Spending Bill Found to Include Taxpayer-Funded Program to Promote GMOs

(Beyond Pesticides, May 16, 2017) Buried in the spending bill passed earlier this month to avert a government shutdown is a provision that allots $3 million for a federal outreach campaign promoting agricultural biotechnology and genetically engineered (GE) crops. The bill tasks the U.S. Food and Drug Administration (FDA), in coordination with the United States Department of Agriculture (USDA), to use these funds, “for consumer outreach and education regarding agricultural biotechnology and biotechnology-derived food products and animal feed…” According to the Washington Post, Democrats in Congress made a failed bid to move the funding towards FDA-run pediatric medical projects, but faced unanimous Republican opposition. Under the provision, FDA and USDA will spend taxpayer money to create, “science-based educational information on the environmental, nutritional, food safety, economic, and humanitarian impacts of such biotechnology, food products, and feed.” If such an endeavor were made truly in the public interest, educational materials produced by these agencies would reveal significant adverse effects in every listed topic. Pruitt’s EPA Delays New Rules to Protect Pesticide Applicators

(Beyond Pesticides, May 15, 2017) Last week the U.S. Environmental Protection Agency (EPA), under the direction of new Administrator Scott Pruitt, announced that it will delay for one year the implementation of a final rule that revised and updated protections for certified pesticide applicators –the workers who apply the most hazardous pesticides, restricted used pesticides. The new rules require increased training for certified applicators and increase the minimum age of a worker to 18 years, updates to which industry has objected. Against the backdrop of recent high-profile poisonings, the delay requested by industry interests places these workers and the public at continued risk. The Certification of Pesticide Applicators Rule was made final on January 4, 2017, revising regulations regarding the certification of applicators of restricted use pesticides (RUPs). The rule was scheduled to go into effect March 6, 2017, but was delayed to March 21, 2017 by the new Trump Administration, which placed a mandatory freeze on all new regulations coming out of federal agencies. Bumblebee Exposure to Neonicotinoid Pesticide Reduces Egg Development

(Beyond Pesticides, May 4, 2017) This week, a study released in the Proceedings of the Royal Society found evidence of reduced egg development and impact on feeding behavior in wild bumblebee queens after exposure to the neonicotinoid thiamethoxam. The study, led by researchers from the University of London, investigates the impact of field-relevant levels of thiamethoxam exposure on four wild species of bumblebee queens. In a BBC News article, lead author, Dr. Gemma Barron, Ph.D., stated, “We consistently found that neonicotinoid exposure, at levels mimicking exposure that queens could experience in agricultural landscapes, resulted in reduced ovary development in queens of all four species we tested. These impacts are likely to reduce the success of bumblebee queens in the spring, with knock-on effects for bee populations later in the year.” The study focuses on sublethal effects of neonicotinoids, as wild bumblebees are more likely to be exposed to low doses of these chemicals, rather than higher lethal levels. Infected Mosquito Trial Launched Against Zika and Other Mosquito-Borne Diseases

(Beyond Pesticides, May 1, 2017) The Florida Keys Mosquito Control District released 20,000 male mosquitoes infected with Wolbachia bacteria near Key West, as a trial strategy to manage mosquitoes that carry Zika and other viruses. The district and others have been exploring new ways to suppress infected Aedes aegypti mosquito populations, which thrive in urban environments and can spread Zika, dengue fever, and chikungunya. It is unclear what impacts, if any, these infected mosquitoes will have on non-target organisms or public health. The trial is the second U.S. test conducted with the naturally occurring Wolbachia bacteria in Aedes aegypti mosquitoes, developed by the Kentucky-based company MosquitoMate. The first test occurred in Clovis, California, last year. In September 2016, the U.S. Environmental Protection Agency (EPA), which registers mosquito control products, approved and expanded an experimental use permit (EUP) for Wolbachia pipientis-infected Aedes aegypti mosquitoes (not to be confused with genetically engineered (GE) mosquitoes).  According to the agency, Wolbachia are naturally occurring bacteria commonly found in most insect species, but not in the Aedes aegypti. Study Finds Substantial Risks to Honey Bees During and After Crop Pollination

