Public Input Needed on Organic Standards

(Beyond Pesticides, October 20, 2011) With the National Organic Standards Board (NOSB) set to meet next month to decide on a range of issues regarding the future of organic food and farming in the United States, the public is invied to weigh in on a set of issues that continue to shape organic standards. The 15-member board will vote to allow or prohibit substances and practices in certified organic production and consider the adoption of new rules that address the functioning of the board and public participation –after considering input from any interested members of the public, such as farmers, consumers, food processors, or professionals through written comments and/or public testimony. Public participation is vital to the development of organic standards, as farmers and consumers relay their ideas to the board for consideration. Take action now. The documents on the issues that will be considered at the Fall 2011 NOSB meeting (November 29-December 2, 2011 in Savannah, GA) are open for written public comment until November 13. New Report Charges “Natural” Cereal Industry Is Deceptive

(Beyond Pesticides, October 13, 2011) A new report released by The Cornucopia Institute reveals the deceptive marketing practices in the natural foods industry by some of the nation’s largest breakfast cereal manufacturers, demonstrating the importance of the organic label in order to avoid synthetic pesticides and genetically engineered food. IFOAM Requests UN Require Members to Label Genetically Modified Foods

(Beyond Pesticides, October 6, 2011) Representatives of the International Federation of Organic Agriculture Movements (IFOAM) presented a special declaration October 1, 2011 to the United Nations (UN), requesting that the international organization commit all of its member nations to a world without genetically modified (GMO) foods and to identify existing GMO foods on product labels. The UN declaration was written in anticipation of the GMO Right2Know March which kicked off at the UN headquarters in New York on October 1 and will end at the White House on October 16. The UN delegation included IFOAM representatives, Joseph Wilhelm, founder of Rapunzel organic products and the force behind “Gene-Free America;” and his employees.” Maria-Luisa Chavez welcomed the delegation and accepted the declaration on behalf of the UN. She will pass it on to the president of the General Assembly, the main deliberative, policymaking and representative organ of the United Nations. Bayer To Withdraw Most Acutely Toxic Pesticides, Leave Other Hazardous Products on Market

(Beyond Pesticides, October 4, 2011) In September, Bayer CropScience announced that it plans to phase-out its most acutely toxic pesticides, all remaining World Health Organization (WHO) class I products, by the end of 2012. While this is a positive development, Beyond Pesticides points out that other Bayer pesticides, such as its bee-killing insecticides imidacloprid and clothianidin, will remain on the market. Activists around the globe have mixed reactions to Bayer’s announcement, which comes over 15 years after Bayer first promised to phase-out its WHO Class I products. Philipp Mimkes of the Coalition Against Bayer Dangers based in Germany said, “This is an important success for environmental organizations from all over the world who have fought against these deadly pesticides for decades. But we must not forget that Bayer broke their original promise to withdraw all class I products by the year 2000. Many lives could have been saved. EPA Publishes Petition to Ban Atrazine in the U.S.

(Beyond Pesticides, September 16, 2011) The U.S. Environmental Protection Agency (EPA) announced earlier this week that it is seeking public comments on a petition to ban atrazine, one of the most widely used herbicides in the United States. The call for comments was prompted by a petition submitted earlier this year by the group SAVE THE FROGS!, to ban the highly toxic chemical. The group, along its allies, delivered over 60,000 petition signatures and emails to EPA requesting an immediate ban. The group organized a rally at the steps of the EPA’s headquarters in Washington, DC back in April to raise awareness of the disappearance of amphibians and call for a federal ban on atrazine on the occasion of the international Save The Frogs Day. GMOs in Honey Banned in Europe

(Beyond Pesticides, September 14, 2011) A ruling last week by the European Court of Justice states that honey produced though cross-pollination with a genetically modified (GM) crop must be authorized as a GM product before being sold. The ruling means that the European Union (EU) will have to ban imported honey containing traces of pollen from GM crops that have not been approved for entry. Honey exports from the United States, Canada, Argentina or Brazil, countries with no regulations on the subject, will now be virtually impossible. In the ruling, which, in part, addressed the viability of GM pollen, delivered September 6, 2011, the Court observes, first, that the pollen in question may be classified as a GMO only if it is an ”˜organism’ that is a ”˜biological entity capable’ either of ”˜replication’ or of ”˜transferring genetic material.’ If the pollen in question has lost all specific and individual ability to reproduce, it should be determined whether that pollen is otherwise capable of ”˜transferring genetic material.’ taking due account of the scientific data available and considering all forms of scientifically-established transfer of genetic material. Low Doses of Pesticides Put Honey Bees at Risk

