Emergency Use of Bee-Killing Pesticide Approved for Florida Citrus

(Beyond Pesticides, February 26, 2015) Yesterday, the Environmental Protection Agency (EPA) granted Florida citrus growers an emergency exemption to use the bee-killing pesticide clothianidin to control Asian Citrus Psyllid (ACP), a pest that causes “citrus greening,” a devastating citrus plant disease. Clothianidin, which is not currently registered for use on citrus, is part of a class of neurotoxic, systemic insecticides called neonicotinoids, which have been implicated in global honey bee declines and suspended in the European Union. “EPA needs to assist in stopping the deadly use of pesticides that harm bees, butterflies, and birds with sustainable practices, rather than imperil pollinators with its decisions,” said Jay Feldman, executive director of Beyond Pesticides, a health and environmental advocacy group. He continued, “We understand the immediate chemical needs of chemical-intensive agriculture for increasingly toxic and persistent chemicals, but urge EPA to help stop the treadmill, lest it allow irreversible harm to the environment, biodiversity, and human health.” Beyond Pesticides is urging EPA to require that growers adopt a management plan in order to apply clothianidin. “Ultimately, EPA should be requiring growers to adopt integrated organic systems to manage pests, as a part of an emergency permit,” said Mr. Feldman. Scientists Challenge Industry Consensus that GE Foods Are â€Safe’

(Beyond Pesticides, February 25, 2015) The biotechnology industry behind genetically engineered (GE) foods have for years touted that their technology is safe, dismissing any attempts to challenge their science or regulate their material. However, 300 scientists, physicians and scholars assert there is no scientific consensus on the safety of GE foods and find that claims of safety are an “artificial construct that has been falsely perpetuated” through various forums and media. The statement, published in the journal Environmental Sciences Europe and entitled, “No scientific consensus on GMO safety,” cites a concerted effort by GE seed developers and some scientists, commentators and journalists to construct the claim that there is a “scientific consensus” on GE safety, and that debate on the topic is “over.” According to the 13-page statement, 300 independent scientists and researchers felt compelled to develop a document that offered a balanced account of the current state of dissent in this field, based on published evidence in the scientific literature, for both the interested public and the wider science community. USDA Approves GE Apple that Won’t Brown

(Beyond Pesticides, February 19, 2015) Last week, regulators at the United States Department of Agriculture (USDA) approved a genetically engineered (GE) apple that does not brown after slicing or bruising. The “Arctic” apple, produced by Okanagan Specialty Fruits, is engineered using a novel technique called RNA interference (RNAi). In the case of this GE apple, RNAi technology has been used to silence the genes that produce polyphenol oxidase (PPO), the enzymes responsible for the browning that results after an apple has been bruised. Government approval of this method of genetic engineering is raises serious concerns because of considerable uncertainty regarding the unintended effects of this technology. These concerns are compounded by the agrochemical industry’s future interests in using RNAi technology to control crop pests. So far, USDA has approved commercial use of Granny Smith and Golden Delicious “Arctic” apples, and the company plans to produce Gala and Fuji cultivars in the future. France Elevates Effort to Reduce Pesticide Use by 50%, but Delays Deadline

(Beyond Pesticides, February 11, 2015) In 2008, France announced it would voluntarily cut pesticide use by 50 percent by 2018, and emerged as the European leader in  reducing pesticide dependency. With its plan faltering, the European Union’s (EU) biggest agricultural producer and pesticide user has announced the expansion of  a network of pioneer farms experimenting with alternative techniques and mandated reductions in pesticide sales as it  delays its target reduction until 2025. The French government has pushed back to 2025 the timeline for halving pesticide use and added an intermediate target of a 25 percent fall by 2020, Agriculture Minister Stephane Le Foll said. The  2018 target was slated as voluntary, but pesticide use has actually increased, in part due to poor weather, according to French officials. As the EU’s top agricultural producer, France is trying to become less dependent on pesticides, which are known to pose various health and environmental risks. The targets for pesticide reduction remain mostly non-binding on farmers, but Minister Le Foll said his revamped plan would encourage a change in practices by expanding their focus on  alternative techniques. Monsanto’s Roundup Eradicates Milkweed, Major Food Source for Monarch Butterflies

