 2020) In Brussels, the European Commission (EC) has just decided not to renew approval of the neonicotinoid pesticide thiacloprid, citing both environmental and health concerns related to use of and exposure to the pesticide. The decision was approved by a majority of European Union (EU) governments last fall, after the EC had made the proposal to them. The EC based that proposal on findings of the European Food Safety Authority (EFSA) published in January 2019, which highlighted concerns about toxicity to humans and high concentrations in groundwater. European Commissioner for Health and Food Safety Stella Kyriakides commented, “There are environmental concerns related to the use of this pesticide, particularly its impact on groundwater, but also related to human health, in reproductive toxicity.” The current EU use approval for thiacloprid products expires on April 30, 2020. The EC decision — functionally, a ban — means that farmers will need to turn to other means to deal with the primary thiacloprid targets in agriculture, aphids and whiteflies. Study Links Pyrethroid Insecticides to Cardiovascular Disease and Other Health Hazards

(Beyond Pesticides, January 10, 2020) A new study by researchers out of the University of Iowa College of Public Health, published in JAMA (the Journal of the American Medical Association) Internal Medicine, demonstrates that greater exposure to pyrethroid insecticides is associated with higher risks of death from all causes and from cardiovascular disease. These compounds can be inhaled, ingested, or absorbed through the skin; they are highly neurotoxic, and have also been linked to certain cancers, endocrine disruption, and suppression of the immune system, as well as respiratory and reproductive impacts. The researchers gathered data, for 2,116 adults aged 20 or older, from the National Health and Nutrition Examination Survey. Each of those subjects had contributed a urine sample at some point between 1999 and 2002. Urine samples reflect levels of a pyrethroid metabolite (3-phenoxybenzoic acid) present, which in turn offer information about pyrethroid exposure. The researchers followed the participants until 2015; the research analysis was performed in the summer of 2019. International Scientists Offer Solutions to Turn Around the Insect Apocalypse

In a letter to the editor in Nature Ecology & Evolution, over 70 scientists compiled necessary steps to categorize and rebuild the world’s populations of invertebrates. “We must act now,” they urged. International evidence points to a massive decline of insect populations at a global scale. This year, researchers warned that, if current trends continue, insects as a whole may go extinct in the next few decades. The rapid loss of invertebrate biodiversity is extremely alarming both because of the dramatic loss of life and devastating affect on the valuable ecosystem services, such as pollination and pest control, that insects provide. In addition, these small-yet-usually-abundant creatures are a vital part of the food chain and, as a result, scientists have documented a massive decline in bird populations in part due to the loss of insect food matter. Study Finds EU Moratorium of Persistent Bee-Toxic Pesticides Cannot Eliminate Short-Term Hazards

(Beyond Pesticides, December 5, 2019) Five years after three neonicotinoids were banned for use on bee-attractive crops in the EU, researchers found that these bee-toxic chemicals are contaminating soils and poisoning the nectar of oilseed rape (canola). The results of this research point to an immediate need to end the use of persistent environmental contaminants and promote organic practices. Researchers set out to determine whether the EU moratorium eliminated the risk for bees that forage on oilseed rape nectar. They tested for imidacloprid, thiamethoxam, and clothianidin residues in the nectar of winter-sown oilseed rape in from 291 oilseed rape fields in western France for five years following the EU moratorium (2014-2018). Results show all three neonicotinoids were present at least once in the study’s time period. Imidacloprid was detected every year with “no clear declining trend,” though its prevalence fluctuated widely between years. Two samples from 2016 show residues that are five times the expected maximum concentration in nectar of a plant directly treated with imidacloprid. Residue levels in the nectar depend on soil type and increase with rainfall. High Income, Peer-Pressure Correlated with Chemical-Intensive Yard Care Practices

