(Beyond Pesticides, May 31, 2013) The U.S. Department of Agriculture (USDA) announced that unapproved genetically engineered (GE) wheat was found growing in an Oregon wheat field. The discovery has implications for U.S. trade as Japan has already indicated it would stop purchasing U.S. wheat exports. According to USDA officials, an Oregon farmer sprayed his wheat field, intending it to lay fallow for the next year. Despite multiple sprays of RoundUp, the farmer found so-called “volunteer” crops unexpectedly persisted, just as GE crops are engineered to do. The discovery prompted him to send samples to Carol Mallery Smith, scientist at Oregon State University, who determined that the crops were infused with the RoundUp Ready gene. USDA confirmed the results but officials have declined to comment on how the seeds ended up in this farmer’s field to begin with considering Monsanto has not conducted field trials in Oregon since 2001 when it reportedly withdrew from the state. (Beyond Pesticides, May 29, 2013) Last weekend across the world thousands of protesters rallied in dozens of cities against industry giant Monsanto and its genetically engineered (GE) products. “March Against Monsanto,” a coordinated day of action and protest, was held in 52 countries and 436 cities, including Washington, D.C. and Los Angeles, even after Congress voted against allowing states to require labeling of GE foods. The organizers of the May 25 rally call for labeling of GE foods and further scientific research on the health effects of GE foods. Demonstrators hoped to raise awareness of the issue and waved signs that read “Real Food 4 Real People” and “Label GMOs, It’s Our Right to Know.” They also urge supporters to “vote with their dollar” by buying only organic products and boycotting Monsanto-owned companies. (Beyond Pesticides, May 24, 2013) Insecticide sales have soared over the past year as target insects have developed resistance to crops genetically engineered (GE) to incorporate an insecticide. Contrary to industry claims that the technology would reduce pesticide use, crops like corn, engineered to protect against rootworm have been ineffective and farmers have begun applying additional insecticides. The GE corn seed, developed by Monsanto, was released in 2003 to target a gene allowing plants to express a pest-killing toxin, Bacillus thuringiensis (Bt). The  pesticide incorporated plant  (PIP)  was developed to kill western corn rootworm, a potentially devastating pest that does its greatest damage in chemical-intensive agriculture during its larval stage by feeding upon the plant’s roots. Severe feeding inhibits the plant’s ability to absorb moisture and nutrients and opens a pathway for attack from soil-borne pathogens. In 2011, entomologists at Iowa State University published a study verifying the first field-evolved resistance of corn rootworm to a Bt toxin. The researchers documented resistance to the Bt toxin Cry3Bb1. (Beyond Pesticides, May 23, 2013) Beyond Pesticides is pleased to announce the release of videos from Sustainable Families, Farms and Food, 31st National Pesticide Forum, held April 5-6, 2013 at the University of New Mexico (UNM) in Albuquerque, NM. The Forum, convened by Beyond Pesticides, La Montanita Co-op, and  UNM’s Sustainability Studies Program and co-sponsored by 13 local and state organizations in NM, included leaders in the fields of pesticide reform, public health, and organic agriculture, as well as many community leaders, local activists, and students. The videos span the range of topics that were discussed at the Forum and include keynote speeches, panel discussions, and workshops. (Beyond Pesticides, May 15, 2013) The U.S. Supreme Court unanimously ruled that farmers cannot replant patented genetically engineered (GE) seed as it violates licensing agreements. This means that farmers must pay industry giants like Monsanto for seed each growing season, sealing the agribusiness giant’s quest to  fundamentally  alter  the nature  of farming. This ruling is a blow to farmers who have been persecuted by Monsanto for ”˜trespassing’ on patent rights due to saving seed. The case, Bowman v. Monsanto, is a patent case which argues that Indiana farmer Vernon Bowman infringed on Monsanto’s GE soybean patent rights by purchasing from a third-party seed supplier instead of Monsanto, and benefited from successive harvests of the GE crop. Monsanto said Mr. Bowman’s plantings violated the company’s patent agreement that farmers are required to sign when they purchase GE seed. First, the U.S. Court of Appeals for the Federal Circuit agreed and told Mr. Bowman to pay nearly $85,000 in damages. Mr. Bowman appealed all the way to the Supreme Court, which handed down its decision on Monday. (Beyond Pesticides, May 14, 2013) The U.S. Department of Agriculture (USDA) has determined that environmental impact statements (EIS) are required for Dow and Monsanto’s  new genetically engineered (GE),  2,4-D resistant crops.  