EU Regulators Bow to Pressure from American Trade Lobby on Endocrine Disrupting Chemicals

(Beyond Pesticides, May 28, 2015) The same day that trade representatives from United States met with Secretary-General Catherine Day of the European Commission (EC), she sent a letter to the EC’s Environment Director-General Karl Falkenberg telling him to scrap draft criteria that could have led to a ban on over 30 endocrine (hormone) disrupting chemical (EDCs) in the European Union (EU). As reported by The Guardian, with resources obtained by Pesticide Action Network- Europe (PAN-Europe), the U.S. Chambers of Commerce and European-based chemical manufacturers (including Dupont, Bayer, and BASF) pushed to change the EC’s criteria for evaluating EDCs because they fear it would impede EU-US negotiations on  the Transatlantic Trade and Investment Partnership (TTIP). Two regulations, one concerning “plant pest protectants” (EU 1107), and another on biocidal products (EU 528), should prohibit from use chemicals categorized as having endocrine disrupting properties that may cause adverse effects in humans. However, last year, when the EC released a roadmap for evaluating EDCs, recommendations fell far short of what health advocates assert that EU regulations require. California Department of Pesticide Regulation Report Raises Concerns Over Increased Pesticide Use

(Beyond Pesticides, May 21, 2015) The California Department of Pesticide Regulation (CDPR) published its Annual Pesticide Use Report last week, which finds that overall pesticide use for agricultural purposes has increased by 3.7 percent between 2012 and 2013. Pesticide use increased by 6.4 million pounds in 2013, the most recent data available, making for a grand total of 178 million pounds of pesticides used annually in California’s agricultural industry. The study also revealed several insights on trends in pesticide use, the most troubling of which is the increased use of organophosphates, and more specifically, the insecticide chlorpyrifos. This raises concerns that, absent aggressive efforts by CDPR to ban chlorpyrifos’ use in food production, industry reliance on the pesticide may continue to  increase. Chlorpyrifos was banned by the Environmental Protection Agency (EPA) for nearly all residential uses in 2000, but since then has remained widely available for agricultural use. Efforts to limit the agricultural use of chlorpyrifos in the state of California have been in the works since the fall of 2014, and a regulation Designating Chlorpyrifos as a Restricted Material was recently adopted by California’s DPR.  The new regulation classifies as  ”˜restrictive use’  all pesticide products containing the organophosphate  insecticide […]

With Second Highest Honey Bee Losses, Congressional Hearing Ignores Pesticide Effects

(Beyond Pesticides, May 14, 2015) For the first time on record, summer losses of managed honey bee colonies have exceeded winter losses, according to preliminary results of the annual survey released yesterday by the Bee Informed Partnership, the U.S. Department of Agriculture (USDA) and the Apiary Inspectors of America. This is the second highest annual loss recorded to date: beekeepers lost a total of 42.1 percent of the number of colonies managed over the last year (total annual loss, between April 2014 and April 2015), which is up from 34.2 percent for the previous year. On the same day that this survey was released, the  U.S.  House Agriculture Subcommittee on Horticulture, Biotechnology and Research held a hearing on pollinator health, but failed to advance policy solutions that would protect pollinators from the unnecessary use of pesticides. “What we’re seeing with this bee problem is just a loud signal that there’s some bad things happening with our agro-ecosystems,” Keith Delaplane, PhD at the University of Georgia and one of the co-authors of the study told Phys.Org. “We just happen to notice it with the honeybee because they are so easy to count.” About two-thirds of the beekeepers responding to the survey […]