(February 9, 2015, Beyond Pesticides) A report, Monarchs in Peril: Herbicide-Resistant Crops and the Decline of Monarch Butterflies in North America, released by Center for Food Safety (CFS) last week, reveals the devastating  impact of Monsanto’s and the nation’s biggest selling herbicide, Roundup (glyphosate), on the survival  of monarch butterflies. The herbicide is  used to treat  millions of acres of herbicide-tolerant  genetically engineered (GE) crops, eliminating the monarchs’ sole source  of food, milkweed, and approaching  a collapse of their population, which has plummeted over the past 20  years. The report cites findings that  glyphosate use on Roundup Ready  (glyphosate-tolerant) crops has nearly eradicated milkweed around farmland in the monarchs’ vital midwest breeding ground. At the urging of scientists and public interest groups, the U.S. Fish and Wildlife Service (FWS) is currently considering listing the monarch as a threatened species under the Endangered Species Act (ESA). “This report is a wake-up call. People Who Eat Organic Have Lower Pesticide Levels in Their Bodies

(Beyond Pesticides, February 06, 2015) People who eat an organic diet have lower levels of pesticides in their bodies than those who eat conventional fruits and vegetables grown with pesticides, according to a new study published yesterday.  The study, “Estimating Pesticide Exposure from Dietary Intake and Organic Food Choices: The Multi-Ethnic Study of Atherosclerosis (MESA),” published in the journal Environmental Health Perspectives, looks at adult exposure to organophosphate pesticides (OPs). Scientists studied nearly 4,500 people from six U.S. cities and examined long-term dietary exposure to 14 OPs. This study group  was restricted to those who reported rarely or never eating organic food (“conventional consumers”). Scientists looked for signs of organophosphate exposure via urinary dialkylphosphate (DAP) levels and compared these levels to those who reported organic produce consumption habits. The scientists found that people who reported eating organic fruits and veggies at least occasionally had significantly lower DAP, or organophosphate residue, levels in their urine when compared to people who almost always ate conventionally grown produce. Persistent Organic Pollutants, Pesticides Linked to Early Menopause

(Beyond Pesticides, January 30, 2015) Extensive exposure to common chemicals may be linked to an earlier start of menopause, according to a new study out of Washington University School of Medicine in St. Louis. Researchers of the study found that women whose bodies have high levels of these chemicals, including three pesticides, experience menopause two to four years earlier than women with lower levels of the chemicals. The pesticides found to have a significant correlation with an early start in menopause were p,p’-DDE (a metabolite of DDT), β-hexachlorocyclohexane (a byproduct of the production of lindane), and mirex. All three pesticides are organochlorine insecticides or their breakdown products that have been banned for use  in the U.S., but continue to persist in the environment and in the food chain. The study, Persistent Organic Pollutants and Early Menopause in U.S. Women, published this week in the journal PLoS ONE, investigates the link between levels in blood and urine of 111 endocrine-disrupting chemicals (EDCs), or chemicals that interfere with the body’s hormonal activity, and focused on known reproductive toxicants or persistent environmental contaminants. Will Pollinator Declines Increase Global Malnutrition and Disease? Yes, Says New Study

(Beyond Pesticides, January 28, 2015) Global decline of pollinators and pollination services will have a devastating impact on the nutritional health of people in developing countries, especially women and children, if left unabated, according to a new study from scientists at the University of Vermont and Harvard University. This research is the first to examine how pollinators influence nutrient intake and the risk of nutrient deficiency. It also comes at a time when policy makers are slow to find long-term sustainable solutions to reversing pollinator declines, despite mounting scientific evidence urging immediate action. Pollination services are valued at over $125 billion globally and pollinators are responsible for one in three bites of food we eat. However, pollinators like honey bees, wild bees, butterflies and others are in decline around the globe, with many beekeepers, scientists, and environmental activists singling out pesticides as a major contributing factor. Iowa Farmers Group Asks for Improved Pesticide Drift Protections

