Now Available: Forum Videos to Inspire a Just and Healthy Future

(Beyond Pesticides, May 22, 2014) Beyond Pesticides is pleased to announce that videos from Agricultural Justice, Age of Organics, and Alligators: Protecting Health, biodiversity, and ecosystems, the 33rd National Pesticide Forum are now available! The videos cover the range of topics that were discussed at the Forum and include keynote speeches, panel discussions, and workshops. The themes central to this year’s conference were creating a fair and organic food system, and utilizing the science to create sound policy protective of human health and the environment. California Department of Pesticide Regulation Report Raises Concerns Over Increased Pesticide Use

(Beyond Pesticides, May 21, 2015) The California Department of Pesticide Regulation (CDPR) published its Annual Pesticide Use Report last week, which finds that overall pesticide use for agricultural purposes has increased by 3.7 percent between 2012 and 2013. Pesticide use increased by 6.4 million pounds in 2013, the most recent data available, making for a grand total of 178 million pounds of pesticides used annually in California’s agricultural industry. The study also revealed several insights on trends in pesticide use, the most troubling of which is the increased use of organophosphates, and more specifically, the insecticide chlorpyrifos. This raises concerns that, absent aggressive efforts by CDPR to ban chlorpyrifos’ use in food production, industry reliance on the pesticide may continue to  increase. Chlorpyrifos was banned by the Environmental Protection Agency (EPA) for nearly all residential uses in 2000, but since then has remained widely available for agricultural use. Efforts to limit the agricultural use of chlorpyrifos in the state of California have been in the works since the fall of 2014, and a regulation Designating Chlorpyrifos as a Restricted Material was recently adopted by California’s DPR.  The new regulation classifies as  ”˜restrictive use’  all pesticide products containing the organophosphate  insecticide […]

Groups Urge Investigation of USDA Censorship of Its Scientists

(Beyond Pesticides, May 8, 2015) A diverse group of environmentalists, beekeepers, farm workers, and advocates, along with Beyond Pesticides, sent a letter to the U.S. Department of Agriculture (USDA) Inspector General and the co-chairs of the White House Task Force on Pollinator Health this Tuesday, urging a thorough investigation into recent reports that USDA scientists are being harassed and censored. The letter expresses particular concern over the suppression of research related to bee-killing neonicotinoid insecticides and glyphosate, a key ingredient in Monsanto’s Roundup, which has been linked to cancer. The White House Task Force on Pollinator Health, co-chaired by USDA, is expected to release a plan on bee protection in the near future; the more than 25 groups, which include farmers, fisheries, and food safety advocates, are concerned that the plan will lack meaningful protections if USDA’s research has been compromised. In March, the Public Employees for Environmental Responsibility Group (PEER), an advocacy group for government researchers, filed a petition for rule-making with USDA seeking new rules to strengthen USDA’s Scientific Integrity Policy, and urging the agency to adopt best practices used in other federal agencies in order to prevent political suppression or alteration of studies. Vermont Wins Legal Challenge to Its GE Labeling Law

(Beyond Pesticides, April 30, 2015) On Monday, a U.S. District Court Judge for the District of Vermont found that the state’s genetically engineered food (GE) labeling law, Act 120, is constitutional under the First Amendment, and thus rejected the motion to stop its implementation. The legal challenge  was brought by the same industrial food companies  —Grocery Manufacturers of America (GMA), Snack Food Association, International Dairy Foods Association, and National Association of Manufacturers  — that  had poured money into defeating the measure, before it overwhelmingly passed in the state legislature. The judge also dismissed a number of the plaintiffs’ claims, including assertions that the law violates the commerce clause and was expressly preempted by federal law. USDA Falls Short in Strategy to Mitigate Climate Change

(Beyond Pesticides, April 27, 2015) Last week, the United States Department of Agriculture (USDA) announced initiatives and energy programs to reduce greenhouse gas emissions, increase carbon sequestration, and expand renewable energy production in the agricultural and forestry sectors, but failed to stress the importance of moving away from chemical-intensive  agriculture toward organic methods. While the announcement doesn’t specifically mention “organic,” the meaning is still clear: chemical-based agricultural practices have contributed to climate change through heavy use of fossil fuels —both directly on the farm and in the manufacturing of pesticides and fertilizers— and through degradation of the soil, which releases carbon. Now, USDA is suggesting the use of conservation tilling, or no-till practices, along with cover cropping and natural management of organic inputs to the soil — in other words, organic agriculture. USDA outlined ten “building blocks” that aim to lead us away from climate change. The first two of these ten could, if interpreted from an organic practice perspective,  address the necessity to change  chemical-intensive agricultural practices. Two New Local Policies Showcase the Good and the Bad of IPM