Montgomery MD Councilmembers Ask County Hospitals to Ban Landscape Pesticides

(Beyond Pesticides, May 13, 2015) In a letter sent this week, two Montgomery County Councilmembers are requesting that hospitals in the county assume a leading role in increasing awareness of the health concerns regarding pesticides by voluntarily agreeing to eliminate their use on hospital grounds. The letter states that this step  would help to reduce pesticide exposure for some of the county’s most vulnerable residents, and would increase awareness in the  community of pesticides’  potential harmful effects. Currently, Montgomery County is considering a bill that would limit the non-essential pesticide use on county property. On Monday, Council President George Leventhal, who chairs the Council’s Health and Human Services Committee, and Councilmember Roger Berliner, who chairs the Council’s Transportation, Infrastructure, Energy and Environment Committee, wrote to the leaders of the five organizations that operate hospitals in Montgomery County and asked them to voluntarily stop using pesticides on the grounds of their respective facilities. Tests Confirm Rare Cancer in Susquehanna River Smallmouth Bass

(Beyond Pesticides, May 7, 2015) The Pennsylvania Fish and Boat Commission (PFBC) has confirmed that a rare malignant tumor was found on a smallmouth bass caught in the Susquehanna River by an angler late last summer. The finding was confirmed by two independent laboratory tests, including the U.S. Fish and Wildlife Service (FWS) and the Aquatic Animal Health Laboratory at Michigan State University.  Although it only represents one individual fish from the overall population, it provides additional evidence —which includes the prevalence of intersex fish discovered last summer”” that the health of the fish community residing in the river is being compromised, according to PFBC executive director John Arway. Pesticide Residues on Foods Shown to Affect Sperm Quality

(Beyond Pesticides, April 1, 2015) According to a new study from Harvard University researchers, eating fruit and vegetables containing pesticide residues adversely affect men’s fertility, leading to fewer and poorer quality sperm. The study, published online in the journal,  Human Reproduction, adds to a growing body of research that finds pesticide exposures give rise to impaired reproductive function, including reduced sperm counts, sperm quality and reduced fertility in exposed men. The results of this study also underscore the importance of an organic diet in reducing pesticide exposures. The study, “Fruit and vegetable intake and their pesticide residues in relation to semen quality among men from a fertility clinic,” believed to be the first to  look into the consumption of fruits and vegetables with high levels of pesticide residue in relation to semen quality, and conducted by researchers at Harvard University’s TH Chan School of Public Health, found that men who ate the greatest amount of fruit and vegetables with high levels of pesticide residue had a 49% lower sperm count and a 32% fewer normally formed sperm than those who consumed the least. Common Herbicides Linked to Antibiotic Resistance

(Beyond Pesticides, March 30, 2015) Last week, following the World Health Organization’s (WHO) declaration that glyphosate is carcinogenic to humans  based on animal studies, a new study was published in the American Society of Microbiology’s journal, mBio, linking glyphosate, 2,4-D and dicamba to antibiotic resistance after testing the sub-lethal effects of these pesticides in certain bacteria. The new mBio study finds  that when bacteria, specifically Salmonella and E. coli, are exposed to the herbicides described above, they responded differently to the common antibiotics ampicillin, ciprofloxacin, chloramphenicol, kanamycin, and tetracycline. Researchers replicated real-world scenarios by purchasing weed killers from a local store and using the exact levels that are specified on the product label. This provided researchers with the opportunity to observe how the bacteria reacted when exposed to the herbicides at sublethal levels; that is, those that did not kill them. When the bacteria are exposed to the herbicides and the antibiotics at the same time, the exposure to the herbicides trigger a defense mechanism that otherwise would not have been triggered solely by the antibiotics. Glyphosate Classified Carcinogenic by International Cancer Agency, Group Calls on U.S. to End Herbicide’s Use and Advance Alternatives

(Beyond Pesticides, Washington, DC, March 20, 2015 — A national public health and environmental group, Beyond Pesticides, is calling on the U.S. Environmental Protection Agency (EPA) and the U.S. Department of Agriculture (USDA) to stop the use of the country’s most popular herbicide, glyphosate, in the wake of an international ruling that it causes cancer in humans. The International Agency for Research on Cancer (IARC) released its finding today concluding that there is sufficient evidence of carcinogenicity based on laboratory studies. Glyphosate, produced and sold as Roundup by Monsanto, is touted as a “low toxicity” chemical and “safer” than other chemicals by EPA and industry and is widely used in food production and on lawns, gardens, parks, and children’s playing fields. However, IARC’s new classification of glyphosate as a Group 2A “probable” carcinogen finds that glyphosate is anything but safe. According to IARC, Group 2A means that the chemical is probably carcinogenic to humans based on sufficient evidence of carcinogenicity in experimental animals. Exposure to Hormone Disrupting Chemicals Costs Billions in Lost Brain Power

