EPA Solicits Public Input on Protecting Monarchs from Herbicide Impacts

(Beyond Pesticides, June 30, 2015) As the Monarch butterfly suffers serious decline, the U.S. Environmental Protection Agency (EPA) is considering  the role of  herbicides in killing the iconic species’ food source, milkweed, and developing an action plan that may fall short. The agency identified possible action that it may take to slow the Monarchs’ decline in a document released last week entitled Risk Management Approach to Identifying Options for Protecting the Monarch Butterfly (Monarch Approach document). EPA’s approach to Monarch conservation comes shortly after the White House released its National Pollinator Health Strategy, intended to “reverse pollinator losses and help restore populations to healthy levels.” The U.S. Fish and Wildlife Service is also in the midst of conducting a review of the Monarch butterfly to determine whether the species is eligible for protection under the Endangered Species Act. The number of Monarchs reaching their winter breeding grounds in Mexico has fallen by 90% in less than 20 years. This year’s population was the second lowest since surveys began two decades ago. New Studies Identify Fungicides as a Factor in Declining Bee Health

(Beyond Pesticides, June 22, 2015) Two new studies raise concerns over the connection between the use of fungicides and the declining overall health of bee colonies. While  the use of neonicotinoid insecticides has been established as a  primary contributor  to declining pollinator populations, these new studies shine a light on the use of fungicides and the negative impacts their use has on overall bee health. The first study was performed after a group of local farmers asked researchers at the University of Wisconsin to assess whether it was safe to spray fungicides on crops while they are in bloom and bees are foraging. Because insecticides, like neonicotinoids, are meant to kill insects, researchers have performed numerous studies on how the use of these insecticides may harm beneficial insects as well as those they are intended to target. Fungicides, however, are not meant to kill insects, so the relationship between their use and effects on bee populations is relatively unstudied. Wild Bees’ Numbers Plummet as Pesticide Use Increases

(Beyond Pesticides, June 9, 2015) Agricultural pesticides are sprayed intensively throughout the growing season in New York’s conventional apple orchards. Researchers at Cornell University found that as the use of pesticides on these farms increased, the abundance of wild bees declined significantly. The study, published in the Proceedings of the Royal Society B, focuses on the effects of conventional pesticide use on wild bees, which have often been overlooked in the midst of an ongoing crisis with managed honey bee colonies. “Because production of our most nutritious foods, including many fruits, vegetables and even oils, rely on animal pollination, there is an intimate tie between pollinator and human well-being,” said Mia Park, an assistant professor at the University of North Dakota and the paper’s first author, who worked on the study as a Cornell entomology PhD graduate student. Ms. Park and her colleagues analyzed wild bee populations on 19 apples orchards across the state of New York between 2011 and 2012. Study Finds Organic Makes Sense, Both Ecologically and Economically

(Beyond Pesticides, June 8, 2015) Organic agriculture produces higher profits for farmers while doing a better job at protecting the environment and biodiversity, according to a new study published in the Proceedings of the National Academies of Science (PNAS). When factoring in the price premium organic farmers receive for their products, researchers discovered that organic farming is 22-35% more profitable than conventional growing methods. The study’s findings are a positive sign for the future of organic, which, despite its exponential growth to a $35 billion industry over the past decade, currently only comprises 5% of the U.S. food market, and 1% of U.S. cropland. Authors of the PNAS study indicate that there is a significant opportunity for growers wishing to transition to organic practices, as many of the findings assuage widely held concerns over the viability of organic. For instance, although labor costs are higher for organic crops, these expenses are offset by a decreased need for nonrenewable resources, such as the synthetic fertilizers and pesticides that conventional agriculture relies upon. Local Hardware Stores Continue to Out-Pace National Retailers in Providing Neonicotinoid Alternatives

(Beyond Pesticides, May 27, 2015) As summer approaches, local stores continue to set the pace for protecting pollinator populations from the harms of neonicotinoid pesticide use. In southern Maine, Kittery Ace Hardware joins Eldredge Lumber and Hardware in its efforts to actively seek alternatives to  pesticides that contain  neonicotinoids and other toxic pesticides by consciously stocking their shelves with organic compatible products as opposed to lawn and garden products that contain toxic chemicals. This shift by local stores like Eldredge and Kittery highlights the role retailers can play in responding to community concerns over dangerous pesticide use, and indicates their desire to be part of the solution when it comes to protecting pollinators. Local stores’ increasing  attention to local concerns over a common problem is  juxtaposed with  big box hardware stores’ response to neonicotinoid concerns that respond to public pressure with vague language, drawn out or nonexistent timelines, and failure to take a stance on overwhelming scientific evidence that neonicotinoids cause harm to pollinator populations. Trust in Organic Label Suffering as USDA Undermines Organic Integrity