(Beyond Pesticides, December 3, 2019) Common yard care practices are driven by income, age, geography, and peer-pressure, according to research funded by the National Science Foundation and published in the journal PLOS ONE. Lawns cover 63,000 sq ft in the United States, four times as much land as corn, making them the largest crop in the country. So while decisions over whether to irrigate, fertilize, or spray pesticides are made at the household level, even minor changes in practices could have major impacts on the environment. “The apparent widespread nature of industrial lawncare, and the well-known associated negative environmental effects at the local-scale suggest a need to better understand the drivers, outcomes, and geographic variation in yard care practices, across the U.S.,” the study reads. Researchers surveyed over 7,000 households in six major U.S. metropolitan areas, including Boston, Baltimore, Miami, Minneapolis-St Paul, Phoenix, and Los Angeles. City of South Miami Becomes First Organic Community in Florida

(Beyond Pesticides, November 21, 2019) The City of South Miami last month became the first organic community in the state of Florida, passing a landmark ordinance limiting hazardous pesticide use on public property in favor of safer practices. An increasing number of communities in the state have begun to restrict the use of toxic pesticides, with North Miami passing an Integrated Pest Management plan last year, and Miami, Stuart, and Key West banning glyphosate. South Miami, under the direction of Mayor Phillip Stoddard, PhD, professor of Biological Science at Florida International University, has a history of leading the state in the protection of public health and the environment. In 2014, the City Commission voted to declare all of South Miami a wildlife sanctuary, thereby restricting the use of highly toxic mosquito adulticides. The move protected populations of the state’s rare and endemic wildlife, such as the Florida bonneted bat, which begins to feed on mosquitoes in the spring at the same time spraying usually begins. In the Fight to Protect Pollinators, New Hampshire Pollinator Bill Stalls as Massachusetts Advocates Gear Up

(Beyond Pesticides, November 19, 2019) Legislatures in two New England states continue to deliberate environmental and public health measures aimed at protecting pollinators, safeguarding schoolchildren, and eliminating toxic pesticides. In Massachusetts, dozens of advocates packed a crowded hearing room for a slate of 16 bills before the Joint Committee on Environment, Natural Resources and Agriculture. In New Hampshire, advocates were dismayed that, after a successful vote in subcommittee, the House Environment and Agriculture committee voted to weaken HB646, the Saving New Hampshire’s Pollinators Act, into an interim study measure. The stalling of NH’s HB646 came as the pesticide industry, state agencies, and the state agricultural commissioner placed significant pressure on lawmakers, forwarding the idea that the science on the dangers neonicotinoids pose to pollinators is too complex for lawmakers to understand. Local advocate Fawn Gaudet of Save Our NH Pollinator Coalition responded with a passionate, science-based editorial in the Concord Monitor underlining the need for urgent action. Threat of Pesticides to Endangered Species Continues

(Beyond Pesticides, November 15, 2019) The Endangered Species Coalition has released its newest annual report on the 10 U.S. species most threatened by pesticide use, Poisoned: 10 American species imperiled by pesticides. Produced with seven of its member groups, the coalition introduces the report by noting, “Our world is awash in chemicals. Study Shows Drastic Loss of Arthropods in German Grasslands and Forests

(Beyond Pesticides, November 13, 2019) Research from Germany shows a steep decline of arthropod (insect and spider) populations in grasslands and forests. These data add to the growing body of evidence documenting an ongoing insect apocalypse. “Our study confirms that insect decline is real,” Author Sebastian Seibold, PhD, told BBC, “It might be even more widespread than previously thought considering, for example, that also forests are experiencing declines in insect populations.” Researchers analyze data from standardized inventories of arthropod populations taken from 150 grassland sites and 140 forest sites across three regions of Germany sampled between 2008-2017. Companies that Claim Sustainable Sourcing Lack Criteria, Virtually None Includes Pesticide Use

(Beyond Pesticides, November 8, 2019) A new report out from As You Sow — 2019 Pesticides in the Pantry: Transparency and Risk in Food Supply Chains — focuses on the risks that agricultural pesticide use represents for food manufacturers, and offers recommendations and benchmarks for improvement in the areas of management and transparency. The report concludes that companies typically have some sort of sustainable sourcing program within their supply chains, but that most of those “lack clear criteria,” and virtually none of them includes pesticide use as an indicator. As an organization that works on shareholder advocacy to “harness shareholder power to create lasting change that benefits people, planet, and profit,” As You Sow is responding to investor and shareholder demand that companies reduce the presence of synthetic pesticide chemicals in their supply chains. Agreement Protects Willapa Bay and the Willapa National Wildlife Refuge from Highly Toxic Neonicotinoid Pesticides