(Beyond Pesticides, March 13, 2015) Exposure to endocrine (hormone) disrupting chemicals (EDC) results in approximately € 150 billion ($162 billion) in health care costs in the European Union each year, according to panels of scientists tasked by the EU Commission to study their impact. “The shocking thing is that the major component of that cost is related to the loss of brain function in the next generation,” Philippe Grandjean, M.D. of Harvard University, one of the report’s authors, told the Guardian. EDCs, contained in common household products such as detergents, disinfectants, furniture, plastics, and pesticides, interfere with the body’s hormone system either by mimicking naturally produced hormones, blocking hormone receptors in cells, or effecting the transport, synthesis, metabolism or excretion of hormones. These impacts can result in devastating effects on one’s health, including behavioral and learning disorders, such as Attention Deficit Hyperactivity Disorder (ADHD), birth defects, obesity, early puberty, infertility, cardiovascular disease, and childhood and adult cancers. France Elevates Effort to Reduce Pesticide Use by 50%, but Delays Deadline

(Beyond Pesticides, February 11, 2015) In 2008, France announced it would voluntarily cut pesticide use by 50 percent by 2018, and emerged as the European leader in  reducing pesticide dependency. With its plan faltering, the European Union’s (EU) biggest agricultural producer and pesticide user has announced the expansion of  a network of pioneer farms experimenting with alternative techniques and mandated reductions in pesticide sales as it  delays its target reduction until 2025. The French government has pushed back to 2025 the timeline for halving pesticide use and added an intermediate target of a 25 percent fall by 2020, Agriculture Minister Stephane Le Foll said. The  2018 target was slated as voluntary, but pesticide use has actually increased, in part due to poor weather, according to French officials. As the EU’s top agricultural producer, France is trying to become less dependent on pesticides, which are known to pose various health and environmental risks. The targets for pesticide reduction remain mostly non-binding on farmers, but Minister Le Foll said his revamped plan would encourage a change in practices by expanding their focus on  alternative techniques. Investigation Finds Industry Efforts to Quash Science and EU Ban of Endocrine Disruptors

(Beyond Pesticides, February 5, 2015) A brewing  battle in the European Union (EU) over removing from the market  Endocrine Disrupting Chemicals (EDC)s has  heated up. An investigative report in  The Guardian  reveals that a European Union (EU) scientific paper, prepared to assist in the development of new mandatory EDC risk assessment standards, was never made public. According to the report, EU Commission sources say the release of the paper was quashed as a result of chemical industry pressure and political influence. At the core of the debate lies two EU regulations, one concerning biocidal products (EU 528/2012) and the second on “plant pest protectants” (EU 1107/2009). Both of these regulations required the EU Commission to produce draft measures concerning specific scientific criteria for the determination of endocrine disrupting properties by December 14, 2013. Under the regulations, chemicals within the biocidal and plant pest protectant categories that are  categorized as having endocrine disrupting properties that may cause adverse effects in humans would be prohibited from use in the market place. Commonly Used Pyrethroid Pesticide Increases Risk of ADHD