(Beyond Pesticides, April 23, 2015) Just in time for Earth Day, two localities took action this week to advance their own pesticide policies. The city of Evanston, IL improved upon its  previous IPM policy by announcing a new pilot organic land care program on five city parks, however, Charlottesville, VA put in place an Integrated Pest Management (IPM) policy which codifies existing efforts by city officials, yet lacks clear and concise efforts to reduce dependency on toxic chemicals. Disappointment in Charlottesville, VA Despite pressure from local advocates, including over 1,000 signatures from community members, the city of Charlottesville, VA merely adopted a pest management policy that  makes official practices that were already in place for the past ten years. Though one could argue that enacting a formal policy is a step in the right direction, the new policy does not address recommendations advanced by local environmentalists, which called for an increase in organic-compatible products while reducing harmful synthetic pesticides. The local advocates, part of the Piedmont Group of the Sierra Club, were pushing for pesticide-free parks and school grounds throughout the city of Charlottesville. EPA’s Expansion of 2,4-D Enlist Duo Challenged

(Beyond Pesticides, April 22, 2015) A coalition of conservation, food safety, and public health groups filed a motion Monday challenging the U.S. Environmental Protection Agency (EPA)’s decision to expand the use of “Enlist Duo” on genetically engineered (GE) corn and soybean crops to nine additional states: Arkansas, Kansas, Louisiana, Minnesota, Missouri, Mississippi, Nebraska, Oklahoma, and North Dakota. Enlist Duo, which contains the toxic herbicide, 2,4-D, was approved by EPA to be used on 2,4-D-resistant crops, despite concerns for human and environmental contamination. The motion was filed in the United States Ninth Circuit Court of Appeals by Earthjustice and Center for Food Safety on behalf of Beyond Pesticides, Center for Biological Diversity, Center for Food Safety, Environmental Working Group, the National Family Farm Coalition, and Pesticide Action Network North America. This motion builds on the coalition’s earlier challenge of Enlist Duo, which already includes six Midwestern states where EPA previously first approved the herbicide’s use on GE corn and soybean crops. Pesticide Residues on Foods Shown to Affect Sperm Quality

(Beyond Pesticides, April 1, 2015) According to a new study from Harvard University researchers, eating fruit and vegetables containing pesticide residues adversely affect men’s fertility, leading to fewer and poorer quality sperm. The study, published online in the journal,  Human Reproduction, adds to a growing body of research that finds pesticide exposures give rise to impaired reproductive function, including reduced sperm counts, sperm quality and reduced fertility in exposed men. The results of this study also underscore the importance of an organic diet in reducing pesticide exposures. The study, “Fruit and vegetable intake and their pesticide residues in relation to semen quality among men from a fertility clinic,” believed to be the first to  look into the consumption of fruits and vegetables with high levels of pesticide residue in relation to semen quality, and conducted by researchers at Harvard University’s TH Chan School of Public Health, found that men who ate the greatest amount of fruit and vegetables with high levels of pesticide residue had a 49% lower sperm count and a 32% fewer normally formed sperm than those who consumed the least. Common Herbicides Linked to Antibiotic Resistance

(Beyond Pesticides, March 30, 2015) Last week, following the World Health Organization’s (WHO) declaration that glyphosate is carcinogenic to humans  based on animal studies, a new study was published in the American Society of Microbiology’s journal, mBio, linking glyphosate, 2,4-D and dicamba to antibiotic resistance after testing the sub-lethal effects of these pesticides in certain bacteria. The new mBio study finds  that when bacteria, specifically Salmonella and E. coli, are exposed to the herbicides described above, they responded differently to the common antibiotics ampicillin, ciprofloxacin, chloramphenicol, kanamycin, and tetracycline. Researchers replicated real-world scenarios by purchasing weed killers from a local store and using the exact levels that are specified on the product label. This provided researchers with the opportunity to observe how the bacteria reacted when exposed to the herbicides at sublethal levels; that is, those that did not kill them. When the bacteria are exposed to the herbicides and the antibiotics at the same time, the exposure to the herbicides trigger a defense mechanism that otherwise would not have been triggered solely by the antibiotics. New Poll Shows Americans Concerned About Bee Declines, Links to Pesticides