(Beyond Pesticides, January 22, 2015) The Iowa Farmers Union filed  a petition yesterday with  the Iowa Department of Agriculture and Land Stewardship (IDALS) for rulemaking to improve pesticide drift incident responses, penalties, and support to farmers harmed by pesticide drift. “Pesticide  drift from nearby fields is a very real problem for farmers in Iowa,” says Jordan Scheibel, a diversified vegetable farmer from Grinnell, Iowa. “Not only can pesticide drift delay or cause a farm to lose its organic certification, it results in products that farmers – certified organic or not – may not be able to sell legally, safely, or in good conscience, and it exposes the farmers and their workers to potentially harmful pesticides.” Pesticide drift is an inevitable problem in chemical-intensive pest management strategies that rely on spray and dust pesticide formulations.There are essentially two types of drift: particle drift (off-target movement during application) and vapor drift (off-target movement when a pesticide evaporates from a sprayed surface), also known as volatilization. California Tightens Pesticide Limits on Strawberries and Other Crops

(Beyond Pesticides, January 16, 2015) The California Department of Pesticide Regulation (CDPR) announced Wednesday that it is implementing the country’s strictest limits on chloropicrin, a chemical injected into the soil where strawberries, raspberries, almonds, and other crops are grown. The soil fumigant has been linked to a litany of health effects, such as respiratory ailments, skin irritation, and headaches, due to exposure to drift in surrounding areas over recent years. The new rules set up wider buffer zones of up to 100 feet around fields where the pesticide is applied. Growers will be restricted to fumigating 40 acres a day unless they use stronger tarps to prevent pesticide drift. Growers are also required to give the state 48 hours notice before fumigating and notify surrounding homes and businesses in Spanish and English. Chloropicrin is used to control soil pathogens, nematodes, and certain weeds, and can be used alone or in combination with another fumigant, either 1,3-dichloropropene (1,3-D) or methyl bromide, both of which have also been shown to be toxic to human health and potent environmental contaminants. Monsanto Once Again Developing Herbicide Resistant Wheat

(Beyond Pesticides, January 13, 2015) Over a decade after consumer opposition halted multinational agrichemical business Monsanto’s plans to develop genetically engineered (GE) herbicide-resistant wheat, the company is trying again. This time, Monsanto’s goal is to create wheat that is resistant to three different herbicides; glyphosate, glufosinate, and dicamba. Although over 90% of corn, soybean, and cotton grown in the United States are GE, no GE wheat is currently allowed to be planted. In 2013, a farmer in Oregon discovered the presence of Monsanto’s original Roundup-Ready wheat, developed to be resistant to glyphosate, in his field despite the company’s plans to abandon the strain and claims to have destroyed the crop  a decade earlier. The company had restarted extensive field trials back in 2011. An investigation by the U.S. Department of Agriculture (USDA) determined that the contamination was an “isolated incident.” It was unable to determine exactly how the wheat came to grow in the Oregon farmer’s field. However, shortly after the agency closed its investigation, another farmer in Montana detected the GE strain in his wheat fields. California Schools Implement Stronger Pesticide Requirements with Start of New Year

(Beyond Pesticides, January 12, 2015) California schools have started implementing new pesticide reporting and use requirements with the start of 2015. All schools and child day care centers statewide are now required to report their annual use of pesticides to the California Department of Pesticide Regulation (CDPR). The requirement comes via amendments made to the state Healthy Schools Act, which requires schools and day care centers to: Develop an Integrated Pest Management (IPM) plan and make it available to the public. Report pesticide use at minimum once a year for pesticides that are not exempt. The first reports will be due January 30, 2016, and will include use from January 1 to Dec. 31, 2015. After July 1, 2016, school staff involved in application of pesticides will be required to complete school-related IPM training annually. Professional applicators will be required to receive this training before application at a school site. In the past, pesticide use on school property was reported to the state by the applicator, which was usually a company contracted by the school district. U.S. and EU Trade Proposal Threatens Human Health and Environment

(Beyond Pesticides, January 09, 2015) New closed-door international trade agreement proposals between the U.S. and EU could weaken pesticide standards and threaten the U.S. organic food industry. Set forth by European and U.S. trade associations, the proposals were met  with strong disapproval by numerous non-governmental organizations (NGO) and non-profits. Beyond Pesticides and over a hundred other European and U.S.-based organizations signed on to a letter in July 2014 calling for increased transparency of negotiating proposals and  the exclusion of chemical regulations from the entire scope of the prospective Transatlantic Trade and Investment Partnership (TTIP). The proposals are recommended by the trade associations CropLife America and the European Crop Protection Association (ECPA) —which represent major agricultural chemical manufactures like Bayer CropScience, Dow AgroSciences, and DuPont Crop Protection— with claims that the policy would help reduce or get rid of trade barriers and help promote regulatory cooperation and achieve the goals of the TTIP. USDA Reports Pesticide Residues on Over Half of Food Tested