(Beyond Pesticides, February 2, 2015) A study led by a Rutgers University research team finds that the commonly used pesticide deltamethrin increases the risk of attention deficit hyperactivity disorder (ADHD) in children, adding to a mounting body of scientific research linking pesticide exposure to the disorder. Rutgers scientists, along with colleagues from Emory University, the University of Rochester Medical Center, and Wake Forest University discovered that mice exposed to the pyrethroid insecticide deltamethrin in utero and through lactation exhibit several features of ADHD, including dysfunctional dopamine signaling in the brain, hyperactivity, working memory, attention deficits and impulsive-like behavior. The study, Developmental pesticide exposure reproduces features of attention deficit hyperactivity disorder, was published Wednesday in the Journal of the Federation of American Societies for Experimental Biology (FASEB). ADHD is estimated to affect 8—12% of school-age children worldwide. Persistent Organic Pollutants, Pesticides Linked to Early Menopause

(Beyond Pesticides, January 30, 2015) Extensive exposure to common chemicals may be linked to an earlier start of menopause, according to a new study out of Washington University School of Medicine in St. Louis. Researchers of the study found that women whose bodies have high levels of these chemicals, including three pesticides, experience menopause two to four years earlier than women with lower levels of the chemicals. The pesticides found to have a significant correlation with an early start in menopause were p,p’-DDE (a metabolite of DDT), β-hexachlorocyclohexane (a byproduct of the production of lindane), and mirex. All three pesticides are organochlorine insecticides or their breakdown products that have been banned for use  in the U.S., but continue to persist in the environment and in the food chain. The study, Persistent Organic Pollutants and Early Menopause in U.S. Women, published this week in the journal PLoS ONE, investigates the link between levels in blood and urine of 111 endocrine-disrupting chemicals (EDCs), or chemicals that interfere with the body’s hormonal activity, and focused on known reproductive toxicants or persistent environmental contaminants. North Hempstead Sued by Utilities over Pole Warning Signs

(Beyond Pesticides, January 21, 2015) Public Service Enterprise Group Incorporated (PSEG) Long Island and Long Island Power Authority (LIPA) filed suit against the Town of North Hempstead, New York on Thursday, seeking to impede a 2014 ordinance requiring utility companies to post warning signs on utility poles treated with the hazardous chemical pentachlorophenol (PCP).  The chemical has been listed as a possible carcinogen, is typically contaminated with various forms of dioxins and furans —known carcinogens that persist in the environment. The ordinance, passed in fall 2014, requires warning labels on utility poles  that are treated with the hazardous wood preservative  PCP. The warning states:  “This pole contains a hazardous chemical. Avoid prolonged direct contact with this pole. Wash hands or other exposed areas thoroughly if contact is made.”  PCP is highly toxic and has been listed as a possible carcinogen by national and international agencies. California Tightens Pesticide Limits on Strawberries and Other Crops

(Beyond Pesticides, January 16, 2015) The California Department of Pesticide Regulation (CDPR) announced Wednesday that it is implementing the country’s strictest limits on chloropicrin, a chemical injected into the soil where strawberries, raspberries, almonds, and other crops are grown. The soil fumigant has been linked to a litany of health effects, such as respiratory ailments, skin irritation, and headaches, due to exposure to drift in surrounding areas over recent years. The new rules set up wider buffer zones of up to 100 feet around fields where the pesticide is applied. Growers will be restricted to fumigating 40 acres a day unless they use stronger tarps to prevent pesticide drift. Growers are also required to give the state 48 hours notice before fumigating and notify surrounding homes and businesses in Spanish and English. Chloropicrin is used to control soil pathogens, nematodes, and certain weeds, and can be used alone or in combination with another fumigant, either 1,3-dichloropropene (1,3-D) or methyl bromide, both of which have also been shown to be toxic to human health and potent environmental contaminants. Member EU States Authorized to Plant GE Crops

(Beyond Pesticides, January 15, 2015) Yesterday, the European Union (EU) passed legislation meant to bridge a long-standing divide amongst EU nations (and the United States) on the planting of genetically-engineered (GE) crops by granting individual countries the authority to opt-out of EU crop approval and institute country-based legislative and regulatory restrictions. Makers of GE crops (like Monsanto) and proponents of GE crop cultivation have faced staunch and successful opposition in getting the required EU permission to plant GE crops. Opposition comes from both EU citizens and certain member states, like France, Italy, and Germany. By giving opposing countries an EU-sanctioned means to opt-out and establish individual member state restrictions, the new law may accelerate  opt-outs in those countries that do not oppose GE crop planting. U.S. and EU Trade Proposal Threatens Human Health and Environment