(Beyond Pesticides, May 15, 2015) Why do you buy organic? Recent research by Mintel, a business research firm, reveals that Americans buy organic for different reasons. The perception that the products are healthier (72 percent) is the biggest draw, even more so than any environmental or ethical reason (69 percent). Only 29 percent of consumers recognize that organic products are highly regulated, while 51 percent believe that the organic label is an excuse to charge more. While sales of organic products are on the rise, actual consumer penetration has plateaued. With the barrage of attacks by the U.S. Department of Agriculture (USDA) on the organic label, it comes as no surprise that consumer skepticism remains high. Many consumer and farm organizations believe that public trust will continue to decline if USDA continues its attack on the procedures and public process that has built the organic industry to its $40 billion size. USDA Falls Short in Strategy to Mitigate Climate Change

(Beyond Pesticides, April 27, 2015) Last week, the United States Department of Agriculture (USDA) announced initiatives and energy programs to reduce greenhouse gas emissions, increase carbon sequestration, and expand renewable energy production in the agricultural and forestry sectors, but failed to stress the importance of moving away from chemical-intensive  agriculture toward organic methods. While the announcement doesn’t specifically mention “organic,” the meaning is still clear: chemical-based agricultural practices have contributed to climate change through heavy use of fossil fuels —both directly on the farm and in the manufacturing of pesticides and fertilizers— and through degradation of the soil, which releases carbon. Now, USDA is suggesting the use of conservation tilling, or no-till practices, along with cover cropping and natural management of organic inputs to the soil — in other words, organic agriculture. USDA outlined ten “building blocks” that aim to lead us away from climate change. The first two of these ten could, if interpreted from an organic practice perspective,  address the necessity to change  chemical-intensive agricultural practices. Agricultural Insecticides Exceed Regulatory Limits in Surface Water on Global Scale

(Beyond Pesticides, April 16, 2015) According to a new study, regulatory limits for insecticides are exceeded in over half of contaminated water samples collected from around the world. The study was based on a review of more than 800 studies conducted in 73 countries over the past five decades and is the first to evaluate the exposure of surface waters to particularly toxic agricultural insecticides on a global scale. Based on these results, the researchers ultimately conclude that “fundamental revisions of current regulatory procedures and pesticide application practices are needed to reverse the global environmental impacts of agro-chemical based high-intensity agriculture.” The analysis, published in the Proceedings of the National Academy of Sciences and titled “Agricultural insecticides threaten surface waters at the global scale,” was led by Sebastian Stehle, Ph.D., and Ralf Schulz, Ph.D, at the Institute for Environmental Sciences at University Koblenz-Landau in Germany. Groups Sue USDA for Failure to Seek Public Comment on Organic Compost Rule

(Beyond Pesticides, April 15, 2015)””The Center for Environmental Health, Beyond Pesticides, and the Center for Food Safety (CFS) filed a federal lawsuit challenging the U.S. Department of Agriculture (USDA) National Organic Program’s (NOP) failure to follow the law in making a substantial rule change to the USDA organic standard. At issue is the contaminated compost guidance released by USDA, which weakens the long-standing prohibition of synthetic pesticide contaminants. The plaintiff organizations are jointly represented by legal counsel at the Crag Law Center and CFS. The filing follows on the heels of a lawsuit filed last week  by 15 farm, consumer and certifier organizations with a similar procedural challenge to a  rule change to the organic sunset process, which regulates synthetic chemical exceptions in organic production. Prior to the new contaminated compost guidance, organic regulations expressly prohibited fertilizers and compost from containing any synthetic substances not included on organic’s National List of Allowed and Prohibited Substances. Lowe’s Commits to Phasing Out Neonic Pesticides, Moving Towards More Organics

(Beyond Pesticides, April 13, 2015) Last week home and garden retailer Lowe’s announced its commitment to phasing out the sale of products containing neonicotinoid (neonic) pesticides within 48 months. The announcement is encouraging for consumers and environmental groups, as it comes after nearly two years of direct action urging the retailer to remove bee-toxic insecticides from store shelves. A 2014 report released by Friends of the Earth, Beyond Pesticides and allies found that over half of garden plant samples purchased at major retailers like Lowe’s and Home Depot contained neonic pesticides, which when applied makes the entire plant poisonous to bees and other wild pollinators. Neonics have been consistently implicated in the decline of honey bees and other wild pollinators. Lowe’s commitment to phasing out neonics is being combined with a promise by the company to include greater organic product selection in its stores, encourage growers to use biological control programs, and educate employees and consumers through brochures, fact sheets, and product labels. Groups Challenge Major USDA Change to Organic Rule

