FDA Backtracks on Removing Allowances for Antibiotics in Conventional Livestock Feed

(Beyond Pesticides, January 9, 2012) The U.S. Food and Drug Administration (FDA) announced on December 22, 2011 that it was terminating a rulemaking process begun in 1977 to reduce or potentially eliminate feeding low doses of certain antibiotics to healthy farm animals in conventional livestock operations. FDA had initiated the rulemaking and taken intermediate actions for more than thirty years in response to concerns that feeding livestock sub-therapeutic levels of antibiotics would spawn resistant microorganisms that could subsequently infect people. These concerns have been consistently validated by a substantial body of scientific evidence, including the emergence of bacterial strains resistant to many and sometimes all available antibiotic treatments. In announcing its decision to forgo binding regulatory action, FDA cited the potential for voluntary reforms imposed at the discretion of livestock producers and pharmaceutical makers to achieve an acceptable standard of public health protection. Dating to the 1940s, feeding sub-therapeutic doses of antibiotics such as penicillin and tetracycline to livestock has become so common that it accounts for upwards of 80% of those materials’ annual usage in the United States. Pesticide Poisoning of Lobsters Leads to Indictment

(Beyond Pesticides, November 14, 2011) Environment Canada’s enforcement division has indicted the multinational firm Cooke Aquaculture and three of its senior officials on eleven criminal charges stemming from illegal pesticide applications that spread to sicken and kill wild lobsters. The indictment alleges that in 2009 Cooke applied cypermethrin, a pesticide prohibited for use in aquatic settings in Canada, to control sea lice infestations in open water salmon net pens. The alleged applications occurred in the Passamaquoddy Bay which separates the Canadian province of New Brunswick from Maine and feeds into the Bay of Fundy. After dead and weakened lobsters were discovered in Canadian waters in the fall of 2009 and early 2010, Environment Canada linked the incidents to cypermethrin exposure and raided eight Cooke facilities. A conviction on the first count could result in a fine of $1 million with subsequent counts punishable by a $1 million fine or three years in prison, or both. Cypermethrin is a synthetic pyrethroid used for insect control in a number of agricultural and structural pest management settings. New Studies Dispel Myth of Organic ‘Elitism’

(Beyond Pesticides, November 10, 2011) Two new studies released last week add further proof that the popularity of organic food is not just an elitist trend. One report by the Organic Trade Association (OTA), The 2011 U.S. Families’ Organic Attitudes and Beliefs Study, finds that 78 percent of U.S. families purchase organic food. Another study by SCALE, Inc. finds that organic food is generally cheaper at farmers markets than at grocery stores in Southeast U.S. OTA partnered with KIWI Magazine, and polled nearly 1,300 U.S. families about their attitudes and behaviors relating to organic food. The total sample reflects the target population of U.S. households with a confidence interval of +/-3% at the 95% confidence level. This is the third year the study has been conducted. According to OTA, it contains in-depth information about organic consumers’ demographics, purchase motivation, understanding of organic, willingness to substitute when organic is not available, and attitudes about genetically modified organisms (GMOs). Genetically Engineered Crops to Boost Use of 2, 4-D and Dicamba

(Beyond Pesticides, November 7) Once heralded as a breakthrough for reducing the rates and toxicity of the pesticides applied by farmers, genetically engineered (GE) crops are perversely leading to renewed dependency on the very herbicides they were claimed to make obsolete. Growing recognition that pervasive planting of “Round-Up Ready” corn, soybeans and cotton is accelerating weed resistance is prompting GE seed companies to rush to market ‘stacked’ varieties that are resistant to additional herbicides, including 2, 4-D and dicamba. Farmers planting the stacked varieties will be spraying these older herbicides in addition to glyphosate, which most commodity crops have already been engineered to tolerate. Professor David A. Mortensen of Pennsylvania State University has estimated that adoption of Round-Up Ready and 2, 4-D or dicamba resistant stacked varieties in soybeans could result in a 70% increase in herbicide use in a relatively short time. The St. Louis Pots-Dispatch reported on progress that multinational chemical corporations Dow AgroSciences, BASF, and Monsanto are making to bring multi-herbicide resistant varieties to market. State of Ohio Drops Label Restrictions on Organic Milk