(Beyond Pesticides, April 25, 2017) Past use of agricultural pesticides puts honey bees at risk across multiple growing seasons, according to research from scientists at Cornell University in New York. According to lead author Scott McArt, PhD, “Our data suggest pesticides are migrating through space and time.” Honey bees, which over the past decade have experienced unsustainable declines over 40% each year, are at great risk from exposure to a range of pesticides, chiefly the neonicotinoid class of insecticides. This new research adds to calls from beekeepers, environmental groups, and progressive farmers to transition agriculture away from pesticide-dependent practices. Cornell researchers conducted a massive study that analyzed both the pollen source and pesticide residue found therein for 120 experimental hives placed near 30 apple orchards in New York State. The landscapes surrounding each orchard were classified based on the amount of natural area or agricultural land that was present. Dow Urges Trump Administration to Ignore Pesticide Impacts on Endangered Species

(Beyond Pesticides, April 24, 2017) After contributing $1 million to Donald Trump’s presidential festivities, pesticide maker Dow Chemical Co. is asking the Administration to set aside previous findings of federal scientists across multiple agencies that confirm the risks that organophosphate pesticides pose to about 1,800 critically threatened or endangered species. This comes after the Administration abandoned plans to restrict the brain-damaging pesticide chlorpyrifos, also an organophosphate pesticide created by Dow, despite mountains of evidence that show the chemical’s neurotoxic impacts on children’s brains. In letters sent to government officials, lawyers for Dow urge Administration officials and the U.S. Environmental Protection Agency (EPA) to set aside “biological evaluations” that detail how three highly toxic organophosphate insecticides –chlorpyrifos, malathion and diazinon– harm nearly all 1,800 threatened and endangered animals and plants, claiming the process to be “fundamentally flawed.” Federal agencies tasked with protecting endangered species –EPA, National Marine Fisheries Service, U.S. Fish and Wildlife Service and U.S. Department of Agriculture– have worked for years to identify the risks posed by pesticides to threatened and endangered species under to the Endangered Species Act (ESA). Illinois Judge Stops Construction to Protect Endangered Rusty Patch Bumblebee

(Beyond Pesticides, April 19, 2017) Local activists in Illinois were handed a victory on Monday when a judge granted a temporary restraining order to shut down a construction project due to the presence of the rusty patch bumblebee, a recently listed endangered species. The group Stop Longmeadow, in reference to the Longmeadow Parkway Bridge Corridor project, filed the lawsuit, Case: 1:16-cv-05435, based on the fact that the rusty patch bumblebee has been found in the Brunner Forest Preserve, which borders 5.6 miles of the corridor project. Defendants, including the U.S. Department of Transportation, the U.S. Department of the Interior, and the Forest Preserve District of Kane County, argue that the scheduled construction will not affect bumblebee habitat. The court rejected their position, however, siding in the plaintiffs by finding “the balance of harms weighs in favor of the plaintiffs and against the public’s interest in reduced traffic congestions.” The restraining order was issued by Judge Sharon Coleman in the U.S. District Court for the Northern District of Illinois Eastern Division. Study Finds Neonicotinoids in Water Straight from the Tap

(Beyond Pesticides, April 5, 2017) A new study, Occurrence of Neonicotinoid Insecticides in Finished Drinking Water and Fate during Drinking Water Treatment, has detected neonicotinoids, a class of insecticides known for their detrimental effects on bees, in treated drinking water. This marks the first time that these insecticides have been found in water sourced straight from the tap. Federal regulators have not yet addressed safe levels of neonicotinoids in drinking water, so at this point, any detection of these chemicals is cause for concern. The study authors “report for the first time the presence of three neonicotinoids in finished drinking water and demonstrate their general persistence during conventional water treatment.” Drinking water samples “collected along the University of Iowa treatment train” over a seven week period, May through July, 2016 directly after corn and soy planting, find three neonicotinoids, clothianidin, imidacloprid, and thiamethoxam at levels ranging from 0.24 to 57.3 ng/L (nanogams per liter). The University of Iowa tap water is run through a water treatment plant that uses conventional treatment methods.  In contrast, the Iowa City water treatment methods (granular activated carbon filtration) result in substantially lower levels of the neonicotinoids. Pyrethroid Insecticides Cause Premature Puberty in Boys