According to Reuters, Dow had anticipated that their new crop would be on market by year’s end. Monsanto released a statement calling the move “unexpected.” USDA’s Animal and Plant Health Inspection Service (APHIS) is requiring the reviews in response to overwhelming concern expressed by farmers, consumers, and public health officials during the comment period for these new herbicide-resistant crops. Dow’s new GE corn, dubbed “Enlist,” tolerates repeated applications of both glyphosate and the powerful herbicide 2,4-D, while Monsanto’s GE cotton and soybean (produced in partnership with their “competitor,” agrichemical giant BASF)  is resistant to the herbicide dicamba. Both companies champion their crops as solutions to the widespread occurrence of weeds resistant to glyphosate, the active ingredient in Monsanto’s Roundup herbicide, even though the ultimate cause for this resistance can be traced to overuse of the chemical on “Roundup-Ready” crops. (Beyond Pesticides May 6, 2013) On Wednesday April 24, Senator Barbra Boxer (D-CA) and Representative Peter Defazio (D-OR) introduced companion legislation that would require the U.S. Food and Drug Administration to “clearly label” all genetically engineered (GE) whole and processed foods, including fish and other seafood. The bills, the Genetically Engineered Food Right-to-Know Act,  H.R. 1699 and S. 809, have 22 cosponsors in the House and 10 in the Senate.  (Beyond Pesticides, April 8, 2013)  Given the rise of targeted plant and animal pests that are resistant to the tactics of the biotechnology industry, companies that produce genetically engineered (GE) crops have begun producing plants with “stacked” traits. For herbicide resistant crops, this means adding traits that incorporate crop resistance to increasingly dangerous and toxic chemicals, such as 2,4-D, a major component in the Vietnam-era herbicide Agent Orange. For crops engineered to produce their own natural insecticide, namely the toxin Bacillus thuringiensis, this means adding new formulations of the bacterium. Although this practice is widely considered acceptable and effective by the biotechnology industry, a new study from the University of Arizona College of Agriculture and Life Sciences, published in the journal PNAS, casts doubt on this assumption. Most scientists assume that two-toxin plants will be more durable than one-toxin plants. (Beyond Pesticides, April 2, 2013) On March 26, President Obama signed into law House Resolution 933, a stop-gap Continuing Resolution(CR) that allowed the U.S. to avoid a government shutdown for six months. The resolution contains the “biotech rider,” or amendment that takes away the authority of federal courts to halt the sale or production of genetically engineered (GE) crops, undermining the courts’ ability to protect farmers and the environment from potentially hazardous GE crops- a major violation of the separation of powers, an essential element of U.S. constitutional governance and law.  It would also compel the U.S. Department of Agriculture (USDA) to immediately grant any requests for permits to allow continued planting and commercialization of unlawfully approved GE crops. The rider, section 735 of the resolution, also dubbed the “Monsanto Protection Act” for the GE corporate  giant, was never voted on and was written by Senator Roy Blunt (R-MO), who worked with Monsanto to craft its language. (Beyond Pesticides, March 22, 2013) Whole Foods Market Inc, Trader Joe’s, Aldi, and other food retailers representing more than 2,000 U.S. stores have committed not to sell genetically engineered (GE) salmon. This announcement from the Campaign for Genetically Engineered-Free Seafood appears to be strategic, as the U.S. Food and Drug Administration (FDA) nears its decision on the introduction of GE Atlantic salmon from AquaBoutny Technologies into the marketplace. The announcement is being hailed as a victory for environmental and consumer protection groups who are now engaged in GE labeling fights across the country. The announcement also helps underscores the belief that consumers and food retailers are growing increasingly skeptical of the safety and necessity of GE food products. The food retailers that have signed against the sale of GE salmon range from large food distributors, such as Trader Joe’s, to smaller businesses like Sacramento Natural Foods Cooperative. The commitment also came from stores that ranged from the more upscale Whole Foods to the discount grocer Aldi. (Beyond Pesticides, March 20, 2013) Loss of habitat to genetically engineered (GE) cropland, as well as increasingly warm temperatures are responsible for the dramatic decline in Monarch butterfly populations, according to scientists who say populations are the lowest they have seen in two decades.  