(Beyond Pesticides, April 8, 2015)  Organic stakeholders have filed a lawsuit in federal court, maintaining that the U.S. Department of Agriculture (USDA) violated the federal rulemaking process when it changed established procedures for reviewing the potential hazards and need for allowed synthetic and prohibited natural substances used in producing organic food. A coalition of 15 organic food producers and farmer, consumer, environmental, and certification groups asked the court to require USDA to reconsider its decision on the rule change and reinstitute the agency’s customary public hearing and comment process. When it comes to organic food production, consumers and producers expect a high level of scrutiny and are willing to pay a premium with the knowledge that a third-party certifier is evaluating compliance with organic standards. USDA Under Fire for Rules Permitting Agribusiness Interests like Monsanto to Intimidate Scientists

(Beyond Pesticides, April 7, 2015) Scientists working with the United States Department of Agriculture (USDA) don’t have adequate protections from pressure and retaliation when researching issues that threaten the interests of powerful agrichemical corporations like Monsanto, according to Public Employees for Environmental Responsibility (PEER), which filed a petition for rule-making with the agency last month. PEER’s petition seeks to strengthen USDA’s Scientific Integrity Policy, and urges the agency to adopt best practices used in other federal agencies in order to prevent political suppression or alteration of studies. USDA adopted a new integrity policy in 2013 in response to a 2009 memorandum issued by President Obama with the goal of “ensuring the highest level of integrity in all aspects of the executive branch’s involvement with scientific and technological processes.” PEER alleges that USDA’s policy falls far short of this aim, even containing language which actively encourages the agency to suppress scientific work for political purposes. Major issues before the spring 2015 NOSB include: Ӣ Synthetic methionine should be phased out of organic poultry feed as the NOSB originally decided. Methionine is an amino acid that acts as a growth promoter (comparable to the synthetic growth promoter rGBH used in dairy cows). The new proposal increases use instead of increasing space and outdoor access, and alternative feed sources —without any scientific support. Common Herbicides Linked to Antibiotic Resistance

(Beyond Pesticides, March 30, 2015) Last week, following the World Health Organization’s (WHO) declaration that glyphosate is carcinogenic to humans  based on animal studies, a new study was published in the American Society of Microbiology’s journal, mBio, linking glyphosate, 2,4-D and dicamba to antibiotic resistance after testing the sub-lethal effects of these pesticides in certain bacteria. The new mBio study finds  that when bacteria, specifically Salmonella and E. coli, are exposed to the herbicides described above, they responded differently to the common antibiotics ampicillin, ciprofloxacin, chloramphenicol, kanamycin, and tetracycline. Researchers replicated real-world scenarios by purchasing weed killers from a local store and using the exact levels that are specified on the product label. This provided researchers with the opportunity to observe how the bacteria reacted when exposed to the herbicides at sublethal levels; that is, those that did not kill them. When the bacteria are exposed to the herbicides and the antibiotics at the same time, the exposure to the herbicides trigger a defense mechanism that otherwise would not have been triggered solely by the antibiotics. New Report Highlights Crops with High Pesticide Residues and Benefits of Organic

(Beyond Pesticides, March 20, 2015) A new pesticide residue report just out requires context for those wishing to use their purchasing power to protect health, the environment, and those who grow and harvest our food.  For consumers who care about the environment, farmworkers, and want to reduce pesticides in their diet, organic agriculture continues to be the best choice because purchasing can support a whole system of agriculture that is more protective of workers, the environment and biodiversity, and consumers of food. Because of this, Beyond Pesticides supports highlighting consumer exposure to pesticide residues in food, but not to exclusion of toxic pesticide use patterns that result in worker exposure and environmental contamination associated with chemical-intensive agriculture. Final Suit Routing Genetically Engineered Crops and Related Practices from Refuges

(Beyond Pesticides, March 19, 2015) A federal court ruled Monday against the use of neonicotinoid insecticides linked with destruction of bee colonies and other beneficial insects in national wildlife refuges in the Midwest region.  The ruling caps a legal campaign to end the planting of genetically engineered (GE) crops and other industrial agricultural practices on national wildlife refuges across the country. The federal lawsuit was filed by Center for Food Safety (CFS), Public Employees for Environmental Responsibility (PEER), Sierra Club, and Beyond Pesticides. The suit focused on farming contracts for five refuges in four Midwestern states (IL, IA, MN and MO) and sought to force the Fish & Wildlife Service (FWS), which operates refuges, to stop these practices until it completes rigorous analyses of their environmental impacts. Beset by this litigation, this past July FWS decided that it will phase out the use of GE crops to feed wildlife and ban neonicotinoid insecticides from all wildlife refuges nationwide by January 2016.  This new policy still allows for case-by-case exceptions. Study Shows the Benefits of Pesticide-free Pollinator Habitat