(Beyond Pesticides, April 4, 2017) Exposure to commonly used pyrethroid insecticides results in the early onset of puberty in boys, according to a study presented at the 99th meeting of the Endocrine Society in Orlando, Florida this week. Pyrethroids, which exhibit endocrine disrupting properties, have the ability to interfere with the proper regulation of the human body’s hormonal system. This research is the first to investigate not only the association between pyrethroids and accelerated puberty, but also the causal mechanisms involved in the physiological changes taking place within the human body. For the study, Jing Liu, PhD, and colleagues from Zhejuang University in China, analyzed the urine in 463 Chinese boys aged 9 to 16 for the presence of metabolites from the pyrethroid insecticide cypermethrin. Results show that a 10% increase in the metabolite 3-PBA is associated with a roughly 4% increase in luteinizing and follicle-stimulating hormones, which facilitate puberty and sperm production. EPA Reverses Course and Allows Continued Use of Highly Neurotoxic Pesticide, Chlorpyrifos

(Beyond Pesticides, March 31, 2017) On Wednesday, Scott Pruitt, the new head of the Environmental Protection Agency (EPA), rejected the conclusions of EPA scientists, and independent scientific literature, and reversed a tentative decision from 2015 to revoke food residue tolerances of chlorpyrifos due to the chemical’s neurotoxic impacts. This would have effectively banned chlorpyrifos from agriculture. This decision stemmed from a petition and lawsuit filed by the Natural Resources Defense Council (NRDC) and Pesticide Action Network North America (PANNA)  ten years ago, calling for EPA to revoke all chlorpyrifos tolerances and cancel all registrations. A Federal Appeals court mandated that EPA take final action by March 31, 2017. Mr. Pruitt’s decision leaves the door open for continued neurotoxic dangers for humans, especially children, who have been shown to be especially vulnerable to chlorpyrifos. Chlorpyrifos is part of the organophosphate (OPs) class of pesticides, which were used in World War II as nerve agents. As potent neurotoxicants, organophosphates are extremely harmful to the nervous system, given that they are cholinesterase inhibitors and bind irreversibly to the active site of an enzyme essential for normal nerve impulse transmission. Environmental and Farm Groups Challenge Toxic Pesticides Used in Genetically Engineered Crops

(Beyond Pesticides, March 22, 2017) Today, a coalition of farmers and environmental and public health organizations filed a lawsuit against the Environmental Protection Agency (EPA) for approving agrochemical giant Dow Chemical’s toxic pesticide combo, Enlist Duo, among the newer more highly toxic pesticide mixtures used in genetically engineered (GE) herbicide-tolerant crops. Comprised of glyphosate and 2,4-D (50% of the mixture in the warfare defoliant Agent Orange), Enlist Duo is typically marketed alongside commercial crops like corn, cotton and soybeans that are engineered to withstand pesticide exposure, leading to problems of resistance and driving the evolution of super weeds. This is the third lawsuit challenging EPA approval of Enlist Duo by petitioners, which include Beyond Pesticides, National Family Farm Coalition, Family Farm Defenders, Pesticide Action Network North America, Center for Food Safety, and Center for Biological Diversity, represented jointly by legal counsel from Earthjustice and Center for Food Safety. EPA to Investigate Civil Rights Abuses Over Pesticide Use in Hawaii

(Beyond Pesticides, March 14, 2017)  The U.S. Environmental Protection Agency (EPA) is opening an investigation into whether the Hawaii Department of Agriculture (HDOA) and the state Agribusiness Development Corporation (ADC) are discriminating against Native Hawaiians in their administration of the state’s pesticide program. The investigation comes after a number of local community groups, represented by the nonprofit environmental law organization Earthjustice, filed a complaint in September 2016 asking EPA to take action against systemic abuses of Native Hawaiian peoples. Local efforts to protect pesticide-exposed communities have been repeatedly stymied by giant pesticide corporations operating on the island, which filed lawsuits that ultimately struck down local laws. Native Bees Heading for Extinction

(Beyond Pesticides, March 13, 2017) Nearly 1 in 4 species of native bee is imperiled and at increasing risk of extinction. This, according to a new report from the Center for Biological Diversity (CBD), released earlier this month. The report is the first comprehensive review of the more than 4,000 native bee species in North America and Hawaii, and finds that more than half the species assessed are declining. With native bee decline increasing, advocates say it is imperative that action be taken to reduce toxic pesticide use and restore native habitats lost to chemical-intensive agriculture, urbanization, and climate change. The new analysis, Pollinators in Peril: A systematic status review of North American and Hawaiian native bees, reveals that more than 700 species are in trouble from a range of serious threats, including severe habitat loss and escalating  pesticide use. Study Finds Pesticide Use Does Not Increase Profits for Farmers