(Beyond Pesticides, January 09, 2015) New closed-door international trade agreement proposals between the U.S. and EU could weaken pesticide standards and threaten the U.S. organic food industry. Set forth by European and U.S. trade associations, the proposals were met  with strong disapproval by numerous non-governmental organizations (NGO) and non-profits. Beyond Pesticides and over a hundred other European and U.S.-based organizations signed on to a letter in July 2014 calling for increased transparency of negotiating proposals and  the exclusion of chemical regulations from the entire scope of the prospective Transatlantic Trade and Investment Partnership (TTIP). The proposals are recommended by the trade associations CropLife America and the European Crop Protection Association (ECPA) —which represent major agricultural chemical manufactures like Bayer CropScience, Dow AgroSciences, and DuPont Crop Protection— with claims that the policy would help reduce or get rid of trade barriers and help promote regulatory cooperation and achieve the goals of the TTIP. EPA Responds to Call for Chlorpyrifos Ban with New Risk Calculations and Continued Use

(Beyond Pesticides, January 7, 2015) On Monday, the U.S. Environmental Protection Agency (EPA) released a revised human health assessment for the insecticide, chlorpyrifos, which finds risks to workers who mix, load and apply chlorpyrifos, and that the chemical has the potential to pose risks to drinking water in small watersheds. The assessment also notes that EPA will retain the 10X (10-fold) safety factor to protect children from all routes of exposures. EPA’s latest finding confirms long-standing scientific data that  has documented chlorpyrifos’ toxicity to humans and environmental contamination. However, despite these findings, EPA proposes to place additional restrictions on chlorpyrifos’ use, instead of a widespread ban. This latest assessment updates the June 2011 preliminary human health risk assessment, which was widely criticized by environmental and farmworker groups. EPA is releasing this assessment based on new information received since 2011, including public comments. The assessment is, in part, in response to a petition submitted by Natural Resources Defense Council (NRDC) and Pesticide Action Network (PAN) in 2007, which called on the agency to ban all uses of the insecticide. USDA Reports Pesticide Residues on Over Half of Food Tested

(Beyond Pesticides, December 23, 2014) The U.S. Department of Agriculture’s (USDA) Agricultural Marketing Service (AMS) has posted a report on its data from the 2013 Pesticide Data Program (PDP) Annual Summary, concluding that although over half of the food tested by the agency for pesticide residues last year showed detectable levels of pesticides, these levels are below the tolerances established by the Environmental Protection Agency (EPA) and do not pose a safety concern. The residues reflect a pesticide use and exposure pattern that raises hazard scenarios that are not fully evaluated by EPA for chemical mixtures, synergistic effects, impacts  on  people and environments  with high risk factors, and certain critical health endpoints, such as endocrine disruption  . Excluding water, of the 9,990 samples analyzed, 23.5 percent had one pesticide detected and 36 percent had more than one pesticide. Residues exceeding tolerances were detected in 0.23 percent (23 samples out of 9,990) of the samples tested. Of these 23 samples, 17 were imported and 6 were domestic. Residues with no established tolerances were found in 3.0 percent of samples, of which 50.2 percent were domestic and 49.2 percent imported. California Strawberry Production Thrives as Regulators Allow Elevated Hazards

