Judge Pulls Pesticide After Finding Impacts on Bees Inadequately Evaluated by EPA

(Beyond Pesticides, January 4, 2010) — A pesticide that could be dangerously toxic to America’s honey bees must be pulled from store shelves as a result of a suit filed by the Natural Resources Defense Council (NRDC) and the Xerces Society. In an order issued in December, a federal court in New York invalidated EPA’s approval of the pesticide spirotetramat (manufactured by Bayer CropScience under the trade names Movento and Ultor) and ordered the agency to reevaluate the chemical in compliance with the law. The court’s order goes into effect on January 15, 2010, and makes future sales of Movento illegal in the United States. “This sends EPA and Bayer back to the drawing board to reconsider the potential harm to bees caused by this new pesticide,” said NRDC Senior Attorney Aaron Colangelo. “EPA admitted to approving the pesticide illegally, but argued that its violations of the law should have no consequences. The Court disagreed and ordered the pesticide to be taken off the market until it has been properly evaluated. Bee Die-Offs Linked to Pesticide Mixtures, Window of Exposure

(Beyond Pesticides, November 3, 2009) Research by scientists at the University of Florida (UF) links Colony Collapse Disorder (CCD), the widespread disappearance of honey bees that has killed off more than a third of commercial honey bees in the U.S., to larval exposure to a cocktail of frequently used pesticides. Led by UF Institute of Food and Agricultural Sciences bee specialist Jamie Ellis, PhD, the researchers have finished a first round of testing on bee larvae exposed to the pesticides most commonly found in bee hives. The results were presented on October 22 at a meeting of the North American Pollinator Protection Campaign (NAPPC), which funded the study. The work gives insight into how the larvae react to these pesticides, which are usually only tested on adult bees, and sets the stage for the researchers to test the bees’ reaction to combinations of these pesticides. Just like mixing the wrong medications can have deadly and unpredictable results in humans, chemical mixtures pose a quandary for the bee industry. New Jersey Town Adopts Policy to Significantly Reduce Pesticide Use

(Beyond Pesticides, October 19, 2009) The “green” movement continues to sprout throughout New Jersey, as Hamilton Township joins other municipalities in the state that have made their parks pesticide-free zones and have adopted an Integrated Pest Management (IPM) program for managing town property. Responding to the request of local members of the New Jersey Environmental Federation, Hamilton Township recently passed a resolution adopting the Federation’s model pesticide reduction policy. The policy establishes Pesticide Free Zones for 50 feet surrounding township playgrounds, picnic grounds, pavilions and rest areas, dog parks and ballfields, as well as 300 feet from any stream bank, pond, lake or natural wetland. It also requires the implementation of an IPM program for all township buildings and grounds. Hamilton Mayor John F. Bencivengo endorsed the policy, stating that it is a great way to educate the public about pesticide use, and ensure that the township continues on its path of “pesticide free zones” in its parks, municipal building and library. Be Smart Like Harvard – Have a Pesticide-Free, Organic Lawn

(Beyond Pesticides, October 6, 2009) What started as a one-acre pilot project and grew into a 16-acre test, is now going to be taking over the entire Harvard University campus grounds. Harvard has committed to managing its entire 80-acre campus with pesticide-free, natural, organic lawn and landscape management strategies, all the while saving tens of thousands of dollars a year. According to the Harvard Yard Soils Restoration Project Summary Report, the pilot project was modeled after New York City’s Battery Park City Parks’ 37-acre organic landscape program that began back in 1989. The goal of the project was simply to improve soil health, develop knowledge base on how to run such programs as well as educate the campus community about the many benefits or organic lawn care. For eight months, the one-acre test plot was extensively compared to a control plot of conventional management techniques. That one-acre underwent a process that included eliminating all toxic pesticides, testing for soil nutrients and organic material content, and adding compost teas to balance soil nutrients and reduce irrigation and nitrogen applications. Researchers Link Viruses, Genes and Pesticides to Bee Colony Collapse