(Beyond Pesticides, March 10, 2017) A French study published last week has found that higher pesticide use does not mean larger profits, demonstrating that farmers can reduce their usage of pesticides without worrying about their profits being affected, in most cases. Similar studies have shown that organic and conventional yields are comparable, supporting the case for farmers to transition from high pesticide use to healthier, safer, and more profitable alternatives. The study, led by Martin Lechenet, a PhD student with the French National Institute for Agricultural Research, looked at data from 946 French farms, including yields, pesticide application rates, soil characteristics, and local climate conditions. The researchers then used a model to focus on the relationship between pesticide application rates and productivity or profitability. They found that, in 77% of the farms, higher pesticide use was not linked to a higher profit. The researchers then estimated that pesticide use could be reduced by 42% without any negative effects on current profit levels in 59% of farms in their national network. Study Shows Impact of Neonicotinoids in Amphibians

(Beyond Pesticides, March 6, 2017) A study published last month by Canadian researchers finds that exposure to the neonicotinoid insecticide imidacloprid at environmentally relevant levels results in slight delays in metamorphosis in the tadpoles of the wood frog. While the authors find that this slight delay is not necessarily a cause for concern from an ecological perspective, sublethal effects of pesticide mixtures and a variety of stressors in the environment play a role in extending juvenile periods in frogs, which can increase mortality and population decline. Because neonicotinoids are so widely use, the authors recommend further research on their impact on declining frog populations. The study, published in Environmental Toxicology and entitled, “Sublethal effects on wood frogs chronically exposed to environmentally relevant concentrations of two neonicotinoid insecticides,” looks at the chronic exposure effects of the neonicotinoids imidacloprid and thiamethoxam on the wood frog (Lithobates sylvaticus). The wood frog was chosen because it is native to North America and has a wide distribution across the continent. Poisoning Feral Hogs Raises Safety and Environmental Concerns

(Beyond Pesticides, February 27, 2017)  Texas has been dealing with a feral hog issue for many years, however recently Texas Agriculture Commissioner Sid Miller approved the use of a toxic rodenticide in an effort to control feral hog populations, a decision hunters and trappers oppose because the pesticide will poison prey and wreak havoc on ecosystems where the hogs live. The estimated population of the feral hog population is about 1.5 million in the state of Texas, where they can cause extensive damage to property, crops, and native wildlife. Wild hogs have been considered to be one of the most destructive invasive species in the U.S. The feral hog population, close to six million, span 39 states and four Canadian provinces. Commissioner Miller, in announcing the widespread use of toxic pesticide referred to the problem as the “feral hog apocalypse.” Damage caused by wild hogs has been estimated to reach well into the millions. Smithsonian Magazine has reported the annual damage caused by feral hog populations to be around $400 million. Pesticide Spills and Accidents Put Pesticide Applicators at Increased Risk for Prostate Cancer

(Beyond Pesticides, February 23, 2017) Male pesticide applicators who experienced a pesticide spill or another related accident are more likely to harbor changes in their DNA associated with an increased risk of prostate cancer, according to a recent paper published in the journal, Environmental and Molecular Mutagenesis. While the relationship between pesticide exposure and prostate cancer is not new, this study adds to the growing body of evidence that high exposure to specific pesticides may lead to the development of prostate and other cancers. The analysis finds that after experiencing one of these exposure events, men are more likely to have higher DNA methylation of a gene linked with an increased risk of developing prostate cancer. DNA methylation is a form of gene regulation that, if disturbed, can result in gene expression changes that can cause cancer. The researchers used data from the ongoing Agricultural Health Study (AHS), which is a long-term cohort study evaluating cancer and other health outcomes of pesticides applicators and their spouses in North Carolina and Iowa. Take Action: Bill Will Eliminate Permit Requirement to Spray Pesticides into Waterways

(Beyond Pesticides, February 21, 2016) The Agriculture Committee in the U.S. House of Representatives approved a bill last week that will eliminate protections from toxic pesticides for the nation’s waterways. The bill now moves on to the full House for a vote and the public has an opportunity to let Representatives hear the concerns about weakening local protection of waterways from toxic pesticides. HR 953, The Reducing Regulatory Burdens Act (code for the sponsors and supporters as legislation to eliminate environmental protection of water quality), is the committee’s latest effort in a multi-year string of attempts to rollback common sense protections for the public waterways all Americans use for swimming, fishing, and other forms of recreation. The bill would repeal the Clean Water Act requirement that those who apply pesticides to waterways, with an exemption for farm use pesticides not directly deposited into waterways, obtain a National Pollutant Discharge Elimination System (NPDES) permit. Last May, at the height of fears over the Zika epidemic, the same Committee ushered through the same bill under another misleading name, The Zika Vector Control Act. Trump Administration Sued on Reversal of Endangered Species Designation for Rusty Patched Bumblebee