(Beyond Pesticides, September 6, 2011) Scientists in France have discovered that honey bees are at a higher risk of dying from infection by Nosema ceranae (N. ceranae) when they are exposed to low doses of insecticides. The results, presented in the journal PLoS ONE, support the theory that combining more N. ceranae with high pesticide content in beehives could contribute to colony depopulation. The French study, “Exposure to Sublethal Doses of Fipronil and Thiacloprid Highly Increases Mortality of Honeybees Previously Infected by Nosema ceranae,” brought together researchers from the Laboratoire Microorganismes: GĂ©nome et Environnment and the Laboratoire de Toxicologie Environnment who utilized their respective skills in parasitology and toxicology to assess the effect of pathogen/toxin interactions on bee health. In the laboratory, the researchers chronically exposed newly emerged honey bees, some healthy and others infected with Nosema ceranae, to low doses of insecticides: fipronil and thiacloprid. They found that the infected bees died when they were chronically exposed to insecticides, even at sublethal doses, unlike the healthy bees. USDA to Hold Organic Listening Session

(Beyond Pesticides, August 26, 2011) The U.S. Department of Agriculture (USDA) has announced that it will hold a free public listening session on the department’s activities related to organic food and farming in order to gather input from farmers, consumers, and other interested parties regarding a wide range of subjects. The agency is hoping to gather more feedback and guidance from stakeholders in the world of organic food and agriculture in order to “help USDA programs examine and prioritize their activities and objectives in order to best serve the organic community.” The scope of matters on which USDA is hoping to hear comments is very broad and seemingly includes any of the department’s actions which could potentially impact organic growing practices or organic producers. The announcement for the listening session outlined two general areas on which comments can be submitted. The first concerns any activities of the National Organic Program (NOP) that do not relate to matters likely to come before the National Organic Standards Board (NOSB). Apple Scab Fungus More Resistant to Pesticides

(Beyond Pesticides, August 24, 2011) Scientists say the fungus that causes apple scab appears to be growing more resistant to pesticides routinely used to control the fungus, worsening the threat of outbreaks in commercial orchards. For decades, manufacturers have come up with replacements for chemical mixtures the fungus outwitted. By using a rotating lineup of fungicides from year to year, farmers usually stayed a step ahead of the scab. But the fungus now appears to be overcoming multiple fungicides at once. In a paper published this month in the journal Plant Disease, researchers described samples collected in Indiana and Michigan that are resisting all four of the most commonly used chemical treatments: dodine, kresoxim-methyl, myclobutanil, and thiophanate-methyl. “We’ve dealt with fungicide resistance over the years, but this time we’re losing three or four different classes of completely unrelated fungicides at the same time,” said Henry Ngugi, PhD, a plant pathologist with Penn State University’s Fruit Research and Extension Center. “We have to literally go back to the drawing board.” Another ominous sign: The fungus apparently hasn’t developed any new weaknesses while evolving to resist the pesticides, unlike what usually happens in nature, the study found. Conversion to Organic Poultry Farming Lowers Risk of Antibiotic-Resistant Bacteria

(Beyond Pesticides, August 15, 2011) Poultry farms that have adopted organic practices and cease using antibiotics have significantly lower levels of drug-resistant enterococci bacteria that can potentially spread to humans, according to a new study published August 10, 2011 in the online edition of Environmental Health Perspectives. The study, led by researchers at the University of Maryland’s School of Public Health, suggests that organic conversion of U.S. poultry farms can result in immediate and significant reductions in antibiotic resistance for some bacteria. The non-therapeutic use of antibiotics in livestock production accounts for nearly 80% of all antibiotics used in the United States. Typically, low levels of antibiotics are administered to animals through feed and water to prevent disease and promote growth. This is generally done to compensate for overcrowded and unsanitary living conditions, as is common in concentrated animal feeding operations (CAFOs), and to fatten livestock to get them to market sooner. Despite Slow Economy Organic Food Market Grows

This is an increase of 9% over the previous year’s sales of $35 billion, far outpacing growth in conventional groceries, which crept ahead less than 2%. Poll Shows Americans Prefer Organic When Given a Choice