(Beyond Pesticides, September 8, 2009) Researchers at the University of Nebraska-Lincoln believe they may have determined the first causal relationship linking colony collapse disorder (CCD) to pathogens and other environmental stresses, including pesticides. CCD is a disappearance of honey bees that has beset beekeepers killing off more than a third of commercial honey bees in the U.S. in 2006-2007. Their study, “Changes in transcript abundance relating to colony collapse disorder in honey bees,” was published September 1, 2009 in the Proceedings of the National Academy of Sciences. The team also included researchers from the University of Illinois and the U.S. Department of Agriculture. In a nutshell, the researchers determined, by comparing the differences in gene expression in healthy and CCD colonies, the infected colonies had considerably more damage in their ribosomes. (Ribosomes function in the expression of the genetic code from nucleic acid into protein in all animal, plant and fungal cells.) The infected hives also had higher rates of picorna-like viruses, which damage the ribosome. North Carolina Town Solves Poison Ivy Problem with Goats

(Beyond Pesticides, August 11, 2009) Carrboro, NC, the site of Beyond Pesticides’ 27th National Pesticide Forum, is the latest town to join the list of states and communities employing goats for nontoxic weed control. Communities across the nation, from Maryland to Wyoming to California, are discovering that grazing goats is a great option for land that suffers from unwanted plants, low organic matter and soil compaction. Goats eat weeds, add fertilizer and aerate the soil with their hooves, all at the same time. The town of Carrboro hired Goat Patrol, a targeted grazing service based in the Research Triangle region of North Carolina, to control a poison ivy infestation in a town dog park. The company, which currently consists of 16 goats, is owned and operated by Alix Bowman. Ms. Bowman says the inspiration for the business was found knee deep in a patch of English Ivy, which she was struggling to remove to make way for a garden. “If only I had some goats,” she thought. Four months later, the business school graduate returned to her farming roots and started the Goat Patrol. EPA Initiates Review for Pesticide Linked to Honeybee Decline

(Beyond Pesticides, July 16, 2009) The U.S. Environmental Protection Agency (EPA) has issued a Final Work Plan (FWP) for the registration review of imidacloprid. A neonicotinoid insecticide, imidacloprid is highly toxic to honeybees on an acute exposure basis, and has been implicated in the recent Colony Collapse Disorder (CCD) that has occurred throughout the U.S. Over 12,000 comments were received by the agency since December 2008, urging the agency to suspend the use of this controversial chemical. Imidacloprid was first registered in the U.S. in 1994 as an insecticide to control a range of pests on crops, structures, indoor and outdoor residential areas, as well as pet products. While the use of imidacloprid has been gaining in popularity, its health and environmental effects have not been adequately studied. EPA, with its registration review program, pursuant to the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) section 3(g), must review each registered pesticide every 15 years to determine whether it continues to meet the FIFRA standard for registration. Goats Replace Toxic Pesticides and Mowing Nationwide

(Beyond Pesticides, June 1, 2009) Many believe that nature’s best weed control is goats and that is why the Maryland Department of Transportation, town of Heampstead, New York, Google Corporate office campus in Mountain View, California, Mesa, Arizona Utilities Department and City of Cheyenne, Wyoming are putting goats to work this spring. Whether its 5 or 700 goats managing weeds, brush and grasses along highways, on a nature preserve, on a corporate campus or on a water reclamation plant property, goats are doing the work in an environmentally-friendly way. Two States Pass Bills on Lawn Pesticides Use at Day Care Centers

(Beyond Pesticides, May 21, 2009) The Connecticut and Illinois legislatures have passed bills increase the protection of children at day care centers from toxic lawn chemicals. While providing different degrees of protection, both bills, which build on their existing state school pesticide laws, passed with overwhelming support in both chambers of their General Assembly. The bills passed both legislatures on unanimous votes with the exceptiion of five dissenting votes in the Connecticut House of Representatives. Connecticut State Representative Terrie Wood said, “We know that contact with pesticides and chemicals are not compatible with healthy living. It is time to err on the side of caution and ban these pesticides from use any place our children and grandchildren learn and play.” The Connecticut bill, Pesticide Applications at Child Day Care Centers and Schools, extends the states’ existing law that prohibits the application of pesticides on kindergarten through 8th grade schools’ grounds to include day care center grounds as well. In addition, the bill requires only licensed pest control operators apply pesticides in day care center facilities or on their grounds. EPA Awards Citizens Group for Successfully Banning Pesticide Use in Its Community