(Beyond Pesticides, November 3, 2011) The State of Ohio announced Friday, October 28 it will rescind a regulation that has prohibited organic dairy product labeling from declaring that antibiotics, pesticides or synthetic hormones are not used. In a lawsuit filed by the Organic Trade Association (OTA), the Sixth Circuit Court of Appeals found that proposed restrictions violate the First Amendment of the constitution. As a result, Ohio has abandoned the rule, thus allowing labeling to proudly state that organic dairy products are produced in accordance with federal organic standards under the Organic Foods Production Act, and therefore without the use of synthetic growth hormones or antibiotics. “This is significant for all of us who support what the organic foods are about, and for consumers who carefully read food labels to find out what’s in their food and how it’s produced,” said Christine Bushway, Executive Director and CEO for OTA. “The Sixth Circuit opinion made it clear that states cannot unduly restrict organic labels or consumers’ right to know how their food is produced, and the State of Ohio’s actions today make it clear that the fight to keep labels accurate by OTA, its members, farmers, and consumers was worth it.” […]

Public Input Needed on Organic Standards

(Beyond Pesticides, October 20, 2011) With the National Organic Standards Board (NOSB) set to meet next month to decide on a range of issues regarding the future of organic food and farming in the United States, the public is invied to weigh in on a set of issues that continue to shape organic standards. The 15-member board will vote to allow or prohibit substances and practices in certified organic production and consider the adoption of new rules that address the functioning of the board and public participation –after considering input from any interested members of the public, such as farmers, consumers, food processors, or professionals through written comments and/or public testimony. Public participation is vital to the development of organic standards, as farmers and consumers relay their ideas to the board for consideration. Take action now. New Report Charges “Natural” Cereal Industry Is Deceptive

(Beyond Pesticides, October 13, 2011) A new report released by The Cornucopia Institute reveals the deceptive marketing practices in the natural foods industry by some of the nation’s largest breakfast cereal manufacturers, demonstrating the importance of the organic label in order to avoid synthetic pesticides and genetically engineered food. Industry Study Touts ‘Safety’ of Triclosan Soaps, Dismissing Independent Adverse Effects Data

(Beyond Pesticides, October 12, 2011) A new industry-funded study that claims to “Reaffirm Safe Use of Triclosan, Triclocarban in Antibacterial Soaps and Washes,” concludes that triclosan and triclocarban soaps do not facilitate antibiotic resistance and antibiotic cross-resistance. The study, sponsored by the American Cleaning Institute and the Personal Care Products Council, long supporters of the antibacterial pesticide triclosan, dismisses previous independent data that has identified triclosan as a promoter of antibacterial resistance and calls for precautionary measures against the unnecessary but widespread use of antibacterial agents. The study, “Investigation of Antibiotic and Antibacterial Susceptibility and Resistance In Staphylococcus From The Skin Of Users and Nonusers Of Antibacterial Wash Products In Home Environments,” found that there was no statistically significant difference in antibiotic resistance in the bacteria, Staphylococcus aureus, exposed to triclosan and triclocarban soaps compared with those not exposed. The study collected swab samples from the forearms of participants that used triclosan, triclocarban, and a control group that used neither. The study’s conclusions are not surprising since this industry has been a vocal and active promoter of the antibacterial products they manufacture and represent. Experts Warn of Nano Resistance, Call for Oversight