(Beyond Pesticides, July 27, 2011) A recent poll conducted by Thomson Reuters and National Public Radio (NPR) shows that a majority of Americans prefer to buy organic food when given the chance. In the survey, 58% of respondents say they choose organic over conventionally produced foods when they have the opportunity, a number that spikes higher among both young and highly educated respondents. 63% of respondents under the age of 35 prefer organic foods, as do 64% of those with a bachelor’s degree or more. Desire for organic food was relatively even across income brackets, as 59% of those making between $50,000 and $100,000 a year preferred organic, as did 56% of those making less than $25,000 a year. Preference for organic food was at 61% for those whose annual income was $25,000-$50,000 as well as more than $100,000. MN Court Says Pesticide Drift Is Trespass

(Beyond Pesticides, July 26, 2011) On July 25, 2011, in the case of Oluf Johnson v. Paynesville Farmers Union Cooperative Oil Company, Judge Ross of the Minnesota Court of Appeals ruled that pesticides drifting from one farm to another may constitute trespass. Organic farmers Oluf and Debra Johnson filed a civil suit alleging that the oil company sprayed a pesticide that drifted from targeted fields onto theirs, and that this prevented them from selling their crops as organic. Previously, a district court dismissed the Johnsons’ trespass claims. The victory is important for organic growers who are frequently under threat of pesticide drift from neighboring properties. Under the federal organic standards authorized by the Organic Foods Production Act (OFPA), produce may not be labeled organic if it is contaminated with pesticide residues, as a result of off-site use, o greater than five percent of the allowable pesticide tolerance levels. Will Sulfuryl Fluoride Phase-Out Shift Market Away from Toxic Fumigants?

(Beyond Pesticides, July 12, 2011) Following the Environmental Protection Agency’s (EPA) denial of Dow AgroSciences’ request for an administrative hearing to keep sulfuryl fluoride on the market, the Natural Resources Defense Council (NRDC) sent a letter to the agency on June 29, 2011 opposing EPA’s phase-out of the toxic fumigant pesticide, which is marketed as a substitute for the outdated, ozone-depleting methyl bromide. According to its letter, the environmental group believes that the “proposed action will imperil EPA’s ability to complete the long-overdue phase-out of methyl bromide, leading to prolonged and increased depletion of the ozone layer, higher levels of ultraviolet radiation, and higher risks of cancer, cataracts, and immunological disorders.” Under pressure from a 2006 petition submitted by Fluoride Action Network (FAN), Beyond Pesticides, and Environmental Working Group (EWG), EPA announced its plan to cancel all allowable pesticide residue levels (tolerances) for sulfuryl fluoride over three years, effectively banning its use in January 2014. BLM to Revisit Herbicide Use on Rights-of-Ways in Oregon

(Beyond Pesticides, July 6, 2011) After 27 years of fighting invasive weeds without the high-powered help of toxic chemicals, the Eugene district of the U.S. Bureau of Land Management (BLM) wants to add herbicides back into the toolkit. Eugene district BLM officials are proposing to use four herbicides to kill weeds along roadsides and in rights-of-way. The BLM stopped using herbicides in Oregon in 1984 after a court injunction in response to a lawsuit filed by the Northwest Coalition for Alternatives to Pesticides. The coalition had argued that the agency had not followed federal procedures in approving the use of herbicides on public lands, and a judge agreed. The BLM eventually wrote an environmental impact statement (EIS) on its proposal to use herbicides, but a final management plan wasn’t completed until last year. The BLM said it will only be doing ground application and not spraying herbicides by helicopter or plane. The management plan permits the agency to use 17 different herbicides to control weeds but only in limited circumstances. Pesticide Linked to Colony Collapse Disorder Receives Emergency EPA Approval for Stink Bugs

(Beyond Pesticides, July 1, 2011) The U.S. Environmental Protection Agency (EPA) has granted emergency approval for the use of the neonicotinoid pesticide dinotefuran to control brown marmorated stink bugs in seven eastern states. Dinotefuran is a member of the neonicotinoid family of systemic pesticides that is known to be highly toxic to bees and associated with Colony Collapse Disorder. The states of Delaware, Maryland, New Jersey, North Carolina, Pennsylvania, Virginia, and West Virginia had previously asked EPA for emergency approval of the pesticide due to a ballooning stink bug population. The short term emergency measure became effective June 24 and will expire on October 15 of this year. Dinotefuran is already approved by EPA for use on other crops, such as grapes, cotton, and some vegetables. The emergency approval relates to the pesticide’s use on orchard crops such as apples, pears, peaches, and nectarines, for which it has not previously been allowed. Growers of those crops will now be able to apply dinotefuran from the ground twice per season. Bill That Strips Water Protections from Pesticides Advances in Senate, Act Now