(Beyond Pesticides, May 11, 2009) The Maine advocacy group, Citizens for a Green Camden, has been presented with a 2009 Environmental Merit Award by the U.S. Environmental Protection Agency (EPA) in recognition of their significant contributions to environmental awareness and problem solving. This group of concerned citizens works “to make their community a better and healthier place to live [by] focusing specifically on the elimination of poisons being used on lawns in their community,” according to the EPA press statement. Beyond Pesticides applauds EPA and urges more awards like this to end harmful and unnecessary pesticide use. Citizens for a Green Camden’s first milestone victory provided information which led to the passage of its policy to eliminate the use of pesticides in parks and on playing fields, which led to a similar policy in neighboring Rockport. They also compare notes with ofher citizen groups. Will Deadly Pesticide’s Continued Use with Limitations Protect an Endangered Species?

(Beyond Pesticides, May 6, 2009) The U.S. Environmental Protection Agency (EPA), in consultation with the U.S. Fish and Wildlife Service (USFWS), is imposing use restrictions for the insecticide methoxyfenozide on cranberries in Wisconsin because of its potential effect on the Karner Blue butterfly. The Karner Blue butterfly is a federally listed endangered species. It remains to be seen whether, short of a ban, the complex and difficult to enforce restrictions on use and application methods will adequately protect the endangered species. The limitations for methoxyfenozide are contained in a series of county-specific Endangered Species Protection Bulletins (Bulletins) as part of EPA’s Endangered Species Protection Program (ESPP). EPA entered into consultation with USFWS after determining that use of methoxyfenozide on cranberries in Wisconsin may affect the listed Karner Blue butterfly. USFWS recommended a number of use limitations that, when implemented, should result in use that is not likely to adversely affect the Karner Blue butterfly, according to the bulletin. New York Governor Sets Pesticide-Free Goal for State Parks

(Beyond Pesticides, May 4, 2009) Targeting areas frequented by children, such as playgrounds, picnic areas, baseball fields, campgrounds, beaches, and hiking trails, New York Governor David A. Paterson announced an initiative to substantially reduce pesticide use throughout the State park system. “New York has a magnificent State park system that is a tremendous resource for all New Yorkers,” said Governor Paterson. “People visiting our parks, particularly children, should not be exposed to pesticides. This effort will reduce or, when possible, eliminate the use of pesticides in our State parks and historic sites.” The pesticide reduction policy is an outgrowth of Governor Paterson’s Executive Order No. 4, adopted in April 2008, which established procurement specifications to minimize State pesticide use by State agencies. The State Parks policy goes further than the Executive Order requirements by eliminating pesticide use to the maximum extent possible. The goal is to keep parks pesticide-free. British Coalition Pledges Funding to Bee Decline Research

(Beyond Pesticides, April 23, 2009) Pollinators, including honey and bumble bees, butterflies and moths, play an essential role in putting food on our tables through the pollination of many crops and other flowering plants. These insects are susceptible to a variety of disease and environmental threats, including a variety of common pesticides, some of which have increased significantly over the last five to ten years. As a result, the numbers of pollinators have been declining steadily in recent years, with the number of bees in the United Kingdom alone falling by between 10 and 15 per cent over the last two years. This decline has led some to request a ban on certain pesticides suspected of contributing to Colony Collapse Disorder (CCD). To gain a better understanding of why this is happening, some of the UK’s major research funders have joined together to launch an important new research program. The biggest challenge will be to develop a better understanding of the complex relationships between biological and environmental factors which affect the health and lifespan of pollinators. Chicago Parks Limit Pesticides, Homeowners Urged To Do the Same

(Beyond Pesticides, April 3, 2009) A few dandelions in city parks is a good thing, says the Chicago Park District, they signify a healthy lawn and a chemical-free park. After the success of limiting the use of pesticides throughout the district last year, the Chicago Park District is again partnering with Safer Pest Control Project and Illinois Department of Environment to provide Chicagoans natural lawn and landscape care in their parks. New Canadian Regulations Prohibit 85 Lawn and Garden Pesticides