(Beyond Pesticides, September 28, 2011) Overuse of antibacterial agents contributes to promoting the development of more powerful bacteria that are resistant to treatment. This, according to a new report released by Friends of the Earth in which leading microbiologists warn that the rapid rise in household antibacterial products containing nanosilver could put public health at risk. The report emphasizes that as the numbers of deaths caused by bacterial resistance to antimicrobials and antibiotics in hospitals continues to rise, as well as increasing allergy incidents, the need to regulatory oversight is urgently needed. Dozens of socks, shoe inserts, sports clothing and towels now marketed as ”˜antibacterial’ or ”˜odor controlling’ use nanoparticles of silver to kill the bacteria that cause odor. Since nanosilver can be manufactured as spheres, particles, rods, cubes, wires, film and coatings, it can be embedded into a range of substrates, such as metals, ceramics, polymers, glass and textiles leading to its widespread commercialization. Lyme Disease ‘Epidemic’ Causes Stir on Maine Island

(Beyond Pesticides, August 25, 2011) A growth in tick populations and increase in Lyme disease rates over the past few years on an island in Maine have local health officials scrambling to find a solution to keep the problem at bay. So far this year there have been 20 official cases and over 20 suspected cases that have been treated with antibiotics on the island of Islesboro. In the past eight years, the health center has seen at least 69 cases of Lyme disease out of a population of 600, which according to Islesboro’s Tick-Borne Disease Prevention Committee, constitutes an epidemic. The blame for this ”˜epidemic’ has been largely attributed to deer, which serve as the tick’s primary host. There are about 500 deer on the 11-mile-long Island, making it almost as high as the human population. As such, one of the proposed solutions that residents are voting on is to allow gun hunting to reduce the deer herd from 48 to 10 deer per square mile. Apple Scab Fungus More Resistant to Pesticides

(Beyond Pesticides, August 24, 2011) Scientists say the fungus that causes apple scab appears to be growing more resistant to pesticides routinely used to control the fungus, worsening the threat of outbreaks in commercial orchards. For decades, manufacturers have come up with replacements for chemical mixtures the fungus outwitted. By using a rotating lineup of fungicides from year to year, farmers usually stayed a step ahead of the scab. But the fungus now appears to be overcoming multiple fungicides at once. In a paper published this month in the journal Plant Disease, researchers described samples collected in Indiana and Michigan that are resisting all four of the most commonly used chemical treatments: dodine, kresoxim-methyl, myclobutanil, and thiophanate-methyl. “We’ve dealt with fungicide resistance over the years, but this time we’re losing three or four different classes of completely unrelated fungicides at the same time,” said Henry Ngugi, PhD, a plant pathologist with Penn State University’s Fruit Research and Extension Center. “We have to literally go back to the drawing board.” Another ominous sign: The fungus apparently hasn’t developed any new weaknesses while evolving to resist the pesticides, unlike what usually happens in nature, the study found. Conversion to Organic Poultry Farming Lowers Risk of Antibiotic-Resistant Bacteria

(Beyond Pesticides, August 15, 2011) Poultry farms that have adopted organic practices and cease using antibiotics have significantly lower levels of drug-resistant enterococci bacteria that can potentially spread to humans, according to a new study published August 10, 2011 in the online edition of Environmental Health Perspectives. The study, led by researchers at the University of Maryland’s School of Public Health, suggests that organic conversion of U.S. poultry farms can result in immediate and significant reductions in antibiotic resistance for some bacteria. The non-therapeutic use of antibiotics in livestock production accounts for nearly 80% of all antibiotics used in the United States. Typically, low levels of antibiotics are administered to animals through feed and water to prevent disease and promote growth. This is generally done to compensate for overcrowded and unsanitary living conditions, as is common in concentrated animal feeding operations (CAFOs), and to fatten livestock to get them to market sooner. New Rule on Conventional Aquaculture Raises Concern for Environment, Organic Standards