(Beyond Pesticides, June 23, 2011) The Senate Agriculture Committee has passed legislation that would allow pesticides to be sprayed into water without a Clean Water Act (CWA) on Tuesday, June 21, and urgent action is needed to stop the bill from passing in the full Senate. The bill, Reducing Regulatory Burdens Act of 2011 (H.R. 872) amends the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) and the CWA, reversing a 2009 court order requiring the permits as a part of the National Pollutant Discharge System (NPDES). The U.S. House of Representatives already passed H.R. 827 by a vote of 292-130 back in April. Beyond Pesticides encourages individuals and organizations email and call their Senators that regulating pesticides under the CWA is necessary to protect our waterways, public health, fish, and wildlife, and therefore, they must oppose H.R. 872. Herbicides Detected in the Urine of Oregon Residents

(Beyond Pesticides, June 22, 2011) Exposure to two herbicides, atrazine and 2,4-D, commonly used in lawn care and forest management will be studied by Oregon health officials after they were found in the urine of residents of the Triangle Lake area of the Coast Range west of Eugene, Oregon. The State Department of Agriculture is directing health officials who are part of the state’s Pesticide Analytical Response Center to take the lead in studying the matter. Triangle Lake area residents and a group of activists called the Pitchfork Rebellion have been complaining for more than seven years about the possibility that herbicides being aerially sprayed on nearby private forests may be drifting onto their land. The group in the past has asked the state to investigate their concerns, staging rallies and protests, and attending meetings of government agencies, including the pesticide response board and the Oregon Board of Forestry. At an April 2011 meeting of the forestry board, when the group presented proof of chemical exposure, the state agreed to take a closer look. Pesticide-Food Guides Highlight Importance of Eating Organic for Health, Workers and the Environment

(Beyond Pesticides, June 15, 2011) This week’s release of the new Shopper’s Guide to Pesticides in Produce (Dirty Dozen/Clean 15) by the Environmental Working Group (EWG), which focuses on pesticide residues on conventional produce, highlights the importance of eating organic fruits and vegetables to minimize personal exposure to toxic pesticides. Beyond Pesticides’ Eating with a Conscience guide complements the EWG list, going beyond residues on food to examine the impacts of the pesticides used to grow conventional produce on the health of farmworkers and rural communities, water quality, honey bees and wildlife poisoning, and more. Both Beyond Pesticides and EWG encourage shoppers to choose organic food whenever possible. To create their seventh edition of the Shopper’s Guide, analysts at EWG synthesized data collected from the U.S. Department of Agriculture (USDA) and the Food and Drug Administration (FDA). Most samples are washed and peeled prior to being tested, so the rankings reflect the amounts of the chemicals likely present on the food when is it eaten. USDA Survey Shows Continued Honeybee Losses Across the Country

(Beyond Pesticides, June 10, 2011) A report released jointly by the U.S. Department of Agriculture’s (USDA) Agricultural Research Service (ARS) and the Apiary Inspectors of America (AIA) shows that losses of honeybee populations over the 2010/2011 winter remained abnormally high, reflecting continuing damages attributed to colony collapse disorder (CCD). CCD, linked to a range of factors and agricultural chemicals, including systemic pesticides, has devastated bees and beekeepers around the country in recent years. According to the survey, 30% of managed honeybee colonies across the country were lost over the winter. Over the past five years, since the discovery of CCD, annual winter colony losses have hovered near the 30% mark. Similar loss percentages for the previous four years reflect this trend: 34% for the 2009/2010 winter, 29% for 2008/2009, 36% for 2007/2008, and 32% for 2006/2007. National Organic Standards Board Strengthens Organic Integrity at Spring Meeting

(Beyond Pesticides, May 20, 2011) At its April 26-29, 2011 Spring meeting in Seattle, Washington, the National Organic Standards Board (NOSB) strengthened standards affecting the integrity of organic food and farming and rejected proposals that would have weakened the standards. The board voted on recommendations proposed by each of the various issue committees including Crops; Livestock; Handling; Materials; Certification, Accreditation, and Compliance; and Policy Development. Decisions were made regarding a wide range of materials and practices, from pesticides and fertilizers to mulches and processing aids. There were several highly controversial issues discussed, including the use of antibiotics to control fruit tree diseases, living conditions for livestock, and the process for how the board determines whether a material is natural or synthetic. Following the democratic spirit inherent in the organic law, the board is required to take the voiced concerns of the public into consideration in making its decisions.