(Beyond Pesticides, March 4, 2009) The Ontario government is set to announce sweeping new regulations that will prohibit the use of 85 chemical substances, found in roughly 250 lawn and garden products, from use on neighborhood lawns. Once approved, products containing these chemicals would be barred from sale and use for cosmetic purposes. On November 7, 2008, the Ontario government released a proposed new regulation containing the specifics of the Cosmetic Pesticides Ban Act, passed last June. Then, Ontario joined Quebec in restricting the sale and cosmetic use of pesticides but environmental and public health advocates said then that the new law preempted local by-laws and actually weakens protections in some municipalities with stronger local protections. There are over 55 municipalities in Canada where the residential use, but not sale, of pesticides is banned. The prohibition of these 85 substances is the latest step in this Act. 26th New Jersey Township Adopts Pesticide-Free Policy

(Beyond Pesticides, February 2, 2009) As part of the Township of Bernards, New Jersey’s new Pesticide Management System Resolution that designates pesticide-free zones and requires adoption of an Integrated Pest Management (IPM) program for all its municipal grounds, the mayor and town council are also asking its citizens to adopt such measures on their own property. The resolution preface states, “[S]cientific studies associate exposure to pesticides with asthma, cancer, development and learning disabilities, nerve an immune system damage, liver or kidney damage, reproductive impairment, birth defects and disruption of the endocrine system, and ”¦ infants, children, pregnant women, the elderly and people with compromised immune systems and chemical sensitivities are especially vulnerable to pesticide effects and exposure, and ”¦ lawn pesticides and synthetic fertilizers are harmful to pests, wildlife, soil microbiology, plants, and natural ecosystems and can run off into streams, lakes and drinking water sources ”¦” Pesticide-free zones include playgrounds, picnic grounds and pavilion/rest areas, and the area 50 feet around each of these sites, as well as dog park/runs, pool areas and ball fields. Branford, CT Finds Success with Organic Playing Fields

(Beyond Pesticides, January 12, 2009) Propelled by state legislation prohibiting pesticides use on school grounds that has yet to go into effect, Branford, Connecticut is a model for others around the country in managing town playing fields, parks and public lawns without using pesticides. The town’s Parks and Recreation Department’s remarkable success in implementing an organic land management approach has resulted in healthier turf and lower maintenance costs. Later this month the town is expected to pass a resolution to ensure their commitment to the organic turf program. Alex Palluzzi, Jr., director of the Branford Parks and Recreation Department, says he once was “on the other side” but now is motivated by the results he sees with organic and wants to get others to do the same. The town’s organic program took off when a two-acre park was donated to the town and Mr. Palluzzi and his team began a pilot project converting the field to organic. Its success proved to Mr. Palluzzi that organic land management works. European Union To Create Recovery Zones for Bees

(Beyond Pesticides, December 3, 2008) In an effort to boost declining bee populations and to stave off further agricultural losses, the European Parliament overwhelmingly approved a measure to create bee recovery zones across the continent. The recovery zones will provide bees places to forage that teem with a diversity of plants rich in nectar and pollen, as well as free of pesticides. The resolution does not set specific quotas for areas to be set aside as safe havens for bees, but its main proponent, British Member of Parliament Neil Parish, says he hopes European governments promote the creation of enough recovery zones within their borders to transform at least 1 percent of the continent’s cultivated areas into havens for bees. “They are just grassy lands left uncultivated and unfertilized, where flowers can grow freely, to the benefit of insects who feed on them,” says Raffaele Cirone, president of the Federation of Italian Beekeepers. “Leaving areas uncultivated is part of the farming and beekeeping tradition in Italy and many other European countries.” The resolution also promotes the idea of “compensation zones,” which would be cultivated with protein-rich flowers. Safey Reviews Inadequate for Pesticides Widely Found in Waterways