(Beyond Pesticides, June 16, 2011) The Department of Commerce, along with the National Oceanic and Atmospheric Administration’s (NOAA) Fisheries Service, announced late last week a final aquaculture policy which would ease restrictions to make it easier to farm fish in federal waters, drawing criticism from environmental groups due to the harmful environmental impacts of raising fish in pens in open waters. According to Food and Water Watch, offshore aquaculture follows an industrial agriculture model which grows thousands of animals in a confined environment. For fish, however, this confined space is in the ocean, meaning all of the waste products from the operation flow directly into the ocean. This includes excess feed and chemicals that are used, such as antibiotics and pesticides, to treat or prevent disease that occurs when fish are in confinement. Another major concern is the possibility of escaped farmed fish, which can compete with and interbreed with wild fish. Groups Sue FDA to Restrict Antibiotics in Livestock Feed

(Beyond Pesticides, May 27, 2011) A coalition of environmental and public health groups filed a lawsuit yesterday against the federal Food and Drug Administration (FDA) to require the agency to enforce strict standards regarding the routine use of antibiotics in livestock feed. The suit, filed by the Natural Resources Defense Council, the Center for Science in the Public Interest, Food Animal Concerns Trust, Public Citizen, and the Union of Concerned Scientists, calls on FDA to implement regulations based on its own findings that the routine use of low doses of antibiotics in animal feed presents increased risk for the development of resistant bacteria. The non-therapeutic use of antibiotic drugs in animal feed presents a serious risk to public health due to the potential for bacteria to develop resistance to the drugs as a result of repeated low dose exposure. The rise of drug-resistant infections in humans has been linked to the overuse of antibiotics in animal feed since the early 1970s, but FDA has failed to meet its legal responsibility to address the mounting health threat posed by the practice, according to the groups’ suit. National Organic Standards Board Strengthens Organic Integrity at Spring Meeting

(Beyond Pesticides, May 20, 2011) At its April 26-29, 2011 Spring meeting in Seattle, Washington, the National Organic Standards Board (NOSB) strengthened standards affecting the integrity of organic food and farming and rejected proposals that would have weakened the standards. The board voted on recommendations proposed by each of the various issue committees including Crops; Livestock; Handling; Materials; Certification, Accreditation, and Compliance; and Policy Development. Decisions were made regarding a wide range of materials and practices, from pesticides and fertilizers to mulches and processing aids. There were several highly controversial issues discussed, including the use of antibiotics to control fruit tree diseases, living conditions for livestock, and the process for how the board determines whether a material is natural or synthetic. Groups Sue To Stop USDA’s Deregulation of Genetically Engineered Alfalfa

(Beyond Pesticides, March 22, 2011) Last Friday, attorneys for the Center for Food Safety (CFS), Beyond Pesticides, Earthjustice, and farm and environmental groups filed a lawsuit against the U.S. Department of Agriculture (USDA), arguing that the agency’s recent unrestricted approval of genetically engineered (GE), “Roundup Ready” alfalfa is unlawful. In January, USDA announced plans to fully deregulate GE alfalfa seed, despite contamination risks it poses to both organic and conventional farmers. With the full deregulation of GE alfalfa underway, USDA estimates that up to 23 million more pounds of toxic herbicides will be released into the environment each year. This year has seen a series of decisions by USDA to allow the unrestricted cultivation of genetically engineered crops, and just last month a federal appeals court decided to reverse a federal order to destroy GE sugar beet seedlings. Most GE crops are engineered to be immune to the herbicide glyphosate, which Monsanto markets as Roundup. Currently, USDA data show that 93% of all the alfalfa planted by farmers in the U.S. is grown without the use of any herbicides. Bill Introduced to Restrict Antibiotics in Livestock Feed

(Beyond Pesticides, March 16, 2011) Congresswoman Louise Slaughter (D-NY) introduced legislation last week that seeks to help protect Americans from widespread antibiotic overuse in food animal production. Antibiotic use in agriculture, as well as in antimicrobial soaps containing materials such as triclosan, offer little to no benefit for public health, but instead contributes to increases in the growth of resistant bacteria. This makes antibiotic and antibacterial resistance a national health concern, due to the fact that it can make infections difficult or impossible to treat. Rep. Slaughter’s bill, H.R. 965 — the Preservation of Antibiotics for Medical Treatment Act, would preserve the effectiveness of antibiotics used to treat human disease by requiring the Food and Drug Administration (FDA) to revoke approval of antibiotics for non-therapeutic purposes unless the agency determines that the drugs do not produce unsafe levels of antibiotic resistance. The bill would allow farmers to continue to treat sick animals with antibiotics. “Antibiotic resistance is a major public health crisis, and yet antibiotics are used regularly and with little oversight in agriculture,” said Rep. Ruling Strengthens Case for Organic Farmers Impacted by Pesticide Drift