(Beyond Pesticides, March 25, 2015) Several environmental and food safety groups released new polling data which shows the public believes bee decline issues are critical and linked to pesticide use. This comes as concerned citizens flooded the White House this week with more than 3,500 phone calls demanding action against bee-harming chemicals, ramping up pressure on the Obama administration to protect America’s imperiled pollinators. The poll released yesterday was conducted by the firm FM3 and is being distributed in anticipation of recommendations from the  White House Pollinator Health Task Force. Last year, the President charged this inter-agency task force ””led jointly by the U.S. Environmental Protection Agency (EPA) and the U.S. Department of Agriculture (USDA)”” with implementing a plan to improve the health of bees, butterflies, birds and other pollinating species. According to the poll, an overwhelming majority (86%) say that honey bees and other pollinators are important to our nation’s food supply. New Report Highlights Crops with High Pesticide Residues and Benefits of Organic

(Beyond Pesticides, March 20, 2015) A new pesticide residue report just out requires context for those wishing to use their purchasing power to protect health, the environment, and those who grow and harvest our food.  For consumers who care about the environment, farmworkers, and want to reduce pesticides in their diet, organic agriculture continues to be the best choice because purchasing can support a whole system of agriculture that is more protective of workers, the environment and biodiversity, and consumers of food. Because of this, Beyond Pesticides supports highlighting consumer exposure to pesticide residues in food, but not to exclusion of toxic pesticide use patterns that result in worker exposure and environmental contamination associated with chemical-intensive agriculture. Final Suit Routing Genetically Engineered Crops and Related Practices from Refuges

(Beyond Pesticides, March 19, 2015) A federal court ruled Monday against the use of neonicotinoid insecticides linked with destruction of bee colonies and other beneficial insects in national wildlife refuges in the Midwest region.  The ruling caps a legal campaign to end the planting of genetically engineered (GE) crops and other industrial agricultural practices on national wildlife refuges across the country. The federal lawsuit was filed by Center for Food Safety (CFS), Public Employees for Environmental Responsibility (PEER), Sierra Club, and Beyond Pesticides. The suit focused on farming contracts for five refuges in four Midwestern states (IL, IA, MN and MO) and sought to force the Fish & Wildlife Service (FWS), which operates refuges, to stop these practices until it completes rigorous analyses of their environmental impacts. Beset by this litigation, this past July FWS decided that it will phase out the use of GE crops to feed wildlife and ban neonicotinoid insecticides from all wildlife refuges nationwide by January 2016.  This new policy still allows for case-by-case exceptions. Study Shows the Benefits of Pesticide-free Pollinator Habitat

(Beyond Pesticides, March 17, 2015) Foraging bumblebees would prefer to dodge traffic rather than pesticides and other agricultural chemicals, according to the results of a new study published in the Journal of Insect Conservation. Researchers from Plymouth University in England discovered that the number of bumblebees observed foraging plants along roadsides was over twice the number located in adjacent patches facing agricultural crops. As both native and managed bees continue to decline throughout the globe, this research strengthens calls from farming and environmental groups to improve agricultural practices through increased on-farm diversity, and sharp reductions in the use of pesticides, particularly systemic chemicals such as neonicotinoids. Mick Hanley, Ph.D., lead author of the study, explains, “There have been hedgerows and field boundaries in these locations for centuries, and even if you go back 50 or 60 years, you would not have  seen this phenomenon. Oregon Bans Four Bee-Killing Insecticides on Linden Trees