(Beyond Pesticides, March 17, 2015) Foraging bumblebees would prefer to dodge traffic rather than pesticides and other agricultural chemicals, according to the results of a new study published in the Journal of Insect Conservation. Researchers from Plymouth University in England discovered that the number of bumblebees observed foraging plants along roadsides was over twice the number located in adjacent patches facing agricultural crops. As both native and managed bees continue to decline throughout the globe, this research strengthens calls from farming and environmental groups to improve agricultural practices through increased on-farm diversity, and sharp reductions in the use of pesticides, particularly systemic chemicals such as neonicotinoids. Mick Hanley, Ph.D., lead author of the study, explains, “There have been hedgerows and field boundaries in these locations for centuries, and even if you go back 50 or 60 years, you would not have  seen this phenomenon. (Beyond Pesticides, March 13, 2015) Exposure to endocrine (hormone) disrupting chemicals (EDC) results in approximately € 150 billion ($162 billion) in health care costs in the European Union each year, according to panels of scientists tasked by the EU Commission to study their impact. “The shocking thing is that the major component of that cost is related to the loss of brain function in the next generation,” Philippe Grandjean, M.D. of Harvard University, one of the report’s authors, told the Guardian. EDCs, contained in common household products such as detergents, disinfectants, furniture, plastics, and pesticides, interfere with the body’s hormone system either by mimicking naturally produced hormones, blocking hormone receptors in cells, or effecting the transport, synthesis, metabolism or excretion of hormones. These impacts can result in devastating effects on one’s health, including behavioral and learning disorders, such as Attention Deficit Hyperactivity Disorder (ADHD), birth defects, obesity, early puberty, infertility, cardiovascular disease, and childhood and adult cancers. As States Legalize Marijuana, Study Finds Uneven Pesticide Use Restrictions on Growing Practices

(Beyond Pesticides, March 12, 2015) Marijuana may be legal in your state for medicinal and recreational use, but are toxic pesticides used in its production? A study released today of the 23 states and the District of Columbia that have legalized marijuana finds a patchwork of state laws and evolving policy that define allowed pesticide use and management practices in cannabis production. This variety of state law is occurring in the absence of federal registration of pesticide use for cannabis production because of its classification as a narcotic under federal law. The investigation, Pesticide Use in Marijuana Production: Safety Issues and Sustainable Options, evaluates the state laws governing pesticide use in cannabis production where it is legalized. “The use of pesticides in the cultivation of cannabis has health implications for those growing the crop, and for users who are exposed to toxic residues through inhalation, ingestion, and absorption through the skin,” said Jay Feldman, executive director of Beyond Pesticides. “The good news is that five states and DC have adopted rules that require marijuana to be grown with practices that prevent the use of pesticides. Town Wins Award for First Community-wide Pesticide-Free Policy in Maine, Organic Land Care Training on Sat. March 14

(Beyond Pesticides, March 7, 2015) The quaint and charming town of Ogunquit, Maine has proudly accepted the 16th Down East Environmental Award, presented by Down East magazine, for passing a ballot initiative  last November that prohibits  the use of toxic lawn pesticides on all public and private land within the town —only the second community in the United States to do so, following Takoma Park in Maryland. To help the community implement the new law and provide hands-on technical information to people in town and the region, the local hardware store, Eldredge Lumber and Hardware, is sponsoring a training open to the public, landscapers, and officials on Saturday, March 14. In 1979, Down East magazine introduced the prestigious Down East Environmental Award in order to encourage the conservation of Maine’s natural resources and to honor citizens and groups who are at the forefront of creating positive environmental change, or have helped to secure conservation efforts in the past. Partial Victory as Hershey’s Announces Move Away from GMO Ingredients

(Beyond Pesticides, March 2, 2015) Amid growing consumer backlash, Hershey’s has announced first steps toward moving to non-genetically engineered (GE) ingredients in its chocolate. The news comes in response to tens of thousands of Facebook posts, emails, and telephone calls from consumers who took part in a campaign calling on Hershey’s to move to non-GE ingredients led by GMO Inside. In a statement released February 18, Hershey’s said that it will “transition some of its most popular chocolate brands, including Hershey’s Kisses Milk Chocolates and Hershey’s Milk Chocolate Bars to simpler ingredients.” Last week, Hershey’s confirmed with GMO Inside that as part of its commitment to simpler ingredients, its two iconic products will be non-GE by the end of the year, however the company did not respond to the request to source its sugar organically. “We congratulate Hershey’s on this important move and great first step.