(Beyond Pesticides, November 5, 2008) The Environmental Protection Agency (EPA) acknowledged in a recent Federal Register Notice that antimicrobial pesticides in wide use are not adequately tested for their impacts on human health and the environment. Controversy surrounding the impacts of many antimicrobials in the environment has arisen in recent times to due to the prevalence of these chemicals in surface and drinking waters. Antimicrobials are defined by the EPA as “pesticides that are intended to (1) disinfect, sanitize, reduce, or mitigate growth or development of microbiological organisms, or (2) protect inanimate objects from contamination, fouling, or deterioration caused by bacteria, viruses, fungi, protozoa, algae, or slime.” For this proposal, the EPA is using the term antimicrobials to collectively refer to antimicrobial pesticides, antifoulant coatings and paints, and wood preservatives. The use of the controversial antimicrobial, triclosan, in inanimate objects, such as plastic and textiles, would be covered by these regulations, while those personal care products with the very same ingredient would not, since they fall under Food and Drug Administration authority. Pittsgrove NJ Adopts Pesticide-Free Park Resolution

(Beyond Pesticides, October 31, 2008) Pittsgrove, New Jersey Township adopted a pesticide-free park resolution at its October 28th meeting. As a result, Deer Pen Park, which includes picnic areas and a playground, will be managed using Integrated Pest Management (IPM) and without harmful pesticides. “We are excited about this because we are the first in the county to take part,” said Mayor Peter Voros. “We hope that others follow because this is a great project.” Two township volunteers proposed the policy last summer, presenting information on pesticides an alternatives at a committee meeting. They and a local environmental group collaborated to create the adopted resolution. “Pittsgrove now has a written Integrated Pest Management policy which means that least-toxic methods are used, only when needed,” said Committeewoman Linda DuBois. The IPM policy targets toxic pesticides for elimination, as many have been linked to health risks like asthma, learning disabilities, and birth defects. “We especially want to protect children because they are closer to pesticide applications on the ground and they are still developing and absorb more pesticides than adults,” said Jane Nogaki, program coordinator for the New Jersey Environmental Federation. Dow Invokes NAFTA To Challenge Canadian Pesticide Bans

(Beyond Pesticides, October 30, 2008) In an effort to keep its popular yet toxic herbicide 2,4-D on the market, Dow AgroSciences has filed a notice with the Canadian government claiming that Quebec’s ban on cosmetic use of pesticides breaches legal protections under the North American Free Trade Act (NAFTA). The company is likely to pursue compensation from Canada’s federal government under Chapter 11 of NAFTA, which restricts a country from taking measures “tantamount to nationalization or expropriation” of an investment. Despite the threat of legal action, Ontario, which instituted restrictions similar to Quebec’s earlier this year, says it will go ahead with its ban. Public health and environmental advocates have raised concerns that companies are using NAFTA to prevent governments from taking actions to regulate pollution and health threats, and they also warn that the companies’ actions may have a serious public backlash. Chapter 11 of NAFTA is just one of the legal avenues pesticide manufacturers have to make stricter pesticide regulation cumbersome, expensive, and in some cases impossible. Pyrethroids Ubiquitous in California’s Urban Streams

(Beyond Pesticides, October 17, 2008) A study published in the September 15 issue of Environmental Science & Technology has found pyrethroid contamination in 100 percent of urban streams sampled. Synthetic Pyrethroids are one of the most widely used consumer pesticides, but recently they have been scrutinized for their resultant health and environmental effects. California is currently reevaluating certain pyrethroid-containing pesticides as a result of increasingly conclusive research. Entitled “Statewide Investigation of the Role of Pyrethroid Pesticides in Sediment Toxicity in California’s Urban Waterways,” the research included California’s most urbanized regions, as well as the less developed North Coast and Lake Tahoe areas. Thirty creeks in eight regions were selected from 90 screened sites, and bioassays were conducted at two temperatures, 23 and 15 degrees Celsius. Researchers found 25 samples to be toxic at the higher temperature and all 30 at the lower, which is where pyrethroids are more toxic. “Bifenthrin was the pyrethroid of greatest toxicological concern, occurring in all 30 samples,” wrote the team, and the Los Angeles, Central Valley, and San Diego regions showed the most severe contamination.