(Beyond Pesticides, March 6, 2015) Last Friday, Oregon enacted a new rule which bans the use of four types of bee-killing insecticides, including  imidacloprid, clothianidin, thiamethoxam and dinotefuran, regardless of application method on linden trees and other Tilia species. The four insecticides that are now illegal to spray on Tilia trees are all in the neonicotinoid chemical class which are implicated in pollinator decline, and represents a step forward in protecting bees. However, Tilia trees are not the only route of exposure that bees and other pollinators have to neonics, which are currently applied to fields across the U.S. as seed treatment. The rule comes at the request of the Oregon Department of Agriculture (ODA) following several bee-kill incidents in Oregon since June 2013, when more than 50,000 bumblebees were killed after dinotefuran was sprayed on trees in a shopping mall parking lot in Wilsonville, Oregon. After the incident in Wilsonville, ODA initially placed restrictions on two of the chemicals, dinotefuran and imidacloprid on Tilia trees, and the state launched a task force to look at protections for pollinators. North Dakota Oversight and Enforcement of Pesticide Law Found Deficient by Inspector General

(Beyond Pesticides, March 05, 2015) A federal audit has concluded that acceptable federal inspections at pesticide-producing establishments have not been conducted in North Dakota, possibly endangering the public and the environment. The U.S. Environmental Protection Agency’s (EPA) independent Office of Inspector General (OIG) issued a report last week that finds the state lacks a state inspector with qualifications equivalent to a federal inspector who can conduct inspections on EPA’s behalf. As a result, North Dakota facilities that produce or handle pesticides have not been federally inspected for 14 years, and that about 1,300 pesticide imports that have come through the state since 2011 have not undergone federal inspections. “Without such inspections, residents in other states and locations in the United States, in addition to North Dakota, could be at risk,” according to the report signed by EPA Inspector General Arthur A. Elkins Jr. Staff at EPA Region 8 stated that inspections authorized under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) have not been conducted because North Dakota officials do not want federal inspections in their state. Emergency Use of Bee-Killing Pesticide Approved for Florida Citrus

(Beyond Pesticides, February 26, 2015) Yesterday, the Environmental Protection Agency (EPA) granted Florida citrus growers an emergency exemption to use the bee-killing pesticide clothianidin to control Asian Citrus Psyllid (ACP), a pest that causes “citrus greening,” a devastating citrus plant disease. Clothianidin, which is not currently registered for use on citrus, is part of a class of neurotoxic, systemic insecticides called neonicotinoids, which have been implicated in global honey bee declines and suspended in the European Union. “EPA needs to assist in stopping the deadly use of pesticides that harm bees, butterflies, and birds with sustainable practices, rather than imperil pollinators with its decisions,” said Jay Feldman, executive director of Beyond Pesticides, a health and environmental advocacy group. Scientists Challenge Industry Consensus that GE Foods Are ‘Safe’

(Beyond Pesticides, February 25, 2015) The biotechnology industry behind genetically engineered (GE) foods have for years touted that their technology is safe, dismissing any attempts to challenge their science or regulate their material. However, 300 scientists, physicians and scholars assert there is no scientific consensus on the safety of GE foods and find that claims of safety are an “artificial construct that has been falsely perpetuated” through various forums and media. The statement, published in the journal Environmental Sciences Europe and entitled, “No scientific consensus on GMO safety,” cites a concerted effort by GE seed developers and some scientists, commentators and journalists to construct the claim that there is a “scientific consensus” on GE safety, and that debate on the topic is “over.” According to the 13-page statement, 300 independent scientists and researchers felt compelled to develop a document that offered a balanced account of the current state of dissent in this field, based on published evidence in the scientific literature, for both the interested public and the wider science community. House Panel Rejects Hawai’i Bill to Impose Pesticide Buffer Zones

(Beyond Pesticides, February 23, 2015) A Hawaii state House agriculture committee rejected a bill Thursday that sought to impose buffer zones for large agricultural companies that spray restricted-use pesticides near schools and other sensitive areas. The proposal, House Bill 1514, introduced by Rep. Chris Lea, stemmed from concerns about  the impact of genetically-engineered (GE) farming and its inherent dependency on increasing  pesticide use. The measure sought  to require companies’  disclosure of the pesticides used and the volume of use. The bill had strong support from the Hawaii chapter of the national nonprofit Center for Food Safety (CFS), as well as a strong backing from neighbor island residents. Maui, Kauai, and the Big Island have all passed laws recently to regulate the seed industry, but a federal  district  court judge  has ruled  that Hawaii counties do not have that power. Industry has been especially effective in obstructing the bill. USDA Approves GE Apple that Won’t Brown