(Beyond Pesticides, November 13, 2014) In an investigative report, Dark Side of the Strawberry, Center for Investigative Reporting provides a sordid story and analysis of  the rise of one of California’s most prized crops, strawberries, while state  regulators  ignored public health and environmental risks associated with the pesticides used in their production. The report focuses on a pesticide called 1,3-Dichloropropene (1,3-D), a restricted use soil  fumigant used to kill nematodes, insects, and weeds, that has strong links to cancer and other serious health issues. The use of the chemical in the production of strawberries came into prominence with the forced reduction of another fumigant, methyl bromide. As the report chronicles, besides the many other issues associated with methyl bromide, scientists began to become concerned sometime in 1970s that escaped methyl bromide gas had serious effects on the ozone and was blamed for between 5 and 10 percent of ozone depletion. With the signing of Montreal Protocol in 1987, a treaty that President Reagan signed on behalf of the U.S., methyl bromide became the only pesticide to be banned by treaty, a ban meant to be in full effect by 2005. GAO Report Sounds Alarm Again on Poor Pesticide Controls

(Beyond Pesticides, November 10, 2014) According to a new Government Accountability (GAO) report, the U.S. Food and Drug Administration (FDA) does not test food for several commonly used pesticides with established tolerance levels —including glyphosate, one of the most commonly used pesticides in the U.S. This and other disturbing findings documented in GAO’s report,  Food Safety: FDA and USDA Should Strengthen Pesticide Residue Monitoring Programs and Further Disclose Monitoring Limitations,  issued last Thursday, sounds an alarm that GAO began sounding  in the 1980’s in several reports that identify shocking limitations of  FDA’s approach to monitoring for pesticide residue violations in food. GAO sharply criticizes FDA for not using statistically valid methods consistent with Office of Management and Budget (OMB) standards to collect information on the incidence and level of pesticide residues. In fact, GAO states that it “was unable to find publicly available estimates of the overall toxicity or risk associated with the use of agricultural pesticides in the United States.” According to GAO, FDA is testing less than one-tenth of one  percent of all imported fruits and vegetables and less than 1 percent of domestic fruits and vegetables.  The report is also critical of U.S. Department of Agriculture’s (USDA) […]

Another Study Links Depression in Farmers to Pesticide Use

(Beyond Pesticides, October 15, 2014) A new study published in Environmental Health Perspectives finds a strong relationship between the use of pesticides and depression in farmers. One specific class of pesticide, organochlorines, was associated with a 90% higher chance of being diagnosed with depression. For fumigants, the increased risk was up to 80 percent. This study echoes the conclusion from an earlier French study which also reported that farmers using pesticides face  a greater risk of developing depression. The study, Pesticide Exposure and Depression among Male Private Pesticide Applicators in the Agricultural Health Study, examines possible associations between pesticide exposure and depression among male private pesticide applicators in the Agricultural Health Study (AHS). Over 21,000 applicators who enrolled in the study in 1993—1997 were followed and examined. The applicators were asked about depression when enrolled in the study and then again around 2010. Previous work with this AHS sample found a higher prevalence of depression among male applicators who reported past pesticide poisoning or use of pesticides from several different classes. The Touch, the Feel, of GE Cotton?

(Beyond Pesticides, October 8, 2014) After headliners like genetically engineered (GE) Roundup-Ready corn and soybeans failed to deliver on claims of decreased pesticide use and environmental sustainability, instead leading to the rise of “superweeds,” the U.S. Department of Agriculture approved more dangerous, 2,4-D-resistent versions   shortly after. Now after the predictable failure of Roundup-Ready cotton, USDA is set to approve dicamba-tolerant GE cotton, coming soon to a t-shirt near you.   Feeling a bit itchy now? Join us in telling USDA the solution to “superweeds” is NOT more GE crops and increased herbicide use! Act by October 10, at midnight! USDA’s proposal to deregulate and allow into the environment yet another GE variety will inevitably lead to damaging effects on non-GE crops, native plant species, and environmental biodiversity. USDA acknowledges that the purpose of dicamba-tolerant cotton “is to provide growers with an additional in-crop weed management option to manage [glyphosate resistant] broadleaf weed species,” but introducing crops resistant to other chemical technologies like dicamba may provide short-term relief from resistant weeds, but is not a long-term, sustainable solution to burgeoning weed resistance.