(Beyond Pesticides, December 23, 2014) The U.S. Department of Agriculture’s (USDA) Agricultural Marketing Service (AMS) has posted a report on its data from the 2013 Pesticide Data Program (PDP) Annual Summary, concluding that although over half of the food tested by the agency for pesticide residues last year showed detectable levels of pesticides, these levels are below the tolerances established by the Environmental Protection Agency (EPA) and do not pose a safety concern. The residues reflect a pesticide use and exposure pattern that raises hazard scenarios that are not fully evaluated by EPA for chemical mixtures, synergistic effects, impacts  on  people and environments  with high risk factors, and certain critical health endpoints, such as endocrine disruption  . Excluding water, of the 9,990 samples analyzed, 23.5 percent had one pesticide detected and 36 percent had more than one pesticide. Residues exceeding tolerances were detected in 0.23 percent (23 samples out of 9,990) of the samples tested. Of these 23 samples, 17 were imported and 6 were domestic. Residues with no established tolerances were found in 3.0 percent of samples, of which 50.2 percent were domestic and 49.2 percent imported. Aerial Photos Show “Factory Farms” Certified Organic in Violation of Law

(Beyond Pesticides, December 22, 2014) Stunning aerial photographs of certified  organic farms taken in an investigation launched by The Cornucopia Institute reveal industrial-scale operations housing thousands of animals in cramped conditions with no access to the outdoors. Access to pasture for ruminants like dairy cows is required under National Organic Program (NOP) regulations, and all livestock certified organic must have a means of reaching the outdoors year-round. “The vast majority of these massive, industrial-scale facilities, some managing 10,000-20,000 head of cattle, and upwards of 1 million laying hens, had 100% of their animals confined in giant buildings or feedlots,” said Mark Kastel, Senior Farm Policy Analyst at the Wisconsin-based Cornucopia Institute, which has filed a legal complaint against 14 livestock operations it alleges are illegally marketing themselves as organic. It is important to note that not all organic farms house their animals in conditions seen in the aerial photographs. “Many of our dairy farmer-members have animals, they truly care for, that have names, not numbers,” Kastel explained. Organic Certification System Experiences Growing Pains

(Beyond Pesticides, December 12, 2014) Bursting at the seams, the $35 billion organic food industry has tripled in size over the past decade, severely outpacing the U.S. Department of Agriculture’s (USDA) ability to monitor the more than 25,000 farms and other organizations that sell organic crops and livestock. As a result, certifying agents, or USDA-accredited entities that inspect and certify organic farms and suppliers, have increasingly fallen out of compliance, according to a piece in the Wall Street Journal. Advocates point out that while improvements should be made  in the organic certification system, there is no equivalent inspection system in chemical-intensive agriculture, where inspections are mostly complaint-driven, infrequent, and conducted in most states by state departments of agriculture, which typically promote pesticides and have suffered declines in resources and inspectors. There are currently 81 accredited certifying agents, which include small nonprofit groups, state-run agencies, and large multinationals. However, according to an internal USDA report, of the 37 that had a complete review this year, 23 were cited for failing to correctly enforce certification requirements on farms in audits. Study Finds Organic Agriculture Can and Must Feed the World

(Beyond Pesticides, December 11, 2014) A new study out of the University of California, Berkeley, compares organic and conventional crop yields and finds that overall yield gaps are much smaller than earlier studies concluded and even smaller when compared crop-by-crop. The study,  published in the Royal Society Proceedings B journal, Diversification practices reduce organic to conventional yield gap, also found that certain practices could further shrink the productivity gap where it exists. The debate surrounding organic crop yield capabilities has been a heated one, with agribusiness and conventional farming advocates claiming that pesticides and genetically-engineered (GE) crops are necessary to feed the ever-expanding world population. These interests usually dismiss organic agriculture’s ability to provide the necessary amount of crops to achieve the end goal of feeding the world. Numerous studies have previously undercut this premise, finding similar yields and greater economic returns in organic agriculture and determining GE crop yield abilities to be mostly unfounded. Conviction Overturned for Organic Winemaker Who Refused to Spray Pesticides