(Beyond Pesticides, October 25, 2019) Washington State officials have approved an agreement that will prevent oyster growers farming in Willapa Bay and Grays Harbor from spraying the neonicotinoid (neonic) insecticide, imidacloprid, on tidal flats to kill native burrowing shrimp. The development comes after years of discussion and dispute among the Washington State Department of Ecology, the National Marine Fisheries Service, and the Willapa Grays Harbor Oyster Growers Association. Beyond Pesticides has advocated for protection of these relatively pristine estuary areas from toxic pesticides since 2002, when it worked for (ultimately successful) elimination of the use of the highly toxic carbaryl against the shrimp. More recently, it has reported and weighed in frequently on use of imidacloprid and efforts to eliminate its use, as well as on broad contamination of waterways by neonics. Neonics are well documented to be a huge threat to pollinators and other nontarget organisms, as well as to the environment at large. Imidacloprid is banned by the European Union for outdoor use, and Canada is scheduled to announce details by year’s end on its implementation of a phaseout of neonics. Study Adds to Evidence that Organic Fruit Consumption Leads to Lowers Levels of Pesticide Contamination in Children, Pregnant Women

(Beyond Pesticides, October 24, 2019) Fish and fruit are undoubtedly healthy foods, but modern-day contamination is leading scientists to caution pregnant mothers and young children to stick within current dietary guidelines, or switch to organic, in order to avoid adverse health effects. This new public health message is based on research published in the journal Environmental Health Perspectives by scientists from University of Southern California (USC) and several European Countries, finding that overconsumption of fish and fruits leads to higher levels of contamination with toxic persistent chemicals. “During gestation and early development, the fetus and the child, respectively, are vulnerable to the effects of environmental chemicals, said Lida Chatzi, MD, associate professor of preventive medicine at the Keck School of Medicine of USC. “A balanced diet during these periods is also critical for optimal nutritional status, but what to eat, and how much, are critical questions.” Scientists studied a cohort of 1,288 children (between 6 and 11 years) and 818 pregnant mothers from six European countries, who were provided questionnaires to assess their weekly diet. Bees Enrich Farmers More than Synthetic Inputs, According to Study

(Beyond Pesticides, October 23, 2019) Bees provide benefits to farmers that outweigh synthetic inputs, according to a large-scale field study published in Proceedings of the Royal Society B earlier this month. Addressing the ongoing question of how much natural ecosystem services are worth, scientists analyzed the costs and benefits of biodiversity versus agrichemicals. Researchers found the value pollinators add to oilseed rape (OSR) production by increasing yields is higher than synthetic chemical inputs, which are costly to farmers and decrease beneficial insect abundance. The title of the study touts the impressive findings, “Bee pollination outperforms pesticides for oilseed crop production and profitability.” Researchers collected data over six years from 294 OSR fields in France with various levels of soil quality, fertilizer and pesticide applications, and pollinator abundance. They measured pollinator biodiversity with nets and traps at the field sites. Farmers offered data on yield, costs, and profits. Using linear models fitted to the large data set, the study analyzed combined effects of inputs on OSR yield and gross margin. Bill to Protect Pollinators Passes Subcommittee in New Hampshire and Moves Forward

(Beyond Pesticides, October 22, 2019) Last week, legislators in a New Hampshire House subcommittee passed a bill to restrict the use of pesticides implicated in the decline of pollinator populations. HB 646, dubbed the Saving New Hampshire’s Pollinators Act, will now go to executive session on November 7 for final approval prior to a full vote by the New Hampshire House of Representatives. If passed through the legislature, New Hampshire would become the fourth state in the nation to curb the use of dangerous pesticides to protect pollinator populations. Maryland, Connecticut, and Vermont have all passed similar pieces of legislation. As reported by the state newspaper Union Leader, the pesticide industry came out in strong opposition to the legislation. Arguments from industry proponents focused on teaching lawmakers the controversy over the role pesticides play in pollinator declines, rather than the science on the dangers that these chemicals pose.