This comes as the state of pollinators continues to reach crisis levels, with honey bee colonies also experiencing alarming declines. Scientists who take the annual measure of Mexican forestland famously occupied by migrating monarch butterflies find that forestland occupied by the butterflies, once as high at 50 acres, dwindled to 2.94 acres. This is a 59 percent decline from the 7.14 acres of butterflies measured in December 2011. The survey carried out in December and January, reported nine monarch colonies wintering in central Mexico, occupying a total of 1.19 hectares, or 2.94 acres. The results were released by the World Wildlife Fund-Mexico, and Mexico’s National Commission of Natural Protected Areas (CONANP). This population is the smallest recorded since the Monarch colonies came to the attention of scientists in 1975. The biotech industry has quietly inserted the “biotech rider” (Sec. 735) into the proposed Senate CR to end judicial oversight of the regulation of genetically engineered (GE) crops. (Beyond Pesticides, March 12, 2013) Despite the loss of Proposition 37 in California last November, GMO labeling efforts are moving forward throughout the United States. Late last week Whole Foods Market announced its own plan to label food with genetically engineered (GE) ingredients sold in its stores, making it the  first grocery chain in the nation to do so. In addition to the recent introduction of a National GE labeling bill in Congress by Representative Jared Polis (D-CO), Hawaii, Vermont, and Minnesota join the ranks of numerous other states with pending GMO labeling legislation. Whole Foods’ plan  requires a label for all GE food sold in its stores within the next  five years. The retailer notes that the move was made in response to customers’ increased demand for labeled products. “Some of our manufacturers say they’ve seen a 15 percent increase in sales of products they have labeled [as non–GMO],” explains A.C. (Beyond Pesticides, February 28, 2013) Representative Jared Polis (D-CO) announced last Wednesday that he intends to co-sponsor a bill in Congress along with Representative Peter DeFazio (D-OR) to mandate the labeling of food containing genetically engineered (GE) ingredients in the U.S. Earlier this week, the Maryland House Health and Government Operations Committee held a public hearing on state House Bill 0903, which would set requirements for labeling and disclosure of genetically engineered ingredients in food.  Other state labeling efforts have been launched in California, Hawaii, New Mexico, Oregon, Missouri and Washington. More than 90 percent of Americans believe that foods with GE ingredients should be required to be labeled; however, Rep. Polis recognizes that it is still going to be tough to get enough votes to pass. Corporate opponents have spent tens of millions of dollars lobbying against GE labeling, and a bill introduced in the state of Colorado by Representative Jeanne Labuda (D-Denver) to label GE foods was stopped after just five hours of testimony. (Beyond Pesticides, February 7, 2013) Despite passing the Senate Public Affairs Committee last week after an overwhelmingly positive discussion, Senate Bill 18 to amend the New Mexico Food Act, which would require the labeling of genetically engineered (GE) food and feed,  was “deemed lost” after a majority of the Senate, in an extremely rare action, voted on the Senate Floor not to adopt the committee’s report. Under Senate rules, this stopped the bill in its tracks and cut off any further debate or public input. “Even though SB 18 is dead this year, it’s clear that New Mexicans want and deserve a label that tells them whether or not their food has been genetically engineered,” said the bill’s author Senator Peter Wirth (D-25 Santa Fe). “I greatly appreciate the Public Affairs Committee’s feedback and discussion around the issue of labeling GE food, as well as Senate Majority Leader Michael Sanchez’s leadership on this issue. (Beyond Pesticides, January 30, 2013) A new report, “Late lessons from early warnings: science, precaution, innovation,” from the European Environment Agency (EEA) concludes that concerns raised by the scientific community on bee death, genetically engineered (GE) food, and nanotechnology support the need for a precautionary approach to public policy. Significantly, the report concludes that the “precautionary principle,” whereby industry and policy makers are advised to take seriously  early warnings about potential environmental impacts is “nearly always beneficial.” The report cites some industry efforts to undermine precautionary decision making. The report features case studies on environmental impacts, such as