(Beyond Pesticides, December 10, 2014) Emmanuel Giboulot, an organic winemaker in Burgundy, France, cheered ‘victory for people power’ after his conviction for refusing to spray his vines with pesticides was overturned. Mr. Giboulot refused to comply with a government order mandating vineyards be sprayed to control flavescence dorĂ©e disease, citing that it was not an immediate threat in his region, and that pesticides posed more harm than good. His resolve against systemic, prophylactic pesticide spraying won broad support across the globe. In the spring of 2013, all wine producers in Burgundy were ordered to spray pesticides on their vines to fight flavescence dorĂ©e, a bacterial disease spread by the leaf hopper, Scaphoideus titanus. Ontario Proposes Restrictions on Neonicotinoid-Treated Seeds

(Beyond Pesticides, December 2, 2014) Last week, the government of Ontario, Canada proposed a plan to reduce the use of neonicotinoid (neonic)-treated corn and soybean seeds by 80% as part of a broad initiative to improve pollinator health. It sets a goal of reducing over-winter honey bee deaths to 15% by 2020, and calls for the development of a comprehensive Pollinator Health Action Plan. To address the regulation of treated seeds, Ontario’s pollinator health proposal recommends the creation a new class of pesticides to include seeds treated with pesticides. The government would then restrict the sale and use of neonic-treated corn and soybean seed. In the U.S., EPA establishes the “treated article exemption” (40 CFR 152.25(a))  as  limiting its ability to regulate  seeds, under the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA),  that act  as  toxic pesticides when applied to agricultural fields and landscapes. Rise in Chronic Diseases Correlates with Glyphosate and GE Crops

(Beyond Pesticides, November 20, 2014) A study published in the Journal of Organic Systems this week examined potential connections between the increase in chronic diseases seen within the United States and other parts of the world over the last 20 years and the explosion of glyphosate use, finding a significant correlation between glyphosate use, genetically-engineered (GE) crops, and human health. Glyphosate, one of the most popular weedkillers in both the U.S. and the world, is the active ingredient in Roundup ® ””the leading glyphosate product developed by Monsanto. Known as “Roundup Ready,” GE soybeans, corn, cotton, and other crops have been genetically altered and patented by Monsanto to be glyphosate-tolerant. Whether a crop stems from a Roundup Ready seed or not, glyphosate is used in almost all agricultural areas of the U.S., as well as on an international scale, in conventional, non-organic farming operations. Canadian Doctors and Nurses Urge Neonicotinoid Pesticide Ban

(Beyond Pesticides, November 19, 2014) A group of doctors and nurses is urging the Ontario government to ban neonicotinoid pesticides, blamed for the decline of bees and other insect pollinators. As Canada’s first neonicotinoid campaign organized by doctors and nurses, the Canadian Association of Physicians for the Environment and the Registered Nurses’ Association of Ontario say that these pesticides are a “major threat to both nature and people.” The doctors and nurses in Ontario, Canada, now urging the province to ban the pesticides adds to growing pressure on the Ontario government to take action on neonicotinoids (neonics), the insecticide class of chemicals linked to the deaths of bees across Canada and the U.S. Central to the initiative is an advertising buy which starts this week on the Toronto subway system. Leak at DuPont Chemical Plant Leads to Death of Four Workers

(Beyond Pesticides, November 18, 2014) Four workers died this past weekend when the valve on a container of methyl mercaptan, a compound used in the production of insecticides, fungicides, and plastics, malfunctioned at a La Porte, Texas chemical plant owned by DuPont. The chemical, which has a strong odor of rotten eggs, spread throughout the Houston metropolitan area, causing concern for people up to 40 miles away. This incident is the latest in a string of chemical disasters for DuPont and across the United States. A 2011 U.S. Chemical Safety Board (CSB) investigation determined that “a series of preventable safety shortcomings” led to three accidents over a 33-hour period that resulted in the death of one worker from phosgene gas exposure at a DuPont plant in Belle, West Virginia. CSB, an independent federal agency tasked with investigating chemical accidents, has begun a probe into the recent incident. The Occupational Safety and Health Administration (OSHA) will conduct a separate investigation.