(Beyond Pesticides, February 16, 2017) On Tuesday, the Natural Resources Defense Council (NRDC) sued the Trump administration for reversing a February 10 rule, published in the Federal Register, that designated the Rusty Patched Bumblebee an endangered species under the Endangered Species Act (ESA). The reversal  of the endangered species listing establishes a new review period until March 21. As to their reasoning for such a sudden change, the U.S. Fish and Wildlife Service (FWS) cited the White House memo instructing federal agencies to postpone the effective date of any regulations that had been published in the Federal Register, but not yet in effect. As discussed several days ago, the order by the Trump administration means that despite FWS’ determination that without federal action the species will likely become endangered, the Trump administration has 60 days to evaluate the decision for the purpose of “reviewing questions of fact, law, and policy.” The lawsuit, filed in the U.S. District Court for the Southern District of New York, argues that FWS violated the notice and comment requirements of public rulemaking for the delay on the bumblebee listing. Trump Administration Reverses Endangered Species Designation for Bumblebee Pending Review

(Beyond Pesticides, February 14, 2017) Less than one month after the Rusty Patched Bumblebee’s listing as ‘threatened’ under the Endangered Species Act (ESA) by the U.S. Fish and Wildlife Service (FWS), the Trump Administration has reversed the order. On his first day in office, President Trump issued a memo instructing federal agencies to postpone the effective date of any regulations that had been published in the Federal Register, but not yet in effect. This order means that despite FWS’ determination that without federal action the species will likely become endangered, the Trump administration has 60 days to evaluate the decision for the purpose of “reviewing questions of fact, law, and policy.” Advocates for the imperiled species are urging the administration to allow the Rusty Patched Bumblebee to officially become the first bumblebee federally recognized under ESA. Herbicide Use Contributes to Declines in Monarch Populations

(Beyond Pesticides, February 13, 2017)  A study by the World Wildlife Fund (WWF) and others  attributes the reduced number of overwintering monarch butterflies –a reduction of 27% from last year—to herbicide use and other factors. The World Wildlife Fund (WWF), in conjunction with U.S. and Mexican environmental groups, has been leading the effort in tracking monarch butterflies.  Their recently released 2016-2017 study concluded that the population of monarch butterflies decreased 27 percent from last year’s population, which had marked an increase from dangerously low levels over the previous three years.  Overall, this marks an 80 percent decline in monarch population from the 1990’s.  Researchers have estimated that within 20 years the monarch butterfly migration could collapse altogether. The study was conducted in December of 2016 when the colonies of monarchs are expected to be at their peak population in Mexico.  Monarch populations are gauged by the area of land they inhabit, rather than counts of butterflies.   Thirteen butterfly colonies were observed, recorded and tracked using geographic information systems software.  The researchers found that the butterflies occupied 2.91 hectares of forest, which re presents a 27.43 percent decrease in population compared to the 4.01 hectares of forest they inhabited during the […]

Ruling Affirmed in Colorado Pesticide Trespass Case

(Beyond Pesticides, February 7, 2017) After years of legal battle, the Colorado Court of Appeals last week affirmed a ruling that Colorado rancher, James Hopper, must serve two days in jail and pay a $7,500 fine for spraying pesticides that drifted unto his neighbor’s farm in violation of a 2012 court order protecting his neighbors. In 2012, organic farmers Rosemary Bilchak and her husband Gordon MacAlpine, were granted a permanent injunction prohibiting pesticide applications within 150 feet of the property line in order to reduce pesticide drift. Last week’s decision bolsters a legal precedent that wafting pesticides can constitute a trespass against which adjacent landowners and people with health sensitivities are protected. The legal battle began in 2011 when Mr. Hopper obtained his Colorado pesticide applicator’s license and applied the adulticide Fyfanon, which contains the organophosphate insecticide malathion, to kill mosquitoes on his property. However, the pesticide drifted onto Ms. Bilchak and Mr. MacAlpine’s organic vegetable farm.