mercury poisoning, effects on fertility caused by pesticides, and the impact of pharmaceuticals on some ecosystems, and raises questions about the potential wider impacts of GE crops, nanotechnology, nuclear power, and the effect of pesticides on bee populations. (Beyond Pesticides, January 25, 2013) The U.S. Environmental Protection Agency (EPA) has  concluded that corn rootworm is now resistant to genetically engineered corn infused with a toxin derived from Bacillus thuringiensis, or Bt, in certain parts of the Corn Belt, casting doubt on the future viability of GE corn. The conclusion of the Insect Resistance Management (IRM) Team is based on several years of data indicating that the Cry3Bb1 protein strain of Bt is ineffective at controlling corn rootworm. The press release on January 17 states: “The EPA IRM Team has concluded that corn rootworm may not be completely controlled by Cry3Bb1 in certain parts of the Corn Belt. While ”˜confirmed resistance’ as defined in registration documents has not been met, given the nature of the data, the manufacturer, Monsanto, has agreed to several actions and changes related to the registration of Cry3Bb1 products to address these matters.” Originally marketed by Monsanto in 2003, the protein Cry3Bb1 is designed to destroy the gut of the western corn rootworm. (Beyond Pesticides, January 7, 2013) After organic seed farmers found genetically engineered (GE) sugar beets planted by Syngenta AG, a multinational Swiss corporation, within four miles of their farms, a local branch of GMO-Free Oregon filed a petition to ban GE crops in Jackson County. Farmers have already been forced to throw away seed or till under crops so they do not accidentally use GE tainted crops. GMO-Free Jackson County, which is located in the Southeast corner of the state of Oregon collected 6,700 signatures with the county’s election offices in an effort to place a ballot measure on the May 2014 primary ballot.  4,462 signatures are required to get on the ballot, but they must be reviewed by the Jackson County Board of Commissioners to make sure they are valid first. If too many signatures are ruled invalid, organizers will have one year to gather more. Another chapter of GMO-Free Oregon, GMO-Free Benton County, which is located in the Willamette Valley, has also been working on a ban of GE crops in its county. (Beyond Pesticides, January 3, 2012) On December 21, just as everyone was gearing up for the holidays, the U.S. Food and Drug Administration (FDA) announced its release of a Draft Environmental Assessment (EA) and Preliminary Finding of No Significant Impact on the genetically engineered (GE) AquaBounty AquaAdvantage salmon. The FDA action is widely viewed as confirmation that the Obama Administration is prepared to approve shortly the first GE animal intended for human consumption in the face of widespread opposition from the public. “It is extremely disappointing that the Obama Administration continues to push approval of this dangerous and unnecessary product,” said Andrew Kimbrell, executive director for Center for Food Safety. “The GE salmon has no socially redeeming value; it’s bad for the consumer, bad for the salmon industry and bad for the environment. FDA’s decision is premature and misguided.” AquaBounty claims that the company’s process for raising GE fish is safer than traditional aquaculture, yet documents released by the Canadian government show that a new strain of Infectious Salmon Anaemia, the deadly fish flu which has been devastating fish stocks around the world, contaminated their Canadian production site. (Beyond Pesticides, November 30, 2012) A health care institution is weighing in to warn people about potential dangers of genetically engineered (GE) food. On the heels of the American Academy of Pediatrics’ warning on pesticides, the nation’s largest nonprofit health care plan, Kaiser Permanente, has published in its print newsletter, Partners in Health, tips on limiting exposure to genetically engineered food. In the Fall 2012, Kaiser Permanente has published an article, “What you need to know about GMO: Limit exposure to genetically engineered organisms with these tips.” This discussion in the health care sector is part of a growing involvement by health care practitioners in environmental health concerns related to pesticides and genetic engineering of the food supply. While Canadian medical groups have warned the public about the dangers of pesticides and supported phase-outs, institutions representing the medical community in the U.S. have been more reserved. In 2004, the Ontario College of Family Physicians (OCFP) in Canada strongly recommended that people reduce their exposure to pesticides wherever possible, after releasing a comprehensive review of research on the effects of pesticides on human health.