(Beyond Pesticides, January 12, 2011) A Santa Cruz, California, organic herb grower has the right to sue neighboring farm for ‘pesticide drift’. This according to a California’s 6th District Court of Appeal in San Jose which upheld Jacobs Farm/Del Cabo’s right to sue the pesticide applicator, Western Farm Service, and let stand the $1 million damage award a jury handed Jacobs Farm two years ago. The ruling makes it clear that pesticide users can be held liable for pesticide drift. The decision is significant, agriculture and law experts say, because it strengthens the case for organic farmers or anyone else harmed by pesticides to seek legal recourse – even if the pesticide is legally applied. The county’s deputy agricultural commissioner, Lisa LeCoump, said the court decision against Western Farm Services changes the ground rules, making it clear that a sprayer can now be held liable even if no law is broken. While California state law restricts pesticides from being sprayed on neighboring properties, the law doesn’t deal specifically with pesticides that disperse into the air after application and end up someplace else. As you may know, this chemical, now found in the bodies of 75% of the U.S. population, is linked to endocrine disruption, bacterial and antibiotic resistance, dioxin contamination, and contaminated fish and biosolids. We have five more weeks —until February 7, 2011— to let EPA know that triclosan must be banned to protect the public, workers and the environment. Judge Orders Destruction of GE Sugar Beets

(Beyond Pesticides, December 7, 2010) Last week, Federal District Judge Jeffrey S. White issued a preliminary injunction ordering the immediate destruction of hundreds of acres of genetically engineered (GE) sugar beet seedlings planted in September after finding the seedlings had been planted in violation of federal law. The ruling comes in a lawsuit filed by Earthjustice and CFS on behalf of a coalition of farmers and conservation groups. The lawsuit was filed on September 9, shortly after the U.S. Department of Agriculture (USDA) revealed it had allowed the seedlings to be planted. The court outlined the many ways in which GE sugar beets could harm the environment and consumers, noting that containment efforts were insufficient and past contamination incidents were “too numerous” to allow the illegal crop to remain in the ground. In his court order, Judge White noted, “Farmers and consumers would likely suffer harm from cross-contamination” between GE sugar beets and non-GE crops. He continued, “The legality of Defendants’ conduct does not even appear to be a close question,” noting that the government and Monsanto had tried to circumvent his prior ruling which made GE sugar beets illegal. Chinese Urbanites Bring Organic Farming to the Countryside

(Beyond Pesticides, November 8, 2010) After numerous scandals involving China’s industrialized food supply, a new movement is afoot in the world’s most populous nation toward local, organic, and sustainable food. According to a promising Washington Post report, “Young Chinese farmers sowing seeds for organic revolution,” many of the organic farmers working to meet the growing demand are urban professionals seeking an escape from fast paced city life. The overuse of pesticides in industrialized agriculture has created numerous problems for people and the environment. Pesticide use has been linked to many diseases including numerous types of cancer, Parkinson’s, and learning disabilities. In addition pesticides are also dangerous to wildlife. Pesticides often kill non-target organisms that may be beneficial to farmers, such as predatory insects. Organic agriculture is an ecological approach to farming that does not rely on or permit toxic pesticides, chemical fertilizers, genetically modified organisms, antibiotics, sewage sludge, or irradiation. Instead of using these harmful products and practices, organic agriculture utilizes techniques such as cover cropping, crop rotation, and composting to produce healthy soil, prevent pest and disease problems, and grow healthy food and fiber.