(Beyond Pesticides, February 19, 2015) Last week, regulators at the United States Department of Agriculture (USDA) approved a genetically engineered (GE) apple that does not brown after slicing or bruising. The “Arctic” apple, produced by Okanagan Specialty Fruits, is engineered using a novel technique called RNA interference (RNAi). In the case of this GE apple, RNAi technology has been used to silence the genes that produce polyphenol oxidase (PPO), the enzymes responsible for the browning that results after an apple has been bruised. Government approval of this method of genetic engineering is raises serious concerns because of considerable uncertainty regarding the unintended effects of this technology. These concerns are compounded by the agrochemical industry’s future interests in using RNAi technology to control crop pests. EPA Sued for Violating Endangered Species Act with Allowance of New 2,4-D/Roundup Pesticide

(Beyond Pesticides, February 13, 2015) With the U.S. Environmental Protection Agency’s (EPA)  nod to the pesticide industry on expanded uses of the herbicides 2,4-D and glyphosate, environmental groups are charging that the agency violated the Endangered Species Act (ESA).  Repeating a pattern of putting the environment in harm’s way through violations of  federal endangered species  law, a lawsuit filed Friday  documents   EPA’s  failure to consult with the U.S. Fish and Wildlife Service (FWS) regarding the impact of the herbicide on two endangered species —the whooping crane and the Indiana bat— with the recent approval of Dow AgroSciences’ herbicide, Enlist Duo, for use on genetically engineered (GE) crops in six midwestern states. Enlist Duo is an herbicide that incorporates a mix of  glyphosate  and a new formulation of  2,4-D, intended for use on GE Enlist Duo-tolerant corn and soybean crops. Approved for use on GE corn and soybeans that are engineered to withstand repeated applications of the herbicide, the creation of 2,4-D-tolerant crops and EPA’s approval of Enlist Duo is the result of an overuse of glyphosate, an ingredient in Monsanto’s Roundup. Bill Introduced to Protect Oregonians from Forestry Pesticide Use

(Beyond Pesticides, February 12, 2015) Oregon Senator Michael Dembrow (D-Portland) and Representative Ann Liniger (D-Lake Oswego) introduced a bill on Tuesday targeting the loosely regulated aerial pesticide spraying practices of the Oregon timber industry. The bill will establish residential, school, drinking water, and fish habitat buffers zones, require timely notification of spraying and controlled burns for nearby residents, increase record keeping requirements, establish protected areas where pesticide spraying is prohibited, and grant investigative and enforcement authority to the Oregon Health Authority in cases of human pesticide exposure. Development of the bill grew out of a series of incidents across Oregon involving residential pesticide exposure and poisoning from aerial spraying of forest lands. The main incident, which spurred state-wide outrage and investigations into the pesticide regulation and enforcement practices of the Oregon Department of Agriculture (ODA), involved Curry County residents who complained of pesticide exposure after witnessing aerial spraying near their homes. After pressure from local residents, investigative reporters, and environmental groups, ODA was ordered to publicly disclose pesticide records. France Elevates Effort to Reduce Pesticide Use by 50%, but Delays Deadline

(Beyond Pesticides, February 11, 2015) In 2008, France announced it would voluntarily cut pesticide use by 50 percent by 2018, and emerged as the European leader in  reducing pesticide dependency. With its plan faltering, the European Union’s (EU) biggest agricultural producer and pesticide user has announced the expansion of  a network of pioneer farms experimenting with alternative techniques and mandated reductions in pesticide sales as it  delays its target reduction until 2025. The French government has pushed back to 2025 the timeline for halving pesticide use and added an intermediate target of a 25 percent fall by 2020, Agriculture Minister Stephane Le Foll said. The  2018 target was slated as voluntary, but pesticide use has actually increased, in part due to poor weather, according to French officials. As the EU’s top agricultural producer, France is trying to become less dependent on pesticides, which are known to pose various health and environmental risks. The targets for pesticide reduction remain mostly non-binding on farmers, but Minister Le Foll said his revamped plan would encourage a change in practices by expanding their focus on  alternative techniques.
